The City of Burlingame is looking for an On-Call Librarian I/II to join our team!  There are currently openings in the Children's Services and Adult Services departments.  Candidates may use the supplemental questionnaire to indicate if they would like to be considered for Children's Services, Adult Services (Reference) or both.  Hours and shifts will vary depending on department staffing needs.

The Librarian I classification is an entry-level position; the Library II classification is the experienced, journey-level position requiring a higher level of experience and training. The Librarian I/II can be filled at either level depending upon qualifications and experience.

For Children's Services:

This position includes working nights and weekends, as needed.  Duties may include but are not limited to the following:

• Providing reference and reader’s advisory to children, teens, and parents at the Children's Desk, which requires extensive knowledge of children's literature.
• Planning and conducting programs for children including story telling, book talks, and films to encourage reading, viewing and listening and use of library materials and facilities.
• Compiling lists of materials of interest to children.
• Organizing and conducting class visits for preschool and elementary age children to encourage reading and use of library materials and facilities.
• Planning and preparing exhibits, book lists and displays using creative marketing techniques to promote the library’s collections and services.
• Utilizing library computer systems and databases.

For Adult Services:

This position includes working nights and weekends, as needed.  Duties may include but are not limited to the following:

• Serving at an information desk; research and respond to reference questions by phone, in person, or electronically.
• Assisting patrons in use of library collections through reference interviews, database, and web searches, reader’s advisory, and instruction in the use of the online catalog, computer software, and other technology that is used in the library.
• Maintaining current knowledge of materials, resources at BPL and throughout Peninsula Library System and refer patrons as required. 
• Promoting library services to generate increased usage.
• Responding to patron complaints and problems.
• Performing other related duties as assigned. 

Education and Experience
Education: A Master’s degree in Library Science from an ALA-accredited program required.

Experience: At least one year professional experience working in a library setting is preferred.  Knowledge of the Peninsula Library System and Sierra ILS  is desirable. Successful public contact experience in a library setting; knowledge of automated systems; basic library reference materials including on-line databases and the Internet; reference interview and research methods; and knowledge of library systems.

Skills: Demonstrates creative problem-solving and sound decision-making abilities; recognizes and effectively sets priorities in planning and organizing work; demonstrates a working knowledge of standard and specialized adult and children’s reference and bibliographic resources, both in print and electronic format; demonstrates working knowledge of the Dewey Decimal System and LC subject headings. 

Licenses: Possession of a Class C, California Driver’s License for branch work and school visits. 

Experience: Successful public contact experience; knowledge of automated systems; basic library reference materials including on-line databases and the Internet; reference interview and research methods; and knowledge of library systems. Experience working with children and adults in a library setting is desirable. Knowledge of the Peninsula Library System and Sierra system is highly desirable. 

Physical, Mental and Environmental Working Conditions: Ability to stoop, bend and crouch to retrieve materials and books; lift and/or move books or other materials weighing up to 50-pounds; push/pull carts up to 150 pounds; sit, stand and walk for long periods of time; talk and hear well enough to communicate with patrons; use hands to finger, handle, or fell objects, tools, or controls; reach with hands or arms. 

Work indoors in a library setting, including extensive work at a PC monitor.  Extended periods of standing are required in some instances.

The City of Dixon is recruiting one (1) Senior Lifeguard/ Swim Instructor for the 2026 Aquatic Season.

The Senior Lifeguard/Swim Instructor performs a variety of duties to ensure the City of Dixon swimming pool is a safe and enjoyable aquatic facility. Supervises pool patrons, enforces pool rules, performs first aid and emergency rescues, instructs swim lessons, performs cashiering duties, leads recreational activities; performs related and other work as required.

Staff may be expected to work weekends and on fixed holidays. Those who work on a City Holiday will earn 1 ½ times their base hourly salary.

THE POSITION

The successful candidate for Director of Finance & Administrative Services will bring a proven breadth and depth of financial management experience to the position. Appointed by and reporting to the City Manager or their designee, the new Director will lead a staff of 35 in the management of accounting, cash management, revenue collections, business licensing, utility billing, purchasing, payroll, budget, and information technology. Bringing supervisorial and leadership experience, the Director will have an opportunity to continue to build and enhance the department team as it faces future retirements. The Director will offer recommendations and solutions to the City Manager and will advise the City Council on long-term financial planning on policy matters. Working collaboratively with other members of the executive team and staff, the Director will take a proactive approach to identifying opportunities for new ideas, creativity, innovation, and technological advances. In addition, the Director will foster a team approach of customer service and problem solving as well as a culture that accepts and embraces change. Exceptional communication skills and a strong desire to provide superior services to both internal and external customers are critical. The Director will be comfortable in an organizational culture that welcomes input, engagement with, and participation of the community. The city utilizes a two-year, budget and currently faces budgetary challenges due to changing CalPERS retirement costs and laws, decreased tax revenues, and other structural issues. The Director will work closely with the City Manager, executive team, and staff in order to address these issues, identify necessary solutions, and facilitate highly efficient services and programs to the community.

MINIMUM QUALIFICATIONS

This position requires a Bachelor’s degree, and desirably a Master’s degree and CPA, in accounting, public or business administration or a related field. In addition, progressive executive level responsibility is desirable in finance administration, accounting, auditing, budget administration, purchasing and risk management, long-range financial forecasting, debt and investment strategies, and labor negotiations. Experience with information technology and computer software systems is highly desirable.

While experience in municipal finance is highly desirable, a combination of public and private sector experience is acceptable as well. 

DEFINITION

Under general supervision, leads and participates in the operation of heavy equipment; performs the full array of duties assigned to classes in the street and sewer maintenance, including skilled and semi-skilled work in streets, sidewalks, curb and gutter, storm drains, catch basins, and sewer collection system construction and repair; leads construction and maintenance crews when assigned; demonstrates a full understanding of all applicable policies, procedures, and work methods associated with assigned duties; performs other related duties as required.

DISTINGUISHING CHARACTERISTICS

The Street, Sewer and Downtown Leadworker is an advanced journey/lead class in the Public Works Department. Incumbents perform a variety of maintenance tasks and perform lead supervisory duties, including assisting in the planning, assigning, and evaluation of the work of subordinates, giving recommendations on discipline, and providing training as required. Incumbents may rotate assignments between program areas. This classification differs from the next higher classification of Street/Sewer Supervisor in that the latter has full supervisory responsibility an assigned construction and maintenance operation.

SUPERVISION RECEIVED/EXERCISED

Receives general supervision from the Street and Sewer Supervisors. Exercises functional, technical, and lead supervision over assigned staff.

ESSENTIAL FUNCTIONS: (include but are not limited to the following)

• Leads, reviews and performs the work of staff engaged in the construction, maintenance, or repair of streets, sewers, and storm drains, curbs, gutters and sidewalks; develops and implements crew assignments; inspects and reviews work methods, performance and quality of work performed, conducts safety and training meetings; provides input and recommendations on employee evaluations; assumes responsibility for the more difficult and complex tasks.

• Recommends and reports service levels to the assigned Supervisor; performs field observations to ensure compliance with department policies, practices, and City ordinances; prepares reports for the Supervisor related to division activities.

• Leads and/or supervises construction and maintenance crews in the full variety of associated projects, assignments and duties; coordinates crew activities with those of other maintenance crews, and other City departments; operates, or directs others in the operation of light to heavy power-driven equipment

• Demonstrates a full understanding of applicable policies, procedures, and work methods associated with assigned duties; may provide training to training personnel; responds to questions and concerns from the general public; provides customer services and information, as is appropriate, and resolves public service complaints.

• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.

  When assigned to Streets:

• Performs concrete, sidewalk, curb, gutter, and ramp installation and repair; performs temporary and permanent pothole repairs, crack sealing and patching, and all street repairs;

• Lays asphalt; operates concrete saw to prepare cuts for repairs or encroachments;

• Performs concrete work in the installation of new walkways, gutters, catch basins and channels;

• Performs trash and litter pickup on City parking lots and streets as required.

  When assigned to Sewer/Storm:

• Investigates stoppage in sewer lines and storm drains;

• Performs installation or repair of sewer main lines and laterals;

• Unplugs sewer lines as needed; removes and cleans sewer pumps;

• Sends pumps for repair or replaces as needed;

• Operates tools and equipment necessary for removing asphalt and concrete in the performance of sewer installation or repair.

  When Assigned to Downtown Business District: 

• Operates Street Sweeper along with other small equipment such as a mini-sweeper, scrupper, etc.;

• Operates a variety of tools such as a gas blower, cut-off saw, weed eater, Punjar, clay spade, roto hammer, steam power washer, and other powered and hand tools;

• Takes initiative to correct defects and keep areas tidy and clean with minimal direction;

• Proactively maintains and promotes positive working relationship with downtown districts. Resolves customer complaints in a friendly and efficient manner that results in “Quality Community Service” and performs job tasks with minimal impact to the businesses.

• Establishes and maintains good working relationship with the merchants and citizens that will enhance the City’s reputation and foster trust.

QUALIFICATIONS (The following are minimal qualifications necessary for entry into the classification.)

Education and/or Experience: Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for a Street, Sewer and Downtown Leadworker. A typical way of obtaining the required qualifications is to possess the equivalent of three years of responsible experience in street and sewer maintenance work with a minimum of one year at the advanced journey level similar to that of a Street Maintenance Worker in the City of Burlingame with a CWEA Collection Systems Operator Grade I or higher certificate, and a high school diploma or equivalent.

License/Certificate: Possession of a valid Class C driver's license. Possession of, or ability to obtain, a valid class B California driver’s license with tank and airbrake endorsements. Possession of a Grade I Wastewater Collection System Operator Certificate issued by the California Water Environment Association is required. A CWEA Grade II is required within one year of appointment. Possession of a CPR/1st aid certification and a certification as a Competent Person is required.

If the incumbent is assigned to the Downtown Lead position, a BASMAA Pollution Prevention Training Program for Surface Cleaners “Certificate of Training” is required within 24 months of appointment.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry, and push tools, equipment, and supplies weighing 90 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions, including wet, hot, and cold. The incumbent may use chemicals, which may expose the employee to fumes, dust, and air contaminants, and be exposed to mechanical and electrical hazards. Must be certified by a physician as fit to wear a respirator (must be prepared to shave on demand). The nature of the work also requires the incumbent to climb ladders, work at heights over 10 feet, use power and noise producing tools and equipment, drive motorized vehicles and heavy equipment, and work in heavy vehicle traffic conditions. The incumbent is required to respond to weekends, after hours emergency call-outs and perform routine standby duties (incumbent in the Downtown Lead Worker position is required to work a morning swing shift and will not be eligible to participate in the standby duty program for on-call duties on week nights and weekends unless otherwise approved by the Department Director).

The City of Dixon is excited to announce the recruitment for one (1) full-time, regular position of Water Operator I. This position performs a variety of maintenance, operations, and repair work on the City's water distribution system, including pumps, mains, chlorinators, meters, and other equipment.

Position Summary

Under general supervision of the Finance Director, the Finance Analyst supervises and/or performs highly responsible, complex, sensitive and professional level accounting and financial work in support of the City's various financial activities. Areas of responsibility may include, but are not limited to preparing financial statements, reviewing fiscal records, and monitoring financial transactions in accordance with prescribed accounting systems and generally accepted principles of accounting, auditing and budgeting. Duties include programmatic general accounting (general ledger, accounts payable, accounts receivable and payroll), budget planning and development, verifies balances, and adjusts accounts and journal entries; prepares various fiscal reports; coordinating and assisting with the annual audit, project management and other administrative analysis activities in the Finance Department and providing information and assistance to City staff and the general public, to perform duties requiring special knowledge; and to provide administrative support to assigned supervisor.

Distinguishing Characteristics

This is the advanced journey level in the Finance series. • Balances and reconciles general ledger accounts; prepares adjusting journal entries and monthly bank reconciliations. Maintain accounting, financial, and statistical records; post information to ledgers, journals, logs, and reports; total and balance figures; proof data and make corrections as required; prepare, reconcile, balance, and submit a variety of periodic and special reports.
•  Supervises the maintenance and analysis of general ledger accounts, and other account subsystems such as accounts payable, accounts receivable, payroll, fixed assets, revenues and utility billing subsystems.
• Assist in the preparation, analysis and review of estimated revenues, reimbursements, expenditures, fund balances and other budgetary accounts.
• Participate in the design, testing and implementation of new technology systems and processes.
• Utilize various computer programs; enter and maintain data; generate reports from a database or in-house system; create spreadsheets and generate reports using spreadsheet software; create documents using word processing software.
• Identify and resolve problems, differences, and inconsistencies between accounting records and computerized reports; determine corrective entries involved in maintaining accounting controls and reconciling differences.
• Obtaining information from various departments to compile the activity and year-end balances for various funds; performing analytical review of activity in each fund.
• Process accounts receivable; prepare statements for City services, rental, and lease obligations, receive, process, and balance payments received; input data; audit accounts receivable; prepare and process bad debt collections.
• Process accounts payable; review invoices and claim documents received from various departments; input information into computer system; review and analyze check registers and transaction reports; distribute checks including to match remittance documents to payments; file documents and reports.
• Develops and documents accounting procedures by reviewing and determining impact of new accounting and auditing standards; assisting with implementation of accounting and auditing procedures and standards; incorporating changes in financial reporting standards into individual fund and Comprehensive Annual Financial Report templates; and communicating changes in standards and impact of changes to other staff.
• Substantiates or resolves complex financial transactions by analyzing and auditing materials, revenue streams, transactions and documents; reconciling statements and transactions; using initiative and sound independent judgment on difficult procedural problems; and reviewing the work of assigned personnel to determine accuracy of accounting records.
• Coordinate and participate in ACFR and Annual Audit Processes: Prepares in the preparation of annual financial reports including, but not limited to, the Annual Comprehensive Annual Financial Report (ACFR) and the City’s annual audit; review, reconcile and prepared notes to the financial statements, supporting work papers, and other reports; respond to audit inquiries from external auditors and other governmental agencies as necessary.
• Assists in the development of long-term financial forecasts, the preparation of monthly and quarterly financial reports, collects data to support department analytical functions and makes recommendations as appropriate.
• Assist public at service counter and record revenue receipts through operation of cash register; prepare and complete daily revenue deposits including to balance cash drawer, code data input documents, and sign checks with check signer; contact fiduciaries to coordinate investment transactions completed by the City Treasurer and Finance Director.
• May administer and oversee the business licensing fee function for the City by coordinating the collection of business licenses fees, verification of transaction information, computation of charges and refunds, preparation and mailing of invoices; notification to customers of delinquent accounts and insufficient payments coordinating licensing activities with the public, other departments and other agencies; and updating of licensing records by collecting, calculation, and entering data, audition records and entering changes.
• Assist in recording payroll entry and PERS retirement contributions.
• Coordinates and assists in developing and implementing the City’s fiscal budget.
• Schedules budget preparation tasks to meet established deadlines; coordinates budget related matters with departments and provides training and guidance when necessary.
• Evaluates the budget during the execution and implementation phase; identifies variances requiring corrective action; recommends appropriate correction action.
• Reviews and approves purchase requisitions and budget transfers.
• Coordinates the development of the 5-year Capital Improvement Program publication, including but not limited to, document project management, department communications, template structure design and development, schedule development and financial analysis.
• May assist in grant accounting; type statistical schedules and reports; assemble and copy documents.
• May assist in ensuring 1099s are properly prepared.
• Coordinate debt, debt activities, debt schedules and interfund loan activities for the City and other City authorities; participate in debt issuance and financings; analyze debt and work with City departments on debt related matters.
• Provide public assistance at the counter and over the phone; answer questions and provide information; research problems and prepare necessary adjustment; collect payments as necessary.
• Perform special analyses and reports as required by the City Council, management staff, and outside agencies; audit petty cash funds; update general ledger and verify fund balances; reconcile bank accounts.
• May perform general supervision of subordinate Finance Department staff.

This vacancy is specifically for the Field Operations CSO position.

The City of Foster City is looking for a dedicated and responsible individual to join the Police Department as a Senior Community Services Officer. This position requires mature judgement and discretion and is given specialized training. We are seeking highly skilled individuals with excellent interpersonal and communication skills. Under general supervision, this position supplements administrative staff and provides support for sworn staff in police operations. There are four main assignment areas for the position, but currently there is only one vacancy in Field Operations.

Field Operations Assignment
Performs vehicle abatement duties, provides parking enforcement, performs evidence collection and processing in accordance with departmental procedures, prepares police and operational reports. Responds to subpoenas as necessary. Handle a variety of department fleet maintenance and equipment maintenance duties; run errands in support of department operations, and other duties as assigned.

Education and Experience
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: A high school diploma or equivalent with courses in office administration or specialized job training, with undergraduate college course work, specialized administrative or law enforcement education and/or training. An associate degree is desirable.

Experience: Two (2) years of full-time experience using computers, telephones, radios and other modern office equipment and programs including preparing, compiling and distributing records, budgets, reports and statistical information.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process.

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. Applicants selected for a Departmental interview must complete a background investigation which includes a polygraph and fingerprinting. DISTINGUISHING CHARACTERISTICS

This is the full journey-level classification in the wastewater treatment plant operator series. Incumbents independently perform the full range of wastewater treatment and reclamation and recycled water facilities and equipment operations and maintenance duties. Responsibilities include inspecting and attending to assigned areas in a timely manner to ensure the proper operation and maintenance of the City’s wastewater treatment plant systems and equipment. Positions at this level work independently, exercise judgment and initiative and receive occasional instruction or assistance as new or unusual situations arise. This class is distinguished from the Lead Plant Operator in that the latter is responsible for providing technical and functional direction to operations staff and is capable of performing the most complex operations and maintenance duties assigned to the division.

SUPERVISION RECEIVED/EXERCISED

Receives supervision and direction from the Wastewater Treatment Plant Manager or designee. Exercises lead oversight, including provision of technical supervision, assignment of work and/or the training of less experienced staff.
