About the Department

The Community Development Department is responsible for planning the physical development of the community and ensuring that new development and modifications to existing development are completed in compliance with City and State laws. The Department provides technical information to residents, business owners, developers, and commissions regarding local codes, ordinances, and other related issues. The Planning Division reviews development plans, use permits, and other planning entitlements, and prepares land use plans focusing on the long-term growth and future development of the City.

Senior Planner

Definition

Performs complex professional planning work and provides direction, coordination and supervision of planning studies in the areas of both current and long-range planning; assists in the administration of zoning regulations and the planning and land use activities of San Bruno; and to do related work as required. This is a Fair Labor Standards Act (FLSA) exempt position.

Supervision Received

Works under general direction of the Planning Manager or designee.

None generally, but may supervise other support staff, part-time or temporary employees or volunteers, as assigned.

Examples of Duties and Responsibilities

• Performs duties and responsibilities of the Assistant/Associate Planner and:
• Manages complex land use applications, analyzing for compliance with Federal, State and local regulations, policies and guidelines.
• Prepares agreements and manage consultant work as needed for planning tasks.
• Implements Housing Element programs and policies.
• Assists in the administration, review and revising of the zoning ordinance, general plan, and subdivision ordinance.
• Plans, organizes, and implements activities related to land use and planning for the future development of the City, including population estimates and demographics, economic growth, land use, zoning, and social statistics.
• Coordinates planning activities with other City departments and other planning agencies.
• Serves as technical advisor, including both verbal and written presentations, to the Planning Commission.
• Represents the City concerning planning matters at neighborhood, community and regional organizations.

Qualifications

Knowledge of:

Theory, principles and practices of governmental planning and zoning; State and County laws and regulations relating to municipal planning, zoning and development; statistics and statistical analysis as applied to land use, transportation, zoning and master plan studies; principles and techniques involved in the development, implementation, and maintenance of the City’s long range plans; and current trends in federal, state and local planning.

Ability to:

Collect and analyze complex data and formulate well-developed recommendations and alternative courses of action for difficult planning and land-use problems, including revisions in a General Plan consistent with State Law and local needs; review and evaluate architectural plans for compliance with zoning regulations and other local, State, and Federal requirements; demonstrate sound professional judgment and logical reasoning using both creativity and pragmatism; establish and maintain cooperative and effective relationships with public and private officials and with members of the public; and speak clearly, forcefully, and effectively before professional, governmental, civic and business groups.

EDUCATION AND EXPERIENCE

• Any combination of education and experience that provides the knowledge and ability to perform the essential duties and responsibilities of the position, with a typical path as follows:

• Graduation from an accredited college or university with a major in planning or related field. At least four (4) years of increasingly responsible experience in public planning work. A Master's degree may substitute for one year of the required experience.

The County of San Mateo's Sustainability Department seeks well-qualified applicants for the position of Senior Sustainability Specialist – Climate Action on the Climate Protection team.

The Climate Protection team works to:

• Catalyze regional climate solutions by forming impact networks and partnering with cities for resource and economic efficiency.
• Convert buildings and transportation from gas to electric to target largest emissions sources and improve community health 
• Achieve carbon neutrality by 2040 in unincorporated communities 

The Senior Sustainability Specialist – Climate Action will:

• Lead the RICAPS Climate Collaborative to support San Mateo County cities in developing climate action plans and implementing coordinated initiatives to reduce emissions. This includes hosting and facilitating monthly Collaborative and working group meetings, providing direction to technical assistance partners, and guiding strategic planning for the Collaborative to strengthen collective action on climate solutions. 
• Foster peer learning, idea sharing, and problem solving among Collaborative participants, and lead pilots and collaborative implementation strategies, including joint grant applications.
• Serve on the leadership committee of the Bay Area Regional Energy Network (BayREN) quarterly regional forum. 
• Provide guidance and coordination with staff leading the San Mateo County Energy Watch, BayREN, and Peninsula Clean Energy programs to encourage municipalities to promote them to their community members. 
• Mentor junior team members to optimize implementation and coordination between programs to meet emissions targets, better serve community needs, and make strategic improvements to program delivery, meetings, reports, budgets, and presentations.

This is a full-time, classified, and fully benefited position in the Sustainability Department. 

The ideal candidate will:

• Be an experienced project manager able to juggle multiple complex projects simultaneously, prioritizing efforts in alignment with established goals. 
• Build relationships and strategic partnerships with County-level staff, departments, agencies, and non-government organizations to help achieve local and regional climate action goals. Have a solid familiarity with a breadth of sustainability related topics, especially energy efficiency, decarbonization, and sustainable transportation, preferably in the local government context. 
• Possess professional facilitation skills to enable cross-jurisdictional, cross-topical, cross-departmental information sharing, knowledge development, and project implementation. 
• Possess a high degree of familiarity with climate mitigation science, policy, and technology, as well as familiarity with approaches to collaborative, regionwide project development and implementation. 
• Have experience mentoring and/or coaching other team members.
• Possess effective written communication skills and experience in preparing written materials such as narratives, project summaries or reports, technical charts, presentations, and public outreach materials.

THE POSITION 

Depending upon class level and assignment, duties may include, but are not limited to, the following:

• Review and examine construction documents, plans and specifications for one and two family, and multi-family residential, and basic commercial and industrial projects.
• Conduct plan checks on commercial and residential building structures; review structural calculations, fire resistance requirements, earthquake resistance and soils engineering. Conducts plan checks for commercial buildings to be remodeled and/or altered.
• Confer over the phone or in person with homeowners, builders, engineers, contractors, architects and the public to give information and interpret building codes and regulations and permit requirements; recommends necessary changes to obtain compliance with applicable building and zoning codes and regulations.
• Review corrected plans for conformity with requirements; ensures that proper building permit requirements are met.
• Receive and assess fees for new development and construction projects.  Issue and process building permit applications.
• Maintain records of incoming plans and those completed.
• Conduct field inspections as required. Make on‑site construction inspections on occasion, when required to confirm that construction complies with approved plans and specifications.
• Coordinate plan check activities with other City departments and with outside agencies.
• Initiate appropriate action to enforce code compliance.
• Prepare reports and written correspondence to architects, engineers, contractors and others related to the correction of plans and engineering detail.
• Confer with building inspectors on building related problems arising in the field during construction.
• Coordinate construction plans examination processes with those of other City departments and units.

The City of San Bruno is seeking one Senior Civil Engineer and one Associate Civil Engineer within the Engineering Section of the Public Works Department.   

The Senior Civil Engineer will plan, organize, direct and supervise the work of staff involved in complex, professional engineering work in support of a wide range of complex Public Works projects and initiatives; direct the work of subordinate professional, sub- or paraprofessional, journey-level class and technical engineering staff; assist in the administration and supervision of the Engineering Section.

Senior Civil Engineer duties and responsibilities:

• Recommend and assist in the implementation of goals and objectives; establish schedules and methods for Public Works; implement policies and procedures.
• Plan, prioritize, assign, supervise and review the work of staff assigned to Public Works.
• Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities. 
• Act as project manager for major capital improvements projects, which includes contract administration; project schedule coordination; manage the work of consultants and staff; coordinate the work of consultants, utilities, staff, other public agencies, elected officials, and the public; communicate with the consultants, staff, public, other agencies, and elected officials; ensure quality control of the project, including conducting field inspections; prepare and present a variety of reports and studies. 
• Plan, coordinate, and supervise responsible engineering work in connection with municipal Public Works projects; manage the design and preparation of plans, specifications, and cost estimates for the construction of streets, storm drains, signals, parks, sanitary sewer system, building and other improvements; make feasibility and economic studies of alternative plans.
• Supervise, plan, organize, and direct the activities of an assigned staff; assign, review and evaluate the work of assigned staff for accuracy, suitability, and completeness.
• Supervise staff reviewing a wide variety of engineering projects, including planning and studies; conduct surveys; investigate complaints; and present written and oral reports to elected and appointed officials. 
• Assist in evaluating the need for, and developing plans and schedules for long-range engineering and public works projects. 
• Participate in the development of capital improvement projects for compliance with City specifications; resolves disputes between the City and developers, contractors, engineers and the general public relative to City policies, specifications, regulations, procedures and extra work.
• Decide on design procedures and interpret the application of design criteria; check plans and specification for accuracy of design and completeness.
• Interpret and apply relevant codes, ordinances, rules and regulations.
• Direct and manage the inspection of public works and land development projects for conformance to established plans and specifications. 
• Provide continuing technical assistance to staff; supervises and participates in the work of lower-level engineering staff in preparation of project plans, agreements, specifications, cost estimates and contract administration for capital projects.
• Assist in the preparation, coordination and control of the operating and capital improvement budgets; assist in evaluating the need for and developing plans and schedules for long-range Public Works projects. 
• Coordinate projects with other departments, divisions, sections, or teams, consultants, developers and/or property owners; give presentations to elected and appointed officials; respond to citizen inquiries and complaints and takes appropriate action.
• Track new or pending regulatory requirements that affect the Public Works Department and provides support to meet these requirements (e.g., nonpoint and point discharge, drinking water quality, water conservation, air, and groundwater contamination).
• Monitor inter-governmental actions affecting Public Works.

The Associate Civil Engineer will perform complex engineering work in the provision of office and engineering support and field engineering support for environmental, water, sewer, street, and other Public Works projects and programs ensuring technical competence and compliance with all current codes and criteria as required; will
to serve as a Project Manager in the Engineering Section.

Associate Civil Engineer duties and responsibilities:

• Review private project development plans for compliance with codes, regulations, standards, and compliance with approved City master plans.
• Evaluate transportation, traffic and other public works related impacts related to private projects.
• Make recommendations for conditions of approval. 
• Provides technical engineering information to other City staff, agencies, engineers, consultants, contractors and the public. 
• Serve as technical lead for design efforts, projects, and engineering review. 
• Serve as engineer of record for designs.
• Coordinate and/or undertake the development of the City Transportation Improvement Program (T.I.P.), Comprehensive Plan, Comprehensive Water Plan, the Capital Improvement Program (C.I.P.), Pavement Management System and other programs involving the municipal infrastructure.
• Determine and apply applicable codes, regulations, and requirements for assigned projects.
• Develop project scope and selection criteria and manage consultant selection process if one is utilized.
• Coordinate the preparation of, or develops, engineering plans, specifications, and estimates for complex public works projects.

• Coordinate required advertising for bids, reviews construction bids and makes necessary recommendations based on lowest and best bids, competency of vendors and consultants, and the selection criteria. 

• Provide project management for the construction of the municipal public works projects. 

• Inspect and oversee assigned projects to ensure contractor compliance with contract documents, schedules, and budget parameters for the project. 

• Assure accurate as-built records of projects, and coordinates warranty and training issues for a smooth transition to the operation and maintenance programs.
• Coordinate the preparation of, or develops, reviews and updates the sanitary sewer, water, storm drainage, and street system maps, databases and comprehensive plans.
• Manage the engineering library and infrastructure records. 
• Maintain and update city subdivision and public works standards.
• Respond to public or other inquiries relative to engineering policies and procedures on specific projects and other information. Evaluate issues and options regarding municipal public works and makes recommendations.
• Issue and administer utility permits, street use permits, franchise utility permits, etc.
• Maintain regular contact with consulting engineers, construction project engineers, city, County, State and Federal agencies, professional and technical groups ante the general public regarding division activities and services. 
• Prepare and administers grant applications.
• Prepare traffic, utility and other studies and reports.
• Write memoranda, prepares reports, and make presentations to Planning Commission, Complete Streets Committee, City Council and other bodies as necessary.
• Perform and assist in survey work. 
• Provide engineering support for other city departments.
• Coordinate sidewalk inspection, maintenance and enforcement. 
• Monitor inter-governmental actions affecting public works.
• Assist in the training of other city personnel in public works design and construction techniques.
• May serve on and/or provide technical and support staff assistance to various City commissions and task forces.

Join the City of San Bruno Community Services Department, Parks Division as a Parks Maintenance Technician I/II (Tree Maintenance Technician I/II)

The Community Services Department is committed to providing quality programs, services, and spaces to benefit the health and well-being of the community. Within Community Services, the Parks Maintenance Division is responsible for the maintenance of all City’s outdoor recreation sites, including 20 parks covering 68 acres, 6 baseball fields, 128 acres of open space, all City owned facilities, over 7 miles of medians, and one dog park.   

Under the supervision of the Parks Field Supervisor, the Parks Maintenance Technician
performs semi-skilled, skilled and administrative work within Parks Division in areas such as general carpentry, electrical or plumbing repair, irrigation system installation, tree trimming, tree removal, root removal, the planting and care of new trees, and the care and maintenance of all related equipment. 

CORE DUTIES 

Examples of duties may include, but are not limited to: 

• Plans, carries out and evaluates preventive maintenance schedules for all designated mechanical equipment, either personally, or through outside vendors.  

• Inspects, diagnoses, and performs major and minor repair work on motors, hydraulic equipment, compressors, controls, valves and related equipment.  

• Operates a variety of diagnostic instruments and a variety of hand, electric, and air- driven tools. Tests, troubleshoots, services and repairs mechanical equipment.  

• Inspects, adjusts and replaces necessary units and related parts in the performance of repair and maintenance work.  

• Fabricates and modifies parts and equipment as necessary. 

• Evaluates status of mechanical equipment, and performs or schedules needed repairs. Provides emergency field assistance to disabled equipment as needed and appropriate.  

• Assists in the preparation of bid specifications for equipment.  

• Maintains records, prepares reports and other specialized maintenance records of equipment. 

• Operates aerial lift truck, brush chippers, stump grinders and chainsaws and related hydraulic pruning equipment.  

• Identifies tree pests, disease and structural weakness, removes diseased, dead or excess limbs, branches or trees.  

• As required, trims trees from the ground and with the use of aerial lift devices, picks up trimmings or wood and loads into truck, debris box or brush chipper for disposal.  

• Climbs and trims trees using ropes and saddle or other equipment.  

• Sets up rigging, slings and lines for lowering cut limbs and branches. Plants, stakes and installs new trees. 

• Performs lamp replacement on sports field lighting fixtures. 

• Performs other duties as assigned.  

MINIMUM QUALIFICATIONS 

Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be: Parks Maintenance Technician I Graduation from high school or GED equivalent with possession of technical training in a specialized field of maintenance. Two (2) years of increasingly responsible repair and maintenance experience. Parks Maintenance Technician II Graduation from high school or GED equivalent with possession of technical training in a specialized field of maintenance. Four (4) years of increasingly responsible repair and maintenance experience. 

SPECIAL REQUIREMENTS  

Possession of a valid Class "B" Commercial Driver's License, or ability to successfully obtain prior to completion of probationary period; and Specialized certifications for functional work areas required:  

When assigned as a Tree Maintenance Technician I/II:  

Utility Line Clearance Certification, or ability to successfully obtain prior to completion of probationary period.  

Tree Worker Certification from the International Society of Arboriculture, or ability to successfully obtain prior to completion of probationary period (Tree Technician II only).

Position Summary

This position demands a wide range of technical skills. Under the direction of the Communications Electronics Supervisor, this position provides technical support for the communications, access control, video and electronics control system in place throughout the District. The Communications Electronics Technician installs, maintains, test and repairs electronics communications system located at various District facilities from San Francisco to Santa Rosa. These include, but is not limited to, P25 trunked radio system, microwave equipment, video cameras and management system, access control system, programmable logic controllers, fiber optics and network communications equipment. The Program Manager, Infrastructure & Capital Projects will be responsible for the engineering functions that support infrastructure and capital projects for the San Mateo County Transit District (SamTrans). 

The Bus Infrastructure and Capital Projects Department oversees the delivery of major bus fleet and facilities infrastructure projects for SamTrans. The department’s projects include design and construction of zero emission infrastructure for battery electric buses (BEBs) and hydrogen fuel cell electric buses (FCEBs)paratransit vehicles, and non­revenue vehicles totaling nearly 400 vehicles. Other projects include sea level rise and flood mitigation structures, bus administration, transportation, and maintenance buildings, and other structures at SamTrans' North and South Base Facilities.

• Serve as subject matter expert on technical and regulatory matters affecting bus facility and infrastructure projects.
• Coordinate with federal, state, and local agencies during project implementation to ensure compliance with their guidelines.
• Represent SamTrans before the Board of Directors, city councils, state/federal/local agencies, and the public at meetings and hearings.
• Develop, negotiate, and monitor contracts and cooperative agreements with governmental agencies, consultants, and contractors.

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to: 

• Bachelor’s degree in Civil, Mechanical, or Electrical engineering or a closely related field.
• Seven (7) years full-time increasingly responsible project management experience in the area of civil, electrical, mechanical, or other related engineering design, construction management, and/or public works project management.
• Three (3) years full-time direct management level supervision of engineering staff.
• Possess a registered Professional Engineer License in the state of California.

• Experience in design and construction management and delivery of complex engineering design projects for public transit agencies.
• Leadership of engineering design teams and projects.
• Experience with federal, state, and local funded projects. 
• Experience with Quality Control/Quality Assurance throughout a project lifecycle.
• Experience with Storm Water System Design management.
• Development of Capital Improvement Plans and Budgets.
• Experience working in Transportation Operations and Maintenance.
• Knowledge of CEQA and NEPA requirements, especially those relevant to transit agencies. 
• Able to possess a valid California drivers’ license.

The Source Test Section performs source emission tests at regulated facilities for compliance determination, emission factor development, and information gathering.
