THE POSITION:

The City of San Rafael Police Department is recruiting for a full-time, Police Communications Dispatcher.  This is a specialized police civilian classification and performs all duties required to effectively dispatch police services including operating police radio communication equipment to communicate with the public and police.  Receives, interprets, and transmits information essential to the delivery of emergency and non-emergency police services.

• Monitors local emergency services radio transmissions; maintains contact and monitors status of field units; monitors the county mutual aid channel.
• Responds to emergency phone lines, including calls to and from fire department, alarm companies, and tow companies.
• Prioritizes needs of difficult callers, including hysterical victims, incoherent persons and suicidal subjects; assesses and evaluates emergency situations.
• Enters calls for service information into the CAD system, including type, location, nature and description of event; enters all field unit transmissions.
• Enters information into automated systems, including temporary warrants, missing persons, property, stolen vehicles, domestic violence restraining orders and firearms; searches various databases and automated systems in response to information requests.
• Performs a variety of clerical duties, including photocopying, completing forms and maintaining records; receives and responds to document requests for warrants and DMV printouts.
• Operates a variety of specialized equipment related to dispatch work.
• Answers front office non-emergency lines after hours.
• Informs on-duty shift Sergeant of street activity and pending calls for service.
• May train and evaluate new employees.
• Performs related duties as required.

THE POSITION: 

The City of San Rafael is recruiting for a Police Officer. This position performs a wide variety of peace officer duties involving the protection of life and property, enforcement of laws and ordinances, criminal investigation, crime prevention and suppression.  Police officers prepare cases and provide courtroom testimony, provide information and assistance to the public and perform special assignments in areas such as patrol, traffic, investigations and gang enforcement.  General supervision is provided by the Police Sergeant.  Responsibilities may include the direct supervision of officers in training and/or the indirect supervision of other officers and/or support staff.   

This position performs the following essential job duties:

• Patrols an assigned area in a radio car, on motorcycle or on foot to observe and report suspicious activities or hazardous conditions for the prevention and detection of crime; arrests law violators in accordance with applicable statutory and case laws.
• Answers routine and emergency calls for protection of life and property and the enforcement of City, County, State and Federal laws, codes and ordinances.
• Investigates crimes, accidents, deaths and disturbances; collects, preserves and presents evidence using scientific identification techniques; interviews, questions and/or takes statements from victims, witnesses and suspects and completes investigative reports.
• Directs traffic, including regulation of vehicle flow at emergency or congested places, stops drivers who are operating vehicles in violation of laws and issues citations or warnings as appropriate.
• Appears in court to present evidence and testimony in connection with criminal prosecution and/or civil cases; serves writs, warrants, subpoenas and other legal documents.
• Provides information and direction to the public; assists in developing community policing strategies; maintains effective public relations and makes public service appearances.
• Provides emergency first aid and/or assistance to injured or incapacitated persons and requests additional emergency medical services as necessary.
• Searches, guards, transports and assists in the booking and custodial care of prisoners.
• Handles missing person cases; takes custody of runaway or delinquent juveniles; investigates child welfare cases involving potential mental, physical or sexual abuse.
• Assists with emergency or planned events, including natural disasters, fires, parades, and crowd control; participates in special details and assignments.
• Directs, instructs, and supervises officers in training; conducts in-service and/or briefing training.

The City of Campbell's Police Department is seeking qualified candidates for Public Safety Dispatcher!

Under general supervision, to receive and transmit routine and emergency telephone, radio and computer messages; to keep a variety of police records; and to do related work as required.

Typical Duties may include, but are not limited to the following:

• Answers all telephone calls promptly and courteously;
• Makes rapid and accurate determination of the nature of each call and the degree, severity, and location of any emergency;
• Refers non-emergency callers to the appropriate agency or other resource;
• Questions emergency callers to elicit complete and accurate information necessary for emergency response and enters information in the computer-aided dispatch system;
• Gather information using multiple audio and visual resources;
• Selects emergency response units in exact accordance with established user agency policies and procedures;
• Promptly and properly alerts response units in exact accordance with user agency policies and procedures;
• Maintains current status on all field units;
• Closely monitors any situation presenting a potential danger to the life or safety of field personnel and takes immediate action to dispatch assistance as required;
• Maintains radio contact with field units and enforces proper channel control, discipline, and courtesy;
• Maintains records and logs reflecting the outcome and details of emergency incidents;
• Participates in training and evaluation activities to establish and maintain a high level of proficiency;
• Accesses automated law enforcement systems, inputs data and information, and makes accurate entries into automated record files in accordance with applicable laws, statutes and Department of Justice requirements; and 
• Builds and maintains positive working relationships with coworkers, other City employees, and the public using principles of good customer service.

Knowledge of:

• Standard communications principles and methods for public service dispatch activities;
• Standard office procedures and methods, including filing and the operation of common office equipment;
• Correct English usage, spelling, punctuation and grammar.

Ability to:

• Communicate clearly and concisely with persons under extreme emotional stress;
• Operate a computer aided-dispatch system;
• Establish and maintain effective working relationships with those contacted in their course of work including the general public;
• Type into a computer terminal at a net rate of 40 words per minute;

• Perform a high standard of customer service, professional conduct and civic responsibility.

Hours of Work: Public Safety Dispatchers typically work 12 hours shifts, with 4 work days one week and 3 work days the following week.  Shifts available area a day and night shift, or variation, that can rotate every six months.  Dispatchers may have to work weekends, holidays and overtime. 

Special Conditions: Incumbents must have the ability to work, as assigned, on schedules that may include Saturdays, Sundays, holidays, and non-traditional work hours; and a willingness to work overtime as required.

Other Requirements: Must be able to perform all the essential functions of the job assignment.  All candidates will be required to pass a City background investigation, which will include fingerprinting and may include polygraph and/or psychological testing.

MINIMUM QUALIFICATIONS
Education & Experience:

• Graduation from an accredited high school (GED may be substituted for a high school diploma); plus
• One year of successful full-time responsible experience performing work where the essential functions of the job involved public contact, computer usage or heavy telephone traffic.

REQUIRED DOCUMENTS FOR APPLICATION:
Applicants must submit proof of successful completion of the following: 

• Typing Certificate certifying a minimum of 40 wpm dated within one year of the application date; AND
• Criticall Dispatcher test with a passing score dated within one year of the application date; OR
• P.O.S.T. Entry-level Dispatcher Test with a T-score of 50 or above.

LATERAL APPLICANTS:
Lateral applicants that are currently employed as a Public Safety Dispatcher (non-probationary) do not need to submit proof of test scores, however a California POST Dispatcher Academy Certificate is required.
