The Chief Building Official serves as the principal administrative officer of the Building Division. The position directs, assigns, supervises, and plans the activities of the Building Division. In addition, the Chief Building Official will oversee boards and commissions and serve as a member of the City’s Executive Management Team.

The Chief Building Official performs work that is highly complex and often requires intense and exacting mental attention and the ability to reason through and solve complex problems that may affect the ability of the Building and Development Unit to achieve its critical goals and objectives. allcove™ https://allcove.org/ is a youth drop-in center model that has evolved from the Head Space Program in Australia and Foundry Program in British Columbia, Canada. PHCD is working closely with Stanford’s Center for Youth Mental Health and Well Being (CYMHWB) leadership who have been instrumental in defining the model for California and successfully influencing the State of California Mental Health Services & Oversight Accountability Commission (MHSOAC) to provide start up grants for five pilot centers around the State. Currently we have one Full-time Regular vacancy for a Spanish Speaking Psychiatric Social Worker or Marriage and Family Therapist in Daly City. Experienced clinicians and those looking to gain experience are encouraged to apply.

The outpatient clinician will provide specialty outpatient mental health services to adults living in the Northern regions of San Mateo County. The target population are adults 18 years of age and older presenting with a serious mental illness and severe functional impairments. Principal duties will include assessment and diagnosis, care coordination, case management, group and individual psychotherapy, crisis intervention and rehabilitation services. The Clinician will provide treatment in an outpatient clinic setting.

The ideal candidates will possess: 

• A current license as either a Licensed Clinical Social Worker or Marriage and Family Therapist;
• Solid clinical treatment, assessment, diagnostic and evaluation skills;
• Knowledge of principles, techniques and trends in counseling, psychotherapy, clinical case management, crisis management and various treatment modalities;
• Experience/interest in providing treatment for adults with serious mental illness;
• Experience/interest in delivering services to adults who have co-occurring mental health and substance use disorders;
• Experience/interest in delivering services in specialty areas for adults and older adults and/or transitional age youth;
• Excellent documentation skills: progress notes, assessments, client care plans, etc.;
• Demonstrated expertise, skill and interest in working with a broad range of clients of diverse cultures and backgrounds, such as Latino, Pacific Islander, African American, and LGBTQ, and an ability to provide culturally appropriate and proficient services;
• Skill in establishing and maintaining productive working relationships with families, co-workers, other professionals, collaborative partners and the public;
• Extensive knowledge of/interest in learning the available community resources within the County of San Mateo and its neighboring counties;
• Experience/interest in using electronic health/medical record systems (e.g. AVATAR, SOARIAN)
• Fluency in any of the threshold languages: Spanish, Tagalog, Chinese (Cantonese/Mandarin) or Russian; and experience providing clinical services using bilingual skills.

Minimum Qualifications

Licensure/Certification

Psychiatric Social Worker I: Registration with the Board of Behavioral Sciences as an Associate Clinical Social Worker. An individual hired in this classification must become licensed within six years from the date of original registration as an Associate Clinical Social Worker issued by the State of California.

Psychiatric Social Worker II: Current California license as a Licensed Clinical Social Worker.

Marriage & Family Therapist I: Registration with the Board of Behavioral Sciences as an Associate Marriage and Family Therapist. An individual hired in this classification must become licensed within six years from the original date of registration employment as an Associate Marriage and Family Therapist issued by the State of California.

The Department

The South San Francisco Fire Department provides its residents with service in fire suppression; first-responder and ambulance transport emergency medical services; hazardous materials response; urban search and rescue; marine rescue and fire prevention, investigation and public education. The Department operates five (5) fire stations throughout the City, plus an Emergency Operations Center and Fire Training Tower and is comprised of 92 dedicated staff members.

The Position

TYPICAL DUTIES AND RESPONSIBILITIES (may include but are not limited to the following):

• Under general supervision, engages in medical aid treatment and transport activities to protect life.
• Drives, operates, and maintains all assigned department apparatus and equipment.
• Assists and participates in training programs; public education.
• Accurately completes electronic patient care reports, physician certification statements, and incident reports.
• Performs other related duties as required. 

WORKING CONDITIONS/PHYSICAL REQUIREMENTS (may include but are not limited to the following):

• Mobility to work in both emergency and non-emergency settings.
• Ability to lift or carry up to 110 lbs.
• Ability to operate a motor vehicle under both emergency and non-emergency conditions.
• Strength and stamina to perform service duties.
•  Vision sufficient to meet department standards.
• Hearing and speech sufficient to communicate in person and via radio.

Training: Must be at least 18 years of age with a high school diploma or equivalent.

• Possession of a valid EMT Certification or National Registry, and the ability to be certified by San Mateo County EMS Agency.
• Must possess a valid CPR “Healthcare Provider” card, American Heart Association or equivalent.
