THE DEPARTMENT

The City Clerk’s Office in San Rafael is led by a full-time, elected City Clerk who also serves as Department Head, supported by two Deputy City Clerks. The City Clerk’s Office is seeking a full-time Deputy City Clerk to join a dedicated team committed to transparency, civic engagement, and exceptional public service. This position provides professional-level support to the City Clerk and other City departments, with responsibilities spanning public records management, legislative support, and compliance with open government laws. • Strong knowledge of the California Public Records Act (CPRA), including experience reviewing, redacting, and releasing public records in compliance with legal requirements.

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to - view the full job spec HERE)

• In the absence of the City Clerk, functions as the City Clerk, attends City Council meetings and perform all of the duties of holding a public meeting, including facilitating public comment, calling roll for Council votes, etc.
• Ensures adherence to established Council meeting procedures and rules; processes Council actions in the form of resolutions and ordinances; performs research, data gathering and analysis for written reports to the City Clerk.
• Prepares Council Chambers or other rooms for meetings.
• Generates Action Agendas and finalizes official minutes. • Processes and responds to Public Records Act (PRA) requests.
• Plans, organizes, develops, implements and administers the City-wide records management system.
• Assists in the development and implementation of goals, objectives, policies, procedures and work standards for the department.
• Participates in the development and administration of the department's budget.
• Maintains current knowledge of new trends and innovations in the field of records management.
• Answers telephone calls, responds to email, researches records and retrieves information for general public, City Council and City staff.
• Prepares agenda packets, hard copy and electronically, for Council meetings.
• Files and indexes official City records as prescribed.
• Maintains other City and departmental records and files.
• In the absence of the City Clerk administers oaths of office, acts as Notary Public and certifies official City records. 
• May be required to work evenings and/or irregular work hours.
• Makes recommendations regarding office procedures and processes, including technology, to improve workflow and implements improvements subsequent to approval.

EDUCATION and/or EXPERIENCE

Deputy City Clerk I: Equivalent to AA degree and three years of progressively responsible experience using state of the art technology in a local government agency, preferably in a City Clerk’s Office.

Deputy City Clerk II: in addition to the requirements for the Deputy City Clerk I, this level requires at least 4 years of experience as a Deputy City Clerk I or demonstrated ability to successfully complete the essential duties and responsibilities at the full journey level with a high degree of autonomy. Bachelor’s Degree preferred. Certified Municipal Clerk designation preferred. 

Both levels: Commission as a Notary Public in the State of California within six months of appointment

The City of Sebastopol is seeking two diligent, energetic, dependable Administrative Technicians, one to serve in the Public Works Department and the other will serve the Building and Community Development departments. The Administrative Technician will perform a variety of technical-level administrative duties in support of an assigned City department or program. Duties may include areas relating to finance, grants, building, planning, public works, engineering, or general support of City operations. The selected candidates will conduct research, collect and analyze data, and prepare draft reports. In addition to tracking and reporting operational statistics, this position provides technical assistance to management.

The Administrative Technician will reflect a demonstrative cultural competency working with all community members regardless of cultural differences or circumstances, including race, ethnicity, religion, language, gender identity, age, marital and familial status, sexual orientation, diverse physical and learning abilities, socioeconomic status, and other identities.

There are two assignments within the City, one located in Public Works and one in City Hall. The Administrative Technicians will be expected to cross-train as emergency coverage for any department's administrative duties.

For the position assigned to Public Works: The Administrative Technician assigned to Public Works will report to the Director of Public Works/ City Engineer at 714 Johnson Street, Sebastopol, CA 95472. This position will perform clerical duties such as answering phones, providing office support services, and ordering supplies for the department. In addition, the position will manage budget tracking operations that include Springbook reports, invoicing, and project close-outs. The Administrative Technician will oversee contract processing, special event permit processing, and California Department of Industrial Relations(DIR) registrations. The selected candidate will assist in Council agenda reports and in preparing the agenda packets. This position will also serve as the Water Conservation Coordinator, providing news to the public on drought reports and Covenants, Conditions and Restrictions (CC&Rs) within the City.

For the position located in City Hall: The Administrative Technician will report to the City’s Building Official or Community Development Director at City Hall, 7120 Bodega Avenue, Sebastopol, CA 95472. The primary duties of this assignment will serve as the main City contact at the City’s public counter, providing support to the Building and Community Development departments. In, addition to supporting Building and Community Development in all permitting activities, this assignment involves providing administrative and analytical support for the City Clerk, Assistant City Manager and City Manager, serving as staff and support for public meetings, administering the media and public comment for assigned public meetings, tracking and responding to public records act requests, records retention assistance, assisting with records management, transcribing minutes, and updating the City’s website with official documents.

Minimum Qualifications

Budget Analyst I - A Bachelor's degree from an accredited college or university in economics, accounting, finance, business administration, public administration, or a closely related field AND three years of increasingly responsible management and/or administrative analytical work experience, including two years of experience related to budget management or financial analysis.
 

Budget Analyst II - A Bachelor's degree from an accredited college or university in economics, accounting, finance, business administration, public administration or a closely related field AND five years of increasingly responsible management and/or administrative analytical work experience, including two years performing budget management or financial analysis in a public sector agency similar to the City of Sunnyvale.

A Master's degree in economics, accounting, finance, business administration, public administration or a closely related field from an accredited college or university may substitute for one year of management and/or administrative analytical work experience.

The Department: 

The Department of Public Works (DPW) constructs, maintains and improves various components of the City’s infrastructure and provides quality, cost-effective, timely services to the residents and businesses of Santa Clara. DPW is responsible for a wide variety of programs throughout the city which include implementation of solid waste and urban run-off pollution prevention programs, design, construction management, inspection and maintenance of City streets, bridges, storm drain systems, traffic signal systems, building facilities, fleet, street trees, landscaping and the closed landfill.

The Position: 

This is the second level paraprofessional position in the Staff Aide series requiring the frequent use of independent judgment and interpretive ability related to research, analysis, and report writing. An incumbent in this classification performs work of a varied and responsible nature under general direction with some responsibility for the follow-through on details of assigned projects. This classification is distinguished from a Staff Aide II in that the Staff Aide II – Environmental Programs is a public facing role with specific knowledge of solid waste, source reduction, recycling, and urban runoff pollution prevention.

License/Certifications: 
 • Possession of a valid California driver's license is required at time of appointment and for duration of employment.

THE DEPARTMENT

At the helm of the City’s legal leadership is a part-time elected City Attorney, Rob Epstein, who has served for seventeen years as San Rafael’s City Attorney with dedication and expertise. An elected City Attorney is fairly rare (a total of 10 statewide) and the part-time position is even more unique. For many years, this distinctive structure has delivered an effective combination of elected political leadership with professional legal support for the City. In this model, the elected City Attorney sits as a trusted counterpart to the elected City Council, providing both legal advice and political leadership.

In addition to the elected part-time City Attorney, the City’s legal office is comprised of two full-time attorneys and one legal assistant. The legal team has been known for its collegial, respectful, and inclusive environment. The City Attorney’s Office also oversees and collaborates with various outside legal counsel. 

Due to the part-time nature of the position, the elected City Attorney does not manage or oversee the daily operations of the City’s legal affairs. Instead, this responsibility falls to the Chief Assistant City Attorney, who provides operational leadership and management. This classification is part of the Mid-Management employee group, a team of highly qualified and dedicated individuals who work under general direction and supervision of their department Directors. Essential responsibilities include but are not limited to:

THE DEPARTMENT

• Plans, organizes, directs and controls all parts of projects from concept through design, permitting, bidding, and construction to the closeout for a portfolio of complex capital improvement projects.
• Prepares and monitors project budgets, including support for obtaining funding.

• Equivalent to a bachelor's degree from an accredited college or university with major coursework in construction management, project management, civil, structural or mechanical engineering, facilities planning, design management, architecture, business, economics, planning or a related field

• Five years of progressively responsible experience in project management related to the area of assignment.

The required education is interchangeable with project management experience related to the area of assignment on a year-for-year basis up to a maximum of two years.

IDEAL CANDIDATE

The City of San Rafael Public Works Department is seeking a full-time Associate Civil Engineer to lead a variety of Capital Improvement Program (CIP) projects related to Buildings/Facilities, Parks, Storm Drain, and Transportation.

The Ideal Candidate will possess expertise in municipal engineering and have strong critical thinking, communication and organizational skills that allow them to effectively manage all phases of multiple capital programs and/or projects. They will have a strong sense of customer service and the ability to provide recommended solutions to complex engineering and service challenges. They may serve as a supervisor to a small group of engineers and/or paraprofessional engineering staff. The successful candidate will support the CIP Division by effectively and efficiently delivering the design and construction of various capital improvements while collaborating with other DPW divisions and City departments. • Conducts pre-construction meetings with contractors to establish job requirements, i.e., timing, noise level, traffic impact.

• Serves as Project Engineer (size and complexity based on classification), including serving as design team leader, handling contract administration and providing design support for the inspector during construction.
• Review plans and maps submitted by private developers for conformity with laws, ordinances, City imposed requirements and accepted professional standards with the goal of protecting the health, safety, and welfare of the community. Performs certain administrative duties associated with private development approvals such as preparing agreements, collecting fees, obtaining dedications, and coordinating with other agencies and City departments.
• Investigates field problems affecting the public, property owners, contractors and maintenance operations; collects the necessary data or assigns the collection of data to technical personnel; develops recommendations and meets with the appropriate parties to discuss and implement recommendations.
• Provides engineering information, including City requirements related to property improvements, to the public and other City departments. Arranges and participates in conferences with other engineers, developers and the general public on engineering problems.
• Assigns investigation, design and drafting tasks to subordinates, reviews completed work and assists in the developing solutions to difficult problems.

The Associate Civil Engineer is the journey level classification in the engineering job class series. This job class requires:

• Registration as a licensed Civil Engineer in the state of California and 4 years of responsible post degree engineering experience (a master’s degree shall count for 1 year of post degree engineering experience).
• A valid drivers’ license 

Under direction, an Associate Civil Engineer performs difficult and complex engineering work and may serve as a supervisor to a small group of engineers and/or paraprofessional engineering staff. The position calls for a high degree of initiative, technical proficiency, and judgement.

HOUSING OFFICER

The City of Sunnyvale is seeking a Housing Officer to oversee the Housing Division in the Community Development Department, responsible for the City's affordable housing programs, human services funding, federal grants and homeless services. The ideal candidate will be a passionate affordable housing professional known for being creative and solution-oriented and will be well-versed in state and federal housing legislation and familiar with the unique challenges presented by California's housing market. This position manages the City's varied federal, state and local housing programs and projects and is responsible for managing the technical, fiscal and policy aspects of complex projects and programs. This position serves as liaison to the Housing and Human Services Commission which advises the City Council on funding and policy related to affordable housing and human services. The Housing Officer needs to work collaboratively with the Director, the other two program managers, the Housing Division staff, and many directors and program managers in other City Departments. Excellent written and spoken communication is required along with an excellent rapport with stakeholders and colleagues.

Currently, major work efforts include implementation of the 2023-2031 Housing Element Programs and establishment of programs to assist unhoused members of the community. Development of these programs requires coordination and partnership with numerous departments in the City, the County of Santa Clara, and agencies providing services.
