The City of Pacifica is currently recruiting for a Permit Technician to join our team. Under general supervision, the incumbent will perform a variety of technical and administrative duties in support of the Community Development Department, including providing information to the public.

ESSENTIAL AND IMPORTANT DUTIES:

• Greet/acknowledge customers who contact the Community Development Department while assessing the nature of issues with appropriate and timely responses.
• Review, process and issue various permits and applications utilizing the City’s permit and project tracking system.
• Provide information concerning various permit and application requirements, codes and inspection procedures to internal and external customers, contractors, design professionals and the public.
• Receive and respond to inquiries from the public, contractors, developers, City employees, and other parties.
• Establish filing systems; maintain records, files, databases, and reference materials; assist with plan/map filing.
• Calculate and collect fees; track applications including researching and resolving billing issues with various parties.
• Prepare a variety of reports, letters, agreements, and other correspondence.
• Prepare and distribute Commission and Committee agenda packets. Attend meetings as needed.
• Post notices and prepare mailings for public hearings on individual properties.
• Schedule building inspections.
• Perform related duties as assigned.

Examples of Duties

Represents the City and the Police Department at hearings, city council meetings, and community outreach events.

Responds to public inquiries and complaints with professionalism, empathy, and technical expertise.

Monitors trends, emerging community issues, and legislative changes impacting code enforcement operations. Assures that assigned areas of responsibility are consistent with local, State and Federal regulations; stays current on related policies, regulations and trends.

Participates in the development of policies and procedures; develops and recommends programs and projects to higher level personnel.

Participates in the selection and training of personnel; assumes responsibility for motivating and evaluating assigned personnel; provides necessary training; initiates discipline procedures as is appropriate.

Assists with the preparation and development of the budget; monitors approved funds and tracks expenditures to support accurate financial management; Prepares budget reports and recommends adjustments as needed; maintains supply inventories and supply and budgetary records; prepares requisitions and orders needed materials, parts and equipment.

Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff and the public.

Must be available to occasionally work evenings and weekend hours and/or respond to emergencies.

EDUCATION AND/OR EXPERIENCE

Graduation from high school or equivalent, and at least five (5) years of municipal code enforcement experience with at least one (1) year in a lead or senior role. Possession of a Bachelor's degree from an accredited university in planning, construction technology or a related field may be substituted for two (2) years of the experience requirement. Building inspection experience is highly desirable.

LICENSE/CERTIFICATE

Possession of and the ability to maintain a valid California Class C driver's license and a safe driving record. Certification from CACEO (California Association of Code Enforcement Officers) or similar organization is preferred or must be obtained within one year of appointment.
Possession of an I.C.B.O.
Building Inspection certificate (or other similar
professional certification) is desirable and may be substituted for two years of the
required experience. Penal Code 832 certification is also desirable.

Experience and Training Guidelines

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Experience: None required.

Training: Equivalent to completion of the twelfth grade (High School diploma). Completion of 30 semester units from an accredited college or university (60 units or more is preferred).

Licenses: Possession of and ability to maintain a valid California Driver’s License.

Necessary Special Qualifications:

• At the time of application, all applicants must show proof of passing the PELLETB test with a minimum T-Score of 50 and successful completion of the WSTB test (physical agility).  These tests can be taken by visiting www.theacademy.ca.gov.  All testing information including practice tests can be located on the site.
• Free of any felony convictions.
• A citizen of the United States or a permanent resident alien who is eligible for and has applied for citizenship (Government Code Para. 1031).
• Age, not less than 21 years at time of appointment.
• Vision in each eye, correctable to at least 20/30.
• Must pass a background investigation.
• Meet all regulatory requirements for becoming a Peace Officer with a California P.O.S.T agency.

ADDITIONAL INFORMATION:

Physical Skills

Ability to sit, stand, walk, kneel, crouch, squat, stoop, reach, crawl, twist, climb, and lift 50 pounds. 

Work Environment

Exposure to cold, heat, extreme noise, outdoors, confining workspace, electrical hazards, chemicals, dust, toxic waste, mechanical hazards, and explosive materials.
