Valley Water manages an integrated water-resources system serving Santa Clara County with wholesale water supply, groundwater management, flood protection, and stream stewardship. Our Business Support & Asset Management Unit provides operational and strategic asset management support to the Water Utility Enterprise and to our Fleet & Facilities Management teams. The unit supports the lifecycle of our assets—from planning and design through operation & maintenance to rehabilitation, replacement, and disposal.

This entry-level position is in our Operational Asset Management Team, where you will perform engineering and data analysis assignments that support the planning, maintenance, and rehabilitation of pipeline, pump station, and treatment plant assets. Working under the guidance of technical and engineering staff, you will help move the organization toward more condition-based and predictive maintenance strategies, improve asset data system integration, and develop dashboards and tools that combine information from Supervisory Control and Data Acquisition systems (SCADA), Computerized Maintenance Management Systems (CMMS), Enterprise Resource Planning systems (ERP), Asset Management planning tools (AMPT), and the Capital Improvement Program (CIP) for business reporting and analysis.

The Positions
Silicon Valley Power (SVP) is seeking dynamic and innovative Senior Electric Utility Engineer candidates to immediately fill two (2) vacancies  in the Customer Development and Project Management divisions, with potential future vacancies in these or other divisions. The ideal candidates will have electric utility engineering experience; excellent project management skills; strong oral and written communication skills; experience working in a team environment on major construction projects.
 
For the Engineering Division:

This position will lead substation engineering and standards development that support the mission of the Utility. This individual should be an experienced, self-starter who can thrive in both an autonomous and team environment. This position requires hands-on working knowledge of   substation design and construction, and standards development. A working knowledge of protection and control systems, communication systems, project management, and Compliance is desirable. The candidate should have extensive knowledge of substation engineering concepts, principles, and practices to resolve complex problems with only general direction. This position supports day-to-day utility operations and Compliance.

For System Expansion Division 

This position will support System Expansion Capital Projects and have the opportunity to work on complex and exciting large capital system expansion improvement projects in a dynamic, team-oriented environment. This position will be working on four large system expansion projects moving forward to bid and construction, totaling an estimated cost of $440 million. This position requires hands-on work during construction of 3 receiving station projects and one 2.25-mile 115kV transmission line project. The position may also assist with outage management, construction and contracts management, material procurement and tracking, and easement acquisition. As such, the ideal candidate will have large substation or receiving station project experience and be able to work in a fast-paced environment with competing priorities. The candidate will show proven problem-solving skills and excellent communication.

Minimum Qualifications

EDUCATION AND EXPERIENCE
Graduation from an accredited college or university with: a) Bachelor's Degree in Electrical Engineering and three (3) years experience in electric utility engineering work or b) a Bachelor's Degree in Engineering and four (4) years experience doing electric utility engineering work or ten (10) years experience doing electric utility engineering work and satisfactory completion of a qualifying written examination.  A Master's Degree in electrical, mechanical or civil engineering from an accredited college may be substituted for one year of experience (proof of receipt of an Engineer In Training certificate may be substituted for the qualifying written examination).  Candidates from a non accredited college or university must demonstrate equivalency. Registration as a professional electrical, mechanical or civil engineer in the State of California may be substituted for accreditation equivalency.

LICENSE
Possession of a valid California Driver's license.

SPECIAL CONDITIONS
May work unusual hours in emergency situations, or while acting as duty supervisor outside regular working hours, or at other than regular job site.

Woodside is a rural residential community of approximately 5,300 residents located on the San Francisco Peninsula in San Mateo County. The Town is bordered by Redwood City to the north, Atherton and Menlo Park to the east, Portola Valley to the south, and the Santa Cruz Mountains to the west. Residents of Woodside are highly educated and active in local government. The Town maintains an intricate equestrian trail system and many residents keep horses.

Woodside spans 14 square miles and is a largely affluent residential community in Silicon Valley. It has an intentionally small and rural historic business district and is home to the Village Pub, Firehouse Bistro, Buck’s of Woodside and Alice’s restaurants. The Town is currently updating its Town Center Area Plan and is seeking resident input for possible improvements to circulation, pedestrian safety, parking, development, open space, land uses and more.

The Opportunity:
The Director of Public Works/Town Engineer will provide seasoned leadership to advance progressive Town initiatives. The Director of Public Works/Town Engineer will plan, organize, and provide administrative direction and oversight for all public works functions and activities, including infrastructure engineering, design and construction, streets and traffic control, engineering plan checking, permit approval, facility, parks and infrastructure maintenance.

The duties include, but are not limited to, the following:

• Assume full management responsibility for all department services and activities including engineering, capital improvements, streets, sewer, storm drain systems, building permitting, and vehicle and equipment maintenance; recommend and administer policies and procedures.

Silicon Valley Power

Silicon Valley Power, Asset Management Group has an excellent opportunity for the position of Senior Engineering Technician. Job responsibilities include, preparing scaled and dimensioned plans based on sketches prepared by engineering and/or estimating personnel, maintaining records of as-builts and updating existing SVP maps and records utilizing ESRI-based GIS applications, maintaining master map files, including such records of block maps, street light maps, fiber communication, electric utility single line and operating diagrams and other maps, performing computing and drafting operations in AutoCAD, involvement in checking drawings of electric utility facilities, and performing other duties as assigned. 

Water and Sewer Utilities

The Water and Sewer Utilities Department is looking for a Senior Engineering Technician who desires to become a Water and Sewer Utility professional and support a talented group of engineers, administrative staff and utility operators with the sole aim of delivering safe, reliable utility services and excellent customer service to the community of Santa Clara. The Senior Engineering Technician will prepare exhibits, update CAD files, access and update asset management software, update spreadsheets and project folders, perform site visits, perform field measurements, perform research tasks, support the water sampling program, support plan checks, prepare construction documents, perform field inspections, update block books and communicate with customers, contractors, consultants, engineers, inspectors, and operators. 

The ideal candidate should be proficient in AutoCAD, the Microsoft Office Suite, working with PDF formats, navigating folder directories, and communicating effectively with a diverse group of stakeholders. Any experience, skills or certification related to the water, recycled water, sewer or general civil engineering industry is desired.

Department of Public Works

The City of Santa Clara's Department of Public Works seeks a results-oriented and innovative individual to serve out the Department's mission to provide the highest quality public works services to the residents of Santa Clara, the development community, and our customers in a responsible and efficient manner. The Department has focus areas that include Engineering Services and Operations and Maintenance. Engineering Services is comprised of four engineering divisions: 1) Design, 2) Field Services, Land and Property Development, and Traffic Engineering as listed below. Currently, the Field Services Division of the Department of Public Works (DPW) is looking for individuals for the position of Senior Engineering Technician.  This position will provide support to the Field Services division through updates to the Geographic Information System (GIS) system, AutoCAD, and miscellaneous databases.  This position will coordinate internally with various DPW staff to maintain system records and support their needs to successfully complete their projects on time.

The ideal candidate should have experience using and editing AutoCAD software. The Senior Engineering Technician will assist the City Surveyor with topographic, monument, and benchmark surveys conducted in the field. Additionally, the technician will help restore missing or damaged monuments and benchmarks and perform administrative tasks such as filing permits, updating block books, conducting research, and carrying out field inspections and investigations. Employees in this role are expected to be fully trained in all procedures related to their assigned responsibilities. Work is performed under the general supervision of the Chief of Party, a Professional Engineer, or a Principal Engineering Technician, who assigns tasks and reviews work to ensure compliance with instructions and established engineering standards.

The Design Division manages capital improvement planning and programming related to pavement management, storm drain facilities, and sanitary sewer systems. Additionally, the division provides capital project delivery services for a variety of City projects including transportation, roadways, pedestrian and bicycle, storm drains, sanitary sewers, buildings, libraries, and parks to implement the City’s capital improvement program. The division also coordinates with the Federal Emergency Management Agency on the City’s Community Rating System (CRS) program to maintain the City’s Class 7 rating. 

The Field Services Division provides construction management, construction inspection, materials testing, and surveying for capital improvement projects such as pavement rehabilitation, traffic signals, storm and sanitary sewers, parks, building improvements and other public improvements.  The Field Services Division also provides construction inspection and coordination for developer/private construction of public improvements within the City’s right-of-way. 

The Land & Property Development Division is responsible for providing efficient and effective engineering services to support private development projects during the entitlement, design, and construction phases. The division works closely with customers, developers, utility companies and the community to ensure projects comply with local, state and federal standards. The division is also responsible for reviewing and approving encroachment permits, easements, street/easement abandonments, subdivision maps, processing encroachment agreements, collecting development-related fees, and collaborating with other Public Works divisions, as well as other City departments throughout all project phases. Additionally, the division provides customer counter services to the general public as the City’s permit center.

The Traffic Engineering Division provides traffic engineering, traffic impact analysis reviews, bicycle and pedestrian improvement planning, grant administration, and traffic signal maintenance and operation services for the City. The division also investigates resident/business inquiries related to street parking, traffic calming, intersection control, and bicycling and pedestrian travel on public streets. Finally, this division coordinates with other agencies such as the Valley Transportation Authority, County of Santa Clara Roads and Airports, Caltrans, and the cities of San Jose, Cupertino, and Sunnyvale related to projects, programs, and grant opportunities.

Environmental Programs Department

The Environmental Programs Group is responsible for environmental review of VTA’s capital projects, VTA’s Sustainability Program, and VTA’s Stormwater Management Program.  Environmental review includes preparation of federal and state environmental documents; compliance with environmental laws and regulations; acquisition of regulatory agency permits; management of mitigation plans and programs; and coordination on a wide range of environmental topics.  VTA’s Sustainability Program is responsible for reducing the consumption of natural resources and the generation of greenhouse gases in the provision of transportation services through utility management, transportation electrification, climate action planning, waste reduction, and education. VTA’s Stormwater Management Program is responsible for complying with the National Pollutant Discharge Elimination System permit known as MS4. The Program aims to reduce pollution of local creeks and the Bay through the implementation of best management practices in project design and construction, educational initiatives for staff and the public, and enhanced maintenance and sustainable landscaping.

Environmental Planner II: 
This is the journey level in the Environmental Planner class series. Incumbents conduct environmental analysis of projects in concert with other staff and consultants and may have responsibility for management of the environmental phase of minor projects or for specific portions of larger projects. Environmental Planner III: 
This is the advanced journey level in the Environmental Planning series. Positions at this level work independently on the largest and most complex projects directing, reviewing, and coordinating the work of assigned project staff, consultants, and representatives of other public agencies in multi-disciplinary teams. Incumbents conduct environmental analyses of transportation projects and programs with minimal supervision and are expected to be conversant in and achieve compliance with relevant environmental laws, regulations, and guidelines.

The Engineering Group Manager – Facilities will oversee a diverse and talented team responsible for managing the planning, design, and construction of capital projects at the Santa Clara Valley Transportation Authority (VTA). This individual will lead the delivery of high-impact projects ranging from transit infrastructure upgrades to the improvement and rehabilitation of maintenance yards and other critical facilities.
