GENERAL INFO

Under general supervision, the Recreation Leader I/II provides essential support to recreation programs and services by performing custodial tasks, event setup and teardown, program support, and minor maintenance duties at various facilities, including parks and community centers. This temporary, parttime position requires working up to 20 hours per week. The role involves ensuring the facilities are clean, safe, and operational while delivering excellent customer service. Performs other duties as assigned. 

UNIVERSAL POSITION DUTIES (Illustrative purposes only)

• Organize, inventory, and maintain facility materials and equipment.
• Assist in organizing and supervising recreational programs in any one or more of the following areas: children, adults, senior citizens, and participants with special needs at playgrounds, community centers, and other recreational areas.
• Open, close, and secure facilities, including locking gates and setting alarms.
• Set up and tear down tables, chairs, and equipment according to event/program requirements.
• Perform light maintenance and cleaning tasks to ensure facility safety and upkeep.
• Enforce policies, maintain discipline, and provide customer service to patrons.
• Monitor and report facility issues and potential hazards.
• Assist with special events and activities as needed.
• Respond to and resolve patron inquiries and complaints.
• Participate in safety training and emergency procedures.
• Monitor facility rentals and provide customer service as needed.
• Lift and move, routinely and regularly, up to 25 pounds, and occasionally lifting and/or moving over 60 pounds. Duties also include repetitive pushing; pulling; crawling; climbing; and prolonged periods of standing, lifting above the shoulders, working off a ladder, manual dexterity, and maintaining good vision and hearing.
• Perform other duties as assigned.

SERVICE DESK (Illustrative purposes only)

· Greet patrons, answer and direct calls, and provide information on programs, rentals, schedules, rules, and policies.

· Open/close the facility and monitor for safety, cleanliness, and proper use.

· Check daily facility schedules and rental setup requirements.

· Use computer systems for data entry.

· Assist patrons with registration processing and POS transactions.

· Handle office tasks including mail distribution, shipments, and deliveries.

· Support office inventory management for supplies and equipment.

· Assist facility attendants and recreation programs as needed.

SCOREKEEPER (Illustrative purposes only)

· Greet, acknowledge, and interact with children, adults, parents and sports officials in a friendly and professional manner

· Responsible for setup and breakdown of different sports at different venues i.e. The RAC, Parkside, City Parks, etc.

· Keep score and use scoreboards for different sports: Basketball, volleyball, softball, badminton, etc.

· Keeps games moving, maintains game rules and manages game conflicts

· Strength is needed to lift and carry recreation equipment weighing up to 50 pounds for extended periods of time; and flexibility to lift, carry, push, pull, or move objects

· Responsibilities include keeping score for youth, recreation, and middle school sporting events using various digital and analog forms of tracking methods

· Track score of youth sporting events via scoreboard technology or statistics booklet

· Organize, track and set-up specific sports equipment (i.e. volleyball poles and nets, basketball hoops and benches)

· Receives general supervision from the Youth and Adult Sports Coordinator

· Employees may interact with challenging staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

MINIMUM QUALIFICATIONS

Education and Experience

• Graduation from high school or GED equivalent. This provision may be waived if applicant is under the age of 18.
• One year of experience in a job-related field is preferred.
• Skills and Abilities
• Facility operations, customer service, basic event/program management, and safety practices.
• Ability to use custodial and operational equipment, communicate effectively, and work independently.

Special Requirements

• Ability to obtain a current First Aid and Cardiopulmonary Resuscitation (CPR) certification.
• Ability to obtain a current California Food Handler Card.
• Ability to obtain a current Driver’s License and clean driving record is preferred.

Tools and Equipment Used

• Various hand tools and cleaning equipment used in the operation and maintenance of a recreation or community center facility.
• Operation of city vehicle.

Overview:

The Program Administrator (Contracts Supervisor) plans, organizes, supervises, and coordinates the procurement by contract of professional consultant services (architectural engineering "A/E" and non-A/E consultants) and specialized Valley Water activities, and coordinates and oversees contract administration activities.  The Program Administrator works on contracts that are highly complex and sensitive in nature, where substantial judgment and initiative are essential in making recommendations and resolving problems. This is a management and leadership position with oversight of a team of contract professionals. This position reports to the Manager of the Purchasing and Consultant Contracts Unit, within the General Services Division.

Key Responsibilities include, but are not limited to:

• Review and approve procurement request documents, cost estimates, scope, and other relevant information to initiate and implement a procurement strategy.
• Provides advice to personnel on procurement and contracting issues.
• Oversee the development, preparation and negotiation of complex contract proposals, competitive/non-competitive consultants, and service contracts.
• Assure that Invitations for Bids (IFBs), Requests for Proposals (RFPs), and other processes are conducted consistent with policy, laws, and regulations.
• Evaluates proposals and determines responsiveness and responsibility of proposals.
• Collaborate with management and legal staff on the development of RFP, contract, and addendum boilerplate language.
• Monitors, revises, and enforces District procurement policies and procedures.
• Ensures that the District RFP and contract documents comply with the requirements of funding agencies for usage of grant funds.
• Ensures timely procurement practices and leads contract process improvements.
• Prepares reports, memorandums, and presentations on procurement program or contract issues.
• Oversees contract administration system, manages contracts work project list, and forecasts procurement requirements.
• Implements best practices in contract management practices, procedures, and policies.
• Manage, lead, assign, develop and mentor staff engaged in contract administration activities. 

Ideal Candidate's Background Includes:

Ideal Experience:

• 6+ years of experience in public procurement and contract management, or a closely related field in the public-sector environment, including high value contract administration activities for professional services including either one year in experience planning, organizing, coordinating, and directing various project or programs, or serving as the Valley Water recognized subject matter expert or advisor in the assigned program area.

• 3+ years of increasingly responsible supervisory experience of staff is preferred.

Ideal Skills and Abilities:

• Conduct and oversee RFP, IFB, and other types of solicitations.
• Prepare comprehensive specifications, contracts, reports, and correspondence.
• Develop negotiation strategies and negotiate complex contracts.
• Define problems, evaluate, recommend, and implement alternative solutions to complex issues and problems.
• Develop, implement, and interpret goals, objectives, policies, procedures, work standards, and internal controls.
• Interpret and effectively use management information reports.
• Select, supervise, train, motivate, assign, evaluate, counsel, and discipline staff.

• Prepare, control, and apply statistical analysis to facilitate procurement forecasting.
• Communicate effectively, both verbally and in writing.
• Meets customer needs in terms of cost, quality, and timeliness and promotes positive customer and vendor relations.
• Integrates a wholistic customer service and solutions-oriented approach to work with internal customers and stakeholders.
• Effectively address and manage contract non-compliance and disputes.
• Efficiently and effectively use technology and resources to improve project workflow and process improvements for contract management.

Ideal Knowledge:

• Theories, principals, and practices of contract administration for public agencies.
• Familiarity with Public Contact Code (PCC), Government Code (GOV), or Public Utility Code (PUC) or demonstrate experience with federal laws such as Federal Acquisition Regulation (FAR).. 
• Procurement of professional services requiring specific licensure, including architectural and engineering services.
• Principles and techniques of budget preparation and program and personnel management.
• Principles and practices of supervision, training, and constructive discipline.
• Contract cost analysis, negotiations, and contract development.
• Accounting principles and practices

Ideal Training and Education:

• Bachelor's degree in business or public administration or closely related field

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period  (one year).

Applications are being accepted for the position of Emergency Medical Technician with the City of South San Francisco. This is a non-benefited, part-time/hourly position.

The Department

The South San Francisco Fire Department provides its residents with service in fire suppression; first-responder and ambulance transport emergency medical services; hazardous materials response; urban search and rescue; marine rescue and fire prevention, investigation and public education. The Department operates five (5) fire stations throughout the City, plus an Emergency Operations Center and Fire Training Tower and is comprised of 92 dedicated staff members.

The Position

TYPICAL DUTIES AND RESPONSIBILITIES (may include but are not limited to the following):

• Under general supervision, engages in medical aid treatment and transport activities to protect life.
• Drives, operates, and maintains all assigned department apparatus and equipment.
• Assists and participates in training programs; public education.
• Accurately completes electronic patient care reports, physician certification statements, and incident reports.
• Performs other related duties as required. 

WORKING CONDITIONS/PHYSICAL REQUIREMENTS (may include but are not limited to the following):

• Mobility to work in both emergency and non-emergency settings.
• Ability to lift or carry up to 110 lbs.
• Ability to operate a motor vehicle under both emergency and non-emergency conditions.
• Strength and stamina to perform service duties.
•  Vision sufficient to meet department standards.
• Hearing and speech sufficient to communicate in person and via radio.

QUALIFICATIONS: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: None 

Training: Must be at least 18 years of age with a high school diploma or equivalent.

Licenses/Certificates: All licenses and certificates must be maintained as a condition of employment.

• Possession of a valid California driver’s license and a satisfactory driving record.
• Possession of a valid EMT Certification or National Registry, and the ability to be certified by San Mateo County EMS Agency.
• Must possess a valid CPR “Healthcare Provider” card, American Heart Association or equivalent.
