The County of San Mateo Procurement Division is seeking an experienced procurement professional for the position of Contract Administrator II (CA II). This position will provide procurement advice and assistance to departmental procurement staff throughout the County. The Procurement Division supports 23 departments within the County.

As of April 2024, procurement within the County is handled through OpenGov Procurement (OpenGov) software. Experience with OpenGov is desired but not required. OpenGov training will be provided to the CA II staff member.

Under supervision, the CA II will:

• Advise staff on solicitation development and contract management policies and processes.
• Assist staff with questions related to navigating OpenGov.
• Work on procurement projects.
• Participate in the development of procurement policy and training.
• Deliver procurement training to staff.
• Complete other procurement related work on an as-needed basis.

CA II is the fully experienced, journey level class in this series, capable of independently performing the full range of procurement work. The CA II should be knowledgeable regarding solicitation creation for professional services and contract administration duties.  The selected candidate will use their experience to advise staff on how to navigate and improve their procurement processes.  The CA II will be given substantial latitude in determining approach, procedures, systems, and methods in accomplishing the work goals.  The CA II will make basic programmatic decisions that require the exercise of independent judgment will be responsible for coordinating multiple functions or processes. An Incumbent at this level is typically assigned the more complex contracts.

The CA II staff member will have strong communication skills and professional conduct. They will be expected to provide excellent customer service while explaining procurement to county-wide staff. They will be comfortable creating and delivering trainings to staff on procurement topics.

Confidence in learning new technology will be important to this role. The CA II will be expected to become an advanced user of OpenGov and assist staff with navigating the software.

 

Examples Of Duties

 

Duties may include, but are not limited to, the following: 

• Provide procurement technical assistance and consultation to County departments.
• Review and understand the existing procurement resources (handbook and instruction materials and videos) and connect staff with the appropriate resources for their questions.
• Analyze complicated procurement situations and create solutions.
• Suggest process and policy training improvements.
• Create instructions and training to document existing and new procurement processes and policies.
• Review, authorize, and/or manage procurement documents.
• Create and deliver procurement training.
• Maintain current knowledge of contract rules and regulations.
• Develop request for proposals and contract agreements.
• Perform related duties as assigned.

 

Qualifications

 

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.  A typical way to qualify is:

• Four years of experience as a public procurement professional working with a wide variety of solicitations, contracts, and procurement methodologies. 

Education may be used to substitute for years of experience.  Because procurement within the County is handled through OpenGov Procurement software, experience with OpenGov is desired but not required. Training will be provided to the CA II as needed.

What You’ll Do
The Development Review Technician I/II/Senior performs a wide variety of technical, paraprofessional support, and customer service duties related to building permits and development or planning applications; serves the public at the Community Development Department Permit Center; and performs other related work as required. 

Development Review Technician I - This is the entry level class in the Development Review Technician series that allows the employee to develop journey-level knowledge and skills. Positions in this class typically have little or no directly related work experience. The Development Review Technician I class is distinguished from the II level by the performance of less than the full range of duties assigned to the II level. Incumbents work under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of assigned area of responsibility are learned. Employees are expected to demonstrate proficiency and advance to the Development Review Technician II classification. Development Review Technician I receives immediate supervision from the Permit Center Supervisor or higher-level department personnel and may receive training and guidance from a Development Review Technician II or Senior Development Review Technician.

Development Review Technician II - This is the journey level class in the Development Review Technician series and is distinguished from the I level by the assignment of the full range of duties. Employees at this level receive occasional instruction or assistance as new, unusual or unique situations arise and are fully aware of the operating procedures and policies within the work unit. They may assist with training of employees in the Development Review Technician I classifications and perform more difficult and complex duties. The Development Review Technician II receives general supervision from the Permit Center Supervisor or higher-level department personnel and may receive technical and functional lead direction from a Senior Development Review Technician. May provide training and guidance to Development Review Technician I.

Senior Development Review Technician – This is the advanced journey level in the Development Review Technician series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed, complexity of duties assigned, independence of action taken, by the amount of time spent performing the duties, and by the nature of the public contact made. Employees perform the most difficult and complex duties and serve as a lead worker to employees in the Development Review Technician I and Development Review Technician II classifications. Employees at this level are required to be fully trained in all procedures related to assigned areas of responsibility. Senior Development Review Technician receives direction from the Permit Center Supervisor or higher-level department personnel. Serves as a lead worker over Development Review Technicians I/II.

The Senior Development Review Technician is a flexibly staffed classification, and positions are generally filled by advancement from the journey level class of Development Review Technician II through a competitive process, or, when filled from the outside, require prior and advance development review or permit technician work experience.

Depending upon assignment, duties may include, but are not limited to, the following: 

Development Review Technician I/II 

• Assist the public at the Permit Center, provide customer service in person, by phone or by email regarding building and development review submittal/application requirements, including but not limited to applicable fees, plan review, permitting, inspection processes and project status. 
• Screen and review building permit and development review applications for completeness; enter permit data into permitting software database; route plans and specifications to all applicable City departments and/or outside agencies for review, track plan review process 
• Compile building permit and related data as directed, prepare various reports. Review and issue permits for minor applications for conformance with ordinances, applicable state law and department's standards, policies, and guidelines. 
• Calculate various fees, prepare fee estimates and apply fees to permits or other development review billings. 
• Approve and issue over-the-counter permits. 
• Build and maintain positive working relationships with co-workers, other City employees and the public using practical principles of good customer service. 
• Foster an environment that embraces diversity, integrity, trust, and respect. 
• Be an integral team player, which involves flexibility, cooperation, and communication. 
• Perform related duties as assigned.

Senior Development Review Technician 
In addition to the duties listed above, duties may include the following: 

• Plan, prioritize, and review the work of staff assigned to a variety of development review support duties. 
• Assist the general public with questions regarding building and development review/permit requirements. 
• Accept building permit and development review applications, act as lead on complicated plan check input and questions. 
• Participate in evaluating the activities of staff, recommending improvements and modifications. 
• Coordinate and prepare counter coverage and daily/weekly task rotation schedules. 
• Provide and coordinate staff training; work with employees to correct deficiencies. 
• Compile building related data as directed; prepare various reports.

The County Executive’s Office is seeking highly qualified candidates for the position of County Procurement Program Services Manager II.

 

The Procurement Division of the County Executive’s Office provides procurement services to all County departments and acts as a regulatory mechanism to help county departments obtain maximum value for each dollar spent, while maintaining compliance with all relevant County, State, and Federal laws, ordinances, and policies.   The Procurement Division (Division) also connects with and assists vendors in conducting business with the County.   

 

The Division successfully operates under several ordinances, codes, and policies designed to heighten worker standard of living, support local business, protect tax-payor dollars, and support eco-friendly practices.  The following are examples:

 

• The Living Wage Ordinance sets a minimum wage, which contractors are required to pay employees providing services under County contracts.  
• To support interested vendors, the Procurement Division offers a variety of trainings that review and explain the County’s Request for Proposals (RFP) process, contracting, and OpenGov.  
• The Procurement Division follows a Code of Ethical Conduct to ensure that expenditures of public funds, through the procurement and contracting process, occur in an ethical and responsible manner.

The Position

The Program Services Manager II (PSM II) will have the opportunity to coordinate the day-to-day operations of the office including managing staff, overseeing OpenGov - the County’s electronic procurement system, developing and facilitating special projects, such as the Vendor Fair and Procurement Academy, collaborating with the cities in San Mateo County regarding procurement and purchasing services, and updating policies and procedures, including the Procurement Handbook.  

 

The PSM II will supervise and manage a dedicated team within the Division. In addition, the PSM II will develop and deliver trainings, act as procurement consultant to all county departments and special districts, and work to increase office efficiency and effectiveness.  The PSM II will be part of the management team helping lead the dedicated team of lead, professional, technical, and clerical subject matter experts committed to exceptional customer service and fair, open, competitive, timely, and ethical procurement practices.

• Select, supervise, and evaluate professional, technical, and clerical subordinates; ensure provision of staff training; and direct personnel actions.
• Perform related duties as assigned.

 

Qualifications

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.  A typical way to qualify is three years of increasingly responsible experience managing complex procurement activities and providing operational oversight, including direct management of staff engaged in procurement activities.

Examples of Important and Essential Duties:

• Manages SFMTA network team staff, conducts performance planning and evaluations, manages resource allocation, and confirms task completion by the assigned staff.
• Engineers solutions for complex technology infrastructure challenges through establishing detailed hardware, software, and configuration standards.
• Directs and monitors technical support activities related to complex large networks.
• Plans, develops, and implements backup and disaster recovery procedures for large networks.
• Works closely with team to develop, define and manage network cybersecurity design using NIST and CISA cybersecurity practices.
• Reports to management on uptime, network health, security risks, network utilization and other KPIs as defined.
• Reports on KPIs that they have defined and manage, ensuring it represents the goals of the network team.
• Performs as project lead in major projects to monitor, coordinate and review project tasks and resources as well as provide technical assistance and guidance.
• Develops and maintains various technical documentation and provides training to technical staff.
• Engineers and designs solutions for complex problems through detailed analysis.
• Supports a full Azure (or similar cloud technology) implementation and presence.
• Analyzes and recommends cybersecurity controls and procedures in acquisition, development, and change management lifecycle of information systems, and provides oversight to ensure compliance.
• Participates in on-call rotation and maintenance of server support
• Develops and delivers best practices and procedures for network operations.
• Helps support Level 1, 2, 3 troubleshooting with 24x7 support.
• Assists in researching and recommending new technologies.
• Mentors and trains junior staff.
• Performs other related duties as assigned.

 

Nature of Work:

Incumbent must be willing to work a 40-hour week as determined by the department. The position may also require sufficient physical strength and coordination for lifting, pushing, pulling and/or carrying the weight of computer systems equipment. The position may also require the following: bending, stooping and/or crawling in order to install or repair computer systems hardware, hand/eye coordination and manual dexterity for taking apart casings, installing parts and reconnecting computer systems hardware.

 

Incumbent will comply with the telecommuting policy at the SFMTA with four (4) days on-site. However, there may be situations where the incumbent will be required to work at other sites throughout the City of San Francisco as necessary.

How to qualify

MINIMUM QUALIFICATIONS

 

1. Education: An associate degree from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units; AND
2. Five (5) years of experience managing and monitoring a network environment; AND
3. Five (5) years of experience with network security technologies, such as firewalls, VPNs, and intrusion detection systems; AND
4. Three (3) years of experience managing and/or supervising technical personnel.

Substitution:

Additional experience as described above in MQ #2 may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units/ forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units

 

Desirable Qualifications:

The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.

• Experience defining Key Performance Indicators for reporting and measuring Network uptime and performance
• In depth knowledge of best practices around management, control, and monitoring of network infrastructure
• Experience with network troubleshooting and Diagnosis
• Experience with RF frequencies and Cellular technologies
• Experience planning and maintaining a MPLS based metropolitan area network (MAN).
• Experience with Next Generation Palo Alto firewalls.
• In-depth knowledge of IPv4, IPv6, BGP, OSPF, IS-IS and Spanning Tree Protocol.
• Previous experience managing OT (Operational Technology) networks and associated cybersecurity design. 
• Knowledge of network cybersecurity including IDS, DDoS, Firewalls, and other distributed attack schemes.
• Expert level knowledge of RF wireless technologies and experience troubleshooting RF interference.
• Strong knowledge of VoIP and Video protocols; SIP, SS7, RTP, TLS, SCCP, H.323, H.264 and MGCP.
• Ability to design, implement, administer and optimize enterprise network management systems and Simple Network Management Protocol (SNMP) bases monitoring utilities such as, WhatsUp Gold, Nagios, SolarWinds or equivalent.
• Proven ability to automate tasks and maintenance with a combination of custom scripts and other tools.
• Experience managing and mentoring staff. Ideally candidate managing a team of 3 or more network engineers.
• Ability to initiate, drive, and/or support innovation and change.
• Must be self-motivated with time management skills.
• Ability to effectively communicate updates, issues, and resolutions to all levels of the organization.
• Excellent written and verbal communication skills with an emphasis on documentation.

San Francisco International Airport (SFO) is seeking, under the administrative direction of the Chief Digital Transformation Officer (CDTO), an ITT Project Management & Delivery Director to provide strategic oversight and direction for every technology project, change, and product to ensure continuous improvement to the End-user Experience. They will oversee the portfolio of projects and technology services for priorities that span across the Airport as well as help ensure the successful delivery of complex, multi-faceted projects involving internal/external resources, cross-functional teams, and a variety of project funding sources.

Oversee and manage the delivery of ITT technology projects that advance airport strategic goals, including operational efficiency, non-airline revenue growth, enhanced passenger experience, and support for capital improvement initiatives. 4. Establish and formalize governance, project and portfolio management, and service delivery management. This includes implementing a portfolio tool that includes: a central repository of technology projects, executive dashboards, systems to manage technology change, performance metrics, and training curriculums.
5. Implement governance structures to ensure transparency, accountability, and alignment with public sector mandates. Collaborate closely with cross-functional project teams, internal clients, and external stakeholders to define objectives, develop comprehensive project plans, and allocate resources effectively. Leverage emerging technologies such as smart infrastructure, passenger analytics, IoT, and cloud-based platforms to modernize airport systems, improve service delivery, and support data-driven decision-making.
6. Provide strategic leadership in developing and implementing transparent, citizen-focused frameworks for prioritizing ITT initiatives and optimizing resource utilization across the public sector enterprise. Champion continuous improvement in project intake, evaluation, and work request processes to ensure alignment with agency mandates and public service goals. Oversee cross-functional resource planning and budget stewardship to drive operational excellence, fiscal responsibility, and equitable service delivery across the ITT portfolio.
7. Provide visionary leadership for the ITT Project and Delivery function, driving the successful execution of complex, multi-agency technology initiatives that advance public service outcomes. Act as a catalyst for organizational change by aligning project delivery with strategic priorities, policy mandates, and community needs—ensuring every initiative contributes to a more responsive, efficient, and equitable government.
8. Direct and lead enterprise-level product analysis for technologies delivered across the public sector ITT portfolio. Develop and maintain strategic roadmaps for system implementations, and upgrades to ensure financial investments are optimized and aligned with industry standards, vendor product lifecycles, and long-term agency objectives. Drive informed decision-making by evaluating technology performance, sustainability, and future readiness, ensuring that solutions support mission-critical outcomes and deliver measurable public value.
9. Lead cross-functional teams through the full lifecycle of digital transformation programs, applying rigorous governance, agile delivery methodologies, and stakeholder-centric planning. Facilitate strategic decision-making and consensus-building across executive leadership, enabling timely, data-informed choices that balance innovation with accountability.

Minimum Qualifications

Education

Possession of a Bachelor’s degree from an accredited college or university in Business Administration, Engineering, Strategic Planning, Project Management or other closely related program;

AND

Experience

Six (6) years of managerial experience in project management, change management, risk management, or a closely related field, all of which must include supervisory experience.

Education Substitution: Additional qualifying experience as described above may be substituted for the education requirement on a year-for-year basis up to two (2) years. (One year of work experience is equal to 30 semester units or 45 quarter units).
