DEFINITION

DISTINGUISHING CHARACTERISTICS

This classification is structured for incumbents hired with the purpose of becoming a sworn police officer.  Police Officer Trainees are hired into this position for the period prior and during the time they are assigned to a POST-certified Basic Law Enforcement Academy.  Upon successful completion of training at the academy and upon the availability of a Police Officer position, Police Officer Trainees will be sworn in and appointed to the classification of Police Officer at the beginning of the following pay period. 

SUPERVISION RECEIVED AND EXERCISED

Receive immediate supervision from higher level supervisory or management staff and from training staff at a POST-certified Basic Law Enforcement Academy.

ESSENTIAL FUNCTIONS – INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:

• Attend a POST-certified Basic Law Enforcement Academy designed to provide an overview of the criminal justice system including knowledge of laws, police procedures, law enforcement techniques, first aid and physical fitness.
• Receive training to develop an awareness of Police Department functions, as well as the responsibilities of Police Officers and how those responsibilities relate to field operations.
• Perform related duties and responsibilities as assigned.

QUALIFICATIONS:

Knowledge of:

• English usage, grammar, spelling, and punctuation
• Basic principles of business writing and basic report writing
• Principles and practices of good customer service
• Techniques and practices of effective interpersonal communication
• Principles and practices of safety management

Skills/Ability to:

• Successfully complete a POST-Basic Law Enforcement Academy including classroom instruction, physical agility and use of firearms.

Experience and Training Guidelines

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Experience: None required.

Training: Equivalent to completion of the twelfth grade (High School diploma). Completion of 30 semester units from an accredited college or university (60 units or more is preferred).

Licenses: Possession of and ability to maintain a valid California Driver’s License.

Necessary Special Qualifications:

• At the time of application, all applicants must show proof of passing the PELLETB test with a minimum T-Score of 50 and successful completion of the WSTB test (physical agility).  These tests can be taken by visiting www.theacademy.ca.gov.  All testing information including practice tests can be located on the site.
• Free of any felony convictions.
• A citizen of the United States or a permanent resident alien who is eligible for and has applied for citizenship (Government Code Para. 1031).
• Age, not less than 21 years at time of appointment.

ABOUT THE ROLE

Reporting to the Executive Director, the Deputy Director will oversee department-wide administrative operations and strategic initiatives including organizational planning, program performance, budget development, financial accounting, procurement, contracting, human resources, recruitment, and other administrative functions. This role will supervise three staff members in the Operations Division and closely collaborate with other staff to achieve the Commission’s strategic goals.

The Deputy Director must be willing to forego involvement in all local political activity while a member of the Commission staff and publicly file an annual Statement of Economic Interests (Form 700).

ESSENTIAL DUTIES

Essential duties of the position include, but are not limited to the following:

• Establish and implement departmental goals, policies, and strategic plans as directed by the Executive Director.
• Develop and maintain a broad understanding of the Commission’s laws, policies, programs, procedures, and operations.
• Oversee daily administrative operations of the department including financial management, procurement, accounting, payroll, and related office operations.
• Effectively plan, coordinate, supervise, and evaluate the work of direct reports.
• Manage the department’s hiring initiatives including tracking vacancies, producing hiring-related documents, coordinating recruitment functions with staff and DHR, and supporting onboarding activities.
• Manage the department’s HR and personnel functions and lead initiatives to promote staff engagement and professional development.

Minimum Qualifications

• Bachelor's degree from an accredited college or university, AND
• Two (2) years of managerial experience in governmental ethics, campaign financing, and/or lobbying laws and regulations, all of which must include supervisory experience.

Substitution: Additional experience as described above may substitute for the required degree on a year for year basis up to a maximum of two (2) years.

Desired Qualifications

• A Master's degree in public administration, business administration, public policy, or a closely related field of study, or a juris doctor degree.

• Two or more years of demonstrated experience with public sector management, budgeting, financial accounting, procurement, contracting, and/or recruitment functions.
• Experience in the fields of campaign finance and governmental ethics.
• Experience working objectively, efficiently, and effectively under strict deadlines and highly visible, sensitive, or politicized settings.

DISTINGUISHING CHARACTERISTICS

This is the full journey-level classification in the wastewater treatment plant operator series. Incumbents independently perform the full range of wastewater treatment and reclamation and recycled water facilities and equipment operations and maintenance duties. Responsibilities include inspecting and attending to assigned areas in a timely manner to ensure the proper operation and maintenance of the City’s wastewater treatment plant systems and equipment. Positions at this level work independently, exercise judgment and initiative and receive occasional instruction or assistance as new or unusual situations arise. This class is distinguished from the Lead Plant Operator in that the latter is responsible for providing technical and functional direction to operations staff and is capable of performing the most complex operations and maintenance duties assigned to the division.

Job Description

Under general supervision, the 8562 Counselor, Juvenile Hall, is responsible for the care, custody, safety and welfare of juveniles detained at Juvenile Hall.

Essential duties include, but are not limited to: 

1. Observes behavior of detainees in an assigned living unit; directs detainees in the upkeep of personal hygiene, during mealtimes, and while cleaning the unit; maintains appropriate close supervision over detainees to prevent negative incidents; provides appropriate discipline; consults with supervisors regarding disciplinary problems; conducts regular state mandated security checks of rooms; monitors visiting sessions to ensure the safety and security of detainees and counselors.

2. Inspects windows, locks doors when not in use, and keeps count of all detainees assigned to the unit; administers emergency first aid pending the arrival of medical staff; responds to emergency conditions which may require physically subduing and restraining hostile detainees to ensure the safety and security of the unit and the facilities.

3. Completes incident reports, behavior reports, individual case reports, and other departmental forms and reports; maintains the unit log book to ensure adherence to legal requirements. Maintains and updates electronic databases and case management systems.

4. Conducts ongoing individual and group counseling sessions with detainees by communicating rules, policies, expectations, and consequences; listens and responds to questions, concerns, complaints, and requests; provides assistance in working out problems to assist detainees.

5. Directs leisure time activities; teaches and encourages good sportsmanship.

6. Transports residents to and from various locations; directs and controls residents’ movement to ensure the safety and security of the residents.

7. Facilitates the admittance and release process of residents.

8. Confers with departmental personnel and representatives of outside agencies.

Qualifications

Education:
Possession of a baccalaureate degree from an accredited college or university.

License and Certification:
Possession of a valid California driver license.
Possession of a valid Cardiopulmonary Resuscitation (CPR) certificate.

Substitution:
Experience as a counselor in a juvenile detention facility or experience involving the organization, detention, or suspension of youth groups in a recreational or correctional program may substitute for up to two (2) years of the education requirement on a year-for-year basis. One (1) year equals thirty (30) semester units or forty-five (45) quarter units.

The City of Sebastopol is looking for a respectful, compassionate, empathetic Police Officer Trainee. The selected candidate must be currently enrolled or enrolled at a future date as a self-sponsored recruit in a certified Peace Officer Standards & Training Council (P.O.S.T.) Police Academy. The Police Officer Trainee is a non-sworn, training-level classification requiring no prior law enforcement experience. The incumbent performs a variety of entry-level police support duties in a learning capacity. The selected candidate will assist and observe Police Officers and civilian police personnel.

The successful candidate will attend the Police Academy to obtain a Basic P.O.S.T. Certificate of Completion, and perform related work which may require public contact but not the enforcement of laws. Police Officer Trainees attend a POST certified Police Academy, which follows a standardized curriculum in order to provide them with basic training in various aspects of policing, many of which are prescribed by law and/or statute.

The Police Academy training is designed to provide the candidate the necessary skillsets to prepare them for consideration for promotion to a probationary Police Officer position within the City and begin the Sebastopol Police Department’s Field Training Officer program. Attendance and successful completion of a Police Academy is a legal requirement to be hired as a Police Officer within the State of California and is a requirement for a City of Sebastopol Police Officer Trainee to be considered for promotion to probationary Police Officer with the City of Sebastopol.

DEFINITION
Under general supervision to perform general duty firefighting and fire prevention activities; to respond to  emergency calls; to operate and maintain firefighting apparatus and equipment; to assist and participate in fire training programs and fire station maintenance: and to do related work as required.

DISTINGUISHING CHARACTERISTICS
This classification includes a variety of assignments in preventing, controlling and extinguishing fires, performing emergency medical care and rescue operations, public education activities, and maintenance operations. While time spent fighting fires constitutes a small fraction of the scheduled work time, incumbents must be able to meet such emergencies and the hazards which may involve considerable physical exertion, and potential risk to health and safety.

The Position

The San Bruno Police Department is recruiting for Public Safety Dispatchers (Lateral.)  Public Safety Dispatchers are responsible for public safety dispatch and related records management activities. This position operates on a 24-hour, 365 days per year basis, and may be assigned to either a day, swing, or graveyard shift on a regular, rotational basis that includes nights, weekends, and holidays.  Public Safety Dispatchers perform a wide range of duties involving radio, telephone, and computers, applying various procedures and codes. Dispatchers receive and transmit emergency and non-emergency telephone and radio traffic as well as process communication reports, records, and radio logs, while maintaining a high level of confidentiality.  Dispatchers may also support the Police Department by performing clerical tasks, training, assisting with fingerprinting, and being accountable for financial transactions.  This position is integral in supporting the goals and objectives of the City and Police Department.  

Examples of Duties

Essential Duties

• Receives and transmits emergency telephone and radio traffic.  
• Maintains and processes a variety of communications reports, records and radio logs.
• Operates a dispatch console, uses Computer Aided Dispatch (C.A.D.) System and other computer programs to process information and records.
• Maintains a high level of confidentiality.
• Performs collateral duties including a variety of related clerical tasks: assisting in preparation of work schedules; training and evaluating performance of new employees; conducting training sessions; assisting in fingerprinting and jail operations, which may include searching prisoners; and is accountable for handling cash, bond, and check transactions. 
• Plans, organizes, and directs dispatching and related activities on an assigned shift. This may include preparing schedules and prioritizing work; observing work performed by Dispatcher I employees to ensure compliance with standards; approving time off; conducting employee evaluations; and providing effective recommendations on personnel matters.
• Prepares and maintains training and procedure manuals.
• Maintains liaison with other Department Divisions, City Departments, and other law enforcement and emergency response agencies.
• Maintains various C.A.D and Record Management Files.
• Performs related duties and responsibilities as assigned.

Minimum Qualifications
 

Must be able to pass an extensive background investigation.

Education

• Possession of a high school diploma or GED equivalent. Additional related college course work or degree preferred.

Experience

• Two (2) years of progressively responsible experience performing duties similar to that of a Public Safety Dispatcher I.

Certificates and Licenses

• Must possess and maintain a valid California Driver’s License, Class C with a good driving record.
• Peace Officer Standards and Training (POST) Intermediate Dispatch Certificate; an Advanced California POST Certificate is preferred.

Salary Range

The Assistant Director salary range is currently $178, 713.34 - $288, 700.62. Placement within this range will be dependent upon the qualifications and experience of the individual selected. This salary includes an approximate five percent (5%) ongoing non-pensionable compensation. The salary is supplemented by an attractive benefits package. 

The Position

Reporting to the Director, the Assistant Director serves as the Chief Operating Officer of the Environmental Services Department (ESD), overseeing a budget of approximately $550 million and seven direct reports. This executive leader provides strategic and operational direction across a broad and complex portfolio, including Integrated Waste Management, Watershed Protection, Water Resources, Wastewater Management,  Regulatory Affairs and Purified Water, Utility Financial and Business Operations, and Communications. In partnership with Deputy Directors, department leaders, and citywide stakeholders, the Assistant Director drives alignment with City priorities while ensuring regulatory compliance, operational excellence, and organizational effectiveness. Minimum Qualifications:

• Education: A bachelor’s degree from an accredited college or university in business administration, public administration, engineering, environmental sciences, or related field.
