Under direction, the Deputy City Clerk provides complex administrative and organizational support for all functions and activities of the City Clerk’s Office, including the duties necessary to ensure the custody and maintenance of official City documents, public and archival records and files, and public information. The Deputy City Clerk services to City employees and the public; as the Acting City Clerk in the absence of the City Clerk.  The Deputy City Clerk – Administrative Aide administers projects as assigned, fields and answers inquiries from the public, City departments, officials, and outside entities; participates in fostering cooperative working relationships among City departments and with State and local intergovernmental and regulatory agencies and various public and private groups; provides highly responsible and complex administrative support to the City Clerk, City Manager, City Council, and other City Administrative Managers, and performs related work as required.

This position is full-time at 36 hours per week.

 

Public Safety Dispatcher I is the entry level class in the Public Safety Dispatch series.  Performs a variety of duties involved in receiving, evaluating, prioritizing, and relaying calls for emergency and non-emergency public safety assistance; dispatches appropriate units and coordinates response of emergency personnel; operates a variety of telecommunications equipment including radio, telephone, and computer aided dispatch systems; and performs a wide variety of specialized clerical duties involved in the preparation, maintenance, and release of materials related to law enforcement activities.

QUALIFICATIONS

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Dispatcher I

Education/Training:

Equivalent to the completion of the twelfth grade supplemented by successful completion of the basic dispatcher course within specified time period.

Experience:

Two years of increasingly responsible clerical experience that includes customer service in an environment with frequent interruptions.

 

Dispatcher II Education/Training: Equivalent to the completion of the twelfth grade supplemented by successful completion of the basic dispatcher course. Experience: Two years of experience comparable to that of a Dispatcher I with the City of Ceres.

 

PHYSICAL DEMANDS and WORKING ENVIRONMENT

SELECTION PROCESS

Application Evaluation:  The qualifications of each applicant, as set forth in the application, will be continuously reviewed by the Police Department and Human Resources. Applicants who pass the initial Application Evaluation Test will advance to the next testing phase, the Interview.   Note: Meeting the minimum qualifications does not guarantee advancement in the selection process.  

Those candidates who successfully pass the Interview phase of testing will be certified to a Hiring Eligibility List and the top three (3) scorers will be referred to the Police Department for a selection interview with the Chief of Police.  A select number of candidates will be authorized by the Chief to advance to the Background Investigation, including Fingerprinting. 

Conditional Offer of Employment:  Candidates who pass the Background Investigation will receive a Conditional Employment Offer and will advance to the pre-employment medical examinations, which will include medical psychiatric and physical examinations, including drug testing.

After passing required tests, the employee must commit to attending a 20-week program with the Santa Rosa Junior College Public Safety Training Center. The police academy will be held Monday – Friday and include some nights and weekends. The next academy is January 5 - May 22, 2026. 

Upon graduation, the successful trainee will be transitioned to a Field Training Officer program with the Mill Valley Police Department and promoted to Step 1 Police Officer (probationary) with full benefits. If the employee does not complete and graduate the police academy with a POST academy certificate, they will be released from employment. ABOUT THE POSITION

The Library and Recreation Department is comprised of two divisions, Library and Recreation & Childcare, that are dedicated to enhancing the quality of life of San Rafael residents. The Library Division operates with a $4.4 million budget and 22 full-time employees in fiscal year 2024/2025. The San Rafael Public Library consists of three branches—Downtown, Pickleweed, and Northgate—and is part of the MARINet consortium. Exciting projects include a $3 million modernization of the Downtown branch, set for completion by July 2025, and a $2 million renovation of the Pickleweed branch, with construction beginning in August 2025. Additionally, the City is planning a new, joint Library and Community Center at Albert Park, while also focusing on operational improvements and championing innovative library programs and services.

THE POSITION

The Senior Library Assistant performs the most complex paraprofessional library work; assists patrons; implements programs, outreach, and marketing; supervises volunteer or part-time staff within a designated service area; and provides lead direction to other Library Assistants.

This position may also be in charge of an area of responsibility such as training and scheduling, investigations or support services as needed in addition to their patrol supervision responsibilities. This position will prepare reports related to assigned areas of responsibility and prepare and review department policies and procedures manual(s). This position will direct, supervise, guide and train employees assigned in programs instituted by the department. This position will conduct investigations concerning complaints on personnel. This position may address public meetings to promote better community relations and will carry out other related duties as assigned. This position may conduct background investigations of prospective Police Department employees.
