The Senior Civil Engineer will plan, organize, direct and supervise the work of staff involved in complex, professional engineering work in support of a wide range of complex Public Works projects and initiatives; direct the work of subordinate professional, sub- or paraprofessional, journey-level class and technical engineering staff; assist in the administration and supervision of the Engineering Section.

Senior Civil Engineer duties and responsibilities:

• Recommend and assist in the implementation of goals and objectives; establish schedules and methods for Public Works; implement policies and procedures.
• Plan, prioritize, assign, supervise and review the work of staff assigned to Public Works.
• Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities. 
• Act as project manager for major capital improvements projects, which includes contract administration; project schedule coordination; manage the work of consultants and staff; coordinate the work of consultants, utilities, staff, other public agencies, elected officials, and the public; communicate with the consultants, staff, public, other agencies, and elected officials; ensure quality control of the project, including conducting field inspections; prepare and present a variety of reports and studies. 
• Plan, coordinate, and supervise responsible engineering work in connection with municipal Public Works projects; manage the design and preparation of plans, specifications, and cost estimates for the construction of streets, storm drains, signals, parks, sanitary sewer system, building and other improvements; make feasibility and economic studies of alternative plans.
• Supervise, plan, organize, and direct the activities of an assigned staff; assign, review and evaluate the work of assigned staff for accuracy, suitability, and completeness.
• Supervise staff reviewing a wide variety of engineering projects, including planning and studies; conduct surveys; investigate complaints; and present written and oral reports to elected and appointed officials. 
• Assist in evaluating the need for, and developing plans and schedules for long-range engineering and public works projects. 
• Participate in the development of capital improvement projects for compliance with City specifications; resolves disputes between the City and developers, contractors, engineers and the general public relative to City policies, specifications, regulations, procedures and extra work.
• Decide on design procedures and interpret the application of design criteria; check plans and specification for accuracy of design and completeness.
• Interpret and apply relevant codes, ordinances, rules and regulations.
• Direct and manage the inspection of public works and land development projects for conformance to established plans and specifications. 
• Provide continuing technical assistance to staff; supervises and participates in the work of lower-level engineering staff in preparation of project plans, agreements, specifications, cost estimates and contract administration for capital projects.
• Assist in the preparation, coordination and control of the operating and capital improvement budgets; assist in evaluating the need for and developing plans and schedules for long-range Public Works projects. 
• Coordinate projects with other departments, divisions, sections, or teams, consultants, developers and/or property owners; give presentations to elected and appointed officials; respond to citizen inquiries and complaints and takes appropriate action.
• Track new or pending regulatory requirements that affect the Public Works Department and provides support to meet these requirements (e.g., nonpoint and point discharge, drinking water quality, water conservation, air, and groundwater contamination).
• Monitor inter-governmental actions affecting Public Works.

The Associate Civil Engineer will perform complex engineering work in the provision of office and engineering support and field engineering support for environmental, water, sewer, street, and other Public Works projects and programs ensuring technical competence and compliance with all current codes and criteria as required; will
to serve as a Project Manager in the Engineering Section.

Associate Civil Engineer duties and responsibilities:

• Review private project development plans for compliance with codes, regulations, standards, and compliance with approved City master plans.
• Evaluate transportation, traffic and other public works related impacts related to private projects.
• Make recommendations for conditions of approval. 
• Provides technical engineering information to other City staff, agencies, engineers, consultants, contractors and the public. 
• Serve as technical lead for design efforts, projects, and engineering review. 
• Serve as engineer of record for designs.
• Coordinate and/or undertake the development of the City Transportation Improvement Program (T.I.P.), Comprehensive Plan, Comprehensive Water Plan, the Capital Improvement Program (C.I.P.), Pavement Management System and other programs involving the municipal infrastructure.
• Determine and apply applicable codes, regulations, and requirements for assigned projects.
• Develop project scope and selection criteria and manage consultant selection process if one is utilized.
• Coordinate the preparation of, or develops, engineering plans, specifications, and estimates for complex public works projects.

• Coordinate required advertising for bids, reviews construction bids and makes necessary recommendations based on lowest and best bids, competency of vendors and consultants, and the selection criteria. 

• Provide project management for the construction of the municipal public works projects. 

• Inspect and oversee assigned projects to ensure contractor compliance with contract documents, schedules, and budget parameters for the project. 

• Assure accurate as-built records of projects, and coordinates warranty and training issues for a smooth transition to the operation and maintenance programs.
• Coordinate the preparation of, or develops, reviews and updates the sanitary sewer, water, storm drainage, and street system maps, databases and comprehensive plans.
• Manage the engineering library and infrastructure records. 
• Maintain and update city subdivision and public works standards.
• Respond to public or other inquiries relative to engineering policies and procedures on specific projects and other information. Evaluate issues and options regarding municipal public works and makes recommendations.
• Issue and administer utility permits, street use permits, franchise utility permits, etc.
• Maintain regular contact with consulting engineers, construction project engineers, city, County, State and Federal agencies, professional and technical groups ante the general public regarding division activities and services. 
• Prepare and administers grant applications.
• Prepare traffic, utility and other studies and reports.
• Write memoranda, prepares reports, and make presentations to Planning Commission, Complete Streets Committee, City Council and other bodies as necessary.
• Perform and assist in survey work. 
• Provide engineering support for other city departments.
• Coordinate sidewalk inspection, maintenance and enforcement. 
• Monitor inter-governmental actions affecting public works.
• Assist in the training of other city personnel in public works design and construction techniques.
• May serve on and/or provide technical and support staff assistance to various City commissions and task forces.

Position Duties:

The total salary range for the Parks, Recreation, and Facilities Supervisor classification $112,563.36 - $137,220.72 annually.

This amount includes an approximate five percent (5%) ongoing non-pensionable pay. The actual salary shall be determined by the final candidates’ qualifications and experience. 

The Parks, Recreation and Neighborhood Services (PRNS) Department is currently seeking to fill one (1) Parks, Recreation, and Facilities Supervisor position in the Recreation Division overseeing the Citywide Aquatics Program. The position will be responsible for the oversight and administration of the Aquatics programs at six (6) city owned facilities including one (1) year-round program. The position is responsible for all related duties to the operation and maintenance of the programs and its facilities. This includes but is not limited to the development and implementation of the Learn to Swim Program, Recreation Swim Program, training programs, staff certifications, contracts with external partnerships, and management of Full Time and Part Time seasonal staff.

The position will also be responsible for the oversight of maintenance and related capital improvements necessary to maintain all City owned pools in good working order consistent with local, State, and Federal requirements. This includes but is not limited to daily pool chemistry checks, pool vacuuming, monitoring of automated pool chemistry systems, development of annual capital plan for pools, and any other necessary duties to maintain the pools in good working order.

The Parks, Recreation, and Facilities Supervisor (PRFS) positions perform duties that may require knowledge in a variety of subject areas, such as recreation, therapeutic recreation programs, and/or gerontology recreation programs, and care and shelter coordination. The PRFS assigned to the Recreation Division performs duties that may require knowledge in a variety of subject areas, such as recreation, therapeutic recreation programs, and/or gerontology recreation programs. The PRFS may be assigned to Community Center operations, Citywide service areas (including leisure, seniors, therapeutics, or aquatics). Community Center operations include responsibilities in leading a team at a multi service HUB including seniors, adults, and youth programs in addition to recreation programming throughout the Council District at satellite sites. PRFS’ assigned to Citywide roles will be responsible for the administration and delivery of major citywide recreation programming related to the areas assigned to that PRFS. The positions must have the ability to constantly adjust to changing conditions and support a wide variety of customers, agencies, partners and department staff. 

In some assignments the PRFS may be responsible for ensuring the proper maintenance and operation of City Parks by supervising interpretive and education programs for City park users, ensuring safe, secure parks; maintaining and conserving natural features and wildlife in City parks and coordinating emergency services within parks, such as search and rescue and fire suppression. The positions must have the ability to constantly adjust to changing conditions and support a wide variety of customers, agencies, and department staff.

Responsibilities may include, but are not limited to the following:

• Supervises, trains, and evaluates subordinate staff and their work. 
• Gathers and compiles routine statistical, program, race, and ethnicity data.

DEFINITION

Under the direction of the Chief Building Supervisor/Building Official or their designee, the Building Permit Technician performs technical, clerical, and customer service work related to the intake, routing, tracking, and issuance of permits and coordination of inspection scheduling. The Building Permit Technician serves as a key point of contact for applicants, staff, and the public, ensuring accurate intake, digital processing, and efficient communication throughout the permit lifecycle. This position requires knowledge of building permit procedures, plan routing systems, and municipal permitting processes. Perform other related duties as assigned.

EXAMPLES OF DUTIES

MINIMUM QUALIFICATIONS

Knowledge of: 

Building, zoning, and municipal codes as they relate to the permit process. Permit application procedures and records management. Use of modern permitting systems and digital tools to support permit processing and communication. Construction terminology and plan reading basics. Effective communication and customer service principles .  Basic procedures related to Construction & Demolition deposit processing and compliance tracking. Inspection types and associated scopes of work as outlined in departmental logic tables or permit intake protocols. Plan submittal requirements and digital document management practices for online plan review. Methods for calculating fees based on square footage, use type, valuation, or occupancy.

Ability to: 

Learn and operate the City’s digital permitting platform with accuracy read and interpret basic construction plans and documents; apply City policies and procedures related to permits and inspections; accurately collect and record data and fees. Communicate effectively with the public and staff, both orally and in writing; maintain professionalism while handling sensitive or challenging customer interactions’ organize and prioritize work in a fast-paced environment; adapt to evolving technologies in permit tracking and electronic plan review; coordinate C&D documentation during permit intake and assist with compliance-related communication; apply internal inspection assignment logic to accurately select required inspections during permit setup; assist with applicant questions submitted through digital platforms; support document formatting, tracking, and version control for digital plan review. Experience: 

One year of administrative or customer service experience in a construction, permit, or planning environment.

Education:  Graduation from high school or equivalent.  Technical training in construction, planning, or public administration desirable.

License: Possession of a valid Class C California Driver’s License and an acceptable driving record. International Code of Council (ICC) Building Permit Technician certification is desirable.

Effective December 21, 2025, the salary range for this position will be 135,246.00 – 172,696.44. This position may be filled at or near the minimum of the salary range. 

Minimum Qualifications:

EDUCATION AND EXPERIENCE

Minimum Education Requirements: 

Graduation from an accredited college or university with a bachelor's degree in engineering, economics, business administration, marketing or a closely related field.

Minimum Experience Requirements: 

Four (4) years of progressively responsible experience in a utility or business organization where work responsibilities have involved project management, public affairs, and/or marketing. 

Acceptable Substitution: 

• Ten (10) years of progressively responsible experience may be accepted in-lieu of a bachelor’s degree.  

• A Master's Degree in Business Administration, Marketing, or other related field may be substituted for one year of the required experience. 

License/Certifications: 

Possession of an appropriate, valid California driver's license is required.

Desirable Qualifications: 

Experience supervising assigned professional and other staff is desirable.

Other Requirements:  

May be required to work unusual hours in emergency situations.  Must be able to perform all the essential functions of the job.

The City of Sunnyvale is looking to hire a Solid Waste Programs Division Manager. Benefits for this position include:

Reporting to the Director of Environmental Services, this manager leads and manages the Solid Waste Programs Division including the award-winning Sunnyvale Materials Recovery and Transfer (SMaRT) Station, the solid waste collection franchise contract and the closed Sunnyvale Landfill.
 
The Solid Waste Programs Division is leading the charge towards making Sunnyvale a Zero Waste City with the goal of 90% waste diversion by 2030 through innovative programs like FoodCycle and waste energy recovery. Another exciting challenge that the Division Manager will be leading is the rebuilding of the SMaRT Station.
 
The Solid Waste Programs Division Manager is a management classification responsible for a wide range of functions including preparing and administering the divisional budget, supervising technical and professional staff, outside agencies and consultants, leading major projects and representing the Division with other departments.

Minimum Qualifications

Education/Experience

A bachelor's degree from an accredited college or university in environmental science, engineering, public administration, or related field; AND

Six (6) years of experience in solid waste management, including two (2) years of experience in a supervisory capacity.
