THE DEPARTMENT
The Burlingame Police Department is a municipal, full service, community oriented department.  We offer a variety of investigative, preventative, and community policing programs to both protect and serve a community that spans five square miles and is home to more than 28,000 residents.

The Burlingame Police Department is divided into two divisions: Operations and Administration.  The force currently consists of 40 police officers, made up of the Chief of Police, 1 Captain, 2 Lieutenants, 6 Sergeants, 6 Corporals, 2 Inspectors, and 22 Patrol Officers.

We are active in county-wide law enforcement efforts by participating in the San Mateo County Gang Task Force, Avoid the 23 (DUI) Task Force, Narcotic Task Force Details, Alcohol Beverage Control Operations, Office of Traffic Safety grants and as Police Academy Training Officers.

POSITION
Burlingame Police Officers are responsible for preventing crime, arresting law violators, directing traffic, etc.  In that capacity, officers may also serve in special assignments such as K-9, detective, SWAT, hostage teams, FTO, and motorcycle patrol.

EXAMPLES OF DUTIES:

• Patrol various areas within the City by driving a police vehicle or by walking to prevent criminal activity, to enforce various laws, regulations, and codes.
• Respond to radio dispatched calls and reports to crime scenes or locations of disorder to protect life and property.
• Conduct investigations, gathers information and writes factual reports involving criminal activity, traffic accidents, suspicious activity, or other unusual incidents.
• Make arrests as necessary and writes report of all arrests made and activities performed.
• Interview and interrogate suspicious persons, suspects, and prisoners.
• Gather, mark, preserve, and record evidence in criminal or related matters; testify and present evidence in court.
• Serve warrants and subpoenas.
• Assist in the performance of special investigations and perform undercover and surveillance activities when necessary.

ESSENTIAL REQUIREMENTS:

Knowledge of:

• State laws, local regulations, ordinances, and codes including laws or arrest, current court decisions, General Police procedures and rules.
• Standard police broadcasting procedures and codes.
• Proper use of departmental firearms.
• Geography of the local area.

Skills:

• Operation of police vehicle at high rates of speed during emergency situations.
• Use police vehicle radios as well as hand-held portables and use proper radio codes.
• Use hand-held and/or electronic equipment for drug and alcohol detection.
• Ability to process for and lift latent evidence.
• Finger print and take palm prints from arrestees.
• Use departmentally issued firearms safely and safety equipment.

EDUCATION & EXPERIENCE:

Candidates must be a US Citizen, at least 21 years of age on date of appointment, a US high school graduate (or GED equivalent), have no felony convictions or disqualifying criminal history.  Must be able to understand and carry out verbal and written instructions, read, comprehend, write, and speak English effectively.

Entry Level - Proof of completing the POST Written Test and Physical Agility Test with a passing score.

Lateral Police Officer - To be considered for a lateral Police Officer appointment, candidates must have prior experience as a sworn law enforcement officer within the past twelve (12) months, including the completion of the field training program and probation period with a law enforcement agency.

Applicants with more than a three year break in employment as a California Police Officer or who are an out-of-state Police Officer must provide evidence of successful completion of the CA Basic POST Course waiver process.

ABOUT THE POSITION

The City of Redwood City, Public Works Department invites you to apply for the position of Building Maintenance Worker position.  The Building Maintenance Worker positions in this class are assigned a variety of tasks in the building trades. Although work requires the use of journey level tools and the ability to perform tasks in several of the crafts, the skill required in any one field is normally less than would be required of a journey level worker in that field. Technical supervision may be regularly exercised over one or more helpers.

Typical duties may include:

• Assist in a variety of carpentry and building maintenance tasks for municipal facilities. Keep accurate and timely records of building maintenance activities utilizing a computer work order system.
• Install, maintain, and repair plumbing systems and a variety of plumbing fixtures such as drinking fountains, faucets, sinks, toilets, water heaters, and aquatic facilities.
• Unstop drains and toilets.
• Use computerized/electronic equipment as required.
• Solicit bids and order parts and materials (purchasing) as needed
• Repair, install, and construct walls, cabinets, countertops, and other wood equipment and fixtures.
• Perform hand and bench work, operating table saw, miter saw, drill presses, skill saws, and other woodworking machinery.
• Maintain and repair structures such as barricades, fences, scaffolds and playground equipment and perform maintenance and repair on park and other City structures.
• Make repairs on doors, windows, floors, lockers, gates, roofs, and ceilings.
• Construct new walls, ceilings, and flooring.
• Prepare surfaces for painting, wallpapering, or staining and remove graffiti.
• Apply paint to building interiors and exteriors, fixtures and equipment. Prepare and paint or stain cabinets, doors, woodwork and other surfaces.
• Assist in general facility maintenance duties as required
• Repair, replace, and maintain electrical wiring, fuses, switches, motors, generators, lighting systems, and other fixtures and equipment
• Train and assist less experienced personnel.
• Perform basic preventive maintenance and repairs to heating, ventilation and air conditioning (HVAC) equipment.
• Perform work with a record of regular attendance and punctuality.

ABOUT THE POSITION

The City of Redwood City invites you to apply for the position of Payroll Supervisor -Confidential.  Under general direction of the Financial Services Manager the Payroll Supervisor, plans, organizes, supervises, trains and evaluates the work and activities of assigned staff engaged in payroll operations ensuring accurate, timely, and compliant processing of employee compensation. Primary duties include providing expert level strategic leadership in planning, preparing, processing, and maintaining the City’s payroll and related records and reports, and partnering with Human Resources to recommend and implement payroll policies and procedures to meet City responsibilities with respect to labor agreements, labor laws, payroll tax administration and system updates.

A few typical responsibilities include, but are not limited to:

• Coordinates, oversees, and participates in the full spectrum of payroll activities; ensures timely and accurate posting of payroll to the financial accounting system; ensures accurate deduction and remittance of garnishments, child support, IRS levies and court orders as administered by vendors or internal staff; and ensures accurate reporting of changes in pay, payroll status, taxes, benefits, deductions, and retroactive pay adjustments.
• Assists in the development, implementation, administration, and prioritization of goals, objectives, policies, and procedures for assigned Payroll programs.
• Plans, organizes, schedules, assigns, directs, coordinates, and reviews work activities and projects; monitors workflow; reviews and evaluates work products, methods, and procedures; and works with staff to identify and resolve problems. 
• Participates in coordinating and maintaining payroll system data and is responsible for the execution of internal controls to ensure accuracy of data.

• Participates in the development, implementation, and enhancement of the Enterprise Resource planning (ERP) system including configuration, testing, and validation to ensure payroll accuracy and compliance; subject matter expertise on payroll processes to support ERP system design and enhancement; data migration, system integration, and reconciliation; coordinates needs and customizations to meet the needs of departments and/or sound financial practices; and monitors ERP system performance, recommends enhancements, and supports continuous improvement initiatives.

• Selects, trains, motivates, and evaluates assigned personnel; provides and/or coordinates staff training; develops work performance standards; works with employees to correct deficiencies; and implements discipline and termination procedures in conjunction with the Human Resources Department.

• Assists in the investigation of complaints; suggests corrective actions and recommends and implements improvements.
• Keeps abreast of relevant and applicable federal, state, and local laws, regulations, City labor agreements, policies and procedures, and payroll best practices; recommends and implements payroll policies and procedures to comply with the applicable rules and regulations.  
• Ensures compliance with reporting mandates; submits appropriate forms and transmits information to government agencies, including the California Public Employee Retirement System (CalPERS), the Internal Revenue Service (IRS), and the Employee Development Department (EDD).
• Ensures CalPERS pension plan extracts are accurate and filed timely; responds to CalPERS payroll reporting inquiries, discrepancies, audit responses, and action plans.
• Develops, maintains, updates, and communicates organization wide payroll policies and processes regarding earnings, deductions, and timekeeping.
• Compiles, analyzes, and reconciles a variety of records in the preparation of documents and reports; conducts complex analysis and prepares reports as required. Coordinates payroll activities with other departments, divisions, and outside agencies and organizations; assists with training and responding to questions from department timekeepers on timekeeping and payroll systems, payroll legislation, and City policy related to payroll.

The City of San Carlos is recruiting for a Building Inspector I/II position. The position will be filled at the I or II level. Appointment will be made at the appropriate level depending upon qualifications.

Building Inspector I

This is the entry level position in the Building Inspector series. Under direction  from the Building Official or designated appointee, the Building Inspector I inspects buildings being constructed, altered, or repaired; Determines conformance with approved plans, adopted codes, zoning laws, statutes and ordinances; Plan checks residential and less complicated commercial projects; Responds to questions from the public at the counter and through other forms of communication; Investigates complaints and prepares  notices  and  reports;  Receives  applications  and  issues  permits  as  directed;  Maintains  and improves computer permitting and record maintenance, and performs other work as required.

The Building Inspector I level is distinguished from the Building Inspector II level due to the level of experience in the field of building inspection and the level of job knowledge.  This is a generalist class wherein incumbents are charged with conducting inspections in the less complicated phases of building construction and plan review.

Building Inspector II

This is the journey level position in the Building Inspector series.  The Building Inspector II is responsible for enforcement of codes, ordinances and approval conditions applicable to building construction, alterations and zoning, and interacts extensively with the public.  The Building Inspector II works independently in the field, and is responsible for decisions requiring technical judgment and expertise. This position reports to the Building Official or designated appointee.

The Building Inspector II position is distinguished from the Building Inspector I position due to the higher level of experience and knowledge in the field of building inspection.  Promotional appointees shall serve a 1-year probation period.  This is a generalist class wherein incumbents are charged with conducting inspections in the more complicated phases of building construction and plan review.

Essential Duties

Building Inspector I

• Inspects buildings and structures in various stages of progress using approved plans and codes to determine conformance.
• Discusses conformance problems with contractors and permit holders and assists them by indicating needed changes and possible modifications to bring the construction into conformity.
• Issues Stop Work Notices in situations where work is performed without benefit of a permit.
• Follows  a  predetermined  schedule  of  inspections  in  an  assigned  area  and  prepares  reports  of inspections made.  Schedules and coordinates field operations at request of Building Official.
• Maintains records of inspections made and actions taken.
• Prepares reports of deficiencies with respect to structural stability, sanitation, electrical, adequacy of heating and ventilating facilities, their use, and occupancy.  Submits reports to the Building Official for review.
• Accepts completed permit applications for review.
• Logs applications and updates information in the Building Department computer system.
• Reviews residential and less complicated commercial plans for conformance to adopted codes.
• Prepares plan check comments and correspondence with applicants.  Prepares permit fees and issues permits as directed.
• Responds to questions and information requests from the public regarding building codes, and status of applications or permits.
• Receives and investigates building complaints from the public.
• Investigates NPDES complaints from the public or staff as directed and prepares reports and posts necessary notices as directed by the Building Official.
• Maintains the designated permitting software selected by the City.   Suggests improvements to the overall efficiency of the system.  Relays the use of the system to other members of the Building Division staff and assists them in its use.

Building Inspector II

• Inspects buildings in a thorough manner, detecting errors and deviations from approved plans.  Ensures compliance with codes and regulations as adopted by the City of San Carlos.  Resolves problems in the field in a timely and friendly manner.
• Checks to ensure the quality of building materials and methods used in construction, or alterations, are in conformance with codes  and regulations as adopted by the City of San Carlos.
•  Ensures construction or alteration of buildings is performed safely in accordance with approved plans and specifications.
•  Provides useful and helpful information to builders and others regarding Federal, State, and local construction requirements, and   may assist the Building Official in training of other inspectors.
•  Checks building sites to ensure proper building permits have been obtained for the work performed, and takes appropriate action   to correct violations if necessary.
•  Issues correction notices for code violations and recommends action to the Building Official if corrections are not made. 
•  Makes and keeps accurate logs and records regarding building inspections, violation notices, investigations, and related   information.  Ensures the logs and records are up-to-date, legible, complete, and descriptive of the problems encountered and   how they were resolved.
•  Maintains a current, thorough working knowledge of relevant building codes and standards, and is able to correctly interpret and apply them.  Studies new materials and methods of building construction to keep abreast of changing technology in the building construction industry. 
•  Recommends issuance of Certificates of Occupancy to the Building Official after conducting a final inspection of completed work   and approval of structures and installations.
•  Anticipates construction problems, and consistently takes steps to minimize the amount of corrective work needed by   communicating with the applicant or contractor.
•  Uses work time efficiently.  Keeps up with assigned inspections and is prompt for inspection appointments.  Notifies builder or   home-owner if late for scheduled appointments.  Consistently completes a reasonable number of inspections in relation to work   time available.  Schedules and coordinates field operations at request of Building Official.
•  Reads and understands approved building plans.  Effectively interprets plans while conducting field inspections required for the     project.
•  Checks and analyzes building construction plans in a timely manner to ensure compliance with applicable codes and policies.       Identifies needed corrections and issues correction notices clearly explaining items to be addressed.
•  Ensures deficiencies identified in plans are corrected prior to permit issuance.
• Maintains up-to-date, accurate commentaries of plan errors, and assists with permits and applications at the service counter.

The following positions are flexibly staffed at the Librarian I/II or Lead Librarian level, depending on the candidate’s experience. Bilingual Spanish/English preferred.

• Youth Services - Librarian I, II, Lead: A dynamic, energetic, team-oriented full-time (38-hours per week) Librarian, to coordinate the library’s outreach and deliver innovative programs and services for children and families at the Downtown Library and throughout the community.
• Teen Services - Librarian I, II, Lead: A dynamic, energetic, team oriented full-time (38-hours per week) Librarian, to deliver innovative programs and services for teens with diverse backgrounds and abilities and to coordinate the library’s outreach to middle/high schools and throughout the community. 
• Adult Services - Librarian I, II, Lead: Seeking full-time Librarians (38-hours per week) with expertise in cataloging, collection development, programming for adults, outreach and exceptional customer service.

This position is flexibly staffed at the Librarian I/II level, depending on the candidate’s experience.

• Neighborhood Services  - Librarian I/II:  This position is flexibly staffed at the Librarian I/II level, depending on the candidate’s experience.  A dynamic, energetic, team oriented full-time (38-hours per week) Librarian I/II to deliver innovative services and programs for children, families and teens, at the family friendly Redwood  Shores Branch Library and Schaberg Branch Library. 

These positions will require work during the day, evenings and weekends. DEFINITION

Under supervision, performs electrical, preventive and corrective maintenance, modifications of existing equipment and the installation of new electrical equipment used within the wastewater treatment plant, the wastewater lift stations and the potable water pump stations and equipment; on 24-hour emergency call for electrical repairs; and performs other duties as assigned.

EXAMPLES OF DUTIES

Installs, repairs, maintains or replaces electrical equipment including but not limited to, motor control centers, generators, switchgear panels, variable frequency drives, pump controllers, large distribution breakers, motors of various sizes and voltages, ground fault systems, magnetic and solid state starters, building lighting and power, HVAC equipment, reduced voltage transformers, SCADA control systems, fused disconnects, and various size and types of lighting. Shall review plans and specifications, may inspect electrical components to be installed during new construction, equipment replacement or modification. Shall maintain equipment records on the computerized maintenance system and update drawings as required.

MINIMUM QUALIFICATIONS

Knowledge of: Electrical tools including but not limited to, basic hand and power tools, electric cable puller (mule), conduit benders (both hand and hydraulic), MEGGER, phase rotation meter, VOM meter, hydraulic knock-out tool, hand and power threading equipment, accepted safety practices and standards related to both personnel practices and proper handling and installation of equipment and systems. National Electrical Code; installation, operation and maintenance of motor control centers, power generation equipment, pumping control equipment with all types of motors.

Ability to: Read and interpret electrical diagrams, plans and electrical codes. Instruct others in preventive maintenance and corrective maintenance of electrical equipment and of safe work practices.  Work independently and with non-skilled electrical personnel.  Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Physical Requirements:  Moderate and sometimes strenuous exertion required including crawling, stair climbing, lifting, carrying and/or handling up to 50 pounds for 30 minutes.  Work in confined areas and wear protective garments.  May work in conditions which require exposure to noise, noxious odors, gases and contact with wastewater.

Experience: Four years of journey-level electrical trade experience involving work performed in conformance with standard codes and both single and three phase equipment.  Experience with water or wastewater utility systems desirable.

Education:  Graduation from high school, or equivalent.  Continuing education in related subjects is desirable.

The Community Development Department is staffed by 50 employees. The Department, which is divided into four divisions: Building, Code Enforcement, Housing and Planning, provides a broad range of functions relating to the development of the community.  The Planning Division provides long-range planning and review of applications for new developments.  The Code Enforcement Division provides maintenance of the city’s neighborhoods.  The Housing Division provides development and administration of affordable housing programs.  The Building Division provides construction permit review, issuance, and inspection for residential and commercial structures. The Building Division is currently seeking to fill a vacancy for the position of Building Inspector I/II.

What You’ll Do

To conduct inspections of routine and intricate structural and building systems during different phases of construction, modification, and repair projects; to collaborate with other departments and conduct investigations to ensure adherence to housing, zoning, environmental, and overall land use regulations; to assist in the examination of building plans and specifications; to maintain accurate records utilizing software and computer systems; and to perform related tasks as necessary.

EXAMPLES OF DUTIES ‑ Depending upon assignment, duties may include, but are not limited to, the following:

Building Inspector I/II

• Conduct combination field inspections of industrial, commercial, and residential buildings during various stages of construction and remodeling; ensure proper and safe installations of routine and complex building systems; ensure building progress conforms to all applicable California Building Standards (Title 24, California Code of Regulations), City adopted codes and ordinances, and pertinent provisions of Federal, State and County health and environmental ordinances.
• Respond to emergencies when called upon by supervisor, or emergency dispatchers, to assist as technical expert in evaluation of safety.
• Issue permits for work to be performed.
• Review plans and specifications.
• Assist in the plan checking of residential and commercial projects.
• Participate in Fire Department and County Health Department inspections as required in one or more inspection disciplines such as electrical, plumbing, or mechanical.
• Coordinate inspection activities with other City departments to ensure compliance with conditions attached to projects by the Development Review Board, the Planning Commission or the City Council.
• Conduct inspections with the Code Enforcement officers to verify complaints and/or conditions violating building and zoning codes; conduct follow up inspections to check and verify that conditions are completed.
• Conduct inspections, prepare reports and serve as needed to assist the City Attorney in legal actions initiated by the Building Division.
• Respond to and resolve citizen inquiries and complaints regarding the City's building inspection function.
• Advise property owners, contractors, and others on matters relevant to construction and repair methods and materials; interprets codes and regulations and explains inspection programs; investigates and resolves complaints and problems.
• Retrieve, investigate and analyze building, assessor's parcels, files and other computerized records from computer database as required.
• Confer with architects, contractors, builders and the general public in the field and office; explain and interpret requirements and restrictions; review reports from special inspection agencies, engineers, and architects relating to specific projects.
• Maintain accurate and detailed records and prepare reports.
• Monitor compliance, including after violations.
• Provide public assistance and information over the counter.
• Conduct review of complex technical documents for conformance with accuracy, industry standards, codes, ordinances, and regulations.
• Prepare reports, warning letters, citations, calculations, analysis, grants, diagrams, or technical materials for City, City Committees, public vendor, state and federal filings, and advisory reports.
• Participate in the development of policies and procedures and make recommendations on programs and projects.
• Proficient in using computer software and specialized equipment relevant to job duties.

The City of Menlo Park is seeking engineering professionals, with exceptional technical and project management skills, for Senior Civil Engineer positions in the Public Works Department (Department) Capital Improvement Program (CIP) Division. The Senior Engineer will lead capital improvement projects under the supervision of the City Engineer or Public Works Director. The CIP team delivers projects for City owned facilities including streets, buildings, storm and domestic water, and parks. The Senior Civil Engineer is responsible for executing CIP projects from planning through completion and managing assigned staff.   

Engineers who prefer diversity in their work and welcome opportunities to work on challenging and visible projects are encouraged to apply. Candidates with experience in a public agency setting, or a combination of public and private sector experience, are preferred. 

About the Department

The Public Works Department consists of approximately 72 full time employees and is responsible for maintaining and improving the City’s streets, parks, water and stormwater systems, traffic signals, fleet, and public buildings.  Public Works provides many of the basic services affecting the daily lives of everyone living, working, visiting, and commuting within the City, including:  

• 26 City-owned buildings/facilities and their grounds
• A fleet of over 250 vehicles and pieces of equipment
• 97 miles of streets
• Drinking water delivery for 16,000 customers
• Flood protection and stormwater management programs particularly along the San Francisco Bay, San Francisquito Creek and Atherton Channel
• 14 parks, 2 open spaces, 14 playgrounds, 2 dog parks, 9 sports fields, and 14 tennis/pickleball courts
• Efforts to preserve and expand the urban canopy, including 20,000 public trees
• Multimodal transportation services including 42 traffic signals, safe routes to schools and citywide shuttle programs. 

The department has nearly a $40 million operating budget supported by over 25 different special/dedicated funding sources for the varied programs and services provided to the community. In addition, the City has an approximate $100 million capital improvement program, in part due to a successful track record in pursuing grants from a variety of local, state and federal sources. Some of the exciting efforts on the horizon include efforts to protect the San Francisco Bay shoreline and adjacent community from sea level rise; efforts to eliminate the City’s reliance on fossil fuels through building and fleet electrification; making investments in transportation safety through strategic quick-build projects and large infrastructure changes like a pedestrian/bicycle undercrossing at Caltrain; and ensuring the equitable delivery of services throughout the entire city in alignment with the goals and programs developed as part of the city’s first environmental justice element underway.
