THE LINCOLN POLICE DEPARTMENT

The Lincoln Police Department proudly serves a thriving and rapidly growing community in Placer County. Committed to safeguarding both quality of life and public trust, the department operates with a dedicated team of 46 total staff members supported by a current fiscal year budget of $11.3 million. The Police Department enjoys a very low vacancy rate as compared to many other agencies, allowing the department to sustain service quality as the city expands.

Organized into core Operations and Support divisions, the department includes Patrol, Investigations, Communications, Records, Property & Evidence, and the Citizens on Patrol (COP) volunteer program. THE POSITION

The Police Captain reports to the Chief of Police and serves as the Department’s second-in-command. Receiving general direction from the Chief, the Captain is responsible for exercising direct supervision over sworn and non-sworn management, supervisory, technical, and administrative support staff through subordinate levels of management and supervision. The Captain’s direct reports are a Lieutenant, a Detective Sergeant, and a Dispatch/Records Supervisor. Key job functions of the Police Captain role include planning, directing, managing, coordinating, and evaluating the work of all major divisions of the Police Department; developing, recommending, and administering policies and procedures; continuously monitoring and evaluating the efficiency and effectiveness of service delivery methods and procedures; assessing and monitoring workload, administrative and support systems, and internal reporting relationships; and managing and participating in the development and administration of the division’s budget.

• Receives mail and direct payments from the public and funds from other City departments; balances monies received and prepares receipts and bank deposits.
• Processes accounts payable; assigns purchase order and vendor numbers; reviews invoices and receiving reports for accuracy and appropriate authorization; ensures that funds are budgeted and available and prepares documentation required for payment; enters data into the accounts payable system to produce payment.

What You’ll Do

The Wastewater Treatment Plant (WWTP) Mechanic I/II performs semi‑skilled and skilled work in the installation and repair of pumps, motors, chain drives, valves and related equipment and to do related work as required.  The WWTP Mechanic I is the entry level class in the Plant Mechanic series.  Positions in this class normally perform beginning level mechanical repair and maintenance work on a wide variety of wastewater quality control plant systems and equipment. Under this class series concept, positions assigned to the class of Plant Mechanic II may reasonably be filled at the Plant Mechanic I level.  The WWTP Mechanic II is the journey level class in the Plant Mechanic series. Positions assigned to this class are flexibly staffed and are expected to perform the most skilled repair and maintenance work and have a thorough knowledge of the operational characteristics, maintenance and repair methods and techniques and most typical system difficulties for the full range of equipment and operational systems in the plant. All positions assigned to this class require the ability to work independently, exercising judgment and initiative. Plant Mechanics II may also be expected to assist in the supervision of less experienced personnel.

Depending upon assignment, duties may include, but are not limited to the following:

• Operate machines and tools in repairing defective parts of pumps, compressors, generators, motors, lift stations, boilers and related mechanical equipment.

• Maintain accurate mechanical maintenance records.

• Install, repair, replace, and modify pumps, controllers, bearings, seals, hydraulic pipes, timing devices and assist in installing telemetering electrical equipment.

• Use a variety of power hand tools, cutting and welding equipment and electrical test equipment. Fully utilize the computerized work systems in accordance with work flow processes.

• Perform preventive maintenance on wastewater treatment plant mechanical and electrical equipment. Evaluate equipment performance and identify problem areas.

• Maintain stock inventory and adequate supply of replacement parts.

• Plant mechanics may be required to respond to emergency situations after normal working hours and be subject to serve on emergency stand-by alert and call out status on a rotational basis, including participation in rotating stand-by duties.

• Analyze or create documents, such as blueprints, markings, surveys, etc. to problem solve the most effective approach to a task.

• Verify the work of others for accuracy, proper work methods, techniques, and compliance.

• Formulate solutions to problems with equipment or operations, including logistics, operations, and processes.

• Draft operating procedures.

The Wastewater Treatment Plant Mechanic I/II receives supervision from the Wastewater Treatment Plant Maintenance Superintendent or Wastewater Treatment Plant Mechanic III as directed technical or functional supervision may be provided by higher level treatment plant maintenance personnel.  Assignments may require indirect supervision of less experienced plant maintenance personnel.

This is a journey-level classification encompassing specialized technical and administrative support within the Police Department. Incumbents are responsible for the comprehensive maintenance of departmental databases, preparation and assembly of detailed reports, support of recruitment processes, contribution to departmental planning initiatives, and provision of Geographic Information Systems (GIS) expertise. About the Opportunity

The City of Millbrae is looking for a full-time Deputy Finance Director based in Millbrae, California.

Reporting to the Finance Director, you will play a pivotal role in managing the day-to-day operations of the Finance Department and supporting citywide financial initiatives.

In this position, you will be primarily responsible for overseeing departmental functions, supervising staff, and supporting the Finance Director in budget development, auditing, and financial planning activities.

More About You

Education: Graduation from a four-year college or university with major coursework in accounting, finance, business administration, public administration, or a closely related field.

Experience: At least 5 years of progressively responsible professional experience in accounting, finance, or a related field, including 3+ years in a supervisory or management capacity.

Licenses: Possession of a valid California Driver's License and a satisfactory driving record. A Certified Public Accountant (CPA) license and a Certified Public Finance Officer (CPFO) certificate are highly desirable.

Speak clearly and understandably; operate standard computer programs and financial systems. Ability to work in a standard office environment, travel to various locations within and outside the City of Millbrae to meet program needs, and work additional hours to meet deadlines. When driving on City business, maintenance of a valid California Driver’s License and a satisfactory driving record is required. Must be able to actively participate in evening meetings and respond to department needs as required.

Additionally, the following skills and background will be highly valued:

• Knowledge of governmental accounting principles and practices (GAAP)
• Understanding of municipal budgeting, auditing, and financial reporting
• Familiarity with Enterprise Resource Planning (ERP) and financial information systems
