The Opportunity:

To perform technical inspection and investigative work in enforcing compliance with laws, ordinances and regulations pertaining to the prevention and control of fires; and do related work as required. The Fire Prevention Inspector I/II position is flexibly staffed based on experience.

 

This is the entry level class in the Fire Prevention Inspection series. This class is distinguished from the Fire Prevention Inspector II by the performance of the more routine tasks and duties assigned to positions within the series including weed abatement and smoke detector inspections, which do not require prior specialized experience. Generally, work is observed and reviewed both during performance and upon completion, and changes in procedures and exceptions to rules are explained in detail as they arise. Since this class is typically used as a training class, employees may have only limited or no directly related work experience.

 

What You’ll Do:

Depending upon assignment, duties may include, but are not limited to, the following:

• Interpret and enforce provisions of fire prevention and fire safety laws, ordinances, and other regulations.
• Perform periodic inspections of new and existing buildings, structures and installations requiring fire clearances; identify fire hazards; recommend corrective actions; perform follow-up inspections to see that corrective actions have been taken.
• Investigate complaints pertaining to violation of fire prevention laws; issue correction orders as necessary.
• Investigate fires; secure fire scenes; identify types of fires; investigate causes of fire; collect, prepare, and present evidence; interview witnesses and suspects; write fire investigations; testify in court when required.
• Provide information to the public concerning the fire prevention practices and procedures; develop and conduct training programs and group presentations relative to fire prevention and fire investigation.
• Instruct fire suppression crews about code interpretation and inspection techniques regarding fire prevention.
• Draw and prepare diagrams of buildings for pre-fire planning and fire inspections.
• Check building plans for code compliance, consult with architects and developers regarding problems and solutions.
• Perform tests on water flow, sprinkler and fire alarms and elevator return systems; certify smoke detectors.
• Prepare records and reports.
• Provide information to the public in forums and meetings.

The Alcohol and Other Drugs (AOD) Case Manager (Case Management/Assessment Specialist II) will join the Behavioral Health Recovery Services (BHRS) Clinical Team to provide services to individuals housed at the Youth Services Center (YSC) – Juvenile Hall.

 

Reporting to the Supervising Mental Health Clinician/Unit Supervisor, the AOD Case Manager will support the complex needs of juvenile justice-involved as well as transitional-age individuals, presenting with severe emotional and behavioral challenges, along with multiple risk factors such as co-occurring substance use and mental health conditions, trauma, out-of-home placement, and psychiatric hospitalizations.

 

The AOD Case Manager will perform a wide variety of intake and referral services, including assessment, evaluation, tracking, and support services for clients receiving substance abuse treatment; develop and implement activities related to substance abuse prevention, intervention, and rehabilitation; and perform other related work as required.

There is one vacancy in Behavioral Health and Recovery Services (BHRS), assigned to the Youth Services Center (YSC) – Juvenile Hall in San Mateo.

 

Ideal candidate will possess:

• Experience providing alcohol and drug counseling to adolescents, transition-age youth, or juvenile justice-involved populations.
• Experience working in a juvenile detention facility, residential treatment program, or similar high-risk youth environment.
• Ability to provide culturally responsive, gender-responsive, and trauma-informed services.
• Ability to facilitate group treatment sessions for clients in various stages of recovery.
• Experience conducting comprehensive assessments, evaluations, and referrals for substance use treatment.
• Ability to provide care coordination with internal and external providers, including therapists, psychiatrists, and primary care professionals.
• Strong case management skills, including reentry planning and collaboration with multiple agencies.
• Experience participating in multidisciplinary team meetings and contributing to treatment planning.
• Demonstrated ability to build rapport and maintain effective relationships with juvenile justice-involved individuals.
• Knowledge of local community-based resources and the ability to make effective referrals.
• Proficiency in documenting and billing client interactions using AVATAR, EPIC and eClinicalWorks (eCW) is preferred.
• Excellent verbal and written communication skills.
• Ability to work independently and manage a dynamic caseload in a fast-paced environment.
• Demonstrated ability to establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
• Ability to speak, read, and write fluently in English and Spanish is strongly preferred.

• Perform client evaluations using a variety of assessment and screening tools, information gathered from interviewing client and/or other professionals and established clinical guidelines to determine the appropriate referral(s), level of care, and recommended treatment plan.
• Interview clients and their families to gather social, psychiatric, and drug and alcohol history.
• Provide written reports to a variety of agencies, courts, probation and/or treatment providers that may include case histories, assessment results, treatment authorizations, referrals, compliance with court orders and treatment recommendations.
• Help create effective evaluation reports, court reports, and/or clinical case reports, or templates for said reports.
• Attend staff conferences and related meetings to coordinate activities with other divisions of the department, other County departments and community groups and providers.
• Monitor compliance with court ordered or related criminal justice referrals.

The County of San Mateo Procurement Division is seeking an experienced procurement professional for the position of Contract Administrator II (CA II). This position will provide procurement advice and assistance to departmental procurement staff throughout the County. The Procurement Division supports 23 departments within the County.

As of April 2024, procurement within the County is handled through OpenGov Procurement (OpenGov) software. Experience with OpenGov is desired but not required. OpenGov training will be provided to the CA II staff member.

Under supervision, the CA II will:

• Advise staff on solicitation development and contract management policies and processes.
• Assist staff with questions related to navigating OpenGov.
• Work on procurement projects.
• Participate in the development of procurement policy and training.
• Deliver procurement training to staff.
• Complete other procurement related work on an as-needed basis.

CA II is the fully experienced, journey level class in this series, capable of independently performing the full range of procurement work. The CA II should be knowledgeable regarding solicitation creation for professional services and contract administration duties.  The selected candidate will use their experience to advise staff on how to navigate and improve their procurement processes.  The CA II will be given substantial latitude in determining approach, procedures, systems, and methods in accomplishing the work goals.  The CA II will make basic programmatic decisions that require the exercise of independent judgment will be responsible for coordinating multiple functions or processes. An Incumbent at this level is typically assigned the more complex contracts.

The CA II staff member will have strong communication skills and professional conduct. They will be expected to provide excellent customer service while explaining procurement to county-wide staff. They will be comfortable creating and delivering trainings to staff on procurement topics.

Confidence in learning new technology will be important to this role. The CA II will be expected to become an advanced user of OpenGov and assist staff with navigating the software.

• Provide procurement technical assistance and consultation to County departments.
• Review and understand the existing procurement resources (handbook and instruction materials and videos) and connect staff with the appropriate resources for their questions.

• Four years of experience as a public procurement professional working with a wide variety of solicitations, contracts, and procurement methodologies.

The Library and Recreation Department is comprised of two divisions, Library and Recreation & Childcare, that are dedicated to enhancing the quality of life of San Rafael residents. The Library Division operates with a $4.4 million budget and 22 full-time employees in fiscal year 2024/2025. The San Rafael Public Library consists of three branches—Downtown, Pickleweed, and Northgate—and is part of the MARINet consortium. Exciting projects include a $3 million modernization of the Downtown branch, set for completion by July 2025, and a $2 million renovation of the Pickleweed branch, with construction beginning in August 2025. Additionally, the City is planning a new, joint Library and Community Center at Albert Park, while also focusing on operational improvements and championing innovative library programs and services.

THE POSITION

The Senior Library Assistant performs the most complex paraprofessional library work; assists patrons; implements programs, outreach, and marketing; supervises volunteer or part-time staff within a designated service area; and provides lead direction to other Library Assistants.

What You’ll Do
The Development Review Technician I/II/Senior performs a wide variety of technical, paraprofessional support, and customer service duties related to building permits and development or planning applications; serves the public at the Community Development Department Permit Center; and performs other related work as required. 

Development Review Technician I - This is the entry level class in the Development Review Technician series that allows the employee to develop journey-level knowledge and skills. Positions in this class typically have little or no directly related work experience. The Development Review Technician I class is distinguished from the II level by the performance of less than the full range of duties assigned to the II level. Incumbents work under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of assigned area of responsibility are learned. Employees are expected to demonstrate proficiency and advance to the Development Review Technician II classification. Development Review Technician I receives immediate supervision from the Permit Center Supervisor or higher-level department personnel and may receive training and guidance from a Development Review Technician II or Senior Development Review Technician.

Development Review Technician II - This is the journey level class in the Development Review Technician series and is distinguished from the I level by the assignment of the full range of duties. Employees at this level receive occasional instruction or assistance as new, unusual or unique situations arise and are fully aware of the operating procedures and policies within the work unit. They may assist with training of employees in the Development Review Technician I classifications and perform more difficult and complex duties. Senior Development Review Technician – This is the advanced journey level in the Development Review Technician series. Employees perform the most difficult and complex duties and serve as a lead worker to employees in the Development Review Technician I and Development Review Technician II classifications. Depending upon assignment, duties may include, but are not limited to, the following: 

Development Review Technician I/II 

• Assist the public at the Permit Center, provide customer service in person, by phone or by email regarding building and development review submittal/application requirements, including but not limited to applicable fees, plan review, permitting, inspection processes and project status. 
• Screen and review building permit and development review applications for completeness; enter permit data into permitting software database; route plans and specifications to all applicable City departments and/or outside agencies for review, track plan review process 
• Compile building permit and related data as directed, prepare various reports. Review and issue permits for minor applications for conformance with ordinances, applicable state law and department's standards, policies, and guidelines. 
• Calculate various fees, prepare fee estimates and apply fees to permits or other development review billings.

Senior Development Review Technician

• Plan, prioritize, and review the work of staff assigned to a variety of development review support duties.

Currently we have one full time regular position on the outpatient School Based Mental Health Team at Coastside, Half Moon Bay (may occasionally be needed in San Mateo) that is bilingual Spanish required. The position entails working with Special Education students providing intensive individual therapy, family therapy, crisis intervention, and case management.

What we are seeking 

The ideal candidate will possess: 

• Solid clinical treatment, assessment, diagnostic and evaluation skills. 
• Experience/interest in providing treatment to youth (individual therapy, family therapy, and case management). 
• Experience/interest in working with youth with emotional disturbances and with varying degrees of functional impairment and psychiatric presentations.
• Knowledge of Special Education and Individualized Education Plans
• Experience/interest in risk assessments, crisis assessments, and triage.
• Knowledge of principles, techniques and trends in counseling, psychotherapy, clinical case management, crisis management as well as evidence-based practices. 
• Demonstrated ability or interest in working with a broad range of clients from diverse cultures, and backgrounds, and an ability to provide culturally appropriate clinical services. 
• Experience/interest in working in rural communities and/or migrant and seasonal farm working population. 

• Experience/interest in working collaboratively with primary care, psychiatry, and school districts. 
• Experience/interest in generating community referrals and helping clients to connect with those community resources. 
• Comprehensive and timely documentation skills: assessments, progress notes, client care plans, discharge plans, etc. 
• The ability to make sound decisions based on the exercise of judgment and the consideration of all available information. 

Minimum qualifications include: 

Licensure/Certification:

• Psychiatric Social Worker I: Registration with the California Board of Behavioral Sciences as an Associate Clinical Social Worker.  If an individual is not registered with the California Board of Behavioral Sciences as an Associate Clinical Social Worker at the time of hire, they must have submitted the application, and must obtain and provide the registration number within 90 days of hire.  An individual hired in this classification must become licensed within six years from the date of employment as a Clinical Social Worker issued by the State of California within three years of appointment.
• Psychiatric Social Worker II:  Current California license as a Clinical Social Worker.

• Marriage and Family Therapist I:  Registration with the California Board of Behavioral Sciences as an Associate Marriage and Family Therapist. If an individual is not registered with the California Board of Behavioral Sciences as an Associate Marriage and Family Therapist at the time of hire, they must have submitted the application, and must obtain and provide the registration number within 90 days of hire.  An individual hired in this classification must become licensed within six years from the date of employment as a Marriage and Family Therapist in the State of California.

Description

 

The County Executive’s Office is seeking highly qualified candidates for the position of County Procurement Program Services Manager II.

 

The Procurement Division of the County Executive’s Office provides procurement services to all County departments and acts as a regulatory mechanism to help county departments obtain maximum value for each dollar spent, while maintaining compliance with all relevant County, State, and Federal laws, ordinances, and policies.   The Procurement Division (Division) also connects with and assists vendors in conducting business with the County.   

 

The Division successfully operates under several ordinances, codes, and policies designed to heighten worker standard of living, support local business, protect tax-payor dollars, and support eco-friendly practices.  The following are examples:

 

• The Living Wage Ordinance sets a minimum wage, which contractors are required to pay employees providing services under County contracts.  
• To support interested vendors, the Procurement Division offers a variety of trainings that review and explain the County’s Request for Proposals (RFP) process, contracting, and OpenGov.  
• The Procurement Division follows a Code of Ethical Conduct to ensure that expenditures of public funds, through the procurement and contracting process, occur in an ethical and responsible manner.   

 

In 2022, the County Procurement Division received the Award for Excellence in Procurement, an award conferred on organizations that demonstrate a commitment to procurement excellence. The division received this award again in 2023, 2024, and 2025.

 

The Position

The Program Services Manager II (PSM II) will have the opportunity to coordinate the day-to-day operations of the office including managing staff, overseeing OpenGov - the County’s electronic procurement system, developing and facilitating special projects, such as the Vendor Fair and Procurement Academy, collaborating with the cities in San Mateo County regarding procurement and purchasing services, and updating policies and procedures, including the Procurement Handbook.  

 

The PSM II will supervise and manage a dedicated team within the Division. In addition, the PSM II will develop and deliver trainings, act as procurement consultant to all county departments and special districts, and work to increase office efficiency and effectiveness.  The PSM II will be part of the management team helping lead the dedicated team of lead, professional, technical, and clerical subject matter experts committed to exceptional customer service and fair, open, competitive, timely, and ethical procurement practices.

• Has experience in purchasing and RFP development. 
• Has demonstrated knowledge of and experience in government procurement and agreement administration and can serve as a subject matter expert for the County.
• Has skills and experience in planning, organizing, administering, reviewing, and evaluating departmental procedures for the procurement of services.
• Has knowledge of and experience incorporating relevant laws, regulations, and policies that affect and/or regulate government procurement.
• Has experience assisting with the administration of an e-procurement system.
• Has skills and experience in planning, coordinating, and leading County-wide special projects.
• Is an influential communicator and proven relationship-builder who can successfully collaborate with multiple stakeholders, including department heads, staff members, contractors, and vendors. 
• Is committed to maintaining a high standard of customer service to all departments, contractors, and vendors.
• Is an effective change agent who can guide employees throughout the organization in adopting new systems and procedural changes.
• Has excellent verbal and written communication skills.

 

Though not required, a designation as a Certified Purchasing Professional, such as Certified Professional Public Buyer (CPPB), Certified Public Procurement Officer (CPPO), Certified Purchasing Manager (CPM), or Certified Public Purchasing Officer (CPO) is strongly desired. 

 

Examples Of Duties

 

Duties may include, but are not limited to, the following:

 

• Coordinate and direct the daily operation of Countywide procurement services, special programs, and large-scale projects.
• Assist in the development and implementation of departmental standards, policies, procedures, goals, and objectives; identify methods to streamline processes to drive efficiencies; maintain and update procedures and ensure compliance; research trends and best practices; and recommend and implement changes.
• Review, create, and implement countywide policies and procedures to establish and maintain criteria and guidelines for fair and efficient procurement practices.
• Oversee the maintenance of detailed records of assigned activities and results, such as reports, records, bids, contracts, and other documents.
• Coordinate with County officials and staff, the Board, vendors, the public, community organizations, and/or external agencies; develop internal and external partnerships; and represent the division in Countywide collaboration and work group meetings.
• Select, supervise, and evaluate professional, technical, and clerical subordinates; ensure provision of staff training; and direct personnel actions.
• Perform related duties as assigned.

 

Qualifications

 

Education and Experience

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.  A typical way to qualify is three years of increasingly responsible experience managing complex procurement activities and providing operational oversight, including direct management of staff engaged in procurement activities.
