The City of Burlingame is currently recruiting for an Accounting Assistant I/II/III to perform a variety of accounting support duties, which (depending on the needs of the department) may include customer service in person and by telephone, accounts payable, accounts receivable, utility billing, cashiering, payroll, and general accounting duties.  The current opening is for Accounts Payable.

 

DISTINGUISHING CHARACTERISTICS:

Accounting Assistant I

The Accounting Assistant I is the entry-level classification in the accounting support series that allows the incumbent to develop journey level knowledge and abilities. Initially, under immediate supervision, incumbents perform the more routine accounting support and customer service duties while learning City policies and procedures. As experience is gained, there is greater independence of action within established guidelines. Upon successful completion of one year as an Accounting Assistant I and gaining experience in at least two of the functional areas of the department, incumbents are eligible for promotion to the class of Accounting Assistant II. This classification is distinguished from the next higher level classification of Accounting Assistant II by the performance of work requiring a knowledge of at least two support function areas listed below and a greater degree of independence of action.

Accounting Assistant II

The Accounting Assistant II is the journey level classification in the accounting support series in which incumbents are expected to perform the full scope of assigned duties, including accounts payable, accounts receivable, billing, and related support duties with minimum supervision. Assignments are characterized by the presence of fairly clear guidelines from which to make decisions and the availability of supervision when required. Upon successful completion of one year as an Accounting Assistant II and gaining experience in all accounting support functional areas of the department, they are eligible for promotion to the class of Accounting Assistant III. This classification is distinguished from the next higher classification of Accounting Assistant III in that the latter is the advanced journey-level class that has experience in and can work independently in all accounting support functional areas.

Accounting Assistant III

The Accounting Assistant III is the advanced journey level classification in the accounting support series in which incumbents are expected to perform the full scope of assigned duties, including accounts payable, accounts receivable, billing, customer service, treasury and related support duties with minimum supervision. Incumbents are expected to be able to fully perform the duties and responsibilities in all of the department’s assigned functional areas. This classification is distinguished from the next higher classifications of Accounting Technician, Payroll Technician and Treasury Technician in that the latter are the para-professional level classes that perform a variety of specialized and complex task related to their assigned program area. 

 

SUPERVISION RECEIVED/EXERCISED:

Accounting Assistant I

Receives immediate supervision from one or more higher-level Finance staff, depending on assignment. Incumbents in this class do not routinely exercise supervision.

Accounting Assistant II

Receives general supervision from one or more higher-level Finance staff, depending on assignment. Incumbents may exercise technical and functional supervision over assigned staff.

Accounting Assistant III

Receives general supervision from one or more higher-level Finance staff, depending on assignment.  Incumbents may exercise technical and functional supervision over assigned personnel.  

QUALIFICATIONS: (The following are minimal qualifications necessary for entry into the classification.)

Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for an Accounting Assistant I/II/III. A typical way of obtaining the required qualifications is to possess the equivalent of:

Accounting Assistant I

One year of clerical accounting experience, including public contact and some financial record keeping and report preparation, and a high school diploma or equivalent, supplemented by bookkeeping or accounting course work.

Accounting Assistant II 

In addition to the above, one year of experience equivalent to an Accounting Assistant I with the City of Burlingame, including the ability to perform the duties of at least two of the listed functional areas.

Accounting Assistant III

Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for an Accounting Assistant III. A typical way of obtaining the required qualifications is to possess the equivalent of one year of experience equivalent to an Accounting Assistant II with the City of Burlingame, including the ability to perform the duties of all of the functional areas.  

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing statistical reports and data using a computer keyboard. Additionally, the position requires near vision in reading correspondence, statistical data, and using a computer. Acute hearing is required when providing phone and personal service. The need to lift, drag, and push files, paper, and documents weighing up to 25 pounds also is required. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.

Under direction, performs work necessary to the effective enforcement of various municipal, regional, state and federal codes applicable to the health, safety and orderliness of existing properties in the City.

Under general supervision, investigates allegations of municipal code provisions related to regulating signs, parking, businesses, building, electrical, plumbing, mechanical and other existing property-related regulations concerned with assuring the health and safety of property and structures. Work assignments consist of applying current provisions of the various codes to given situations along with the work associated with other code enforcement activity.

The City of Foster City is seeking a dedicated Code Enforcement Officer I with strong interpersonal skills. The Code Enforcement Officer will perform routine and standardized tasks and duties like conducting field checks to uncover possible violations of a variety of City codes and ordinances including zoning, nuisance, property maintenance, and housing. This position will analyze and make recommendations on policy development and investigate possible violations, contact responsible individuals in person and in writing and perform follow-up investigations to see that remedial action has been taken. 

Education and Experience
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.  A typical way to obtain the required qualifications would be:

Education: AA degree from an accredited college; BA degree desirable.

Experience: One year of experience in public contact work involving investigation or inspection skills.

Management reserves the right to offer the higher level Code Enforcement Officer II position to candidates whose qualifications meet the established criteria.

Licenses, Certificates, Registration

• ICBO certificate highly desirable. Basic Peace Officer training certificate desirable.

Special Requirements
Essential duties require the following physical abilities and work environment: Ability to sit, stand, walk, kneel, crouch, squat, stoop, reach, twist, climb, and lift 25 pounds; exposure to cold, heat, outdoors, confining work space, electrical hazards, vibration, chemicals, dust and mechanical hazards.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The CDD will make the hiring decision.

What You’ll Do

ABOUT THE POSITION

There are multiple positions full-time (38-hours per week) and part-time (20-hours per week). The current vacancies are at our family-friendly Redwood Shores Branch Library performing a wide variety of customer service and technical library work, providing services for children, adults, and families. ABOUT THE POSITION

The City of Redwood City, Public Works Department invites you to apply for the position of Building Maintenance Worker position.  The Building Maintenance Worker positions in this class are assigned a variety of tasks in the building trades. Although work requires the use of journey level tools and the ability to perform tasks in several of the crafts, the skill required in any one field is normally less than would be required of a journey level worker in that field. Technical supervision may be regularly exercised over one or more helpers.

Typical duties may include:

• Assist in a variety of carpentry and building maintenance tasks for municipal facilities. Keep accurate and timely records of building maintenance activities utilizing a computer work order system.
• Install, maintain, and repair plumbing systems and a variety of plumbing fixtures such as drinking fountains, faucets, sinks, toilets, water heaters, and aquatic facilities.
• Unstop drains and toilets.
• Use computerized/electronic equipment as required.
• Solicit bids and order parts and materials (purchasing) as needed
• Repair, install, and construct walls, cabinets, countertops, and other wood equipment and fixtures.
• Perform hand and bench work, operating table saw, miter saw, drill presses, skill saws, and other woodworking machinery.
• Maintain and repair structures such as barricades, fences, scaffolds and playground equipment and perform maintenance and repair on park and other City structures.
• Make repairs on doors, windows, floors, lockers, gates, roofs, and ceilings.
• Construct new walls, ceilings, and flooring.
• Prepare surfaces for painting, wallpapering, or staining and remove graffiti.

ABOUT THE POSITION

The City of Redwood City invites you to apply for the position of Payroll Supervisor -Confidential.  Under general direction of the Financial Services Manager the Payroll Supervisor, plans, organizes, supervises, trains and evaluates the work and activities of assigned staff engaged in payroll operations ensuring accurate, timely, and compliant processing of employee compensation. Primary duties include providing expert level strategic leadership in planning, preparing, processing, and maintaining the City’s payroll and related records and reports, and partnering with Human Resources to recommend and implement payroll policies and procedures to meet City responsibilities with respect to labor agreements, labor laws, payroll tax administration and system updates.

A few typical responsibilities include, but are not limited to:

• Coordinates, oversees, and participates in the full spectrum of payroll activities; ensures timely and accurate posting of payroll to the financial accounting system; ensures accurate deduction and remittance of garnishments, child support, IRS levies and court orders as administered by vendors or internal staff; and ensures accurate reporting of changes in pay, payroll status, taxes, benefits, deductions, and retroactive pay adjustments.
• Assists in the development, implementation, administration, and prioritization of goals, objectives, policies, and procedures for assigned Payroll programs.
• Plans, organizes, schedules, assigns, directs, coordinates, and reviews work activities and projects; monitors workflow; reviews and evaluates work products, methods, and procedures; and works with staff to identify and resolve problems. 
• Participates in coordinating and maintaining payroll system data and is responsible for the execution of internal controls to ensure accuracy of data.

• Participates in the development, implementation, and enhancement of the Enterprise Resource planning (ERP) system including configuration, testing, and validation to ensure payroll accuracy and compliance; subject matter expertise on payroll processes to support ERP system design and enhancement; data migration, system integration, and reconciliation; coordinates needs and customizations to meet the needs of departments and/or sound financial practices; and monitors ERP system performance, recommends enhancements, and supports continuous improvement initiatives.

• Selects, trains, motivates, and evaluates assigned personnel; provides and/or coordinates staff training; develops work performance standards; works with employees to correct deficiencies; and implements discipline and termination procedures in conjunction with the Human Resources Department.

• Assists in the investigation of complaints; suggests corrective actions and recommends and implements improvements.
• Keeps abreast of relevant and applicable federal, state, and local laws, regulations, City labor agreements, policies and procedures, and payroll best practices; recommends and implements payroll policies and procedures to comply with the applicable rules and regulations.  
• Ensures compliance with reporting mandates; submits appropriate forms and transmits information to government agencies, including the California Public Employee Retirement System (CalPERS), the Internal Revenue Service (IRS), and the Employee Development Department (EDD).
• Ensures CalPERS pension plan extracts are accurate and filed timely; responds to CalPERS payroll reporting inquiries, discrepancies, audit responses, and action plans.
• Develops, maintains, updates, and communicates organization wide payroll policies and processes regarding earnings, deductions, and timekeeping.
• Compiles, analyzes, and reconciles a variety of records in the preparation of documents and reports; conducts complex analysis and prepares reports as required. Coordinates payroll activities with other departments, divisions, and outside agencies and organizations; assists with training and responding to questions from department timekeepers on timekeeping and payroll systems, payroll legislation, and City policy related to payroll.

THE COMMUNITY

THE ORGANIZATION

The City delivers municipal services through seven departments: the City Manager’s office (including the City Clerk, Economic Development, and contract City Attorney); Administrative Services (Finance, Human Resources, and IT Divisions); Parks, Beaches, and Recreation; Community Development; Public Works (Field Services & Engineering and Wastewater); Police; and Fire (via North County Fire Authority). Employees are represented by eight bargaining units.

The City Administration and Community Development services are located in a newly renovated City Hall located just two blocks from the Pacific Ocean. This prime location opens up various opportunities for recreational activities during a lunch break, such as a stroll along Beach Boulevard or a relaxing picnic by the waterfront, where you can clear your mind with the soothing view of the waves.

During the Spring of 2023, the City Council undertook a comprehensive strategic planning process, which resulted in the Pacifica Strategic Plan 2023-2030 establishing strategies to achieve the following five overarching goals during the seven-year period:

• Improve and steward City infrastructure, streets, and facilities.
• Prioritize protection and development of affordable housing.
• Pursue climate change adaptation and mitigation.
• Broaden public communications and collaboration.

THE DEPARTMENT

The Community Development Department provides timely, public-facing, and internal services related to the review of applications for development and building permits, as well as code enforcement of the City’s development regulations and other laws of the City. The Department has primary responsibility for the maintenance and implementation of the City’s General Plan, Local Coastal Program, Zoning Regulations, and Building Code, as well as environmental review of City and private development projects in accordance with CEQA regulations. The Department provides staff support to the City’s Planning Commission, Open Space and Parkland Advisory Committee, and Climate Action Adaptation Committee.

With the recent completion of Plan Pacifica – a comprehensive multi-year effort that updated the General Plan and Housing Element, Sharp Park Specific Plan, Local Coastal Land Use Plan, and Climate Action and Resilience Plan – the department is focusing on implementation and modernization.

The Community Development Department is staffed by 14 full-time staff, along with the support of outside consulting agencies as required. The Department is organized into three divisions: Planning, Building, and Code Enforcement, and prides itself on providing a high level of services with a lean but talented team.

THE POSITION

The Deputy Director of Community Development is a full-time, high-level management position that requires significant administrative, analytical, and technical skills. This position assists in the strategic planning, organization, and management of the department. This position will plan, organize, and manage the activities and operations of the Department; coordinate assigned activities with other departments, divisions, and outside agency; and provide highly responsible and complex administrative support to the Director. This position serves as the City Planner and may function as the Director in their absence or as assigned.

The City of San Carlos is recruiting for a Building Inspector I/II position. The position will be filled at the I or II level. Appointment will be made at the appropriate level depending upon qualifications.

 

Building Inspector I

This is the entry level position in the Building Inspector series. Under direction  from the Building Official or designated appointee, the Building Inspector I inspects buildings being constructed, altered, or repaired; Determines conformance with approved plans, adopted codes, zoning laws, statutes and ordinances; Plan checks residential and less complicated commercial projects; Responds to questions from the public at the counter and through other forms of communication; Investigates complaints and prepares  notices  and  reports;  Receives  applications  and  issues  permits  as  directed;  Maintains  and improves computer permitting and record maintenance, and performs other work as required.

 

The Building Inspector I level is distinguished from the Building Inspector II level due to the level of experience in the field of building inspection and the level of job knowledge.  This is a generalist class wherein incumbents are charged with conducting inspections in the less complicated phases of building construction and plan review.

 

Building Inspector II

This is the journey level position in the Building Inspector series.  The Building Inspector II is responsible for enforcement of codes, ordinances and approval conditions applicable to building construction, alterations and zoning, and interacts extensively with the public.  The Building Inspector II works independently in the field, and is responsible for decisions requiring technical judgment and expertise. This position reports to the Building Official or designated appointee.

 

The Building Inspector II position is distinguished from the Building Inspector I position due to the higher level of experience and knowledge in the field of building inspection.  Promotional appointees shall serve a 1-year probation period.  This is a generalist class wherein incumbents are charged with conducting inspections in the more complicated phases of building construction and plan review.

 

Essential Duties

 

Building Inspector I

• Inspects buildings and structures in various stages of progress using approved plans and codes to determine conformance.
• Discusses conformance problems with contractors and permit holders and assists them by indicating needed changes and possible modifications to bring the construction into conformity.
• Issues Stop Work Notices in situations where work is performed without benefit of a permit.
• Follows  a  predetermined  schedule  of  inspections  in  an  assigned  area  and  prepares  reports  of inspections made.  Schedules and coordinates field operations at request of Building Official.
• Maintains records of inspections made and actions taken.
• Prepares reports of deficiencies with respect to structural stability, sanitation, electrical, adequacy of heating and ventilating facilities, their use, and occupancy.  Submits reports to the Building Official for review.
• Accepts completed permit applications for review.
• Logs applications and updates information in the Building Department computer system.
• Reviews residential and less complicated commercial plans for conformance to adopted codes.
• Prepares plan check comments and correspondence with applicants.  Prepares permit fees and issues permits as directed.
• Responds to questions and information requests from the public regarding building codes, and status of applications or permits.
• Receives and investigates building complaints from the public.
• Investigates NPDES complaints from the public or staff as directed and prepares reports and posts necessary notices as directed by the Building Official.
• Maintains the designated permitting software selected by the City.   Suggests improvements to the overall efficiency of the system.  Relays the use of the system to other members of the Building Division staff and assists them in its use.

 

 

Building Inspector II

• Inspects buildings in a thorough manner, detecting errors and deviations from approved plans.  Ensures compliance with codes and regulations as adopted by the City of San Carlos.  Resolves problems in the field in a timely and friendly manner.
• Checks to ensure the quality of building materials and methods used in construction, or alterations, are in conformance with codes  and regulations as adopted by the City of San Carlos.
•  Ensures construction or alteration of buildings is performed safely in accordance with approved plans and specifications.
•  Provides useful and helpful information to builders and others regarding Federal, State, and local construction requirements, and   may assist the Building Official in training of other inspectors.
•  Checks building sites to ensure proper building permits have been obtained for the work performed, and takes appropriate action   to correct violations if necessary.
•  Issues correction notices for code violations and recommends action to the Building Official if corrections are not made. 
•  Makes and keeps accurate logs and records regarding building inspections, violation notices, investigations, and related   information.  Ensures the logs and records are up-to-date, legible, complete, and descriptive of the problems encountered and   how they were resolved.
•  Maintains a current, thorough working knowledge of relevant building codes and standards, and is able to correctly interpret and apply them.  Studies new materials and methods of building construction to keep abreast of changing technology in the building construction industry. 
•  Recommends issuance of Certificates of Occupancy to the Building Official after conducting a final inspection of completed work   and approval of structures and installations.
•  Anticipates construction problems, and consistently takes steps to minimize the amount of corrective work needed by   communicating with the applicant or contractor.
•  Uses work time efficiently.  Keeps up with assigned inspections and is prompt for inspection appointments.  Notifies builder or   home-owner if late for scheduled appointments.  Consistently completes a reasonable number of inspections in relation to work   time available.  Schedules and coordinates field operations at request of Building Official.
•  Reads and understands approved building plans.  Effectively interprets plans while conducting field inspections required for the     project.
•  Checks and analyzes building construction plans in a timely manner to ensure compliance with applicable codes and policies.       Identifies needed corrections and issues correction notices clearly explaining items to be addressed.
•  Ensures deficiencies identified in plans are corrected prior to permit issuance.
• Maintains up-to-date, accurate commentaries of plan errors, and assists with permits and applications at the service counter.
