The City of Sebastopol is seeking a dynamic, professional leader who is a collaborative problem-solver to serve as the next Planning Director. The Planning Director will direct, oversee, and materially participate in the work of the City’s Planning Department, including current and long-range planning, maintenance of the General Plan, Housing Element, and zoning codes, and review of proposals for construction and development within the City of Sebastopol. The selected candidate will coordinate activities, permits, and projects with other City departments. The Planning Director performs professional planning duties in the fields of long-range planning, current planning, and building permitting, including a variety of diverse professional planning assignments. The incumbent will oversee technical reviews and evaluations of land use and permit applications, handle the most complex customer service issues, environmental impact documents, and construction projects, and provide supervision or lead direction to professional and support staff. The director will ensure compliance with all aspects of the City’s General Plan and related ordinances and laws, and perform related work as assigned.

A Dispatcher I is a civilian employee of the Police Department who performs a variety of tasks in the Department’s Support Services Division. The Dispatcher I receives incoming calls for police assistance and response; acts as a primary Dispatcher when appropriate; performs a variety of general support duties related to police communications; completes a wide variety of general clerical duties.

Examples of Duties:

The Dispatcher I duties may include, but are not limited to, the following:

Answer emergency and non-emergency police related phone calls, help prioritize requests for service based upon available resources, receive radio requests and handle accordingly, type, process and file a wide variety of reports and materials including memos, letters, complaints, declarations, warrants, citations, crime and traffic reports.  Assists Department personnel and the public in person and by phone performing record checks, collecting fees and mailing requested reports to outside agencies in accordance with established regulations.   A Dispatcher I may be assigned to work various hours, shifts, holidays, weekends and overtime.

Typical Qualifications:

A combination of education and work experience including 2-3 years of general office work involving typing of varied materials, public contact, general filing and basic record keeping; type at least 40 wpm net.  Knowledge of business English, spelling; modern office practices and procedures; record keeping. Ability to learn assigned clerical tasks readily and to adhere to prescribed routine; write English legibly; establish and maintain effective working relationships with other employees and the general public; type and learn the operation of other standard office equipment; a willingness to work varying shifts; and to learn radio dispatching skills.

THE POSITION:

The Police Officer Trainee position is an entry level position, requiring no prior law enforcement experience. Under general supervision of a Police Sergeant, the non-sworn Community Service Aide provides technical police services in crime prevention, crime investigation, and crime response which do not require full police powers and assists police officers in the maintenance of law and order.

CLASS CHACTERISTICS
The Community Service Aide is a journey-level classification, fully competent to independently perform a variety of patrol and special assignment support duties. A Community Service Aide may be assigned to an organizational unit including Community Oriented Policing and Problem Solving (COPPS) and Investigations. This classification has clear guidelines to help with independent decision-making, and supervision is available when unusual or complex situations arise.

EXAMPLES OF DUTIES (illustrative only):

• Receive and transmit calls for service over the police radio.
• Issue vehicle parking and registration citations.
• Mark, arrange tow, and maintain files for abandoned vehicles; cite vehicle/owner for violation after a given period of time of being marked.
• Direct traffic at major injury collisions, chemical spills, malfunctioning traffic signals, and special events.
• Drive a marked police vehicle; transport children to foster care facilities, citizens including stranded motorists, and city staff; deliver messages, property, and evidence as dispatched to court, citizens, or other agencies.
• Interview witnesses or others involved search for, collect, and identify evidence; and write reports for crimes with no suspect, lost and found cases, and non-injury collisions.
• Engage in general patrol observation; report any suspicious activity to dispatch and patrol officers.

CLASS CHARACTERISITICS:

The Police Office Assistant is a journey-level position, fully competent to independently perform a variety of office support duties. The City of Sausalito Police Department is seeking empathetic, driven, collaborative Police Officer Trainees. The Police Officer Trainee learns to enforce Federal, State, and local laws and to respond to calls for the protection of life and property by attending a basic Peace Officer Standards and Training (POST) certified training academy to obtain the basic skills and fitness level necessary for the performance of Police Officer duties. DEFINITION

Responsible for the day-to-day responsibilities related to municipal traffic operations within the Town of Danville. Perform a variety of professional and technical level traffic and transportation engineering tasks, including traffic system planning, design and operation, and traffic control systems.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Transportation Manager.  May exercise supervision over additional professional, technical and/or support staff as assigned. 

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Conduct technical and administrative work in the functional areas of traffic operations, Downtown area, residential parking, and transportation planning and design.
• Manage the Town’s traffic signal and traffic control devices network in conjunction with the Transportation Manager.
• Serve as the public interface for matters related to traffic safety and circulation; develop and implement solutions with creative and professional use of acceptable traffic engineering standards. 
• Prepare traffic studies related to local traffic circulation and review traffic studies generated through the development review process, as directed.
• Review civil and public improvements plans for transportation related infrastructure.
• Review collision reports and prepare and maintain collision diagrams.
• Conduct and maintain Traffic and Engineering Surveys.
• Review and comment on traffic signal plans and assist with oversight of traffic signal construction and modifications, as directed.
• Work in collaboration with traffic signal maintenance personnel to manage and troubleshoot issues related to traffic signal operations/equipment and electronic traffic control devices.
• Monitor traffic signal network operations through the Town’s centralized traffic signal monitoring system.
• Serve as project manager for transportation-related Capital Improvement Projects and studies, as directed.

QUALIFICATIONS

Knowledge of:

• Fundamentals of traffic engineering inclusive of multi-modal transportation applications and practices.
• Signs and pavement markings standards; intersection and roadway capacity practices; intersection design; residential street design and traffic control.
• Transportation impact study elements and preparation processes; traffic signal operations; on‑ and off‑street parking standards; traffic control devices; and pavement management.
• GIS, AutoCAD, Bluebeam, Microsoft Office and general software applications.
• Traffic engineering-related software such as Synchro/SimTraffic, HCS, and Crossroads is preferred.

Ability to:

• Interpret plans and specifications; some GIS knowledge.
• Research and stay current on traffic engineering and transportation planning regulations, practices and technology.
• Prepare clear and concise written reports and correspondence, deliver presentations before the Town Council and members of the public, and facilitate meetings.

EXPERIENCE AND EDUCATION

Experience:

Five (5) years of increasingly responsible full-time experience or eight (8) years of part-time experience in traffic engineering, or closely related field, including drafting, surveying, and other specialized traffic training, licensure, etc. Background in transportation, planning, transportation engineering, or public administration in a community development environment is desirable. Public sector experience preferred. 

Education:

An Associate degree in transportation planning, transportation engineering, or closely related field. 

LICENSE(S) AND CERTIFICATION(S)

Possession of a valid California State Driver's License, or license in another state with the ability to obtain a California license within 30 days of hire. Professional Engineer, Professional Traffic Operations Engineer, or California Traffic Engineers license is preferred. Valid Construction Zone Safety Certification. Valid Signs and Markings Certification.
