POLICE ASSISTANT

Salary Range: $20.84 to $32.41/hour; non-benefitted position, DOE

DEFINITION

The Police Assistant is a civilian, non-sworn, uniformed position that is responsible for a variety of customer service-based interactions with the community. Duties include non-hazardous enforcement of municipal parking laws and regulations as well as clerical front counter tasks related to phone and walk-in contacts at the police department.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Lieutenant and Traffic Sergeant. Projects are assigned, and the person usually works with very little supervision. 

ESSENTIAL JOB FUNCTIONS/DUTIES

• Handle confidential administrative duties at the front desk. Greets telephone callers and visitors to department; screens and handles inquiries of a general or specific nature; takes messages.
• Takes information from the public regarding thefts, accidents, lost and found property, and other incidents that do not require the presence of a sworn law enforcement officer at the scene; completes standard police reports for review by staff supervisors or sworn supervisory staff.

• Perform a variety of research & staff work; prepare reports.
• Maintain records using computers and various filing systems.
• Coordinate Parking Permits for business employees.
• Enforces parking ordinances and the Town’s Abandoned Vehicle Abatement Program, issues parking citations; follows-up on complaints regarding abandoned or illegally parked vehicles; issues citations and arranges for the towing or other abatement measures. Receive and respond to complaints and reports of routine parking incidents from the public.
• Respond to public complaint of abandoned vehicles; document and schedule tows for abandoned vehicles; and ensures proper disposition of illegally parked vehicles; patrols city streets and issues citations on vehicles parked in an unlawful manner. Mark vehicles to detect abuse of timed areas.
• Operate computer equipment and two-way radio as related to employment.
• Directs traffic at crash, crime, and/or congestion scenes.
• Investigates and prepares reports on burglary, petty theft, lost and found property, missing persons, property damage, accidents, Town Ordinance violations, abandoned vehicles and other incidents.
• Assists with maintaining evidence and property in the Evidence Room. Coordinates receiving and cataloging evidence and found property, maintaining records of property movement, processing, and disposition.
• Assist with transporting, storing, photographing, releasing, or destroying property pursuant to state law and established procedures.
• As required testifies in court.
• Perform related duties as assigned.
• Perform duties within OSHA standards.
• Must be flexible with hours and available to work some evenings and occasional weekends.

QUALIFICATIONS

Knowledge: 

Microsoft Office: Excel, Word, and PowerPoint.

Ability to:     

Effectively communicate verbally and through written correspondence; understand and follow verbal and written instructions, prepare clear and accurate reports, work cooperatively with others contacted in the course of work, handle multiple work requests under pressure, read and interpret maps, type at a speed of no less than 40WPM and have excellent customer service skills. Operation of radio communication equipment is required. Must be able to lift up to 20 pounds and stand outdoors for extended periods while performing traffic control assignments. Required to wear safety equipment, including a vest, belt, and uniform.

EXPERIENCE AND EDUCATION

Experience: 

One (1) year of full-time (or the equivalent of full-time) experience involving substantial public contact, or the exchange of detailed verbal information, including interpreting/clarifying rules, regulations, policies, or procedures and handling complaints as a primary element of the work performed. Must be at least 18 years of age at the time of application.

Education:   

High school graduation or equivalent.

Licenses:      

California Driver's License, C.L.E.T.S. certification upon hire.

Supervision:

Under the general supervision of the Recreation Coordinator and Camp Director, Camp Coordinators are responsible for the day-to-day operations of their assigned summer day camp:  executing weekly curriculums by ordering supplies, supervising their camp staff, and leading all of their camp activities on a daily basis.  The City of Orinda offers two city-run camps:  Camp Orinda and Camp Orinda Jr.

Camp Orinda is a full-day (9:00 am to 4:00 pm) traditional camp for 6 to 11 year olds.

Camp Orinda Jr. is a half-day camp (9:15 am to 12:45 pm) for 3 1/2 to 5-year olds.

Essential Duties:

• Execute the camp curriculum in accordance with the Camp Director and Recreation Coordinator.
• Lead arts, crafts and games according to the theme of the week.
• Participate in weekly camp debriefs with Camp Director.
• Offer leadership, guidance and direction to Camp Counselors.
• Supervise Counselors-in-Training (CIT), pair CIT's with experienced Camp Counselors, and delegate CIT weekly duties during CIT camp week.
• Serve as a mentor and role model to campers and communicate effectively with guardians and families.
• Safely and appropriately supervise all campers.  Camp Orinda Coordinator will supervise campers on weekly field trips around the East Bay.
• Monitor supplies and create weekly supply list.
• Ensure the health and safety of all campers are prioritized in all summer camp programs.

Minimum Qualifications:

Licenses/Certifications: CPR, First Aid, and AED training and/or certification are required prior to the first day of camp.  There will be a CPR, First Aid and AED training at the May 30, 2026 training for any staff that is not certified by this date.

Supervision:

Under the general supervision of the Recreation Coordinator, the Camp Director assists the Recreation Coordinator in the administration of summer camp staffing, programming, training and camper/family relations.  The Camp Director is responsible for overseeing the camp coordinators and camp counselors, and the Director is the on-site camp liaison for families. 

This position is a 40 hour per week Monday through Friday seasonal position during summer.  In addition to staff recruitment and selection and summer program planning hours prior to camp start dates, there is also an opportunity to continue employment on a part-time basis with the Parks and Recreation Department during the school year to assist in the planning and implementation of Orinda Youth Sports (OYS), adult sports, and the Orinda Teen Advisory Council (OTAC).

Essential Duties:

• Collaborate with Recreation Coordinator to develop, coordinate and facilitate summer camp programs and activities.
• Oversee camp staff, and promote a safe, supportive and engaging environment for all staff.

DEFINITION:

The Music Instructor is responsible for providing quality music instruction to participants of varying skill levels in a positive and engaging environment. This position requires strong knowledge of music techniques and the ability to plan and deliver lessons that meet individual participants’ needs. The Asset Management Specialist performs a variety of specialized technical work in support of the Housing Authority’s asset management and property operations functions. DEFINITION

Under the direction of the Transit Manager, the Transit Analyst II is responsible for carrying out a variety of analytical and technical assignments; and working on administrative and operational activities, analysis and special projects in support of Union City’s transit programs and services.

CLASS CHARACTERISTICS

This is the experienced-level class in the Transit Division. Work given to an incumbent in this class involves various tasks including, but not limited to, scenario planning, performance-based planning, financial forecasting, regional policy research and analysis, transportation demand management, general analysis and development of transit programs and services, research of new trends in public transit and comparing how Union City provides service delivery, and participation in coordination events or meetings on behalf of Union City. Incumbents in this class perform advanced analytical work while following City and departmental policies while exercising the performance of more complex duties. The Transit Analyst II has general knowledge of the operating procedures and policies of transit and/or transportation planning. The Transit Analyst II is distinguished from the Transit Analyst I in that it is the full journey-level, professional class in the division and works more independently.

• Work with other City departments, other transit agencies and other public agencies to provide adequate transit amenities, service levels, service coordination and transit or transportation mitigation measures.
• Use, review, and recommend web-based programs designed to provide information to the Computer Assisted Dispatch and Automatic Vehicle Location (CAD/AVL) systems used to track vehicles and provide information to the region’s 511 system, provide service planning, and can generate the required versions of the general transit feed services by the region and state.
• Researching and responding to public complaints and inquiries; participating in the design and implementation of administrative procedures.
• Provide general assistance with the Public Works Department.
• Perform related duties, responsibilities and assist in special projects as needed.
