The Position:
The Accountant performs professional work involved in first line supervision of accounting functions, complex account development, maintenance, modification, and reporting. Under direction, the position is responsible for applying generally accepted accounting principles to analyze, maintain, reconcile and verify a variety of budgetary, accounting and other fiscal records. The position supervises daily operations in a variety of functional accounting areas and maintains adequate oversight and internal controls over such operations. Public contact is extensive and involves staff at various levels within the organization, local government agencies and other outside entities for the purpose of exchanging technical accounting procedural and policy information. A high degree of independent judgment and creativity are required to analyze data and develop resolutions to a variety of minor and major problems that occur. The consequences of errors in judgment can be costly in employee time, public relations and/or institutional funding; however, administrative controls limit the risk of serious consequences in loss of revenue. An Accountant can direct the work of accounting paraprofessional, clerical and other staff as assigned.

Duties and Responsibilities:
The duties below are representative of the duties of the classification and are not intended to cover all of the duties performed by the incumbent(s) of any particular position. • Uses a variety of spreadsheet and other software to analyze complex financial, statistical data
• • Composes and prepares correspondence, recommendations and reports using a variety of computer software
• Posts revenue, abatement, expenses, accounts receivable and liabilities to the ledger
• Monitors and records various investments, certificates of deposit, and other fund instruments as assigned
• Monitors, reconciles and balances expenditure and revenue control accounts and general ledger accounts
• Provides regular financial reports
• Researches, compiles data for, and prepares complex fiscal reports to local, state, and federal agencies as required
• Provides input into the development and modification of database programs, screens, data formats and record keeping
• Prepares cash reconciliations
• Prepares monthly income analysis summaries, cash flow statements, and fund balance statements as needed
• Maintains chart of accounts
• Sets up and maintains database and other online resources of data
• Plans and reviews report data and conclusions with management staff
• Monitors and evaluates performance of internal and external computerized financial record systems and develops recommendations, in conjunction with information technology staff, to implement system improvements and upgrades and to maintain effective integration of systems
• Plans, coordinates and supervises daily operations in functional accounting areas, including the training, staff development, direction and evaluation of accounting and support staff
• Compiles financial data for internal and external audits as needed
• Coordinates required changes in district fiscal records, policies, and procedures, in conjunction with senior management and other staff
• Updates and drafts procedures as necessary
• Monitors and interprets federal and state regulations and guidelines and assures compliance with requirements
• Exchanges information with college and district staff at all levels regarding policies and procedures related to the assigned functional accounting area; provides technical information as a resource to various offices within the district
• Implements financial requirements of contractual agreements made by the district
• Assists staff in fiscal year-end closing of district records and preparation of year-end reports
• Assists internal and external auditors in preparation of final reports as needed
• Attends, meetings, workshops, and other gatherings to obtain most current information
• Drives a motor vehicle to visit off-site locations for meetings, conferences, workshops and other activities
• Performs other related duties as assigned

Minimum Qualifications:

• Bachelor’s degree in accounting, business administration, finance or a closely related field OR an equivalent combination of education and experience
• Successful work experience of increasing responsibility that has included government fund accounting, financial analysis and reporting; project budgeting, planning, and design
• Experience in the coordination of workloads with people at various levels within an organization
• Skill in complex data research, analysis and reporting
• Skill in the use of spreadsheets and a variety of computer software to compose and prepare data analysis, reports, summaries, correspondence and other materials
• Demonstrated cultural competence, sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty, and staff
• Demonstrated skills in written and oral communication, including public speaking and persuasive communication
• Skill in directing the work of others

Physical Requirements:
This classification requires multi-level tasking and strategic planning, attention to detail and organization of financial data, active listening; individual to large-group communication, persuasion, good memory, tact, patience, flexibility and the ability to drive a motor vehicle to off-site locations in order to perform the essential functions.

The City also implemented a citywide GIS system, document imaging system, and Intranet, which are available to all staff members. THE POSITION

Library Aides provide customer service to library visitors. Duties include checking items in and out at the Checkout Desk, opening new library accounts, collecting fines and fees, shelving materials, and assisting library visitors in finding materials and using the computers. Other tasks may include processing materials, providing storytimes for children, and assisting with other public programs for children, teens and adults. This is an ideal job for someone who is friendly, computer savvy, enjoys working with the public, putting things in order, and is detail-oriented. Bilingual skills are desirable.

DEFINITION

Under supervision, to do library clerical, technical and customer service work, and related assignments as required.

EXAMPLES OF DUTIES

Check materials in and out, sort materials, open new library accounts, explain library policies and resolve disputes, collect fines and fees, assist library patrons with self-checkout and public-use computers, printers, photocopiers, and scanners, answer routine information questions, complete opening and closing procedures, and perform related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of:  Modern office and record-keeping procedures; use of office equipment and technology; numerical and alphabetical filing; basic mathematical principles.

Ability to: 

Provide excellent customer service; apply and explain library policies; communicate clearly, both orally and in writing; perform basic troubleshooting and assist patrons with computer use; adapt to changing technology and working conditions; learn the Dewey Decimal Classification System and library procedures; interact positively and cooperate with co-workers; function under demanding time pressure; respond in a positive manner to supervision; and attend work and perform duties on a regular and consistent basis. 

Bilingual ability (Spanish, Mandarin, Cantonese, or Tagalog) is highly desirable.

Must be physically able to stand for extended periods, walk, bend, kneel, push wheeled carts, lift, reach overhead, go up and down stairs, and use a step stool.

Availability for evening and Saturday shifts is required.

THE POSITION:

COMPENSATION PACKAGE:

The current monthly salary for this position ranges from $9530.23 - 11,584.05, depending on qualifications.

The Police Officer performs a wide variety of patrol and related duties involving the prevention of crime, the protection of life and property, traffic control, and the enforcement of Federal, State, and local laws and ordinances. The incumbent employs community policing strategies to prevent juvenile crime and delinquency; assists in the preparation of cases and testifies in court. Position Summary

Under general direction, performs work in connection with a wide variety of engineering projects related to inspections, repairs and upgrades of District bridges, buildings and other structures and facilities. May manage projects involving architectural and engineering personnel engaged in the planning, design and construction phases of District facility projects.  Coordinates and implements engineering methods and policies affecting a wide range of engineering activities involved in facility inspections, repairs and upgrades of District facilities; maintains contacts with architectural and engineering consultants, governmental agencies, general public and contractors in connection with facility engineering matters; reviews engineering calculations, plans, specifications and technical papers. 

Essential Responsibilities

• Prepares and leads the preparation of reports, calculations, design plans, specifications, schedules, cost estimates and other materials related to the planning, design, maintenance repairs and construction phases of District facility projects and refers them to Directing Civil Engineer for final approval
• Prepares and refers to the District Engineer or designee, contract documents and agreements for the planning, design and construction phases of District facility projects 
• Oversees work of and manages contracts with professional architectural and engineering consultants, contractors, utility companies, property owners 
• Confers with other departments and regulatory agencies relative to engineering District facility projects and work programs to ensure proper coordination of all related activities and responsibilities
• Makes field trips and inspections to resolve differences of opinion between engineers and contractors' representatives as they relate to facility repairs and improvements
• Conducts and attends conferences and meetings in connection with planning and design of improvement and construction projects
• Makes oral presentations
• Knows and follows the safety and health rules and safe working practices applicable to his or her job
• Ensures that employees under his or her supervision follow established safe work practices and obey all safety rules

Knowledge of:  Methods, materials, and equipment used in custodial maintenance.

Ability to:  Understand and follow written and oral directions; clean and care for assigned facilities in a safe and efficient manner; maintain and appropriate public service demeanor and positive customer service interactions; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience:  One year of full time custodial maintenance in public buildings or offices.

Position Summary

 

Under supervision, performs inspection, maintenance, troubleshooting, diagnosis, repair, removal, replacement and testing necessary to maintain all District vehicles, including record keeping and written verification of work accomplished as directed. 

 

Essential Responsibilities

 

• Responsible for major rebuilding, repair and/or removal and replacement of engines, transmissions, clutches, differentials, turbochargers, pumps, motors, injectors, cylinder heads, compressors and hydraulic systems, air brake, air systems, steering, air conditioning, and electrical systems and associated vehicle parts.
• Provides minor and incidental repairs to vehicles in general, including manufacture and/or repair of components to maintain equipment.
• Performs ongoing preventive maintenance, inspections and procedures, as directed, to provide the safest, cleanest, most economical and dependable transportation possible for District utilization.
• Provides normal and reasonable care of all District-owned property and tools provided
• Directly responsible for written communication concerning ongoing status of repairs completed, repairs in progress and outstanding repairs necessary to safely and economically provide vehicles for District transportation needs.
• Participates in general repairs necessary to all mechanical equipment supplementary to vehicle repairs and maintenance as directed.
• Generates and completes work orders in a Computerized Asset Management System (IBM Maximo).
• Assists apprentice mechanics, new employees and current employees in pursuing a high level of production, reliability and safety.
• Adheres to the safety and health rules and safe working practices applicable to his or her job
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service. 
• Performs additional related duties as assigned 
• Regular and reliable attendance and performance are required

 

Minimum Qualifications

 

Education and/or Experience: 1) Completion of four (4) year apprenticeship program or approved equivalent; OR four years’ full-time experience in the repair of heavy duty diesel engines, air brakes, transmissions, differentials, and D.C. electrical; 2) Experience in the operation of machine tools common to repair shops, such as grinders, drill press, valve facers, lathes, boring bars, presses, etc.

 

Required License:  Must possess and maintain a current, valid California driver's license and satisfactory driving record. No more than two moving violations within the last 3 years. No DUI’s or Reckless Driving violations within the last 7 years. Must be able to obtain a Class A or B license with “P” endorsement within the six-month introductory/probationary period. Operates District vehicles on a regular basis.

 

REQUIRED TOOLS:

• Must have a full set of journey level hand tools to accomplish assigned work.

  

HOURS:

• Shifts are scheduled based on seniority in classification.
• Maintenance Department operates 7 days per week, 24 hours per day.
• Must be available to work all shifts.

 

PHYSICAL REQUIREMENTS: Occasionally lift up to 100 lbs. maximum with assistance.  Frequently lift, carry and manipulate up to 50 pounds. Working inside and outside in all weather conditions. Works around fumes, odors and dust in an occasionally high noise level environment with appropriate personal protective equipment.

• Common maintenance and repair practices related to heavy duty diesel engine, transmission, steering, electrical, electronic controls, air, hydraulic, brake, fuel and power train systems 
• Common maintenance and repair practices relating to multiplex and programmable logic controller electronic control systems

Skills or Ability to: 

• Use grinders, drill press, diagnostic computers, digital volt/ohm meters, smog testing equipment and other tools and equipment commonly found in a bus/truck fleet shop environment
• Troubleshoot, diagnose, repair and/or replace components common to bus, truck, and automotive equipment fleets
• Read, understand, follow and/or apply oral and written instructions such as complex technical instructions in maintenance manuals, wiring diagrams and schematics, and technical service publications
• Communicate clearly and effectively both orally and in writing 
• Establish and maintain cooperative and productive working relationships 
• Perform computerized data entry and basic business office technology functions such as use of email, data entry, work order processing and materials requisition

Definition: Under supervision, to provide leadership to recreation programs, activities or service; organizes and implements program elements and oversees participants; and performs related work as required.  This temporary part-time non-benefited position works an average of 8 -15 hours per week during each sports season.  This position requires afternoon and evening shifts.

Essential Duties:  Depending upon assignment, the duties of an After School Coach - Recreation Leader I , II or III may include, but are not limited to, the following:

 Assists in planning, organizing, scheduling and provides direct leadership to classes in a specialized phase of the recreation program, class or activities.

• Organizes, inventories and maintains necessary facilities and materials.
• Maintains group and individual discipline, and code of conduct.
• Implements a logical detailed sequence of activities to fit the abilities and interest of the participants.
• Keeps records of attendance, participation.
• Typical duties include: implementation of sports programming, record keeping, maintaining supplies, class development, and gym supervision.
• Performs other duties of a similar nature or level.

Special Requirements:   Vision adequate to supervise participants in recreational programs; speak clearly; ability to bend stoop or crouch; physical stamina to supervise groups of youth participating in recreational programs; ability to work off-hours, shifts or events as required; strength to lift and carry materials weighing up to 20 pounds; and the ability to work outdoors in a variety of weather and temperature conditions.

Minimum Qualifications:

Knowledge of: 

• Common sports, games and recreation activities appropriate for all ages;
• Rules and techniques of common sports and games;
• Principles and methods used in organizing, conducting and supervising a program of recreational activities;
• Record keeping techniques;
• Basic first aid and safety practices and procedures;
• Customer service including greeting guests and providing recreation activity information.
• Recreation organization and implementation

 Ability to: 

• Implement and organize recreation program elements;
• Prioritize and handle multiple program tasks;
• Think and act quickly in emergencies;
• Judge situations and people accurately;
• Understand and carry out oral and written directions;
• Establish and maintain effective and cooperative relationships with subordinates, peers, supervisors, and the public;
• Perform work in a safe manner;
• Perform the physical duties of the job.

Education & Experience: 

Recreation Leader I:  Current enrollment in high school, with minimum age of 15 at time of appointment.  Must possess a work-permit. No previous experience required.

Recreation Leader II:  Current enrollment in high school, with minimum age of 16 at time of appointment.  Equivalent to three (3) months of full-time experience (approximately 500 hours) of volunteer or paid work experience in recreation programs or equivalent. Depending on area of assignment, previous knowledge of and experience participating in the activity and/or sport is desirable. 

Recreation Leader III:  Equivalent to completion of the twelfth (12) grade.  Equivalent to six (6) months full-time experience (approximately 1,000 hours) of volunteer or paid work experience equivalent to a Recreation Leader II with the City of Millbrae. Depending on area of assignment, previous knowledge of and experience participating in the activity and/or sport is desirable.

License:  Must possess and maintain a valid CALIFORNIA Class C Operator's license issued by the Department of Motor Vehicles and a satisfactory driving record.

Certificates:  Must possess a first aid/CPR certification or be willing to obtain one

Service Standards:  

Must successfully complete background process.  All candidates will be fingerprinted pursuant to California State Law.  All successful candidates under age 18 must possess a work permit prior to hire.
