POSITION DESCRIPTION:

18-week training program that teaches basic technical and job-readiness skills to prepare participants for a IAM Local 1414 Registered Apprenticeship for the Automotive Mechanic, Machinist, Auto Body Painter, or Body and Fender Repairer. The 18-week program includes eighteen (18) weeks of free academic training through City College of San Francisco, as well as nine (9) weeks paid on-the-job experience. All equipment and uniforms are provided by the program. Individuals are expected to attend all classes and work assignments to complete the program.

First nine (9) weeks of program at CCSF Evans Campus 8 am-4 pm Mon-Thurs. (unpaid)

Second nine (9) weeks 1/2 day class, four (4) hours at CCSF Evans Campus, and four hours a day, four days a week for nine weeks (paid) On-The-Job training.

Pre-Apprentices are expected to complete the following courses and certifications during the program:

• Intro to Automotive Mechanics
• Introduction to Hybrid and EV Auto Maintenance and Repair

Under immediate supervision, the 9940 Pre-Apprentice Automotive Mechanic performs semi-skilled trainee work designed to introduce career options and role models in connection with the operation, maintenance and repair of automotive vehicles. As part of a Pre-Apprenticeship program, incumbents learn about the work environment, required skilled mechanical work, and real-life experience to help them find employment as an apprentice and eventually as a journey mechanic. Positions allocated to the 9940 Pre-Apprentice Automotive Mechanic job code function as trainees.

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list.

The Position

 
The San Bruno Police Department is recruiting for entry-level Public Safety Dispatchers.  Public Safety Dispatchers are responsible for public safety dispatch and related records management activities. This position operates on a 24-hour, 365 days per year basis, and may be assigned to either a day, swing, or graveyard shift on a regular, rotational basis that includes nights, weekends, and holidays.  Public Safety Dispatchers perform a wide range of duties involving radio, telephone, and computers, applying various procedures and codes. Dispatchers receive and transmit emergency and non-emergency telephone and radio traffic as well as process communication reports, records, and radio logs, while maintaining
a high level of confidentiality.  Dispatchers may also support the Police Department by performing clerical tasks, training, assisting with fingerprinting, and being accountable for financial transactions.  This position is integral in supporting the goals and objectives of the City and Police Department.

• Receives and transmits emergency
  and non-emergency
  telephone and radio traffic.  

• Maintains and processes a variety of communications reports, records and radio logs.

• Operates a dispatch console, uses Computer Aided Dispatch (C.A.D.) System and other computer programs to process information and records.

• Responsible for various Record Management System (RMS) entries, some of these include but are not limited to citations, warrants, subpoenas. 

• Responsible for accurate and timely entries into the California Law Enforcement Telecommunication System (CLETS), as well as, the National Crime Information Center (NCIC).

• Performs collateral duties including a variety of related clerical tasks:
  records entry, assisting in fingerprinting and jail operations, which may include searching prisoners; and is accountable for handling cash, bond, and check transactions.

Working as part of the court executive team, the Court Director of Finance (Director of Finance) will exercise managerial authority over the financial operations, oversee the budget, and look for ways to enhance the revenue of the Superior Court of California in San Mateo County.  In addition, the Director of Finance will develop, recommend, and implement departmental budgetary goals, policies, and objectives and will develop and implement dual (programmatic and cost center) budgetary, monitoring, and fiscal reporting systems to coordinate with the State budgetary and fiscal reporting systems.

Qualifications

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

• Education: Bachelor's degree from an accredited college or university with major course work in accounting, auditing, economics, business, or public administration or a related discipline. A graduate degree in one of the above disciplines is preferred.
• Experience: Five years of increasingly responsible experience performing a wide variety of fiscal resource management in a public agency, at least two years of which were in an administrative or management capacity. Experience in a California Court setting is preferred.

 

Knowledge of:

• Legislation, policies, and procedures related to budgeting and financial reporting for the California Superior Courts, including public agency fund accounting and third-party reimbursement and claims payment practices.
• Fiscal resource administration, including planning, budgeting, forecasting, financial analysis, auditing, and related practices.
• Understanding of California court fiscal structures, fund accounting, and State reporting.
• Strong leadership and management capabilities, including staff development and performance management.
• Excellent analytical, negotiation, and communication skills.
• Ability to foster innovation while maintaining compliance and stewardship of public funds.
• Strategic planning, process improvement, and fiscal policy development. Principles and practices of internal and external auditing.
• Techniques for communicating technical financial information to nontechnical operational staff.
• Manage effective financial systems, spreadsheets, and analytics tools.
• Methods for effectively communicating complex financial data to diverse audiences.

Skill/Ability to:

• Plan, organize, direct, review, and evaluate department-wide budgetary, fiscal reporting, and accounting operations for the Court.
• Coordinate and align local fiscal practices with State requirements.
• Analyze complex administrative and operational problems and implement effective solutions.
• Plan, oversee, train, motivate, review, and evaluate the work of supervisory, professional, technical, and clerical support staff.
• Interpret, evaluate, make complex decisions in accordance with, and explain complex laws, regulations, policies, and procedures.
• Monitor, analyze, and recommend policy and procedure modification in accordance with State and local legislation.
• Negotiate agreement among groups and individuals with differing objectives.
• Prepare and present comprehensive financial reports and analyses.
• Communicate effectively in writing and verbally with internal and external stakeholders.
• Establish and maintain effective working relationships with those contacted in the course of the work.
