THE DEPARTMENT

The Human Resources Department provides a wide range of internal service support to the City's 12 departments and over 400 employees, strategically aligned with the City Manager's Office leadership of the City team.

The Human Resources Department is composed of a Human Resources Director, Risk Manager, Senior Human Resources Analyst, and three additional support staff positions.

The Human Resources Operations Manager oversees a variety of labor relations and benefits administration duties and serves on the bargaining team during union negotiations.  They will work closely with the HR Director to make important decisions for the HR Department, such as organizational structure changes and staff oversight responsibilities while also serving as a subject matter expert to fellow HR staff and department heads.  They will oversee HR staff and contribute to the development of the Department's annual budget.  This role focuses on supporting the HR team in union relations, meet and confer challenges, grievance responses, and contract negotiations, while supporting department managers through the employee coaching and progressive discipline process.  The Human Resources Operations Manager will use a high degree of accuracy, independent judgment, and discretionary decision-making with respect to interpretation and Memorandum of Understanding (MOU), City policies and procedures, the Employer-Employee Relations Resolution and Public Employment Relations Board rulings.  This position also provides oversight for employee benefits administration, and worker's compensation programs for the City.  

IDEAL CANDIDATE

The Human Resources Department has one (1) vacancy to be filled at either the Human Resources Operation Manager or Principal Human Resources Analyst classification.

The ideal candidate will bring extensive experience in labor relations, collective bargaining, contract negotiations, and employee relations, including grievance response, workplace investigations, performance management, and providing guidance and coaching to supervisors and managers.  Experience with benefits administration, day-to-day payroll functions, and local government operations is highly desirable.  The successful candidate will be results-driven, adaptable, and customer-service orientated, with the ability to excel in a highly autonomous environment and effectively support eight bargaining units.  

This individual will possess strong analytical and strategic thinking skills enabling them to navigate complex human resources issues and develop practical, innovative solutions.  Exceptional interpersonal and communication skills are essential to building and maintaining productive relationships with department leaders, elected and appointed officials, employees, and labor representatives.

• Assists in the development and implementation of goals, objectives, policies, procedures and work standards for the department, assists in administering the department's budget.

  • Education: Possession of a bachelor's degree with major course work in business or public administration, industrial relations, human resources management or a closely related field, AND
  • Experience: Five (5) years of professional experience in public administration required, including two (2) years of direct supervision preferably in a public agency.
  • Master's degree in Human Resources Management, Public Administration or a related field is preferred.

Principal Human Resources Analyst

The Community & Economic Development Department (C&ED) has 1 vacancy to be filled at either the Principal Planner, Senior Planner, or Associate Planner classification. The Planning Division plays a critical role in shaping the future of San Rafael and establishing a positive initial impression for members of the public engaging with the Community and Economic Development Department.

The ideal candidate for the Principal Planner is an experienced planning professional with deep knowledge of California land use and environmental laws, including extensive experience with the California Environmental Quality Act (CEQA) and Tribal Consultation.  This individual provides strong technical leadership over the review of development applications and is confident exercising independent authority.  The successful candidate is an effective manager who values consistency, customer service, and can clearly communicate technical requirements to staff, professionals, and the public.

The successful candidate is an effective project manager experienced with high conflict and litigious projects, writing and managing proposals, managing consultants, and working collaboratively with various departments. They are comfortable managing large project teams and serving as the primary point of contact for applicants, design professionals, and the public, resolving disputes and complaints with professionalism and sound judgment.  The ideal candidate communicates clearly, collaborates effectively with other City departments and outside agencies, and provides reliable advice and support to the Principal Planner and Planning Manager to ensure the efficient, compliant, and customer-focused operation of the Planning Division. 

The ideal candidate for the Associate Planner is capable of independently processing development applications, including experience with Sign Permits, Design Review, Use Permit, Lot Line Adjustment/Merger, and Variance application types. This individual can prepare and analyze professional planning studies respond to public inquiries regarding the City’s General Plan, Zoning Code, and Subdivision Ordinance, and has experience presenting development projects before public boards and commissions. Facility and Sports Field Attendants work in the formal Suisun City classification of Recreation Specialist I. Starting hourly rate will depend on qualifications. This position works on average 19 hours per week.

The Department: The Recreation, Parks and Marina Department is responsible for the operations and programs of the Suisun City Marina, the Senior Center and the Joseph A. Nelson Center, including preschool, after-school programs at various sites, recreation classes and sports leagues, community events and special event rentals.

The Position: Facility and Sports Field Attendants work behind the scenes making all Recreation and Community Services excel! This job entails setting up for events and rentals, opening and closing facilities, general janitorial services, sports field preparation, working in concessions and selling food during sports games. THE DEPARTMENT

The San Rafael Police Department (SRPD) is deeply committed to building a better San Rafael community – providing essential services, quality of life programs, and working to enhance community safety for everyone in San Rafael. The department works to meet these goals with approved headcount of 93 FTE and an operating budget of approximately $31 million in Fiscal Year 2025-26.

THE POSITION

The Open Space Ranger will primarily work in the open space areas of incorporated San Rafael.  The Ranger will be responsible for judiciously enforcing all laws, with particular emphasis on identifying unlawful campsites mitigating fire hazards, and coordinating with other private, city, county, and state agencies to clean up the campsites.  They will work with patrol officers, business owners, residents, and other members of the public to prevent crime, resolve problems, and solve crime.  The Ranger is responsible for keeping accurate records and must remain organized.  The Ranger will use a variety of methods to accomplish their goals, including foot patrol, bicycle patrol, 4-wheel drive truck, and the ATV.  

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to): 

• Patrol designated open space areas within the City using foot, bicycle, ATV, and four-wheel drive vehicle patrols.
• Enforce federal, state, and local laws and City ordinances, with particular emphasis on open space regulations.
• Identify, investigate, and address unlawful encampments in open space areas in coordination with City, County, and State partners.
• Mitigate public safety and environmental hazards, including fire risk, illegal dumping, and resource damage.
• Mitigate fire risk through ignition reduction, coordination with Marin Wildfire Prevention Officers, and vegetation abatement for fire road access.
• Removal of ignition sources (warming fires, propane tanks, etc.) in open space.
• Conduct proactive crime prevention, enforcement, and problem-solving activities in parks and open space areas.
• Respond to calls for service related to open space areas, including quality-of-life issues, suspicious activity, and criminal behavior.
• Coordinate cleanup operations with Public Works, Parks, Fire Code Enforcement, and outside agencies.
• Engage with community members, hikers, residents, business owners, and visitors to promote safety and voluntary compliance.
• Prepare clear, accurate, and timely reports, citations, and documentation related to enforcement actions and activitIes.
• Collect evidence, conduct investigations, and follow up on criminal cases occurring in open space areas.
• Provide court testimony as required.
• Assist with emergency response operations, including search and rescue and wildfire-related incidents.
• Maintain familiarity with open space geography, access routes, and environmental sensitivities.
• Perform related duties as assigned in support of Department and City objectives.

THE DEPARTMENT

The San Rafael Fire Department is an all-risk fire agency with 69 highly trained operational firefighters providing services in firefighting, Advanced Life Support (ALS response, ambulance transport, technical rescue, hazardous material response, disaster response, fire prevention, and community preparedness.  We are dedicated to delivering the highest level of emergency service to our community--professional, compassionate, predictable, consistent, and sustainable.  

THE POSITION

The Wildfire Program Support Specialist provides operational, administrative, and technical support for the San Rafael Fire Department's wildfire prevention, mitigation, and community risk-reduction programs.  The Specialist will support the Wildfire Mitigation Program through the implementation of the San Rafael Wildfire Prevention and Protection Plan and Marin Wildfire Prevention Authority (MWPA) goals.  The position works closely with fire prevention staff, vegetation management personnel, contractors, community organizations, and residents to ensure efficient program delivery and high-quality customer service.  This role supports planning, data tracking, public education, defensible space evaluations, grant administration, and logistics for wildfire-related initiatives.  

ESSENTIAL DUTIES AND RESPONSIBILITIES (may include but are not limited to the following):

• Support the implementation of the San Rafael Wildfire Prevention and Protection Action Plan and Marin Wildfire Prevention Authority workplan in an inclusive and equitable manner.
• Provide various administrative support services including but not limited to inputting invoices, contracts, and purchase orders, budget tracking, meeting support and responding to resident inquiries.
• Assist in coordinating contractors, scheduling inspections, and maintaining project timelines and documentation.  
• Conduct field support tasks such as collecting site information, documenting parcel conditions, preparing inspection forms, and entering data into department databases.  
• Maintain, organize, and update program data, reports, maps, and digital records.
• Assist with grant tracking, reporting, reimbursements, and documentation requirements.
• Support development and delivery of public education materials, community outreach events, and preparedness workshops.

The San Rafael Fire Department is an all-risk fire agency with 69 highly trained operational firefighters providing services in firefighting, Advanced Life Support (ALS) response, ambulance transport, technical rescue, hazardous material response, disaster response, fire prevention, and community preparedness.

THE POSITION

The San Rafael Fire Department is seeking a full-time Administrative Analyst to join our Administrative Division.  At the direction of the Department's Senior Management Analyst, this position provides professional administrative support to the Fire Department, with responsibilities including contracting, grant management, principles in accounting and other administrative duties.
