About the Opportunity

The City of Millbrae is looking for a full-time Deputy Finance Director based in Millbrae, California.

Reporting to the Finance Director, you will play a pivotal role in managing the day-to-day operations of the Finance Department and supporting citywide financial initiatives.

In this position, you will be primarily responsible for overseeing departmental functions, supervising staff, and supporting the Finance Director in budget development, auditing, and financial planning activities.

• Leading or supporting the annual audit and year-end financial close

More About You

Education: Graduation from a four-year college or university with major coursework in accounting, finance, business administration, public administration, or a closely related field.

Experience: At least 5 years of progressively responsible professional experience in accounting, finance, or a related field, including 3+ years in a supervisory or management capacity.

Licenses: Possession of a valid California Driver's License and a satisfactory driving record. A Certified Public Accountant (CPA) license and a Certified Public Finance Officer (CPFO) certificate are highly desirable.

Speak clearly and understandably; operate standard computer programs and financial systems. Ability to work in a standard office environment, travel to various locations within and outside the City of Millbrae to meet program needs, and work additional hours to meet deadlines. When driving on City business, maintenance of a valid California Driver’s License and a satisfactory driving record is required. Must be able to actively participate in evening meetings and respond to department needs as required.

• Knowledge of governmental accounting principles and practices (GAAP)

More About You

The Administrative Services Department plays a vital role in supporting the City’s day-to-day operations by delivering essential internal services. These include Finance, Human Resources, and Information Technology, which are crucial in ensuring the City is well equipped to succeed. The Finance Division oversees a wide range of responsibilities including budget development, general accounting, financial reporting and audits, payroll, tax and revenue collection, and business licensing.

THE POSITION

Under the general direction of the Administrative Services Director, the Assistant Administrative Services Director is responsible for overseeing the Finance Division with 10 full-time staff and supporting citywide fiscal and budget operations. This role involves high-level coordination, analysis, and liaison work across City departments, divisions, and external agencies. This position requires deep expertise in financial management, public policy, and municipal operations, including knowledge of the roles of the City Council and the Finance and Audit Commission, exercising independent judgment in policy development and fiscal oversight. The Assistant Director’s daily duties include general accounting, financial reporting, budgeting, payroll, and business licensing, as well as long-term fiscal planning. This role is instrumental in achieving departmental and citywide goals, improving resource efficiency, and delivering high-quality customer service. Primary duties include but are not limited to the following:

• Planning, managing, and overseeing the daily functions, operations, and activities of the Finance Division; areas of responsibility include general accounting, budget, payroll, treasury, business license, tax and revenue collection, and financial reporting.
• Directing and participating in the development of the City-wide operating and capital budget; working with departments to provide data and support for their budget development; monitoring departmental budget performance and making recommendations for adjustments as needed; and conducting ongoing analysis of the City's financial condition, reporting to, and advising, executive management on fiscal matters.
• Directing the preparation of, and participating in developing fiscal reports including monthly, quarterly and annual reports as well as the City's Annual Comprehensive Financial Report (ACFR), ensuring adherence to mandated rules, regulations and professional standards.
• Preparing and updating the five-year financial forecast and other long-term projections and plans.
• Participating in the development and implementation of goals, objectives, policies, and priorities for the division; recommending appropriate service and staffing levels; recommending and administering policies and procedures.
• Developing and standardizing procedures and methods to improve and continuously monitoring the efficiency and effectiveness of assigned programs, servicing delivery methods, and procedures; assessing and monitoring workload, administrative and support systems, and internal reporting relationships; identifying opportunities for improvement and recommending to management.
• Participating in the selection of, training, motivating, and evaluating assigned personnel; providing or coordinating staff training; working with employees on performance issues; implementing discipline and termination procedures.
• Developing and implementing adopted finance and budget services strategic plans, policies, and standards.
• Establishing and maintaining internal control procedures and ensuring that state and national standard accounting procedures are maintained.
• Communicating complex financial data in a clear, concise manner to a variety of internal and external audiences.
• Overseeing the treasury function, including managing the City’s investment portfolio, ensuring availability of City funds, and preparing investment reports with consultant assistance.
• Overseeing the City’s debt issuance and management policy.
• Overseeing the development of consultant requests for proposals and qualifications for professional services; evaluating proposals and recommending project award; developing, negotiating, and reviewing contract terms and amendments; ensuring contractor compliance with City and department standards and specifications and time and budget estimates; analyzing and resolving complex problems that may arise.
• Providing highly complex staff assistance to the Administrative Services Director; conducting a variety of organizational and operational studies, special projects, and investigations; preparing and presenting staff reports and other necessary correspondence related to assigned activities and services; presenting reports to various commissions, committees, and boards.
• Attending and participating in professional group meetings; staying abreast of new trends and innovations in the financial field; monitoring changes in regulations that may affect business systems operations; implementing policy and procedural changes after approval.
• Receiving, investigating, and responding to difficult and sensitive problems and inquiring in a professional manner; identifying and reporting findings and taking necessary corrective action.
• Performing other duties as assigned.

The City/County Association of Governments (C/CAG) is seeking up to one full-time Transportation Program Specialist I/II to perform a variety of program administrative and technical support functions related to C/CAG transportation and land use programs.

C/CAG operates as a Joint Powers Authority and has membership that includes each of the 20 cities and the County in San Mateo County. C/CAG works on issues that affect the quality of life in general; transportation, housing, air quality, storm water runoff, airport/land use compatibility planning, hazardous waste, climate planning, energy and water resource strategies, and solid waste and recycling. Transportation Program Specialist I is the entry and trainee level class, which works under immediate supervision while learning job tasks.  Incumbents may be assigned to a specific area or may work in multiple areas.  As experience is gained, incumbents work with greater independence and are given more responsible assignments.  Work is typically reviewed in progress and upon completion for conformance with established procedures.

Transportation Program Specialist II is the fully experienced, journey level class, which works under general direction.  This level is capable of independently performing the full range of duties in one or several specialized areas and is expected to serve as subject matter expert in assigned duty areas.

For this position, variety and complexity of assignments, scope and complexity of transportation planning responsibility, independence of action and level of decision-making authority, level and variety of work contacts, degree of administrative responsibilities, and responsibility for program and policy implementation are expected to expand with experience.
 

Duties may include, but are not limited to, the following:

• Manage the process for development of the annual C/CAG budget, including development of the budget calendar and working with the appropriate members of C/CAG staff to provide financial updates and forecast information. 
• Manage the mid-year budget update and any required budgetary updates throughout the year. 
• Review monthly financial information provided by San Carlos to identify and address any issues that arise.
• Submit audits to appropriate agencies and annual reports to the State Controller’s office and other relevant agencies.  
• Serve as the point of contact with San Carlos for any issues that arise related to their contract work with C/CAG, including month-end/year-end close, submittal of audit documents, and production of the financial statements. 
• Develop financial forecasts and review and produce revenue projections for C/CAG funding sources to identify vulnerabilities and potential solutions. 
• Provide strategic analysis of issues that affect C/CAG’s financial stability, such as revenue sensitivity, pension and OPEB funding, and member contribution rates. 
• Serve as the liaison to the Finance Committee and be the primary point of contact. 
• Manage the annual process to submit the indirect cost rate application to Caltrans and secure approval. 
• Review the quarterly investment reports, summarize, and prepare updates for the Finance Committee.
• Assist with the development and implementation of transportation plans, policies, programs, and projects; and the linkage of transportation and land use.
• Coordinate with C/CAG partner agencies on reports, joint studies, and projects.
• Assist with preparing, updating, and administering of planning documents, grants, funding recommendations, and projects.
• Act as liaison and participate on a variety of local and regional committees/task forces related to transportation, housing, and/or land use planning.
• Maintain contract agreements, review invoices, and track budget for C/CAG projects.
• Track and analyze proposed policies from other government agencies and legislations related to transportation and housing.
• Coordinate the development of State and Federal transportation improvement plans and programs at a county level.
• Oversee request for proposal (RFP) processes.
• Monitor the regional transportation planning and delivery process for conformance with State and Federal requirements.
• Establish, maintain, purge and run reports on various office files including minutes from public or private meetings and hearings.
• Draft documents such as C/CAG Board Resolutions, Board and committee staff reports, consultant contracts and agreements, and RFPs.
• Staff various committee meetings including coordinating the distribution of agenda packets and preparation of minutes.
• Set up meetings, coordinate attendee calendars, make reservations and set up meeting rooms.
• Perform related duties as assigned.

The ideal candidate will possess the following knowledge, skills, and abilities: 

• Two or more years of professional experience directly in transportation and/or land use planning.
• Self-starter who has demonstrated the ability to independently perform the full scope of duties required.
• Familiar with making presentations and recommendations to governmental agency boards, commissions, and committees.
• Familiar with public outreach and engagement processes or gathering input from the public.

Salary Information: 
C/CAG Transportation Programs Specialist I:  $85,488.00- $106,870.40 Annually
C/CAG Transportation Programs Specialist II:  $100,380.80- $125,403.20 Annually

Note: This is an unclassified, at-will position allocated to C/CAG.  Unclassified positions are not covered by the County of San Mateo Civil Service Rules.

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:
 

Education: Bachelor's Degree in Transportation Planning, Urban Planning, City Planning or Regional Planning, or related field such as Urban or Regional Studies, Public Policy, Public Administration, Environmental Policy or Studies, Geography, Sociology, Economics, Civil Engineering, or Political Science.

Anyone may apply.  Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, or extra-help/limited term position prior to the final filing date will receive five points added to their final passing score on this examination.

Candidates who pass the application screening may be invited to a panel interview (weight:100%). Control remote and portable video cameras, operate digital video recorders and audio equipment for the live cablecasting of public meetings.  Choose camera shots, graphics, and adjusts audio levels.  View action on monitors; control contrast, brilliance, color balance, and fidelity and audio quality of cablecasted television signal.  Inspect video production equipment for proper operation, control, and safety; make minor adjustments and temporary repairs to equipment as necessary.  Assist in the production of programs including desktop editing. Create video "slides" using a variety of text, sounds, and graphics including backgrounds, borders and video images.  Operate a variety of video imaging and scheduling software and/or character generators.  Create automated shows using combinations of video "slides" and/or machine control commands.  Duplicate and label DVDs.  Maintain records of work performed.

MINIMUM QUALIFICATIONS

Knowledge of:  Television and video production techniques, operations and equipment.  Video and computer graphics.

Ability to:      Operate television production equipment such as field and studio cameras, digital recorders, editing equipment, switchers/special effects generators, and character generators; set up, operate and monitor equipment, such as, lights, microphones, audio mixers;  follow oral and written directions; work independently or as part of a team; follow safe work practices; work evenings and attend meetings; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education:  Graduation from high school or equivalent.  College level course work in television production and/or digital video imaging desirable.

Experience:  One year of video production employment desirable including live video production experience. 

License:  Possession of a valid Class "C" California Driver's License.

About the Division

Engineering Services Division is comprised of four sections: Construction Management Services, Structural Engineering and Code Inspection, Material Testing Laboratory, and Survey. This division provides technical support services for Capital Improvement Projects, development/utility permit projects, inspection oversight, Underground Service Alert (USA)services, land surveying, monument preservation services, field and laboratory testing, pavement design and evaluations, and building code inspection services.

The Land Survey Section provides land surveying services to Capital Improvement Projects and development permit projects; Maintains the City of San Jose's system of benchmarks; Provides monument preservation services for those monuments impacted by City improvement projects; and Technical map review services for subdivision maps within the City of San Jose.

Position Duties

Salary range for the classification of Chief of Surveys is:

$133,682.64 - $162,860.88 Annually. This range includes an approximate five percent (5%) ongoing non-pensionable pay. Actual salary shall be determined by the final candidates’ qualifications and experience.

The Department of Public Works is recruiting for (1) Full-Time Chief of Surveys position to provide the following typical duties and responsibilities which may include but are not limited to:

• Supervises an office technical staff in the preparation of drawings, corner records, record of surveys, reviewing improvement plans and specifications, parcel maps and tract maps.

• Provides direction and supervises several field survey crews to locate property lines, gather data for topographic surveys and stake construction projects.

• Reviews, schedules, and assigns crews to survey projects; recommends methods and procedures to efficiently complete assigned projects.

• prepares time and cost estimates for requested survey work. 

• Reviews preliminary construction drawings to determine nature and extent of required survey work; participates in pre-construction, project scheduling, and other meetings concerning survey matters.

• Reviews, approves, or examines land surveying documents (maps, plats, reports, descriptions, etc.) under supervision of the Land Surveyor.

• Manages surveying staff including supervision, hiring, training and performance evaluations.

• Plans, coordinates, and schedules all office surveying activities.

• Sets and maintains standard practices for office surveying activities and quality control.

• Consults with public and private engineers, inspectors, and contractors relative to requested work and coordinates any necessary activities.

• Communicates with clients and the public and resolves issues that arise during field surveys.

• Performs map and document research for field and office survey projects.

• Interprets construction documents for construction surveys.

Education: High School Diploma or equivalent (General Educational Development [GED] Test or California Proficiency Certificate)

Experience: Eight (8) years of increasingly responsible sub-professional engineering/surveying work, including three (3) years at a level of a Survey Party Chief, Senior Engineering Technician, Senior Construction Inspector, or equivalent.

Acceptable Substitutions

Up to four (4) years (equivalent to 120 semester units or 180 quarter units) of undergraduate course work in college engineering, surveying, geography, and/or mathematics, or related fields, from an accredited college or university, may be substituted for subprofessional engineering/surveying experience on a year-for-year basis.

Certifications

Possession of a Land Surveyor-in-Training certificate and possession of a valid driver's license authorizing the operation of a motor vehicle in the State of California. - Land Surveyor's license is highly desirable.
