The Port of San Francisco is embarking on a multi-year project to replace the organization’s legacy enterprise business applications with a modern, unified platform built on Salesforce. This project will lead the replacement and migration of Port Enterprise technologies that have reached end-of-life with modern systems that support and promote the department's business capabilities. The project is focused on building and implementing data-rich, constituent-and user-focused, integrated systems. The successful candidate for this role will set technical direction, write software and make crucial decisions about software architecture as well as providing general technical leadership, mentoring and general supervision to the team. 

Under direction, the Modernization Engineering Project Lead:  

• Plans, organizes, performs, delivers, directs and/or controls highly complex technology-related work products requiring industry or product expertise in broad areas of information technology.  
• Collaborates closely with the Technology Project Manager, Senior User Research Analyst, business stakeholders, and technical teams to design and deliver modern solutions. 
• Provides technical leadership across Salesforce, Kahua, Snowflake, and related technologies while helping balance technical, business, and end-user needs, and guides a small team of technical professionals supporting the modernization effort.  
• Supervises, managing the work of four technical positions, and will be responsible for building a highly performing team inclusive of their direct reports, partners within Port Technology, alongside stakeholders and end users.

The City of Berkeley invites you to apply for the position of Senior Information Systems Specialist in the Department of Information Technology! In this role, you will support a variety of initiatives in connection with the City's Digital Strategic Plan, the Berkeley Resilience Strategy, and other long-term goals. You'll partner with staff from various City departments to assess hardware and software needs and develop innovative and intuitive solutions.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:
Equivalent to graduation from a four-year college, with major coursework preferably in information technology, computer science, network engineering, mathematics, business or public administration, or a field related to the department to which assigned, and two (2) years of experience in managing and supporting IT systems or network infrastructure. Experience in technical support, managing networks, or other relevant information technology work may be substituted for the education on a year-for-year basis.

Must be able to travel to various locations within and outside the City of Berkeley to meet program needs and to fulfill the job responsibilities. When driving on City business, the incumbent is required to maintain a valid California driver's license as well as a satisfactory driving record.

In addition to the qualifications mentioned above, the ideal candidate will possess:

• Experience with Cisco routers and switches, LAN/WAN, MPLS, VLANs and QOS in a large-scale infrastructure
• Virtual server management (including Nutanix and VMware Hyperconverged technologies)
• Disaster and Recovery (experience with DRAAS technologies like Rubrik/Cohesity)
• Security tools (experience with MFA, ATP, CrowdStrike, VPNs, WAFs and NACs)
• VOIP network support
• Cloud virtualization and storage (experience with Azure/AWS)
• Active Directory administration in a Hybrid AD/Azure environment, O365 services including Email and Intune

• Leads the development and delivery of technology oriented organizational change management, including establishing relationships with and elevating change champions across the organization, developing training materials, and leading user adoption.

THE POSITION

The main role for this position of Cybersecurity Analyst I/II will focus on Cybersecurity. The candidate that fills the role will assist in defining enterprise cybersecurity policies, standards, guidelines, and procedures to ensure a robust and current cybersecurity program. They will also be responsible to monitor and analyze cybersecurity incident-related data and determine the appropriate response.

DEFINITION

Cybersecurity Analyst I: Under general supervision, provides professional level work, including the design, implementation, evaluation, and daily management of security systems and solutions; and performs duties related to threat detection and prevention, education, risk assessment, compliance, governance, business recovery, forensics, and incident response. This position requires a strong understanding of cybersecurity concepts, as well as the ability to work in a dynamic, public service-oriented environment. Other duties would include but not limited to assisting Network Administrators with items relating to the Network Administrator position.

Cybersecurity Analyst II: Under limited supervision, provides advanced level work, including the design, implementation, evaluation, and daily management of security systems and solutions; and performs duties related to threat detection and prevention, education, risk assessment, compliance, governance, business recovery, forensics, and incident response. This position requires a strong understanding of cybersecurity concepts, as well as the ability to work in a dynamic, public service-oriented environment. Other duties would include but not limited to aiding other Network Administrators with items relating to the Network Administrator position. Positions in this class require frequent use of a high degree of independent judgment and interpretative ability.

Positions in the Cybersecurity Analyst II classification are flexibly staffed and normally filled from advancement from the Cybersecurity Analyst I class, or when filled from the outside, require specific cybersecurity technology experience. Appointment to this class requires the employee to be performing substantially the full range of Cybersecurity Analyst II duties and to meet the qualifications for the class. The class requires the ability to work independently exercising judgment and initiative and a greater knowledge of the City’s security systems and solutions.

EXAMPLES OF DUTIES

Architects, implements, monitors, maintains, and troubleshoots various security systems that protect the City’s networks, IT/OT systems (including SCADA), applications and critical infrastructure; designs, organizes, modifies, installs, secures and supports security infrastructure; and provides technical support for network and security issues associated with enterprise applications; analyzes both raw and processed security alerts, logs and event data to identify potential security incidents, threats, mitigations, and vulnerabilities. Architects, implements, maintains, and troubleshoots the City’s business continuity plan and emergency response plan as it relates to redundant, secure infrastructure. Investigates, analyzes, produces reports, and remediates security incidents that occur on City systems and applications, both on-premises as well as in the cloud; confirms viable backups, test, maintains and monitors both on-premises and within the cloud; works closely with other government agencies, law enforcement, and external cybersecurity vendors to stay updated on emerging threats and response strategies.  Performs other duties as required.

MINIMUM QUALIFICATIONS

Knowledge of:  Network security, threat detection, and incident response; common cyberattack methods such as phishing, ransomware, and malware; security tools like firewalls, intrusion detection systems (IDS), and encryption technologies; government regulations, data protection laws, and compliance frameworks (e.g., PCI-DSS, CJIS, NIST, NERC CIP, ISO 27000, etc.) is essential, as is the ability disaster recovery planning and maintaining cybersecurity policies tailored to local government infrastructure is critical for ensuring the safety of sensitive public data and services.

Ability to:  quickly respond to and mitigate cyber threats; analyze vulnerabilities specific to public sector environments. collaborate with internal teams and educating non-technical staff about security best practices; manage multiple tasks and prioritize threats is essential, as well as a keen attention to detail when conducting audits or reviewing security logs; adapt to evolving cyber threats and continuously update knowledge of emerging technologies and attack methods; think critically under pressure, especially during security breaches or system outages. interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience:

Cybersecurity Analyst I: A minimum of 2-3 years of experience in cybersecurity or information security roles, preferably within government or public sector organizations.

Cybersecurity Analyst II: A minimum of 5 years of experience in cybersecurity or information security roles, preferably within government or public sector organizations.

Education:

Cybersecurity Analyst I: High school graduation or equivalent. Graduation from college or university with emphasis in computer science, information technology, or related field, and current certification (CCNA, MCSE, CCSA, CCSE, CEH, Security+) is desirable.

Cybersecurity Analyst II: High school graduation or equivalent. Graduation from college or university with emphasis in computer science, information technology, or related field, and current certification (CCNA, MCSE, CCSA, CCSE, CEH, Security+) is desirable.

License: Possession of a valid Class C California Driver License.

Position Duties  

The Department of Public Works is recruiting to fill an Information Systems Analyst (ISA) position within the Enterprise GIS (Geographic Information Systems) team.  

Salary range(s) for this classification is $137,089.68- $167,032.32 annually. This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.  

The Enterprise GIS team operates out of the Department of Public Works but works across the city to coordinate GIS efforts, lead multi-departmental GIS projects, geospatially-enable City business systems, and administer Enterprise GIS infrastructure for citywide use. The city has standardized on a modern technology stack consisting of Windows Server, Esri ArcGIS platform, VertiGIS Studio, Safe Software FME, and SQL Server enterprise geodatabases. The city has an enterprise license agreement with Esri, and the Enterprise GIS team maintains a large Enterprise GIS server environment with public and internal-facing ArcGIS Server instances, complementary ArcGIS Portal and ArcGIS Online organizations, an SDE environment featuring a data catalog with over 1,000 feature classes, and integrations with dozens of business systems.   

The ISA is a professional-level position in the IT professional management series and responsible for GIS system administration, database design, business system integration, application development, and implementation of large-scale enterprise projects. The position requires a GIS professional with broad technical experience as well as the ability to take initiative and direct others. The ideal candidate must be a strong individual contributor that is able to take full ownership of projects, designing solutions in alignment with City Enterprise GIS standards and industry best practices and working at a hands-on level to build, implement, and support such solutions. The position also demands proven ability to troubleshoot and resolve complex technical issues with limited resources. Advanced knowledge of the ArcGIS platform and experience with GIS server administration is required. Experience with VertiGIS Studio and GIS web application development in an Esri environment is highly desirable.   

The GIS ISA reports to the Enterprise GIS Manager. This position is responsible for programming that supports the development and maintenance of major applications used citywide.  

Key responsibilities and duties may include, but are not limited to the following:   

• Administer Enterprise GIS server environment (ArcGIS Enterprise, VertiGIS Studio, FME Server), including planning for and conducting system upgrades; applying and confirming patches; capacity planning and load testing; publishing and tuning services; managing backups; troubleshooting and resolving system issues; managing security policies, user accounts, roles, and permissions; and maintaining system documentation. 

• Meet with business owners and end users to gather and document requirements for GIS solutions. Design, build, and deploy mapping applications on the ArcGIS platform. Provide documentation, training, and support to end users.  

• Develop and maintain web mapping applications using VertiGIS Studio Web 5.x, including web map authoring, site configuration, and development of print templates, reports, and workflows.  

• Develop and maintain complex geoprocessing routines and ETL workbenches using FME and/or Python.  

• Conduct data modeling and design activities for new datasets by analyzing inputs and developing appropriate schemas in alignment with City standards. 

• Build and support GIS integrations with City business systems.  

• Lead large-scale, cross-department Enterprise GIS projects. Work collaboratively with departments to reduce program redundancies and support effective use of enterprise resources. Train end users on enterprise standards and best practices; provide development oversight and guidance. 

In addition, this position is part of a team responsible for providing GIS support in the Emergency Operations Center (EOC) when activated.

Role description

Under general supervision, assists in analyzing, planning, implementing, maintaining, troubleshooting and enhancing large complex systems or networks consisting of a combination that may include mainframes, mini-computers, personal computers, mobile devices, LANS, WANs, servers, data storage and the physical and logical components that integrate these systems together as an enterprise networking backbone. 

The 1042 Security Engineer is the journey level position in the Engineer series. The class is distinguished from the Senior level by the complexity of the tasks, projects or duties assigned, and is more independent than the Assistant level. This classification performs a wide range of complex analytical, design, planning, implementation, enhancement and problem resolution tasks on large complex systems and networks. Works within a framework of established procedures and interprets policies, procedures and guidelines. This level may formulate recommendations consistent with directives, policies, standards and regulations. Incumbents require only occasional instruction or assistance. Work is reviewed upon completion and for overall results. Serves as a technical architect and systems integrator for large complex systems or networks, with a focus on securing vulnerabilities and reducing risk of system and/or asset compromises.

Essential Duties:
 

1. Determine requirements for the development environment and / or enhancement for large complex systems that serve HSA’s programs. May research and conduct feasibility studies on new technologies.
2. Design, plan, integrate, test, implement, document and enhance large complex systems. This may involve the analysis, coding (.NET C#, Cold Fusion), web application design, database design, and evaluation of systems software, hardware and communications strategies.
3. Perform systems integration for interoperability over dissimilar platforms and technologies. This may involve the integration of various protocols and systems software.
4. Determine the proper installation parameters for software for smooth integration and efficiency in relation to the enterprise system and network.
5. Write code to customize large systems software which may involve specialized programming languages.
6. Read and understand requirements documentation and other documentation in order to write code to implement the required features for application systems.
7. Analyze, detect, identify and correct complex systems software or hardware deficiencies. Analyze, research and debug program logic and systems; modify program logic; analyze service requests for system changes or new requirements to determine the most effective approach and the appropriate staff time required to achieve the needed modification.
8. Provide emergency technical support for application issues to ensure system availability and data integrity. May provide on-call support to ensure rapid recovery from software or hardware problems for mission-critical systems and networks.
9. Act as the liaison between vendors, technical support hot-lines and departments to resolve complex systems. Coordinate and implement corrective measures; this may involve site visits, telephone assistance, remote systems and participation in technical committees.
10. Facilitate the demonstration and training of staff in the use of new hardware or software products.
11. Document procedures and troubleshooting techniques related to systems software and hardware; develop technical documentation and review documentation prior to general distribution.
12. Plan, develop and implement backup and recovery procedures for large systems.
13. Communicate with managers regarding system performance and operational issues. Suggest improvements to management.
14. Research and test new software technologies; report results; recommend software purchases. Learn and implement the new technologies that are brought in. Coordinate and work with vendors when needed. 
15. Attend meetings, workshops, and demonstrations; perform duties and responsibilities as assigned.
