THE ORGANIZATION

Incorporated in 1927, Menlo Park is a General Law city operating under a Council-Manager form of government. The City Council is the City's five-member governing body whose members are elected by district to four-year overlapping terms in general municipal elections. The Mayor and Vice Mayor are selected by the City Council to serve one-year terms, rotating each December. The City Council appoints the City Manager and City Attorney, as well as members of the City’s seven commissions, and the City Manager appoints all executive and management positions. City staff report to one of six departments: the City Manager’s Office, Administrative Services, Community Development, Library and Community Services, Police, and Public Works, which includes Menlo Park Municipal Water. Fire protection and sanitary services are provided by separate special districts. The City is supported by approximately 297 full-time equivalent employees and a total expenditure budget of $235 million.

THE DEPARTMENT

The Administrative Services Department is a department of nearly 30 staff in Finance, Human Resources, and Information Technology. The department plays a vital role in supporting the City’s day-to-day operations by delivering essential internal services and ensuring the organization is well equipped to provide exceptional services to the community.

THE POSITION

The Human Resources Manager is a key management position at the City. This individual plans, manages, and oversees the daily functions, operations, and activities of Human Resources, working collaboratively with the Administrative Services Director and management staff across the City. It is essential that this position is responsive to all customers and takes a proactive approach to building relationships throughout the organization, recognizing the value and unique contributions made by each and every employee. This individual serves as the main point of contact on employee relations matters and leads labor relations for the City’s five unions (general employees, supervisors and mid-management, police officers, police sergeants, and temporary employees), along with the confidential and unrepresented management groups. This position leads highly-complex projects; conducts a variety of organizational and operational studies and investigations; and prepares and presents staff reports, policies, and other correspondence for the City Council and all employees. The Human Resources Manager leads a staff of five, comprised of three Management Analysts and two Human Resources Technicians, to accomplish a wide variety of daily tasks, policy and labor agreement administration, and process improvements, and is responsible for interpreting and complying with the various regulatory requirements from Federal, State, and local agencies.

The selected candidate will have the opportunity to work on the following upcoming projects:

• Manage projects currently underway that involve collaborating with employees at all levels of the organization, including the citywide classification and compensation study and the employee engagement survey.
• Retool several division functions, including performance management, recruitment, selection and retention processes, leave programs, and workers' compensation leave administration.
• Promote employee engagement and performance management through enhanced training programs and citywide recognition events and other initiatives identified through the engagement survey analysis.
• Continue to manage and develop content for the popular “HR Bits and Bites” trainings, where supervisors and managers connect with Human Resources and one another for development and relationship-building over snacks.
• Train and develop Human Resources staff to form a cohesive team equipped to succeed.
• Review and update policies and practices to ensure compliance with employment laws.

The Port of San Francisco is embarking on a multi-year project to replace the organization’s legacy enterprise business applications with a modern, unified platform built on Salesforce. This project will lead the replacement and migration of Port Enterprise technologies that have reached end-of-life with modern systems that support and promote the department's business capabilities. The project is focused on building and implementing data-rich, constituent-and user-focused, integrated systems. The successful candidate for this role will set technical direction, write software and make crucial decisions about software architecture as well as providing general technical leadership, mentoring and general supervision to the team. 

Under direction, the Modernization Engineering Project Lead:  

• Plans, organizes, performs, delivers, directs and/or controls highly complex technology-related work products requiring industry or product expertise in broad areas of information technology.  
• Collaborates closely with the Technology Project Manager, Senior User Research Analyst, business stakeholders, and technical teams to design and deliver modern solutions.

ABOUT THE POSITION

The City of Redwood City, Engineering and Transportation Department announces an opportunity for the position of SUPERVISING CIVIL ENGINEER.  The Supervising Civil Engineer works under general direction of the Engineering and Transportation Director/City Engineer.  This position is responsible for planning and overseeing the work of the Capital Improvement Program (utilities, parks/special projects for building facilities, and creek/channel/levee improvements) and inspection services and supervising and participating in design, construction, and support services.  In addition, the Supervising Civil Engineer provides technical staff assistance in the review of agreements and other engineering functions.  The Supervising Civil Engineer may be required to fulfill the duties of the City Engineer, in the City Engineer’s absence.

• Evaluates the impact of the incremental improvements in the Port’s platform and suggest course correction and incremental improvement to maximize its effectiveness.   
• Responsible for developing and maintaining system requirements for all Port Modernization projects. 
• Collaborates closely with product, technology, and business stakeholders to ensure user research findings inform requirements, prioritization, and product decisions throughout the Port Modernization program.  
• Directly contributes, as the voice of the end-users, in project and work prioritization discussions with the technology project management and leadership team, ensuring that user needs are always considered up-front.    
• Leads the development and delivery of technology oriented organizational change management, including establishing relationships with and elevating change champions across the organization, developing training materials, and leading user adoption.  

San Mateo Consolidated Fire Department

The San Mateo Consolidated Fire Department commenced operations on January 13, 2019. The Fire Department is proud to serve the Cities of Belmont, Foster City and San Mateo as a Joint Powers Authority. The City of Half Moon Bay Community Development Department invites qualified candidates to apply for the position of Senior Planner.  The Department is seeking an attentive and well-qualified Senior Planner Supervisor to join the Planning Division. The Senior Planner reviews and manages complex development projects through the entitlement process, oversees professional planning assignments, manages long-range planning studies, and incorporates meaningful community engagement into planning initiatives. At any given time, the Senior Planner may be interpreting zoning regulations, managing consultant work, preparing detailed project analyses, or advising the public on planning matters.

The Senior Planner reports to the Community Development Director and holds a supervisory role. ABOUT THE POSITION:
The Housing Coordinator supports the Housing and Community Development division by assisting in the formulation and implementation of the City’s affordable housing policies and programs. This position monitors the City’s inventory of affordable housing units for compliance with the applicable deed restrictions or affordability covenants, assists developers in complying with the City’s Affordable Housing Ordinance, and coordinates the funding processes for the City’s affordable housing funds. The Housing Coordinator stays current with local, state and federal housing laws and helps advance the various affordable housing policies and programs in the City’s Housing Element. This may include drafting funding agreements, reviewing scopes of work for housing rehabilitation projects, and income verification of applicants for affordable housing programs.

DEFINITION

Under the direction of the Housing and Community Development Manager, the position is responsible for the development, coordination and oversight of the City’s housing policies and programs to meet the City’s long and short-term housing goals and objectives.

EXAMPLES OF DUTIES

Identify and work with for-profit and non-profit housing development organizations in developing affordable housing projects; negotiate and monitor contracts; develop and evaluate RFP’s relating to affordable housing development; assist in developing new housing assistance programs, new housing development projects, criteria for new construction programs, and in negotiating lending agreements and contracts with financial institutions for housing programs; work on site acquisition for housing programs. Additional duties are to analyze housing project development Pro Forma; maintain a liaison relationship with the County, the State and Federal Agencies which administer housing programs; provide assistance to those individuals seeking housing assistance; monitor compliance of affordable housing projects; prepare and maintain the HUD Consolidated Plan and Annual Performance Reports; and, assist with the compiling of the Housing Element; and, performs related work as required.

MINIMUM QUALIFICATIONS

Knowledge of: Real Estate lending practices and underwriting standards, and housing development finance; as well as, knowledge and experience with housing funds and HUD’s Community Development Block Grant (CDBG) and HOME programs along with laws, regulations and funding requirements relating to State and Federal assisted housing programs.

Ability to: Prepare clear and concise written reports and recommendations, both written and oral, to the City Council, Daly City Housing Development Finance Agency, and at public meetings; maintain effective working relationships with City Council members, City Staff, the real estate development community, non-profit organizations, civic groups and the general public. Additionally, be sensitive to the housing needs of the City’s
lower-income residents, and translate knowledge into policy options for City Council and Housing Development Finance Agency programs. Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: Bachelor’s degree in Public Administration, Business Administration, Economics, Planning, Sociology or a related field. A Master’s degree is highly desirable.

Experience: Three years of increasingly responsible experience with housing programs, construction industry, financial institutions, real estate and local agencies is required.

License: Possession of a valid California Class C California Drivers License.

The City of Foster City is seeking a highly skilled Communication Specialist to develop, implement, and manage a comprehensive public information and communications program for the Police department. This position plays a critical role in promoting the department’s mission, goals, and values through strategic outreach, education, and public engagement initiatives.

The Communication Specialist will design and execute public relations strategies, oversee media communications, and support departmental leadership on matters involving public affairs. This role requires strong professional judgment, exceptional communication skills, and the ability to operate effectively in high‑visibility environments.

While the current vacancy is in the Police Department, the list may be used to fill future vacancies in other departments for the duration of the list. 

Education and Experience
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: Graduation from high school or equivalent; coursework in social media, communications, and journalism is highly desirable, but not required.

Experience: No experience is necessary; one (1) year of paid or documented volunteer experience in an office environment is highly desirable.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process.

The process will consist of an Oral Panel Interview (weighted 80%) and a written exercise (weighted 20%). An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Police department will make the hiring decision.
