Public Safety Media and Engagement Manager

The City of Sunnyvale’s Department of Public Safety is seeking a dedicated Media and Engagement Manager to support the Office of the Chief in meeting the growing demand for transparent, timely, and strategic public safety communications. This management-level position will serve as the department’s primary communications lead for non-critical incidents, overseeing media relations, crisis and emergency communications, social media and website content, internal communications including a regular staff newsletter, and community engagement initiatives.

The Public Safety Media and Engagement Manager will coordinate closely with command staff, the Office of the City Manager, the Office of Emergency Services, and partner agencies to ensure accurate and consistent messaging during high-profile events, emergencies, and officer-involved incidents, while also supporting long-term communication planning aligned with City Council priorities. Position Duties

Public Information Manager – Environmental Services Department

The Environmental Services Department (ESD) is seeking an experienced communicator with a diverse skillset to lead the Communications Division. 

The Environmental Services Department’s mission is to deliver world-class utility services and programs to improve health, environment, and economy. ESD manages garbage and recycling services; watershed protection and pollution prevention; municipal drinking water and recycled water; sustainability initiatives; and the operation and infrastructure improvements of the San José-Santa Clara Regional Wastewater Facility (RWF). It is one of the largest City departments with about 600 staff members, a $470M operating budget, and a $2B 30-year RWF Capital Improvement Program. ESD also partners with other City departments including Transportation and Public Works to provide sewer and storm services to residents and businesses.

The Public Information Manager leads a team of 11 full time employees, to develop and implement a range of communication strategies and messages related to all the utility programs and services across the department including public awareness and behavior change outreach campaigns, regulatory compliance, rate noticing, and emergency/crisis communications. The Public Information Manager is responsible for internal and external communications.

Typical duties include but are not limited to:

• Align messaging with ESD’s program needs, develop and execute internal and external communication plans, including implementing communication/media strategies, marketing efforts, rate noticing, and educational resources;
• Manage and develop communication strategies for department senior leadership and ensure the alignment of communication plans and messaging with ESD and City goals and objectives;
• Build and manage strategic communication channels to reach diverse customer segments and stakeholders, including digital newsletters, social media, blogs, email, and direct mail;
• Seek out new stakeholder partnerships and enhance existing ones on common ESD messages;
• Enhance ESD’s brand as a regional, state, and national environmental leader;
• Oversee the department’s website content and expand social media strategies and outreach;
• Collaborate with department staff to ensure consistent and accurate messaging on all departmental communications;
• Serve as the department’s primary spokesperson and media liaison, providing timely and accurate information on departmental programs and initiatives; prepare speaking points and coach senior staff in preparation for interviews;
• Plan and implement communication campaigns to promote new programs and initiatives while ensuring compliance with federal, state, regional, and local mandates;
• Develop print and electronic communications including annual reports and rate notices;
• Develop and monitor division budget;
• Coordinate with Mayor and Council staff on proclamations, commendations, and constituent inquiries; 
• Oversee Public Records Act (PRA) requests; and
• Support Emergency preparedness/crisis communication: develop, disseminate messages during ESD programmatic emergencies; serve as the department’s public information representative in the City’s Emergency Operations Center in city-wide emergencies; continue to update ESD’s crisis communications plan; and provide communications guidance and training to department staff as needed.

The ideal candidate has excellent verbal and written communication skills, strong interpersonal skills, and experience in community outreach and stakeholder engagement. The ideal candidate will have substantial experience developing and executing communication plans using a wide range of appropriate tactics including traditional and new media. Creativity, good judgment, initiative, and the ability to build strategic partnerships within the City and with other stakeholders, including media, are essential.

Salary Information

The annual salary range for this classification is:

$156,849.42 – $191,978.02

This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.

Minimum Qualifications

Education: A bachelor’s degree from an accredited college or university in journalism, mass media communications, public relations, public information, advertising, or marketing or a closely related field.

Experience: Six (6) years of increasingly responsible journalism, mass media communications, public relations, public information, advertising, or marketing experience or experience in a closely related field, including three (3) years of supervisory experience.

Licensing Requirements: Valid California Driver’s License may be required.

Form 700 requirement: This position requires a disclosure of outside investments, real property interest, income, and business positions. You must complete and file an “Assuming Office Form 700” with the City Clerk’s Office within the first 30 days of employment with the office.

LICENSES

Position Duties:

The total salary range for the Parks, Recreation, and Facilities Supervisor classification $112,563.36 - $137,220.72 annually.

This amount includes an approximate five percent (5%) ongoing non-pensionable pay. The actual salary shall be determined by the final candidates’ qualifications and experience. 

The Parks, Recreation and Neighborhood Services (PRNS) Department is currently seeking to fill one (1) Parks, Recreation, and Facilities Supervisor position in the Recreation Division overseeing the Citywide Aquatics Program. The position will be responsible for the oversight and administration of the Aquatics programs at six (6) city owned facilities including one (1) year-round program. The position is responsible for all related duties to the operation and maintenance of the programs and its facilities. This includes but is not limited to the development and implementation of the Learn to Swim Program, Recreation Swim Program, training programs, staff certifications, contracts with external partnerships, and management of Full Time and Part Time seasonal staff.

The position will also be responsible for the oversight of maintenance and related capital improvements necessary to maintain all City owned pools in good working order consistent with local, State, and Federal requirements. This includes but is not limited to daily pool chemistry checks, pool vacuuming, monitoring of automated pool chemistry systems, development of annual capital plan for pools, and any other necessary duties to maintain the pools in good working order.

The Parks, Recreation, and Facilities Supervisor (PRFS) positions perform duties that may require knowledge in a variety of subject areas, such as recreation, therapeutic recreation programs, and/or gerontology recreation programs, and care and shelter coordination. The PRFS assigned to the Recreation Division performs duties that may require knowledge in a variety of subject areas, such as recreation, therapeutic recreation programs, and/or gerontology recreation programs. The PRFS may be assigned to Community Center operations, Citywide service areas (including leisure, seniors, therapeutics, or aquatics). Community Center operations include responsibilities in leading a team at a multi service HUB including seniors, adults, and youth programs in addition to recreation programming throughout the Council District at satellite sites. PRFS’ assigned to Citywide roles will be responsible for the administration and delivery of major citywide recreation programming related to the areas assigned to that PRFS. The positions must have the ability to constantly adjust to changing conditions and support a wide variety of customers, agencies, partners and department staff. 

In some assignments the PRFS may be responsible for ensuring the proper maintenance and operation of City Parks by supervising interpretive and education programs for City park users, ensuring safe, secure parks; maintaining and conserving natural features and wildlife in City parks and coordinating emergency services within parks, such as search and rescue and fire suppression. The positions must have the ability to constantly adjust to changing conditions and support a wide variety of customers, agencies, and department staff.

Responsibilities may include, but are not limited to the following:

• Supervises, trains, and evaluates subordinate staff and their work. 
• Gathers and compiles routine statistical, program, race, and ethnicity data. 
• Prepares and reviews records, forms, reports, permit applications, and grant reporting.
• May handle cash and perform cash reconciliation, monitors and tracks budgets. 
  • Prepares, controls, and implements budgets for specialized service programs within assigned area and provides budget input for personnel, equipment, supplies, and related items. 
  • Estimates equipment, material, manpower, and time necessary for work completion; sets priorities. Ensures all City safety protocols are followed. Responsible for equipment and inventory control. 
  • Ensures that recreation public facilities/structures are maintained in a clean, safe condition. Conserves and preserves natural open space for public enjoyment. Recommending improvements and inspects projects to maintain and restore natural resources in City Parks, undeveloped City/Park lands.
  • Plans, coordinates, and supervises comprehensive recreation activities for all age groups. 
  • Supervises public contact, liaison work, and preparation/presentation of programs related to recreation service programs.
    • Provides information regarding services and programs available through all forms of media.
  • Develops, reviews and/or supervises contracts for development, operations, projects, or sponsorships. 
  • Supervises development of resources through fundraising, solicitation of donations or co-sponsorships, and obtaining grants to support programs.
  • Responsible for administration of revenue generating activities including fee collections, revenue projections, and revenue analysis.
    • May develop proposals for methods to enhance the facility or operation with non-traditional funding sources or alternative manpower resources. 
    • Researches, evaluates, and recommends new and existing policy and/or organizational changes aimed at organizational development and improvements.
    • Aligns program objectives and work plans with the goal of better supporting the department’s cost recovery, fee generation, and financial sustainability targets. 
    • Performs other related work, as required. 
    • If assigned to fieldwork, possess ability lift, carry, push, and pull materials and objects (such as equipment) up to 50 pounds, or heavier weights, in all cases with the use of proper equipment.

    • Annual preseason opening and closing efforts of City owned pools
    • Management and planning of annual maintenance of the City owned pools
    • Participate in the development of annual Capital budget to support pool repairs
    • Evaluate and implement spending plan for Pool operations budget and maintenance budget

    • American Red Cross Lifeguard Training, CPR for the Professional Rescuer, and Basic First Aid

Desirable Qualifications: 

Experience supervising assigned professional and other staff is desirable.
