The Senior Management Analyst in Valley Water's Purchasing and Contracts Unit is responsible for leading the procurement of information technology (IT) and IT-related goods, services, and consultants, as well as other complex technical or professional services. While experience supporting IT procurements is desirable, candidates with strong backgrounds in related complex procurements are encouraged to apply.

This role ensures compliance with organizational policies and industry best practices for the complete procurement process—from procurement planning through contract administration—for IT and other technically complex procurements. The position entails conducting market analysis, negotiating with vendors, negotiating contracts, and providing strategic recommendations to maximize value. • Analyze, identify, and make recommendations to purchasing standards and procedures related to requisitioning, solicitation of bids, and contract administration to ensure best pricing and overall value.
• Respond to questions and inquiries from Valley Water staff and other agencies, investigating complaints and recommending corrective actions as necessary. Ensure effective communication with stakeholders throughout the procurement process.
• Prepare reports and maintain required purchasing records, preparing documentation as needed for Valley Water.
• Execute related duties and responsibilities as required to support the Procurement and Consultant Contracts Unit and Valley Water’s objectives.

Ideal Experience:

Purchasing & Consultant Contracts Services Unit (Position Code 476)

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

The Staff Analyst position will support the Office of Civic Engagement in implementing the Safe, Clean Water Grants & Partnerships Program under Measure S. This position will be responsible for leading the implementation of the Refill Station Grant funding opportunity (Project F9 Key Performance Indicator #2), with oversight from the Community Benefits Program Administrator. 

The position will provide administrative and analytical support for the Grants & Partnerships Program, which includes the following tasks: application review and evaluation, drafting grant agreements, providing technical assistance to grantees, processing and validating invoice submissions, conducting grantee site visits and closeout tasks for completed projects, developing and writing memos and formal correspondence to grantees and management, tracking data and analytics for the grants program, maintaining the Fluxx grants management system, tracking grantee inquiries, among other duties as required. 

The Staff Analyst may participate in outreach and community engagement events/activities, which may sometimes require working at night and/or on the weekends. Additionally, all Valley Water employees are considered Disaster Service Workers and may be called on to report to an Emergency Operation Center during a disaster.

By performing core accounting functions-such as recording journal entries, reconciling accounts, processing P-Card reports, and preparing financial schedules-the position ensures compliance with policies, supports transparent reporting, and enables informed decision-making. Their work directly supports the Quarterly Board of Directors' Expense Report and the Annual Comprehensive Financial Report, both essential for governance and external accountability.

Additionally, the Accountant II strengthens operational stability by assisting with month-end close, preparing audit schedules, and serving as backup to the Senior Accountant, ensuring continuity of the General Ledger function. Plant/Pipeline Mechanical Technician I: $97,635.20 - $124,924.80 Annually
Plant/Pipeline Mechanical Technician II: $107,723.20 - $137,820.80 Annually

Overview:

The Plant/Pipeline Mechanical Technician I/II will perform maintenance and repair functions on industrial equipment used in water treatment, recycled water, water purification plants, pumping stations, and hydroelectric plants. This position will also work on related mechanical equipment components used for water treatment, storage, distribution, and flood control. They will be required to perform maintenance and repair duties on water conduits and equipment. As well as perform a variety of tasks relative to assigned areas of responsibility. This position will be assigned to work at one of Valley Water’s three water treatment plants in Santa Clara County and can be assigned to work rotating on-call weekends after approximately 1-2 years.
