MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:
Equivalent to graduation from high school and completion of 60 college semester or 90 quarter units in business administration, public administration, criminal justice or a related field; may substitute experience on a year-for-year basis for education; and five (5) years increasingly responsible experience in a public safety communications center, one of which must have been at the supervisory level or administrative capacity and two years of experience directly related to emergency dispatching.

Other requirements include:
Must be able to pass a psychiatric evaluation and P.O.S.T Dispatcher background investigation. Must be willing to work evening, night, weekend and holiday shifts. An Emergency Medical Dispatcher, P.O.S.T. Dispatcher, Civilian Supervisor, Instructor Certificate, or completion of training required for one or more of these certificates is desirable. ICS 100, 200, 300, 400, 700 and 800 Incident Command system certification is desirable.

Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, the incumbent is required to maintain a valid California driver's license as well as a satisfactory driving record.

The Department

The Community Services Department plays a key role in enhancing the community and ensuring the citizens of Fremont receive excellent customer service through the management of recreation facilities, quality recreation and environmental programs, and park planning.

The Position

The primary focus of the Park Ranger/Naturalist is to enhance park safety and visitor experience through consistent patrol, community engagement, and responsive customer service. Additionally, the incumbent may conduct natural resource protection and environmental education programs.

Examples of Job Duties

• Work in prescribed uniform and is responsible for general patrol and supervision of City of Fremont’s parks, plazas and trails.
• Develop and deliver ranger interpretive programming in an urban park setting, including nature education, guided walks and public outreach.
• Provide high-quality customer service to park visitors, responding to questions, concerns, and safety needs in a professional manner.

The Housing Authority is seeking an exceptional, team-oriented candidate to oversee projects and initiatives in support of the Alameda Housing Authority (AHA)’s affordable housing development and neighborhood revitalization programs in the City. This may include new construction development, acquisition and rehabilitation of properties, and development for projects for AHA’s nonprofit development affiliate, Island City Development. AHA’s pipeline of multifamily projects includes serving family, homeless, workforce, and senior populations and managing major renovation of occupied properties within AHA’s portfolio. The Senior Project Manager will also manage a wide range of consultant relationships and may supervise one or more junior staff.

AHA is particularly interested in applications from candidates with a strong track record in successful management of affordable real estate development and housing new construction, and familiarity with various related federal, state, and local regulations. Desirable candidates will be knowledgeable about zoning and environmental regulations 
related to affordable development, experienced with development and administration of consultants and contracts, and have experience with public, private and non-profit affordable housing funding sources such as the Low-Income Housing Tax Credit program, Project based Section 8 and Tax-exempt bonds.

This is an exempt, at-will position. The Authority operates on a 9/72-hour biweekly schedule and is closed every other Friday.

THE POSITION

Under general direction of the Water Resources Division Manager, this position serves as the Chief Plant Operator of the City’s Water Reclamation Plant (wastewater treatment). The selected candidate will plan, organize, direct and manage the operation of the Water Reclamation Plant including wastewater treatment and recycled water production. They will coordinate activities with other sections/divisions/departments, external customers, regional wastewater agencies, and contractors. This position will ensure that all regulatory compliance targets are met and act as a liaison to regulatory agencies. This position requires a valid Grade IV Wastewater Treatment Plant Operator Certificate issued by the State Water Resources Control Board at the time of appointment.

 

Position Responsibilities:

• Serves as the Chief Plant Operator for the Water Reclamation Plant
• Recommends and implements section goals and objectives
• Implements goals and objectives set by the Division Manager
• Coordinates the execution and process impacts of capital improvement projects with project managers, consultants and contractors
• Establishes performance standards, guidelines, and methods
• Develops, implements, and administers current and new programs and policies

Experience & Education: Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

• Experience: None required, although previous experience in law enforcement is desirable.
• Education:  High school diploma and 60 units of college-level course work. Candidates with an honorable discharge may be credited with up to 15 semester units for a minimum of 3 years of active duty in the U.S. Armed Services (Army, Navy, Air Force, Marines and Coast Guard).

Academy Graduates (no sworn experience) - High school diploma and a minimum of 45 units of college-level course work, in addition to graduation from a P.O.S.T. basic academy.

Academy Graduate candidates with an honorable discharge may be credited with up to 15 semester units for a minimum of 3 years of active duty in the U.S. Armed Services (Army, Navy, Air Force, Marines and Coast Guard).

A thorough background check, as well as a physical, including a drug screen, psychological evaluation, and polygraph exam will be conducted on the top candidates prior to appointment consideration.  Failure to achieve a qualifying score on any portion of the examination process will eliminate a candidate from further consideration.

The Housing Authority is seeking a team-oriented candidate to plan and manage the asset management function of the Housing Authority’s real estate portfolio including the housing assets owned by AHA’s affiliates. The Senior Asset Manager conducts financial, physical and regulatory performance review; develops and monitors capital needs assessment programs; and reviews, recommends and implements financing or refinancing schemes at multi-family and tax credit properties, in addition to providing highly responsible and complex professional assistance to the Directors of, Housing Development and Property Operations. The Senior Asset Manager may supervise one or more junior staff.

AHA is particularly interested in applications from candidates with a strong track record in various aspects of the affordable housing industry including finance, development/rehabilitation, management and related real estate issues with an emphasis on asset management and financial and regulatory analysis. The successful candidate will be team-oriented with the ability to move projects forward and help position AHA’s portfolio for longevity and financial sustainability in the challenging Bay Area housing market.

This is an exempt, at-will position. The Authority operates on a 9/72-hour biweekly schedule and is closed every other Friday.
