ABOUT THE POSITION

The Town of Atherton invites you to apply for the position of Associate Engineer in the Public Works Department. The position, general supervision, performs various professional field and office engineering work related to the management, planning, design, construction, and maintenance of the Town’s public works infrastructure, associated with the Capital Improvement Program (CIP); provides project management oversight, coordination and administration; conducts development plan reviews and inspections; confers with developers, contractors, and representatives of other agencies regarding facility and infrastructure development and maintenance; administers professional services and construction contracts; provides professional staff assistance to the Director of Public Works, other departments, and the public in areas of expertise; performs a variety of studies and prepares and presents staff reports; and assist in the development of the Department budget and monitors revenue and expense budgets on an ongoing basis.

Typical duties include, but are not limited to:

• Plans, manages, designs, and inspects all phases of civil engineering public works construction projects, including defining the scope of the project; coordinating with permitting and public utility agencies; applying engineering principles and practices to specific problems; coordinating construction schedules with other projects and agencies; preparing and reviewing cost estimates; and inspecting construction of projects to ensure compliance with construction documents; performs related planning and design work.
• Review of proposed private development projects; including issues related to public works, hydrology, grading, scheduling, traffic control, and erosion; prepares public works conditions of approval for proposed development.
• Reviews construction plans prepared by consulting engineers and private contractors; checks plans for conformance with regulations; reviews engineering calculations; participates in pre-design, construction, and coordination meetings and issues construction permits.
• Develops consultant requests for proposal for professional and/or construction services and the advertising and bid processes; evaluates proposals and recommends project award; administers contracts after award; ensures contractor compliance with Town standards and specifications, time and budget estimates; analyzes and resolves complex problems that may arise; recommends and approves field changes as required.
• Monitors and pursues grant opportunities for improvements in public works programs.
• Participates in the development of the Town’s Capital Improvement Program (CIP)
• Participates in the San Mateo County Cleanwater Program and assists with compliance and reporting associated with the Municipal Regional (NPDES) Stormwater Permit.
• Performs other related duties as required.

SELECTION PROCESS

MINIMUM QUALIFICATIONS

Sufficient education, training and/or work experience to demonstrate possession of the knowledge, skills and abilities, which would be typically acquired through:

Education & Experience

Three (3) years of increasingly responsible experience professional engineering design, plan review, and project administration.

Education: Equivalent to graduation from an accredited four-year college or university with major coursework in civil engineering or a related engineering field.

Certification: Posses and maintain a valid certificate of registration as a Professional Engineer in the State of California.

Knowledge of:

• Civil engineering principles, techniques, policies, and procedures,
• Principles and practices of capital improvement program budgeting, cost estimation, funding, project management, and contract administration,
• Basic principles, practices, procedures, and standards related to Town public works infrastructure development and maintenance, engineering, and surveying
• Practices of researching engineering and design issues, evaluating alternatives, making sound recommendations, and preparing and presenting effective staff reports

Skills and Ability to:

• Prepare, understand, and interpret engineering construction plans, specifications, and other contract documents.
• Assist in and develop and administer contracts for professional services and construction in a public agency setting.
• Effectively represent the department and the Town in meetings with governmental agencies, community groups, and various business, professional, and regulatory organizations and individuals.
• Prepare and present clear, concise, and logical written and oral reports, correspondence, policies, procedures, legal descriptions, and other written materials.

The Position:
This is complex lead level work involved in a central purchasing department related to the procurement of goods and services, including preparation of formal bid documents, facilitation of the activities of the bid process, selection of vendors, volume buying, inventory, assessing availability and quality of goods and services, and routine to complex procurements for the entire District according to prescribed methods. Public contact is extensive, primarily involving District and college staff at all levels, outside vendors, contractors, outside business representatives, other educational institutions, and external auditors for the purpose of exchanging product, procedural, timeline, and workflow information. A high degree of independent judgment and creativity are required to interpret policies and procedures, and to provide input into the resolution of frequent minor and occasional major problems that occur. Consequences of errors in judgment can be costly in terms of District resources, employee time and in public relations; however, supervisory controls limit the risk of serious errors. Duties and Responsibilities:

1. Exchanges professional information with District and college staff, vendors, contractors, business representatives, as well as educational and government institutions regarding purchasing policies and procedures, assistance with vendor selections, pricing, shipping, returns, invoicing, bid timelines and item specifications
2. Develops and confirms product specifications and quality expectations and examines total cost of ownership
3. Develops and prepares bid specifications and RFP, RFQ, and RFB documents, analyzes bid results, and prepares reports related to the formal bidding process
4. Attends professional development related meetings, workshops and other events to stay current on public procurement code and District policies and procedures. Occasional mandatory participation in select professional development conferences requiring travel outside the Bay Area. Willingness to pursue professional certifications in the procurement field
5. Attends and conducts meetings and consults with College and District staff, vendors, and others to provide information about the bidding process, development of bid procedures, clarification of product specifications, finalization of contractual agreements, and collaboration on the resolution of problems
6. Administers and oversees administration of the procurement card program, including issuance and cancellation of cards and communications with cardholders and the bank
7. Administers and oversees administration of other District-wide procurement tools, such as reverse auctions, gas cards, or contract management software
8. Participates in and/or provides direction to staff on purchasing transactions requiring specialized technical knowledge or understating of specific commodities, materials, supplies, manufacturers, and District services

11. Reviews and issues purchase orders for complex procurements and cooperative purchasing agreements and audits and approves routine purchase orders prepared by staff
12. Uses a variety of computer software to research, enter, format, modify, and retrieve data for special and regular reports, documentation, vendor files, trend analysis and presentations, and to perform administrative tasks, such as scheduling meetings and arranging meeting logistics
13. Composes and prepares correspondence and announcements to District staff
14. Analyzes data and systems available to retrieve desired information

Minimum Qualifications:

• Bachelor’s degree in business administration or a closely related field OR an equivalent combination of education and experience

The Position:
The Accountant performs professional work involved in first line supervision of accounting functions, complex account development, maintenance, modification, and reporting. Under direction, the position is responsible for applying generally accepted accounting principles to analyze, maintain, reconcile and verify a variety of budgetary, accounting and other fiscal records. The position supervises daily operations in a variety of functional accounting areas and maintains adequate oversight and internal controls over such operations. Public contact is extensive and involves staff at various levels within the organization, local government agencies and other outside entities for the purpose of exchanging technical accounting procedural and policy information. A high degree of independent judgment and creativity are required to analyze data and develop resolutions to a variety of minor and major problems that occur. • Researches, compiles data for, and prepares complex fiscal reports to local, state, and federal agencies as required

The Water and Sewer Utilities Department is looking for a Senior Engineering Technician who desires to become a Water and Sewer Utility professional and support a talented group of engineers, administrative staff and utility operators with the sole aim of delivering safe, reliable utility services and excellent customer service to the community of Santa Clara. The Senior Engineering Technician will prepare exhibits, update CAD files, access and update asset management software, update spreadsheets and project folders, perform site visits, perform field measurements, perform research tasks, support the water sampling program, support plan checks, prepare construction documents, perform field inspections, update block books and communicate with customers, contractors, consultants, engineers, inspectors, and operators. 

The ideal candidate should be proficient in AutoCAD, the Microsoft Office Suite, working with PDF formats, navigating folder directories, and communicating effectively with a diverse group of stakeholders. Any experience, skills or certification related to the water, recycled water, sewer or general civil engineering industry is desired.

Department of Public Works

The City of Santa Clara's Department of Public Works seeks a results-oriented and innovative individual to serve out the Department's mission to provide the highest quality public works services to the residents of Santa Clara, the development community, and our customers in a responsible and efficient manner. Currently, the Field Services Division of the Department of Public Works (DPW) is looking for individuals for the position of Senior Engineering Technician.  This position will provide support to the Field Services division through updates to the Geographic Information System (GIS) system, AutoCAD, and miscellaneous databases.  This position will coordinate internally with various DPW staff to maintain system records and support their needs to successfully complete their projects on time.

The ideal candidate should have experience using and editing AutoCAD software. The Senior Engineering Technician will assist the City Surveyor with topographic, monument, and benchmark surveys conducted in the field. Additionally, the technician will help restore missing or damaged monuments and benchmarks and perform administrative tasks such as filing permits, updating block books, conducting research, and carrying out field inspections and investigations. Employees in this role are expected to be fully trained in all procedures related to their assigned responsibilities. Work is performed under the general supervision of the Chief of Party, a Professional Engineer, or a Principal Engineering Technician, who assigns tasks and reviews work to ensure compliance with instructions and established engineering standards.

The Design Division manages capital improvement planning and programming related to pavement management, storm drain facilities, and sanitary sewer systems. Additionally, the division provides capital project delivery services for a variety of City projects including transportation, roadways, pedestrian and bicycle, storm drains, sanitary sewers, buildings, libraries, and parks to implement the City’s capital improvement program. The division also coordinates with the Federal Emergency Management Agency on the City’s Community Rating System (CRS) program to maintain the City’s Class 7 rating. 

The Field Services Division provides construction management, construction inspection, materials testing, and surveying for capital improvement projects such as pavement rehabilitation, traffic signals, storm and sanitary sewers, parks, building improvements and other public improvements.  The Field Services Division also provides construction inspection and coordination for developer/private construction of public improvements within the City’s right-of-way. 

The Land & Property Development Division is responsible for providing efficient and effective engineering services to support private development projects during the entitlement, design, and construction phases. The division works closely with customers, developers, utility companies and the community to ensure projects comply with local, state and federal standards. The division is also responsible for reviewing and approving encroachment permits, easements, street/easement abandonments, subdivision maps, processing encroachment agreements, collecting development-related fees, and collaborating with other Public Works divisions, as well as other City departments throughout all project phases. Additionally, the division provides customer counter services to the general public as the City’s permit center.

The Traffic Engineering Division provides traffic engineering, traffic impact analysis reviews, bicycle and pedestrian improvement planning, grant administration, and traffic signal maintenance and operation services for the City. The division also investigates resident/business inquiries related to street parking, traffic calming, intersection control, and bicycling and pedestrian travel on public streets. Finally, this division coordinates with other agencies such as the Valley Transportation Authority, County of Santa Clara Roads and Airports, Caltrans, and the cities of San Jose, Cupertino, and Sunnyvale related to projects, programs, and grant opportunities.

Library Aides provide customer service to library visitors. Duties include checking items in and out at the Checkout Desk, opening new library accounts, collecting fines and fees, shelving materials, and assisting library visitors in finding materials and using the computers. Other tasks may include processing materials, providing storytimes for children, and assisting with other public programs for children, teens and adults. This is an ideal job for someone who is friendly, computer savvy, enjoys working with the public, putting things in order, and is detail-oriented. Bilingual skills are desirable.

The Information Technology Department is recruiting for a Business Analyst within the City Products-Projects-Portfolio Office (C3PO).

The Business Analyst will play a crucial role in analyzing and documenting business processes, identifying needs, and providing data-driven recommendations to improve the organization's efficiency and productivity.

The position will also lead and perform usability and accessibility work on digital service delivery analysis and/or improvement. This position will play a key role in ensuring new services are developed to bridge access, language, and ease of use barriers experienced disproportionately by underserved portions of our community.

Key duties may include but are not limited to:

• Leading user research on digital products by:
  • Identifying user and organizational needs through interviews, conversations, workshops/focus groups, and analytics research.
  • Building strong professional relationships with stakeholders to understand what is best for the users.
• Designing user interface prototypes and journey mapping to improve resident and staff outcomes with digital services.
• Training and coaching City staff and creating documentation on standards for user-centered design approaches.
• Engaging internal and external customers to conduct usability testing to build meaningful products, services, and processes.
• Sustaining and improving customer satisfaction through quality customer support, continual system/user interface configuration improvement, and analysis and/or resolution of product issues.
• Performing omnichannel audits and/or assessments that provide actionable recommendations to improve accessibility and usability.
• Gather and analyze data from various sources to understand business needs and objectives.
• Work closely with stakeholders to define, document, and prioritize business requirements.
• Conduct a thorough analysis of current business processes, systems, and workflows.
• Identify opportunities for improvement and propose solutions to address business challenges.
• Develop detailed reports, diagrams, and presentations to communicate findings and recommendations to stakeholders.
• Collaborate with cross-functional teams to implement solutions and ensure alignment with business goals.
• Assist in the testing and validating of new systems, processes, or software tools.

This position is currently funded through June 30, 2025, with the potential to extend based on resource availability.

Please note that the Business Analyst position is currently eligible for a hybrid telework schedule. The schedule for working remotely and onsite is subject to change.

Salary Information:The final candidate's qualifications and experience shall determine the actual salary. In addition to the starting salary, employees in the Senior Analyst classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

• Salary Range (including the 5% NPWI): $113,327.76 - $138,072.48

The Senior Analyst's bargaining unit is the City Association of Management Personnel (CAMP) .
