THE POSITION

The City of San Mateo is seeking a Per Diem Human Resources Technician providing a wide variety of technical human resource work in a variety of program areas including benefit administration; recruitment and selection; compensation; human resources information systems database analysis and report writing, and to do related work as required. This position receives general supervision from the HR Director or Senior HR Analysts.

EXAMPLE DUTIES

• Prepare and maintain personnel records.
• Write, edit and prepare digital and print communications materials.
• Assist in the recruitment process by preparing and distributing job announcements, composing, and placing ads, composing and recording announcements for the job hotline, updating and monitoring recruitment information on the City’s web site, screening applications, and answering inquiries from applicants.
• Work with departments in coordinating examination schedules and locations; prepare necessary correspondence for the examinations; notify candidates; enlist the services of examination board members; assemble and mail packets to oral board members.
• Process, update, and maintain invoices and accounts payable.
• Gather and assemble data and prepare routine reports; maintain a variety of records and files.
• Screen calls and visitors, referring inquiries as appropriate, and respond to requests for information regarding general personnel matters.
• Use specialized technical equipment or computer programs.

JOB RELATED SKILLS & ESSENTIAL QUALIFICATIONS

Knowledge of:

• Personnel policies and procedures relating to recruitment, selection, benefit administration, compensation, human resources information systems, and related areas.
• English usage, grammar, spelling and punctuation.
• Modern office procedures, methods and computer equipment.

Ability to:

• Plan, coordinate, and organize work to meet deadlines.
• Compose routine correspondence demonstrating good English skills in spelling, vocabulary, grammar and punctuation.
• Communicate clearly and concisely both orally and in writing.
• Understand, interpret, and apply rules, regulations and memoranda of understanding.
• Establish and maintain cooperative work relationships with those contacted in the course of work.
• Operate standard office machines including personal computer, and calculator.
• Prepare and maintain accurate and complete records and reports.

EXPERIENCE AND EDUCATION

• Two years of increasingly responsible clerical or account clerical experience, preferably in a human resources environment.
• Equivalent to a high school diploma. Additional specialized training in public administration, human resources management, business administration or a related field is desirable.

The Human Resources Administrator (Classification & Compensation) reports to the Director, Human Resources and is responsible for administering the District’s classification and compensation categorization system including performing highly confidential and professional level analytical work and advanced data analysis. This position makes recommendations based on studies and market data for professional-level administrative positions within the San Mateo County Transit District (SamTrans), Peninsula Joint Powers Board (Caltrain), and the San Mateo County Transportation Authority (TA) agencies. 

Essential Functions & Duties:

• Plan, develop, and administer the District’s classification and compensation program. 

• Gather, consolidate, and analyze complex qualitative, quantitative, confidential and sensitive data, datasets, and information from multiple sources. 

• Serve as the subject matter expert in classification and compensation, market salary data, and salary studies, providing information and recommendations to management. 

• Provides leadership in change management related to classification and compensation including communication with District staff on updated Human Resources policies and procedures. 

• Assists with People & Culture Group programs including benefits, recruitment, civil rights, and employee relations by providing data and information relating to compensation and classification. 

• Responsible for developing, updating, and communicating policies and standard operating procedures (SOPs) related to the area of administration. 

 

Examples of Duties:

• Provide classification and compensation support to the HR Director and Caltrain HR Business Partner.

• Conduct review of classification descriptions and determine an appropriate level of compensation based on market data comparators and internal alignment.

• Independently and proactively identify trends and insights for recommendations. 

• Monitor state and federal policy updates, new technology, or updated methodology related to classification and compensation and communicate changes to relevant departments and staff. 

• Prepares presentations, reports, and data visualizations to support findings and present information in a clear and concise manner. 

• Analyze and interpret large datasets and information. 

• Leads meetings to present salary and budget recommendations, policy updates, and individual results with staff, management, and consultants. 

• Performs periodic audits of the classification and compensation evaluation system, ensuring data quality and control, consistent and fair application, and 

• Maintains reports, manuals, datasets and files. 

• Manages the work of outside consultants, scheduling meetings with necessary administrative staff, and supporting the information gathering and decision-making process. 

• Assess and review compensation and classification policies and procedures for improvements.

• Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.

• Perform other duties as assigned.

Minimum Qualifications:

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Associate Degree in Business Administration, Economics, Statistics, Human Resources, Labor Relations, or directly related field. 

• Five (5) years full-time, progressively responsible experience in classification, data and/or information analysis in a professional business setting.

 

Preferred Qualifications:

• Ability to use initiative and independent judgment, work with interruptions and changing priorities, organize work and follow-up assignments with minimal supervision.  

• Public sector experience preferred. 

• Experience providing analytical support to a human resources function preferred.

There are currently two (2) vacancies in the department.  This is an excellent opportunity for two (2) motivated individuals looking to grow their career within a dynamic team of HR Professionals.  The Human Resources Technician provides generalist support for a variety of human resources functions. Of the vacancies, one (1) position will primarily support Recruitment and Selection, Class & Compensation, HRIS, and other areas of Human Resources Administration. The second position will support Benefits Administration, Onboarding, and Leave Management.  

A 2.5% supervisory differential will apply.

Key Responsibilities include, but are not limited to:

• Program Management: Planning and leading Equal Employment Opportunity (EEO) programs, projects, and activities.

• Six (6) years of experience in assigned program area of EEO, including either one (1) year in experience planning, organizing, coordinating, and directing various projects or programs, or serving as a Valley Water-recognized subject matter expert or advisor in EEO program area. 
• Experienced in ensuring compliance with state and federal laws, regulations, and reporting requirements.

• State and federal laws, regulations, and reporting requirements.

Ideal Training and Education:
Equivalent to graduation from an accredited four-year college or university with major coursework in human resources management, organizational development, industrial or organizational psychology, public or business administration, or a related field.
 
Substitution
Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education to a maximum of four years. 

 

Required License or Certificate Possession of, or ability to obtain, an appropriate, valid California driver's license. Individuals who do not meet the driver's license requirement due to a disability will be considered for a reasonable accommodation on a case-by-case basis.
 
Possession of HR Certificate and/or SHRM certificate is a plus.

Labor Relations & Equal Employment Unit (Position Code 16)

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date. 

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period (one year).
