Position Duties

 

The Program Manager position will implement the City’s Broadband Permitting program. This position serves as the lead for the Broadband and Telecommunications Partnerships Unit in the Library’s Digital Empowerment and Public Technology division and will report to the Division Manager. To implement the citywide Broadband strategy the Program Manager will lead and project manage the citywide Broadband workplan and work directly with assigned staff from other departments to implement the workplan.

 

The Program Manager requires a broad set of skills including strategic thinking, negotiation, telecommunications experience, public policy, team leadership, and public collaboration.  They will negotiate value exchange agreements to generate the demand for broadband deployments and ensure City’s departments fulfill that demand by permitting communications facilities including macro site, small cells, underground fiber optics, and Wi-Fi. This role requires collaboration with various city departments including, but not limited to Planning, Building and Code Enforcement (PBCE); Public Works; Transportation; Information Technology; and the City Attorney’s Office. The Program Manager will also work closely with telecommunications companies and internet service providers to evaluate ways to accelerate broadband deployment. Collaboration with public interest groups, community organizations, and other stakeholders will also be required to ensure public adoption of broadband deployment.  Finally, the Program Manager will work closely with the Library’s Digital Empowerment & Equity Unit and external stakeholders to ensure progress on social justice for the digitally under-served people in San Jose.

 

The Program Manager responsibilities include the following:

• Negotiate value trading agreements with broadband providers that promote economic development and support for digital empowerment.

• Direct the development of balanced broadband friendly policies.

• Direct the City departments involved with broadband deployment.

• Collaborate with external stakeholders on community concerns with broadband deployments.

• Measure compliance with agreement terms and conditions.

• Evaluate new technologies and approaches to accelerate broadband.

• Report progress to City Council and external stakeholders.

• Advise on federal, state, and local regulations including rulings from the Federal Communications Commission (FCC) and the California Public Utilities Commission (CPUC) and recent court decisions.

• Advise on proposed telecommunications resiliency standards for broadband deployments from and emergency operations perspective such as the CPUC Wireless Resiliency Strategy and the City of San José Power Vulnerability Plan.

• Supervise and manage the Senior Analyst position in the Broadband and Telecommunications Partnerships Unit.

• Manage the Digital Inclusion Fund in relation to telecommunications public-private partnership contract requirements.

About the Division

Engineering Services Division is comprised of four sections: Construction Management Services, Structural Engineering and Code Inspection, Material Testing Laboratory, and Survey. This division provides technical support services for Capital Improvement Projects, development/utility permit projects, inspection oversight, Underground Service Alert (USA)services, land surveying, monument preservation services, field and laboratory testing, pavement design and evaluations, and building code inspection services.

 

The Land Survey Section provides land surveying services to Capital Improvement Projects and development permit projects; Maintains the City of San Jose's system of benchmarks; Provides monument preservation services for those monuments impacted by City improvement projects; and Technical map review services for subdivision maps within the City of San Jose.

 

Position Duties

 

Salary range for the classification of Chief of Surveys is:

$133,682.64 - $162,860.88 Annually. This range includes an approximate five percent (5%) ongoing non-pensionable pay. Actual salary shall be determined by the final candidates’ qualifications and experience.

 

The Department of Public Works is recruiting for (1) Full-Time Chief of Surveys position to provide the following typical duties and responsibilities which may include but are not limited to:

• Supervises an office technical staff in the preparation of drawings, corner records, record of surveys, reviewing improvement plans and specifications, parcel maps and tract maps.

• Provides direction and supervises several field survey crews to locate property lines, gather data for topographic surveys and stake construction projects.

• Reviews, schedules, and assigns crews to survey projects; recommends methods and procedures to efficiently complete assigned projects.

• prepares time and cost estimates for requested survey work. 

• Reviews preliminary construction drawings to determine nature and extent of required survey work; participates in pre-construction, project scheduling, and other meetings concerning survey matters.

• Reviews, approves, or examines land surveying documents (maps, plats, reports, descriptions, etc.) under supervision of the Land Surveyor.

• Manages surveying staff including supervision, hiring, training and performance evaluations.

• Plans, coordinates, and schedules all office surveying activities.

• Sets and maintains standard practices for office surveying activities and quality control.

• Consults with public and private engineers, inspectors, and contractors relative to requested work and coordinates any necessary activities.

• Communicates with clients and the public and resolves issues that arise during field surveys.

• Performs map and document research for field and office survey projects.

• Interprets construction documents for construction surveys.

 

 

Minimum Qualifications

Education: High School Diploma or equivalent (General Educational Development [GED] Test or California Proficiency Certificate)

Experience: Eight (8) years of increasingly responsible sub-professional engineering/surveying work, including three (3) years at a level of a Survey Party Chief, Senior Engineering Technician, Senior Construction Inspector, or equivalent.

Acceptable Substitutions

Up to four (4) years (equivalent to 120 semester units or 180 quarter units) of undergraduate course work in college engineering, surveying, geography, and/or mathematics, or related fields, from an accredited college or university, may be substituted for subprofessional engineering/surveying experience on a year-for-year basis.

Certifications

Possession of a Land Surveyor-in-Training certificate and possession of a valid driver's license authorizing the operation of a motor vehicle in the State of California. - Land Surveyor's license is highly desirable.

The Policy Advisor for Public Safety is responsible for tracking and shaping policies related to law enforcement, emergency response services, probation, juvenile justice, and criminal justice reform. The Advisor works to ensure that public safety systems in District 1 are rehabilitative, transparent, equitable, and aligned with community needs. This position reports to the Director of Policy. 

Key Responsibilities:

• Monitor board items and legislative actions related to the Sheriff’s Department, Probation, District Attorney, and emergency response.

General Accounting Unit (Position Code 25)
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

 

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period (one year).

The Policy Advisor for Land Use and Environment Group (LUEG) leads the Supervisor’s agenda in areas including the Tijuana River sewage crisis, environmental policy, transportation, housing, climate adaptation, agriculture, and regional planning. This person plays a key role in the Supervisor’s priorities for equitable development and environmental justice. This position reports to the Director of Policy.

Key Responsibilities:

• Analyze and advise on policies related to planning, permitting, housing sustainability, and transportation.
• Draft policy proposals, board letters, environmental reviews, and public updates.

The Policy Advisor for Health and Human Services Agency (HHSA) leads on all matters related to the County’s social services, public health, behavioral health, and child and senior welfare programs. This individual tracks policies, advocates for equitable investments in District 1, and helps design board actions that enhance public health, general welfare, and access to medical care and social support systems. This position reports to the Director of Policy.

Key Responsibilities:

• Analyze HHSA initiatives and county programs related to the safety net, public health, behavioral health, homeless service, housing development, child welfare, and services for seniors and people with disabilities.
• Draft policy memos, board letters, and recommendations to address systemic inequities.
• Draft talking points and speeches that communicate the elected’s policies, priorities, and vision to constituents, stakeholders, and community leaders.

The Multimedia Designer is responsible for shaping the visual identity and public-facing content of the Office of Supervisor Paloma Aguirre. This creative role includes capturing and producing photos and videos, managing graphic design, and overseeing the visual design and functionality of the Supervisor’s website and digital communications. The ideal candidate has strong creative and technical skills and is committed to community-centered storytelling. This position reports to the Director of Communications. 

Key Responsibilities:

• Plan, capture, and edit photography and video content for events, announcements, and social media.
• Design flyers, infographics, reports, and branded materials for public distribution.
• Maintain and update the website's visual layout, graphic assets, and visual consistency.
• Collaborate with the Communications Director and Digital Communications Specialist to ensure brand alignment across platforms.

The Digital Media Manager is the lead writer and content strategist for the Office of Supervisor Paloma Aguirre. This position is responsible for developing and executing written content for social media, newsletters, speeches, digital platforms, press releases, and official statements. The Digital Media Manager ensures consistent voice, tone, and message alignment across all platforms and works closely with the Media Content Producer to deliver cohesive digital storytelling. This position reports to the Director of Communications. 

Key Responsibilities:

• Draft, edit, and publish content for newsletters, social media, and the official website.
• Write press releases, talking points, public statements, and speeches.
• Develop and maintain a content calendar in alignment with office goals and public engagement efforts.
• Support rapid response communications during high-profile or crisis events.

Overview:

The Senior Environmental Planner serves as an environmental compliance lead for critical infrastructure projects that provide safe, clean water to Santa Clara County. This role carries out environmental review and permitting for complex operations and maintenance activities for the Water Utility Enterprise, which includes the pipeline maintenance program. Examples of projects are stream gage improvements, pipeline turnout repairs, pump replacements, and culvert repairs. The planner will also provide expert oversight for other projects as needed.

This is a leadership position that will play a role in developing and executing integrated environmental strategies that protect and restore watersheds, ensure regulatory compliance, and enhance the long-term sustainability of Valley Water’s operations and maintenance activities.

• Five (5) years of analytical experience developing and administering workers compensation, environmental, health, and safety programs and projects. One (1) year of technical lead/supervisory experience at the project level
• Proven track record of implementing and administering Workers' Compensation programs, including managing injury cases and facilitating return-to-work programs.
• Experience in developing and delivering safety training programs, with a focus on engaging and educating diverse employee populations.
• Strong background in conducting safety inspections, risk assessments, and incident investigations.
• Experience in collaborating with regulatory agencies and external stakeholders on environmental, health, and safety initiatives.

Ideal Training and Education:

• Equivalent to a bachelor’s degree from an accredited college or university with major coursework in industrial safety, construction technology, environmental sciences, engineering, physics, chemistry, or a related field. 

Substitution:

• Directly related experience may be substituted on the basis of one and one-half years of experience for the one year of education.

 

Required License or Certificate:

Environmental, Health, and Safety Unit (Position Code 644) 
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

 

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period (one year).
