The Department:

The Santa Clara Fire Department was established in 1854 when local residents formed the Columbia Hose Volunteer Fire Company. Today, the city has 9 fire stations (one more in design process) consisting of 8 engines, 2 trucks, 1 rescue/light unit, 1 hazardous materials unit, 1 ambulance and 2 command vehicles. The fire department is comprised of 175 personnel staffed across five divisions and serves a population of approximately 130,000 people spread over 18.4 square miles.  The Fire Administration Division provides management, organization, and support for the various divisions of the fire department actively engaged in the protection of life and property.  The Emergency Medical Services Division is responsible for training personnel to deliver pre-hospital emergency medical services to people who live, work and visit in Santa Clara.  The Community Risk Reduction Division is primarily responsible for fire safety education, fire cause determination, inspection of high hazard occupancies, and fire code enforcement. This division also maintains a vital role as technical consultant to the fire department, the City, and the business community, advising on site construction, process installation, and the safe use and handling of hazardous materials as outlined in federal, state, and local regulations. The Field Operations Division efficiently manages over 11,000 emergency responses annually.  The Training Division provides services to the Fire Department, other City departments, industry, and the community at large.

The Position:

Firefighter I is the entry level classification in the Firefighter series. An incumbent in this classification responds to medical emergencies, fire alarms, performs rescue services, and protects life and property endangered by fire. When qualified and assigned, Firefighter I's may be assigned to paramedic duties. Performs related duties as assigned.

The annual salary range for this position is $104,407.68– $129,909.36. This position will be filled at the minimum of the salary range.

License/Certifications:

• A valid National Registry or State of California Emergency Medical Technician (EMT) certificate or proof of course enrollment in a valid EMT program is required at time of application.  Upon appointment to the classification, a valid National Registry or State of California Emergency Medical Technician (EMT) certificate is required to be possessed and maintained as a condition of employment.
• A valid California Firefighter Joint Apprenticeship Committee (CFFJAC) Candidate Physical Ability Test (CPAT) card issued within 6 months prior to the date of a conditional offer of employment
• Successful completion of a City of Santa Clara approved Fire Academy is required within 6 months of appointment
• Possession of a valid California Class C driver's license is required at time of appointment. A valid California Class C driver's license with Firefighter endorsement is required within 24 months of appointment 
• All of the listed licenses and certifications must be maintained as a condition of continued employment in this classification for as long as they are required

Desirable Qualifications:

• Demonstrated proficiency in a second language, in accordance with the City's needs
• Military experience, journey-level status in the building construction trades, or other work experience relevant to the fire service
• Community service experience
• Completion of thirty (30) or more units of coursework in Fire Science/Technology at an accredited college
• An associate's or higher-level degree from an accredited college or university
• Possession of a valid California Paramedic (EMT-P) license (required prior to appointment to a Paramedic assignment)
• A valid California Class A or B commercial driver's license

Other Requirements:  

• Typically assigned to a 56-hour workweek (24-hour shifts); may be assigned to a 40-hour workweek as required
• May be required to work odd and unusual hours, including weekends and designated holidays and to be subject to call-back in the performance of job duties
• Must be able to perform all of the essential functions of the job assignment

Physical Requirements:

• At least 21 years of age 
• Able to distinguish primary colors (red, green, amber), each eye free of any abnormal condition or disease which might affect performance of job duties, visual acuity in each eye of at least 20/50 vision (uncorrected) and 20/30 (corrected), and normal night vision 
• Normal hearing without correction in both ears
• Free from disabling speech impediments, disabling neuroses or psychoses, and disabling physical conditions or diseases 
• Strength and physical abilities necessary to perform the duties of a Firefighter I. A valid CFFJAC CPAT card issued within 6 months prior to the date of a conditional offer of employment is required.

The responsibilities of the City Attorney's Office consist of representing and advising the City Council and all City officers in all matters of law pertaining to their offices, representing and appearing on behalf of the City in all legal actions or proceedings, providing the City Council with information and advice regarding ongoing litigation and legislation affecting the City, and staffing City Council meetings and City boards and commission meetings as necessary. The Office consists of eight attorneys and a Risk Manager, who are supported by a full time Legal Executive Assistant and Legal Office Specialist (recently added in the FY 25-26 budget), as well as a part time Office Assistant.

The Position: 

The Legal Executive Assistant position is in the City Attorney’s Office and provides support to the City’s attorneys, as well as the Risk Manager.  This is a critical administrative support role in the City Attorney’s Office that is responsible for assisting with a wide variety of legal documents, processes and procedures. The ideal candidate should possess a high level of confidentiality, communication skills, tact and discretion, and be able to manage and track multiple projects for multiple attorneys simultaneously.  

The Legal Executive Assistant is distinguished from other classes in the administrative support series in that the incumbent provides responsible, confidential, administrative support services for the City Attorney and other attorneys in the Office. The job involves working with individuals, activities, and issues with which the City Attorney’s Office is involved and requires daily contact with a cross-section of government, community, and public and private officials, as well as individual members of the community. The incumbent must be able to handle non-partisan confidential matters with a high level of judgment.

As a member of the City's Unclassified Service, this is an "at-will" position and the incumbent serves at the discretion of the City Manager.

The Department:

The Finance Department administers the financial affairs of the City of Santa Clara, including City-owned public utilities. The department is comprised of five divisions, Administrative Services, Budget and Treasury, Accounting, Municipal Services, and Purchasing. Together these divisions carry out the mission of the Finance Department to ensure that the financial/fiscal activities of the City are performed, recorded, and presented in compliance with professional and ethical standards.

The Position: 

The Finance Department is seeking to recruit a Senior Management Analyst in the Accounting Division to support personnel management, general accounting, and accounts payable. The Senior Management Analyst will also be involved in the financial analysis of special grants and fund accounting and prepare periodic and annual reports for the City, its Agencies and Corporations, and the annual State Controller Reports. The incumbent would be a contributor of the Annual Comprehensive Financial Report which includes Management’s Discussion and Analysis (MD&A), basic financial statements including notes, and supplementary information.

The ideal candidate for this position will have a strong accounting background and possess a bachelor's degree in a related field. This position will be required to perform high-level technical support and complex financial analysis related to accounting. It would be especially valuable if the candidate is familiar with governmental accounting and related Governmental Accounting Standards Boards (GASB) pronouncements. Responsibilities

• Manage professional, technical, clerical, and other lower level staff to include, prioritizing and assigning work; conduct performance evaluations; provide training; and making hiring, termination, and disciplinary recommendations. Evaluates training needs and workload balance for staff and prepares plan for implementation.

Position Duties

The Library Department is seeking four (4) Literacy Program Specialists (LPS) to join our team and change the lives of those we serve! The ideal candidate for these positions will understand, support, practice and promote the Mission, Vision, & Values statements of the City of San José and the library; demonstrate leadership and a commitment to active customer service; have knowledge of current literacy technology and trends; have experience working with a diverse community and staff; and enjoy working in a fast-paced, innovative team environment.
 
Literacy Program Specialists are community connectors. They are responsible for coordinating programs and services provided by the library. They identify community needs, collaborate with partner organizations, and guide library customers to information and helpful resources. Specialists are responsible for performing a variety of professional duties including: implementing grants; planning/implementing or finding partners for library programs; conducting community outreach; evaluating the effectiveness of programs, computer software, and online learning tools; formulating a strong partnership with other Library units (Family Learning Centers, Early Education, Expanded Learning, College and Career Pathways, Digital Empowerment, and SJPL Works); and having knowledge of current literacy trends. These positions may include evenings and weekend shifts. Bilingual Skills Preferred.
 
The salary range for Literacy Program Specialist is approximately $91,094.64 - $110,532.24 annually. This amount includes an approximate five percent (5%) ongoing non-pensionable pay. Actual salary shall be determined by the final candidates’ qualifications and experience.

Family Learning Center Coordinator 

SJPL is seeking a dynamic, community-oriented Literacy program specialist to lead educational and family engagement programs at one of the  Family Learning Centers. This role involves developing and delivering culturally responsive services such as adult literacy, ESL, digital skills, citizenship, workforce readiness, and access to community resources through the bridge libraries while collaborating with library staff, educators, nonprofits, and volunteers. The coordinator will also conduct outreach to raise awareness, supervise volunteers, manage program logistics, and track participation and impact via data collection. Ideal candidates will bring strong communication, multi-tasking and organizational skills, experience working with diverse communities, and a deep commitment to equity, inclusion, and family-centered service.

English Second Language (ESL) Programming Coordinator (Overstrength)*

SJPL is seeking a passionate, community-focused, and experienced ESL Program Coordinator to lead, design, and implement high-quality programs and services that reflect the needs of San José’s diverse community. This role will be responsible for the coordination of citywide ESL programming, staff, volunteer and instructor training, community partnerships, and oversight of the California Library Literacy Services (CLLS) ESL grant. The ideal candidate will be skilled in ESL assessment, curriculum development, cross-cultural communication, program evaluation, and community engagement.  

Resilience Corps Learning Pathway Specialist (Overstrength)*

The College and Career Pathways Unit is seeking a passionate and community-driven Literacy Program Specialist to manage, develop, enhance, and administer the Resilience Corps Learning Pathway program. This vital role focuses on supporting SJPL’s administrative responsibilities associated with the state grant-funded program, including data collection and management. The position will also oversee the worksite experience of participants within the workforce development program who are assigned to SJPL as their worksite and act as a liaison with key community partners. The ideal candidate will be a champion of workforce and education equity, with a strong and demonstrated commitment to building trust with and, uplifting, and empowering young adults. Responsibilities include developing and delivering equity-oriented and diversified training strategies, grant and data management, partnership development, and the development of impactful programs that connect people to opportunities to uplift and empower San José’s youth and young adults.

ESL and Workforce Development Grant Coordinator (Overstrength)*

The City of Stockton seeks to fill an Information Technology Supervisor position with primary responsibilities around Enterprise Applications. This position will be primarily responsible for maintaining enterprise applications, GIS applications, data integrations, budgeting,  and managing assigned staff within the Information Technology Department.  This Information Technology Supervisor is accountable for the leadership, facilitation, analysis, and design tasks required to ensure that assigned information systems at the City are evolving to providing value to the departments in a secure and cost-efficient way.

The incumbent will be responsible for developing strong plans and roadmaps on how the application portfolio meets the business needs in an efficient, cost-effective, resource-balanced and secure way to gain executive support and buy-in. Furthermore, the incumbent will be accountable for executing the roadmap to ensure the application portfolio provides value, meets cyber security standards, and is vendor supported.

The incumbent must be proficient in creating the documentation of current and future state, roadmaps, and transition plans that support application initiatives. The right candidate will maintain the application inventory in collaboration with the business users and recommend appropriate actions to maximize the value to the organization. It will be essential to keep up with the technology industry and market trends to determine their potential impact on the application portfolio. Knowledge and experience in both on-premise and cloud technology are paramount.  A strong understanding of how to apply modern cyber security principles to secure on-prem and cloud applications and associated data assets are the foundation of every deployment.

The incumbent will work closely with other supervisors and leaders in the IT department to coordinate activities to ensure software applications, hardware, virtualization, cloud deployment, and cyber tool deployments are successful and execution follows established methodical processes.

Information Technology Supervisors work a City of Stockton 9/80 schedule: 7:30 a.m. to 5:30 p.m. Mondays through Thursdays; 8:00 a.m. to 5:00 p.m., with alternating Fridays off. May be required to work additional hours and/or weekends to provide critical support to key initiatives.

Incumbents in this position are excluded from the Civil Service system and are in a "for-cause" employment status represented by the Mid-Management/Supervisory bargaining unit. Only those applicants who best fit the needs of the City will be referred to the hiring department.

About the Division

Engineering Services Division is comprised of four sections: Construction Management Services, Structural Engineering and Code Inspection, Material Testing Laboratory, and Survey. Position Duties

Salary range for the classification of Chief of Surveys is:

$133,682.64 - $162,860.88 Annually. This range includes an approximate five percent (5%) ongoing non-pensionable pay. Actual salary shall be determined by the final candidates’ qualifications and experience.

The Department of Public Works is recruiting for (1) Full-Time Chief of Surveys position to provide the following typical duties and responsibilities which may include but are not limited to:

• Supervises an office technical staff in the preparation of drawings, corner records, record of surveys, reviewing improvement plans and specifications, parcel maps and tract maps.

• Provides direction and supervises several field survey crews to locate property lines, gather data for topographic surveys and stake construction projects.

• Reviews, schedules, and assigns crews to survey projects; recommends methods and procedures to efficiently complete assigned projects.

• prepares time and cost estimates for requested survey work. 

• Reviews preliminary construction drawings to determine nature and extent of required survey work; participates in pre-construction, project scheduling, and other meetings concerning survey matters.

• Reviews, approves, or examines land surveying documents (maps, plats, reports, descriptions, etc.) under supervision of the Land Surveyor.

• Manages surveying staff including supervision, hiring, training and performance evaluations.

• Plans, coordinates, and schedules all office surveying activities.

• Sets and maintains standard practices for office surveying activities and quality control.

• Consults with public and private engineers, inspectors, and contractors relative to requested work and coordinates any necessary activities.

• Communicates with clients and the public and resolves issues that arise during field surveys.

• Performs map and document research for field and office survey projects.

• Interprets construction documents for construction surveys.

Education: High School Diploma or equivalent (General Educational Development [GED] Test or California Proficiency Certificate)

Experience: Eight (8) years of increasingly responsible sub-professional engineering/surveying work, including three (3) years at a level of a Survey Party Chief, Senior Engineering Technician, Senior Construction Inspector, or equivalent.

Acceptable Substitutions

Up to four (4) years (equivalent to 120 semester units or 180 quarter units) of undergraduate course work in college engineering, surveying, geography, and/or mathematics, or related fields, from an accredited college or university, may be substituted for subprofessional engineering/surveying experience on a year-for-year basis.

Certifications

Possession of a Land Surveyor-in-Training certificate and possession of a valid driver's license authorizing the operation of a motor vehicle in the State of California. - Land Surveyor's license is highly desirable.
