The Position

The Planning Manager oversees the operations of CDD’s Planning Division, which includes supervision of a team of 10 planners and management of all current and long-range planning functions of the City. The ideal candidate is a team player; is experienced and effective in all aspects of professional planning practices; has proven leadership, negotiation, and communication skills; works well with a variety of interest groups, individuals, and stakeholders. The Planning Manager serves as staff liaison to the Planning Commission and supervises preparation of the Commission’s agenda and compilation of required reports and documents, and acts as Zoning Administrator and performs all duties required thereof by the Zoning Code. The position exercises direct supervision over professional staff in the Planning Division, receives general direction from the Community Development Director and/or Deputy Community Development Director, and works collaboratively with other division managers within CDD.

Tri-City Mental Health Authority is looking for a Behavioral Health Specialist (BHS) who will provide a variety of rehabilitative support services to clients. This position will be a part of a 3 year - federally funded MHSSA Grant Team set to end in 2026. Candidates must be able to facilitate the following: behavior modification, skill building, and self-care and safety in individual and/or group settings; demonstrates and coaches clients to promote and reinforce the use of effective coping strategies and techniques based on individual needs and treatment plans; performs outreach and provides linkages and referrals to a variety of behavioral health, community, and social services, resources, and systems of care; encourages full client engagement in services to promote wellness and recovery; and performs related duties as assigned. This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Provides individual, group, family, and collateral rehabilitative support services to facilitate behavior modification including skill building, needs assessment, self-care/safety, and coping strategies and techniques; may provide case management services in the office and in the field.

 

• Develops, monitors, and evaluates client rehabilitative and case management goals and increases/decreases in targeted behavior according to client needs; monitors goal progress/regression.

 

• Provides linkages, resources, and referrals to address basic needs and other barriers to wellness and recovery including food, housing, clothing, transportation, and other financial resources.

 

• Encourages and supports clients to fully engage in services; provides outreach and assists clients in addressing and overcoming barriers to treatment.

 

• Plans and facilitates and/or co-facilitates group sessions for clients and community members focused on skill building; tracks client attendance and follows-up with individual clients, as necessary.

 

• Provides advocacy for clients to ensure inclusion in all aspects of the community including socialization, employment, education, and housing to meet client needs.

 

•  Participates as a member of multidisciplinary treatment teams; addresses client goals, barriers, progress, and other relevant information to enhance treatment services; assists and supports clients in maintaining cooperative and effective relationships with treatment teams.

 

• Attends and participates in a variety of meetings, trainings, utilization and peer review activities, and other functions involving supervision, case consultation and public information and education.

The Fiscal Supervisor over the Court Budget Unit (CBU) in the Budget Services office plans, organizes, supervises, reviews, and evaluates the work of assigned staff responsible to support all aspects of budget development and implementation for the 58 trial courts. The Supervisor oversees the development of allocations and distribution of $3 billion annually to the trial courts and manages other budgetary processes and programs that support court operations. San Mateo County Health's Public Health, Policy and Planning Division has exciting field-based opportunities for well-qualified and motivated Nurse Practitioners to provide both primary and urgent care to adults from vulnerable populations within our community—people experiencing homelessness and/or in shelters, monolingual Spanish speakers and other new immigrants, and those without insurance or underinsured. These services are provided through various Mobile Clinic modalities and venues, including but not limited to street medicine, shelter medicine, and the mobile coach. We are looking for collaborative Nurse Practitioners to work in and lead various multidisciplinary service teams in the field to provide comprehensive, low-threshold, client-centered care and engagement.

Teams are staffed by a Nurse Practitioner (NP), Psychiatrist, Medical Services Assistant, AOD Case Manager, and Patient Services Assistants. These teams work closely with our community partners from the Human Services Agency and community-based organizations who locate and identify clients needing medical and/or mental health services, as well as provide additional health, housing, and social services in the field.

Under general supervision, Nurse Practitioners provide urgent care and primary health care services such as physical examinations, chronic disease management (e.g., diabetes and hypertension), and referrals/linkages to specialty clinics as appropriate.

Currently, Public Health Clinics has one full-time, regular, 40-hour-per-week vacancy for a bilingual Spanish Nurse Practitioner and two 40-hour-per-week, Limited-Term Nurse Practitioner vacancies, requiring flexible schedules and field-based work at different locations. Sixty-five percent of the NP’s time will be in the field, with the remainder spent in the office documenting notes, placing orders, and coordinating with other staff as needed.

The ideal candidate has experience:

• Identify and manage common illnesses and other health problems.

• Build relationships with community partners to improve health outcomes and expand services.

Qualifications

Education and Experience
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

• Education: Completion of an advanced nursing degree from a program accredited by the Commission on Collegiate Nursing Education (CCNE) or the National League for Nursing Accrediting Commission (NLNAC), with emphasis in a Nurse Practitioner specialty area.

• Experience: Minimum of one (1) year of paid experience in an acute and/or ambulatory care setting.

The Clinical Therapist I/II position will report to a Clinical Supervisor I and will work on a multidisciplinary team consisting of other Clinical Therapists and Mental Health Specialists in partnership with the school and families.

The Public Authority for In-Home Supportive Services (IHSS) is seeking well-qualified individuals for the position of Public Authority Registry Social Worker II/III with fluency in Mandarin or Cantonese. There is one vacancy in the Public Authority. The current vacancy would be responsible for supporting IHSS consumers who do not have caregiver resources, in hiring a homecare provider from the Public Authority Registry and helping the client and provider establish a successful working relationship. The position is located in San Mateo, CA, but will require travel throughout the County to perform duties of the positions.

 

NOTE: The Public Authority Registry Social Worker II/III is not a County position; the Public Authority unit reports to the San Mateo County Director of Aging and Adult Services.

 

PUBLIC AUTHORITY

The Public Authority serves as the employer of record for IHSS homecare workers, with the IHSS consumer retaining the right to hire, fire and train their worker. The Public Authority's responsibilities include operating a Registry that recruits, screens and refers potential homecare providers to IHSS consumers needing personal assistance in their home; screening the backgrounds of IHSS providers in accordance with IHSS policies and regulations; providing training opportunities to IHSS providers to enhance their skills in serving IHSS consumers; and offering support and assistance to Registry consumers and providers to ensure the employer-employee relationship between the Registry consumer and provider are functioning well. The IHSS consumer is the IHSS employer and is responsible for hiring and supervising a provider for the care they receive. Consumers who do not have caregiver resources, may choose to hire a caregiver from the Public Authority Registry. The Public Authority Social Worker will assist those recipients with the hiring of a Public Authority Registry worker and help them to manage their role as the employer.

 

Examples of duties may include, but are not limited to, the following:

• Conduct home visits to support consumers' hiring needs.
• Educate, support, and perform administrative duties for IHSS consumers and care providers to understand/comply with program regulations.
• Provide conflict mediation between consumers and providers to help stabilize cases.
• Collaborate with program integrity team to ensure proper adherence to regulations.
• Provide education, outreach, and community resources information for consumers.
• Attend case conferences.
• Collaborate and facilitate services with other partner agencies.

San Mateo County Health- San Mateo Medical Center seeks well-qualified candidates for the position of Program Coordinator I in the Patient Access Division. The current vacancy is a full-time, limited term vacancy. The duration of the assignment will last about 6 months.

 

Under the direction of the Patient Access Manager, the Program Coordinator will provide support to over 150 Patient Services Assistants across various departments, including Emergency, Admitting, Long-Term Care, Same-Day Surgery, and will average 27 Federally Qualified Health Center (FQHC) sites with 8-16 hours of weekly program refresher training on several publicly sponsored coverage options.

 

Additionally, this position will assist the team with several EPIC post-go-live projects, and work queues as we work to revamp processes and enhance collaboration for improved workflows and revenue-generating process efficiencies.

This is a limited term, at-will position.  Limited Term Employees are assigned to assignments not to exceed three years. They receive medical and dental benefits, similar to regular employees, and a defined contribution retirement plan. 

 

Examples Of Duties

Duties of the position include, but are not limited to:

• Coordinates efforts between departments, clinics, and Ancillary Services to ensure timely release of claims.
• Serves as a liaison between the Patient Financial Department and Resource Management.
• Facilitate regularly scheduled and special meetings – prepare and distribute agendas and minutes from meetings.
• Maintain program billing and compliance records related to authorizations for Inpatient and Outpatient services.
• Prepare reports as needed for Patient Financial services, Resource Management, and Department of Health Services (DHCS).
• Manage and support activity related to the authorization and denial process.
• Educate and train team members regarding authorization requirements and denial mitigation.
• Perform related duties as assigned.

 

Qualifications

 

Knowledge of:

• Principles and practices of program area/option to which assigned.
• Principles and practices of effective customer/client relations.
• Principles and practices of working with and managing volunteers, if assigned to volunteer coordination.
• Technical procedures and requirements of program area/option to which assigned.
• Applicable federal, state and local laws, rules and regulations and County and program policies and guidelines governing program area/option to which assigned.
• Principles, practices and techniques of administrative and programmatic research and analysis.
• Computer applications related to the work.
• Office administrative practices and procedures, including records management and the operation of standard office equipment.
• Funding sources, grants and fund-raising techniques, if assigned to Options 1 and 2.

Skill/Ability to:

• Analyze, interpret and apply various regulations and requirements.
• Plan, coordinate and implement administrative and programmatic research and analysis.
• Train staff in work procedures and provide technical and programmatic assistance to staff and subcontractors.
• Establish and maintain effective working relationships with grantors, subcontractors, County staff, elected and appointed officials, the public and others.
• Communicate effectively, both orally and in writing.
• Compile, analyze and interpret data using research techniques; draw sound conclusions and prepare and present effective reports regarding findings and recommendations.
• Exercise sound independent judgment within general policy and regulatory guidelines.
• Prepare clear and accurate reports, correspondence, procedures and other written materials.
• Organize and prioritize work and meet critical deadlines.
• Maintain accurate records and files.
• Interact with a wide variety of people.

• Develop, coordinate, and implement plans, programs and events.

• Prepare narrative and statistical reports.

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.  A typical way to qualify is:

Program Coordinator I: Bachelor's degree in public or business administration, management or a related field and two years of professional level analytical and administrative experience in a community-related setting.
