THE DEPARTMENT

The Community & Economic Development Department is comprised of five divisions with a total fiscal year 2025-2026 budget of over $7 million and 24 full-time employees. 

The Community & Economic Development Department is comprised of five divisions: 

• Planning, Building, Housing & Code Enforcement Divisions: Support the City’s land use entitlement, construction and inspection permitting, housing policy, and community code compliance programs.
• Economic Development Division: Creates and maintains a thriving economic environment for businesses and residents by providing resources, primarily through the one-stop-shop “San Rafael Go” Program.

IDEAL CANDIDATE

The Community & Economic Development department (C&ED) has one (1) vacancy to be filled at either the Assistant Director of Community and Economic Development, Chief Building Official, or Deputy Building Official classification.

The ideal candidate for the Assistant Director of Community and Economic Development is a collaborative and strategic municipal leader with core competencies in Building and Code Enforcement with broad experience across community and economic development operations. This individual is a trusted partner to executive leadership, skilled in overseeing multiple divisions, advancing departmental priorities, and representing the City before the Planning Commission, City Council, boards, commissions, developers, and the public. The successful candidate brings strong people management, budget, and operational experience, demonstrates sound judgment in complex and sensitive matters, and is committed to inclusive leadership, community engagement, and public service. The ideal candidate for the Deputy Building Official classification is a seasoned building inspection professional with strong technical expertise and proven supervisory experience. This individual brings comprehensive knowledge of California building, plumbing, electrical, mechanical, accessibility, and energy codes, and is skilled in performing and overseeing complex commercial inspections and plan reviews. The successful candidate is an effective working supervisor who can assign and monitor workloads, coach and evaluate staff, and ensure consistent, high-quality inspections and customer service. • Serves as the City's Chief Building Official.
• Oversees the review and performs complex plan reviews of building, subdivision improvement and development plans, reports, calculations, and specifications in verifying compliance with building, fire, zoning, and other codes, ordinances and resolutions.
• Oversees and provides information to interested parties on the City's Building code, and subdivision and site development program including code provisions, procedures, required submittals and plan processing, and inspection schedules.

  • Education: Possession of the equivalent of a bachelor’s degree from an accredited college or university with major coursework in urban or regional planning, economics, public administration, or another field of study applicable to the responsibilities and requirements of this job class. Possession of a master’s degree is desirable.  
  • Experience: Five (5) years of progressively responsible community and economic development experience, including (2) two years of supervisory experience. 

Chief Building Official

• Any combination of experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge, skills and abilities would be:
  • Experience: At least 6 years of progressively responsible professional experience construction related inspection and design review, and code enforcement with at least 3 years in a supervisory capacity. Practical experience with principles and practices of organization, administration, budgeting, and personnel management for a municipal government is preferred.
  • Training: Equivalent to an associate degree from an accredited college with major work in construction technology, engineering, or related field.
    • ICC certification as a Building Official must be obtained within one year of employment
  • Certificates, Licenses, Registrations
    • Valid CA driver’s license is required.

Deputy Building Official

• Education/Experience
  • Graduation from high school or equivalent based on courses taken from an accredited educational institution.  Associate of Science degree in Building Inspection or related field is preferred.  
  • Five (5) years of progressively responsible experience in building inspection, including commercial, of which at least two (2) years must be in a supervisory capacity.   
• Certificates, Licenses, Registrations
  • Valid CA driver’s license.  
  • Must maintain ICC certification in at least three of the following areas:
    • Commercial building inspector, combination building inspector, electrical inspector, plumbing inspector or mechanical inspector.  These certifications are required at time of hire.  
    • In addition, Plans Examiner certification from ICC is required, but may be obtained within 6 months of hire.

ABOUT THE OPPORTUNITY

The Neighborhood Response Group (NRG) Coordinator position will be filled within the Management Analyst Series and will be housed in the City Manager’s Office/Administrative Services Department.

The City plans to recruit flexibly within the Management Analyst Series (Management Analyst I or II) and will determine the appropriate level based on the qualifications, experience, and overall fit of the selected candidate. At the minimum, this position will be filled on a part-time basis at 15–20 hours per week.

The City of Sebastopol is seeking a dynamic, professional leader who is a collaborative problem-solver to serve as the next Planning Director. The Planning Director will direct, oversee, and materially participate in the work of the City’s Planning Department, including current and long-range planning, maintenance of the General Plan, Housing Element, and zoning codes, and review of proposals for construction and development within the City of Sebastopol. The selected candidate will coordinate activities, permits, and projects with other City departments. In addition to reviewing and preparing recommendations to the Planning Commission on development proposals, and serve as the official secretary and officer of the Planning Commission.

The Planning Director performs professional planning duties in the fields of long-range planning, current planning, and building permitting, including a variety of diverse professional planning assignments. The Human Resources Department provides a wide range of internal service support to the City's 12 departments and over 400 employees, strategically aligned with the City Manager's Office leadership of the City team.

The Human Resources Department is composed of a Human Resources Director, Risk Manager, Senior Human Resources Analyst, and three additional support staff positions.

The Human Resources Operations Manager oversees a variety of labor relations and benefits administration duties and serves on the bargaining team during union negotiations.  They will work closely with the HR Director to make important decisions for the HR Department, such as organizational structure changes and staff oversight responsibilities while also serving as a subject matter expert to fellow HR staff and department heads.  They will oversee HR staff and contribute to the development of the Department's annual budget.  This role focuses on supporting the HR team in union relations, meet and confer challenges, grievance responses, and contract negotiations, while supporting department managers through the employee coaching and progressive discipline process.  The Human Resources Operations Manager will use a high degree of accuracy, independent judgment, and discretionary decision-making with respect to interpretation and Memorandum of Understanding (MOU), City policies and procedures, the Employer-Employee Relations Resolution and Public Employment Relations Board rulings.  This position also provides oversight for employee benefits administration, and worker's compensation programs for the City.

Position Duties  

The Department of Public Works is recruiting to fill an Information Systems Analyst (ISA) position within the Enterprise GIS (Geographic Information Systems) team.  

Salary range(s) for this classification is $137,089.68- $167,032.32 annually. This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.  

The Enterprise GIS team operates out of the Department of Public Works but works across the city to coordinate GIS efforts, lead multi-departmental GIS projects, geospatially-enable City business systems, and administer Enterprise GIS infrastructure for citywide use. The city has standardized on a modern technology stack consisting of Windows Server, Esri ArcGIS platform, VertiGIS Studio, Safe Software FME, and SQL Server enterprise geodatabases. The city has an enterprise license agreement with Esri, and the Enterprise GIS team maintains a large Enterprise GIS server environment with public and internal-facing ArcGIS Server instances, complementary ArcGIS Portal and ArcGIS Online organizations, an SDE environment featuring a data catalog with over 1,000 feature classes, and integrations with dozens of business systems.   

The ISA is a professional-level position in the IT professional management series and responsible for GIS system administration, database design, business system integration, application development, and implementation of large-scale enterprise projects. The position requires a GIS professional with broad technical experience as well as the ability to take initiative and direct others. The ideal candidate must be a strong individual contributor that is able to take full ownership of projects, designing solutions in alignment with City Enterprise GIS standards and industry best practices and working at a hands-on level to build, implement, and support such solutions. The position also demands proven ability to troubleshoot and resolve complex technical issues with limited resources. Advanced knowledge of the ArcGIS platform and experience with GIS server administration is required. Experience with VertiGIS Studio and GIS web application development in an Esri environment is highly desirable.   

The GIS ISA reports to the Enterprise GIS Manager. This position is responsible for programming that supports the development and maintenance of major applications used citywide.  

Key responsibilities and duties may include, but are not limited to the following:   

• Administer Enterprise GIS server environment (ArcGIS Enterprise, VertiGIS Studio, FME Server), including planning for and conducting system upgrades; applying and confirming patches; capacity planning and load testing; publishing and tuning services; managing backups; troubleshooting and resolving system issues; managing security policies, user accounts, roles, and permissions; and maintaining system documentation. 

• Meet with business owners and end users to gather and document requirements for GIS solutions. Design, build, and deploy mapping applications on the ArcGIS platform. Provide documentation, training, and support to end users.  

• Develop and maintain web mapping applications using VertiGIS Studio Web 5.x, including web map authoring, site configuration, and development of print templates, reports, and workflows.  

• Develop and maintain complex geoprocessing routines and ETL workbenches using FME and/or Python.  

• Conduct data modeling and design activities for new datasets by analyzing inputs and developing appropriate schemas in alignment with City standards. 

• Build and support GIS integrations with City business systems.  

• Lead large-scale, cross-department Enterprise GIS projects. Work collaboratively with departments to reduce program redundancies and support effective use of enterprise resources. Train end users on enterprise standards and best practices; provide development oversight and guidance. 

In addition, this position is part of a team responsible for providing GIS support in the Emergency Operations Center (EOC) when activated.

The Environmental Services Department (ESD) is a national leader in pollution prevention, watershed protection, utility services, and climate action. Position Duties:

Salary Range

The Assistant Director salary range is currently $178, 713.34 - $288, 700.62. Placement within this range will be dependent upon the qualifications and experience of the individual selected. This salary includes an approximate five percent (5%) ongoing non-pensionable compensation. The salary is supplemented by an attractive benefits package. 

The Position

Reporting to the Director, the Assistant Director serves as the Chief Operating Officer of the Environmental Services Department (ESD), overseeing a budget of approximately $550 million and seven direct reports. This executive leader provides strategic and operational direction across a broad and complex portfolio, including Integrated Waste Management, Watershed Protection, Water Resources, Wastewater Management,  Regulatory Affairs and Purified Water, Utility Financial and Business Operations, and Communications. In partnership with Deputy Directors, department leaders, and citywide stakeholders, the Assistant Director drives alignment with City priorities while ensuring regulatory compliance, operational excellence, and organizational effectiveness. Key responsibilities include leading utility rate setting, guiding long-range capital and infrastructure planning, and supporting major initiatives such as homelessness response and environmental restoration. The Assistant Director also plays a critical role in supporting the Director by overseeing the preparation of City Council presentations and tracking high-impact departmental initiatives. Minimum Qualifications:

• Education: A bachelor’s degree from an accredited college or university in business administration, public administration, engineering, environmental sciences, or related field.

THE POSITION

The roles in the Accounting series support the City’s finance team by performing complex accounting tasks, preparing and reconciling financial data, assisting with the payroll and budget processes, and delivering responsive customer service.

IDEAL CANDIDATE

The ideal candidate for the Accounting Technician classification has a solid background in the municipal accounting process and regulatory compliance, can prepare clear and accurate financial reports, has some experience with payroll software, Excel, and payroll processing, and communicates effectively while working collaboratively and maintaining confidentiality when handling sensitive information.

The successful candidate will have experience supporting month-end, quarterly, and year-end accounting and reporting activities, and may assist with payroll-related filings, labor cost analysis, and audit support. This role requires knowledge of accounting principles, internal controls, financial reporting and office systems, applicable laws, and customer service practices, along with the ability to perform technical accounting tasks. The ideal candidate for Senior Accounting Assistant is a capable and knowledgeable accounting professional who is trained in assigned functional areas and able to work with greater independence and responsibility. Accounting Technician

Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

• Experience: Two years of increasingly responsible technical level experience in accounting or finance to demonstrate possession of the required knowledge and abilities. Experience performing fiscal record keeping or accounting work in a government finance environment is desirable. 
• Training: Equivalent to an Associate’s degree from an accredited college in business, accounting, finance or a related field.

Senior Accounting Assistant

• Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
• Experience: Three years of experience similar to that of Accounting Assistant II with the City of San Rafael.  
• Education: An Associate of Arts with course work in accounting or bookkeeping.  
• Supplemental course work in accounting, office management, computer science or related field is desirable.

Accounting Assistant I/II

• For AA I: High school diploma or general education degree (GED) with some course work in accounting preferred;

Light cleaning duties will be expected.

Position Duties  

The Department of Public Works is recruiting to fill two (2) Building Inspector-Electrical Specialty, Combination/Certified I/II/III/Senior positions within the Engineering Services Division, Code Inspection Section.   

The Building Inspector Combination/Certified I/II/III/Senior position will be located subject to business need. This position will provide inspection support at a variety of City of San José facilities, including the Airport, Regional Wastewater Facility and Central Service Yard.  

Key responsibilities and duties may include, but are not limited to the following:  

• Conduct inspections of industrial, commercial, manufacturing, and facilities to ensure compliance with codes, regulations, ordinances, standards, and contract agreements which includes setting up inspection schedules; gathering information and evidence; and, ensuring conformance to plans, specifications, and safety regulations.   

• Investigate building, construction, and land use changes in the field by gathering factual data to ascertain present use of land and location of structures; conducting background investigations and research; and preparing reports to use as evidence.   

• Provide technical assistance for development of codes and policies.   

• Generate written reports and enforcement orders which includes noting deficiencies in standards and submitting final documentation.   

• Review plans and specifications for compliance with codes which includes assisting in projects in complying with regulations, prioritizing deficiencies, and preparing timetables.

• Meet with architects, engineers, City officials, and building contractors to discuss construction projects.
