To respond to fire alarms, medical emergency, and other emergency activities in the protection of life and property; and to participate in fire prevention, training and station and equipment maintenance activities.  The purpose of this recruitment is to fill a current vacancy in the Woodland Fire Department, as well as establish an eligibility list for future vacancies.

ESSENTIAL JOB FUNCTIONS

The following are typical illustrations of duties encompassed by the job class, not an all-inclusive or limiting list:

Respond to fire alarms with assigned company; lay and connect hose lines; hold nozzles and direct water streams; raise and climb ladders.  Perform rescue operations in a variety of situations including but not limited to rescuing persons from areas threatened by fire, hazardous conditions, confined space, and active shooter/rescue task force events.  Provide basic life support during medical incidents, assessing and initiating patient care until relieved by proper medical personnel. Operate all types of portable fire extinguishers, hand tools, hose lines, power tools and appliances, salvage covers, forcible entry tools, emergency medical equipment and other rescue equipment. Participate in fire drills; serve as instructor as assigned; attend training sessions. Promote and maintain safety in the workplace. Work cooperatively with others as integral part of a team.  Follow chain of command and be responsive to orders.  Regular, predictable, consistent and timely attendance is an essential function of the position, in that Employee must be present and fit for duty.

OTHER JOB FUNCTIONS

Respond to hazardous materials incidents and participate as member of the County Hazardous Materials Team. Shut down natural gas and electrical services to structure.  Participate in fire inspection activities and other fire prevention, community risk reduction, and public education activities as assigned.  Ensure that businesses are operating in compliance with the fire code. Participate in the programs providing various public relations services, including facility tours, public education seminars and other public events.  Respond to inquiries from the public.  Assist in investigating fire origin and cause.  May be requested to respond to emergencies during non-duty hours.  Control traffic.  Inventory supplies; maintain records. Can serve as “acting positions” when certified.  Clean station quarters and equipment and maintain a clean and orderly condition in and about the fire station; perform minor building maintenance.  Operate radio and communications equipment.  Assist in overhaul and salvage operations.  Learn a wide variety of firefighting duties, methods, and procedures including the operation of firefighting apparatus, equipment, and tools.

Perform other duties as assigned.

QUALIFICATIONS

Education: 

High school diploma or equivalent.  College-level coursework in fire science, general management, or related field is desirable. Proof of completion of a Firefighter Academy may be required. 

Experience: 

Any experience that would likely provide the required ability is qualifying; firefighting experience is desirable.

 License or Certificate:

• Proof of valid Candidate Physical Ability Test (valid for one year from issuance date).
• Proof of validated written test completion given by recognized institution such as Fire Candidate Training Center (FCTC), the City of Woodland, or another accepted agency may be required.  

Required Upon Hire and Continued Employment:

• Possession of a valid California Driver’s License
• Emergency Medical Technician Certificate
• Valid CPR certification.

BENEFITS

Current Salary:                    
$6,022.68 per month ($2,779.70 bi-weekly).  Upon successful completion of the Fire Academy, candidate eligible for salary increase to $6,691.85 per month ($3,088.55 bi-weekly)

Retirement:                          
CalPERS Retirement System (3% @ 50 Formula for Classic CalPERS members and 2.7% @ 57 Formula for new CalPERS members).  The City does not participate in social security

Deferred Compensation:                   
Choice of deferred compensation plans (Traditional and Roth).  After successful completion of probation, new hires are also eligible for a 2% City Contribution.

Medical:                                
CalPERS Medical Insurance Plans, including HMOs & PPOs.  City gives an allowance toward the cost of insurance.  Maximum Family Allowance for 2025 is $2,752.96 per month

The City of Dixon is currently hiring for one (1) full-time position of Senior Maintenance Worker in the Parks Division of the Public Works Department. PARKS
Performs semi-skilled and skilled repair, maintenance and landscaping tasks involving City parks including irrigation system installation and maintenance; conducts playground equipment inspection, maintenance and installation; performs graffiti removal; maintains swimming pools; performs pesticide, herbicide and fungicide spraying; tree and bush trimming to avoid pedestrian traffic, obstruction of traffic signs and line-of-sight; cleans and maintains park facilities, buildings and associated facilities; oversees and coordinates the work of contractors as it relates to park and streetscapes maintenance and construction. Positions operate equipment which include, but are not limited to, mowers, spray rigs, electric, air and hydraulic powered hand tools, hedge-shears, blowers, weed eaters, backhoes, trenchers, lift buckets, scrapers, chain saws, chippers and other heavy equipment.

The City of Lincoln's Finance Department is seeking a detail-oriented and collaborative individual to join our team as a Payroll Technician or Senior Payroll Technician, depending on qualifications and experience. This position plays a vital role in ensuring accurate and timely payroll processing for the organization. The ideal candidate will have a strong understanding of payroll practices, excellent organizational skills, and a commitment to delivering high-quality customer service to employees and departments. The position will be filled within the class series at the Payroll Technician or Senior Payroll Technician level, depending on qualifications.  The salary for each level is:

• Payroll Technician:  $5,410.59 - $7,250.71

DEFINITION

Under general supervision, performs general and specialized payroll and accounting duties related to the preparation, issuance and maintenance of City-wide payroll and financial records and payroll system; reviews and reconciles a variety of payroll reports including payroll taxes, benefits reports, quarterly taxes, and PERS retirement contributions; to serve as liaison to departments and City personnel, researching and responding to questions related to payroll; and to prepare and submit a variety of payroll related reports; and performs related duties as required.

DISTINGUISHING CHARACTERISTICS

The Payroll Technician is the entry-level class within the Payroll Technician series; however, it operates at the journey level. Employees at this level are expected to perform the full range of routine to moderately complex payroll duties, requiring thorough knowledge of City payroll systems, policies, and departmental procedures. While Payroll Technicians operate independently in day-to-day payroll processing and compliance tasks, they are not typically responsible for interpreting complex regulations or acting as subject matter experts.

This classification is distinguished from the Senior Payroll Technician by the scope, complexity, and level of responsibility. Payroll Technicians work within established policies and procedures, while Senior Payroll Technicians lead the resolution of complex issues, interpret regulatory changes, and serve as technical specialists in the field.

The Senior Payroll Technician is a specialist-level classification responsible for the City’s payroll function. This class is distinguished from the Payroll Technician by the assignment, responsibility and performance as an experienced specialist in public sector payroll who can independently perform the duties and is expected to be the expert in the field. This work involves the interpretation and application of Federal, State and organizational rules, regulations and procedures requiring sustained, frequent, and intensive use of financial, statistical, and numerical data and information. The position requires a significant degree of knowledge, skill and experience in payroll functions and exercises a high degree of independent judgment and decision making.

SUPERVISION RECEIVED AND EXERCISED

Receives supervision/general supervision from the Accounting Manager and/or Finance Director. May exercise technical and functional supervision over staff acting as supporting payroll personnel.

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

Payroll Technician:

• Maintains the payroll system and employee pay records; posts and distributes time and attendance records, reviews, audits, and corrects time sheets; prepares paychecks; distributes paychecks and reports to various departments; prepares and files required reporting documents in an accurate and timely manner (including but not limited to quarterly reports and annual reporting of W-2s).
• Demonstrates a full understanding of applicable wage policies, procedures and work methods associated with assigned duties; maintains current knowledge of City, state and federal legislation affecting payroll; understands and implements applicable provisions of MOUs.
• Prepares pay records for posting to the general ledger; reconciles payroll records to the general ledger; prepares payroll journal vouchers; prepares a variety of routine and special reports as necessary; reviews, reconciles, approves, and submits all vouchers for payment of payroll liabilities (may include tracking of COBRA insurance payments and receipts).
• Processes withholdings, deductions, wage garnishments or other special payroll actions, and changes affecting net wages such as exemptions, insurance coverage, and loan payments; submits PERS retirement reports each payroll; prepares payroll tax deposits; complete, verify, and process forms and documentation for administration of benefits such as pension plans, and unemployment and medical insurance; reconciles payroll deductions withheld from employees to actual cost, including union dues, deferred compensation and credit union.
• Identifies and resolves problems and inconsistencies relative to the maintenance of payroll accounting controls; reviews wages computed and works with human resources to correct errors to ensure accuracy of payroll; computes any corrections or retroactive pays; prepares manual checks when necessary; makes wage adjustments.
• Assists employees, benefit vendors, auditors and outside agencies with payroll questions and requests; works with management to address any legalities and payments regarding compensation concerns such as judgments, arbitrations, and/or court rulings; assists employees in the completion of payroll related forms; researches changes to wage and hour ordinances and recommends modifications to the payroll system for compliance purposes; researches and analyzes data regarding salaries and benefits for cost studies.
• May be assigned to perform a variety of accounts receivable and bookkeeping functions on a relief or support basis.
• Maintain confidentiality of payroll and personnel information contained in employee records or discussed with human resources and/or management.
• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.
• Interfaces with the Human Resources Department to assure proper and timely processing of employee related paperwork.
• Perform related duties as assigned.

Senior Payroll Technician:

• Coordinate and perform a variety of specialized and detailed duties involving the processing and review of City-wide payroll; perform manual calculations as necessary, ensuring integrity and accuracy of data.
• Processes withholdings, deductions, union dues, wage garnishments or other special payroll actions and changes affecting net wages such as exemptions, disability insurance, health insurance coverage and loan payments.
• Balance and post payroll transactions to payroll ledgers and reconcile to accounting system; balance other financial, statistical and operational reports, statements and records.
• Ensure the accuracy of the City’s payroll; conduct detailed research and make corrections to calculations and payroll related reports.
• Analyze and reconcile payroll records; prepare, reconcile and submit a variety of bi-weekly, monthly, quarterly and annual payroll reports including but not limited to payroll taxes, GCC, ACA, W2’s, retirement, deferred compensation, payroll deductions, leave accruals and miscellaneous benefits.
• Reviews, reconciles, approves and submits all vouchers for payment of payroll liabilities including tracking of COBRA insurance payments and receipts. 
• Establish and maintain a variety of files for employee and payroll records; maintain records of payroll deductions; track and reconcile deductions.
• Determine schedules and timelines for payroll processes; post and distribute time and attendance records; review timesheets for accurate record-keeping; and preparation and submission of related reports.
• Test and implement payroll software system changes; consult with other City staff and outside vendors regarding software updates.
• Work with management to interpret and implement personnel rules, Memoranda of Understanding, federal and state regulations, CalPERS rules, and changes to reporting; explain rules and regulations regarding payroll.
• Identifies and resolves problems and inconsistencies relative to the maintenance of payroll accounting controls; review wages computed and work with human resources to correct errors to ensure accuracy of payroll; computes any corrections or retroactive pays; prepares manual checks when necessary; makes wage adjustments.
• Maintain confidentiality of payroll and personnel information contained in employee records or discussed with human resources and management.
• May be assigned to perform a variety of accounts receivable and bookkeeping functions on a relief or support basis.
• Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
• Perform related duties as assigned.

KNOWLEDGE/ABILITIES/SKILLS

The City is currently accepting applications to fill several part-time, hourly positions to work in the theatres at the Bank of America Performing Arts Center.  Under the direction of the Technical Supervisors and the theatre department leads, the Stagehands assist with a variety of tasks related to theatre operations and maintenance.  The schedule will involve working up to 19 hours per week, depending on assignment.  The schedule includes working nights, weekends, and holidays.  On occasion, the position may involve working additional hours in a week.

Primary responsibilities:  

• Assist in the operation and maintenance of theatre sound, lighting, and/or rigging systems during rehearsals, performances, concerts, and meetings
• Assist in loading, unloading, fabrication, installation, and operation of lighting, sound, wardrobe and rigging systems and manipulation of props in theatrical settings

The City of Dixon is recruiting to fill one full-time position of Fire Battalion Chief and to establish an eligibility list for future vacancies. The Fire Battalion Chief will act as a shift commander, ensure operational readiness for emergency response and perform emergency command and control functions; to provide highly responsible staff assistance to Fire Administration; and to manage and participate in administrative tasks, programs, and projects.

What's the Role?

The City is a complex agency with over 50 funds including several CFDs, a total budget of over $89.7 million.

The ideal candidate for this position must be an effective finance professional, creative problem solver and adaptable to change.  Under general direction, performs complex work of considerable difficulty in governmental accounting and financial analysis. Plans, organizes, manages and directs the activities of the Accountants, Accounts Payable, and Payroll within the Finance Department, provides highly complex staff assistance to the Director of Finance within the Finance Department; performs other related duties as required. Experience in government accounting is a plus!

Distinguishing Characteristics

The Accounting Manager is the management-level class responsible for assisting the Director, or designee, in the day-to-day administrating, directing and managing of assigned divisions. This classification is distinguished from that in the lower classification of Principal Accountant by their responsibility for overall management of the accounting division.

Supervision Received/Exercised

Receives general direction from the Director of Finance or his/her designee. Exercises direct supervision over professional, technical, and clerical accounting staff.

The City of Dixon is looking to fill a position of a Parks & Building Maintenance Supervisor in the Public Works Department ideally with an individual that has strong supervisory skills. This position will plan, organize, monitor and supervise the work of maintenance personnel assigned to Parks and Building Maintenance; the maintenance and repair of City-owned vehicles and equipment and to perform a variety of technical tasks relative to Parks & Building Maintenance.

This class is a full, first line supervisory level in the maintenance series. Incumbents have responsibility for resolving employee complaints, ensuring that departmental rules and regulations are followed, and preparing employee performance evaluations. Receives general direction from the Public Works Director or their designee. Exercises direct supervision over maintenance personnel assigned to the Public Works Department.

Exam Process: A limited number of candidates whose applications indicate that they, among those competing, are better qualified in terms of related education, training and experience will be invited to participate in a written exam and an interview process (weighted 100%). The most qualified candidates from this process will be placed on an employment eligibility list. Note: the examination process may be changed as deemed necessary.
