Working as part of the court executive team, the Court Director of Finance (Director of Finance) will exercise managerial authority over the financial operations, oversee the budget, and look for ways to enhance the revenue of the Superior Court of California in San Mateo County.  In addition, the Director of Finance will develop, recommend, and implement departmental budgetary goals, policies, and objectives and will develop and implement dual (programmatic and cost center) budgetary, monitoring, and fiscal reporting systems to coordinate with the State budgetary and fiscal reporting systems. 

 

The Director of Finance will also coordinate financial activities with those of other local agencies and the State and will provide highly responsible and complex financial management support to the Court Executive Officer and related management staff.  Additionally, the Director of Finance will provide direct and indirect supervision over assigned professional, supervisory, technical, and clerical personnel.

Examples Of Duties

Duties may include, but are not limited to the following:

• Plan, develop, and oversee fiscal management, budgeting, accounting, and financial reporting functions for the Court.
• Provide strategic policy direction for all financial activities and ensure integration with State budgetary and reporting systems.
• Monitor and analyze State and local legislation affecting court operations and develop responsive fiscal strategies.
• Direct and evaluate staff responsible for fiscal and accounting functions, including training, motivation, and performance management.
• Plan the development and implementation of the overall Court budget in coordination with operational divisions, prepare budgetary administrative information, and participate in forecasting additional funding requirements for programs, staffing, facilities, equipment, and materials.
• Oversee revenue collection, cost recovery, auditing, procurement, and contract administration.
• Ensure accuracy and compliance of financial statements, reports, and reimbursement claims.
• Oversee, prepare, and review the preparation of complex financial statements, reports, summaries, and reimbursement claims, and analyze and interpret financial information and statistical data for Court management, judicial officers, advisory committees, auditors, and related individuals and groups.
• Represent the Court administration in meetings with the State, judicial officers, County departments, other Superior Courts, and public and private organizations.
• Provide expert consultation to the Court Executive Officer and executive team on fiscal strategy, forecasting, and risk management.
• Perform related duties as assigned.

Qualifications

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

• Education: Bachelor's degree from an accredited college or university with major course work in accounting, auditing, economics, business, or public administration or a related discipline. A graduate degree in one of the above disciplines is preferred.
• Experience: Five years of increasingly responsible experience performing a wide variety of fiscal resource management in a public agency, at least two years of which were in an administrative or management capacity. Experience in a California Court setting is preferred.

 

Knowledge of:

• Legislation, policies, and procedures related to budgeting and financial reporting for the California Superior Courts, including public agency fund accounting and third-party reimbursement and claims payment practices.
• Fiscal resource administration, including planning, budgeting, forecasting, financial analysis, auditing, and related practices.

THE POSITION: This limited term position supports the Youth and Family Services Bureau (YFSB) in the Police Department to strengthen and enhance services provided to Hayward families to keep youth positively engaged in the community and out of the juvenile justice system. The Lead Program Assistant works with YSFB mental health counselors to provide case management, life skills training, diversion, restorative justice, and other services.
The limited term position is dependent on ongoing funding for the program. Funding has already been secured through FY2026 (June 30, 2026) with the possibility of an extension or permanent funding in FY 2027.

The Lead Program Assistant is a Citywide classification; current vacancies exist in the Police Department however future citywide vacancies may be filled from this recruitment. You are:

• Lead the design, implementation, and support of departmental information systems and applications within the Public Safety Communications environment, including NG9-1-1 systems and CAD.
• Analyze end-user needs and develop specifications for software enhancements or new applications with emphasis on AI-driven analytics and automation.
• Oversee deployment and support of server infrastructure (Windows Server, Linux), virtualization platforms (VMware, Hyper-V), and hybrid cloud environments (AWS, Azure).

ABOUT THE POSITION

Under direction of the Deputy City Manager, the Recycling and Solid Waste Program Manager plans, organizes, directs and participates in the administration of multiple integrated solid waste management contracts and programs within the City Manager’s Office; represents the City and provides staff support for a variety of intergovernmental committees, subcommittees and authorities.

 

CLASS CHARACTERISITICS:

The Recycling & Solid Waste Manager performs complex and politically sensitive tasks including functioning as the City’s integrated waste program expert.  Appropriate judgment is essential to this position, as incumbents are expected to use professional judgement and skills in establishing relationships working with regulatory agencies, other cities, franchised service providers, local businesses, and community groups.  Strategic thinking is also essential to this position, including the ability to see emerging trends and develop strategies to succeed in a changing environment.  Community sensitivity and awareness are crucial to this position, including gauging community reaction to new fees and programs, and being able to effectively communicate to a very culturally diverse community. Creativity is paramount in developing and implementing effective Recycling & Solid Waste Program marketing and public information programs, preparing grant applications, and developing new programs to increase the level of community recycling and materials re-use.

 

EXAMPLES OF DUTIES (illustrative only):

• Managing the City's exclusive franchise contract(s) for residential garbage, recycling and organic (i.e., yard and food scrap) waste collection/disposal, commercial garbage collection/disposal, and private-sector contracts for materials transfer and recovery, and long-term disposal.
• Administering contracts including developing requests for proposals, overseeing the bidding process, recommending selection of providers, preparing contracts, policy development, negotiation and administration of the contract, reviewing revenue and expenses pertaining to collection and processing agreements, monitoring performance and regulatory conformance, resolving customer service issues, monitoring service providers for compliance with contracted level of service, and other contractual obligations.
• Prepares and administers the Recycling & Solid Waste (RSW) Program budgets; manages budgets to ensure appropriate spending and recording of expenditures, including tracking the status of associated RSW Special Funds and RSW Program grants.
• Managing the RSW Program's recycling programs including planning, organizing, and implementing programs and projects designed to encourage business, citizen, and public participation in waste reduction, recycling, pollution prevention, and composting, and maximizing efficiency and material recovery.
• Managing the RSW Program's public education, marketing and outreach program for RSW Program functions, and preparing, coordinating, implementing, and participating in public events which support RSW Program service objectives.
• Establishing and maintaining relationships with the press and other media, and community groups, organizations, and agencies, for publicizing, sponsoring and promoting RSW Program programs and events.
• Representing the City at the Alameda County Waste Management Authority (ACWMA), including Alameda County Recycling Board and Authority Board meetings and reporting significant issues to the City Manager in a timely manner; participating in County Waste Management Authority Technical Advisory Committee meetings; preparing and making presentations to the ACWMA and Recycling Board as required.
• Conducting resident and business surveys related to the RSW Program.
• Preparing a variety of data analyses on waste stream quantities and overall program elements, including cost analyses of programs, in conjunction with ACWMA and State programs and mandates.
• Providing reports to State and Regional authorities on integrated solid waste program results.
• Participating in the development of solid waste, waste reduction, recycling, and pollution prevention policies, which comply with regulatory mandates.
• Analyzing proposed regional, state and federal legislation affecting solid waste management.
• Recommending revisions of existing programs to meet new/changing needs.
• Preparing reports and documents for City Council study sessions and meetings; making presentations to City Council, other boards and commissions, and public groups.
• Providing staff-support and/or representing the City with a variety of committees, commissions, community groups, and the general public.
• Receiving and responding to customer service requests concerning scope of program, technical information, and service delivery issues.
• Developing proposals to obtain county, state, and federal grants; implementing and administering grant programs.
• Planning, assigning, supervising, and reviewing the work of professional and/or support staff; participating in the recruitment and selection of RSW Program staff.
• Facilitating communication, consensus building and resolving conflicts related to MSR Program projects and policy matters by conferring with, facilitating and conducting meetings with elected and appointed officials, other City departments, members of the public, and neighborhood organizations; participating in developing and conducting citizen involvement/public participation events to explain MSR Program policies, procedures, and proposed regulations and policies; and developing and conducting demonstration projects, workshops and other training events.
• Maintaining internal and external customer relations by using tact and diplomacy in all interactions with customers; establishing and maintaining positive and effective working relationships with co-workers and those contacted in the course of the work; and coordinating with departments and outside agencies.

THE POSITION:

This is a division head management position at the Hayward Executive Airport, reporting to the Airport Manager. The incumbent is responsible for the management of the business and accounting functions at the airport and provides second-line supervision and direction of staff within the Airport Division. This position is distinguished from the Airport Operations Supervisor classification which is responsible for the direct supervision of staff performance of Airside and Landside operations and maintenance tasks at the airport. Under general direction, the Airport Business Supervisor, oversees the airport business function including budget preparation, the real property program, tenant compliance with contract provisions, collections, preparation of grant applications, and other administrative duties.  

THE IDEAL CANDIDATE:

The Airport Business Supervisor is a key administrative position in the Airport division of Hayward Public Works Department. The ideal candidate is detail oriented, discrete and a multitasker able to meet tight deadlines when required. They are a networker, able to build bridges with internal and external customers. They enjoy a variety of tasks, work well independently, and they are up for a challenge. They are interested in supporting the airport manager and the work of the division. Essential Duties

What you will do: 
Duties may include but are not limited to the following:

Assist the Airport Manager with the negotiation of commercial lease agreements.

Prepare draft leases at the request of the Airport Manager.
 
Oversee preparation of the annual airport budget.
 
Maintain a detailed database of all commercial and individual airport tenants.
 
Monitor tenant compliance with contract provisions.
 
Monitor account receivables and collect past due amounts.
 
Prepare annual business permits and monitor tenant compliance.

Perform appraisals and provide estimated current values on real property.
 
Administer the City hangar waiting list.
 
Prepare Federal Aviation Administration (FAA) and Caltrans grant applications and related documents.
 
Monitor and submit required FAA reports for the DBE program.
 
Performs related work as necessary.

Minimum Qualifications

You have:  

EXPERIENCE AND EDUCATION
 
Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying.  A typical way to obtain the knowledge and abilities would be:
 
Experience:  Five (5) years of experience in real property management, appraisals, negotiations, and budgeting.  Including two (2) years of supervisory or lead experience.  Experience in an airport business office preferred.
 
Education:  Equivalent to a Bachelor's Degree from an accredited college or university with major work in Public or Business Administration, or a closely related field.
 
Licenses and Certificates:  Possession of either an FAA Private Pilot Certificate or standing as a Certified Member (CM) of the American Association of Airport Executives is desirable.
