Under general supervision, the Neighborhood Preservation Inspector ensures compliance with applicable sections of the State, Federal, and Municipal Codes, ordinances, and in relevant areas, such as property maintenance, abandoned vehicles, planning, zoning, signs, community nuisance, and related areas.  This is a classification in the Economic and Community Development Department.

CLASS CHARACTERISITICS:

The Neighborhood Preservation Inspector is the full journey-level classification.  This position requires experience in both Municipal and Zoning Codes and Regulations. Employees at this level are expected to work with property owners independently and to coordinate City resources to solve neighborhood issues.

The City of Orinda Parks and Recreation Department seeks qualified individuals with the passion and desire to work with youth campers as a summer Camp Counselor (Recreation Leader) in the Parks and Recreation Department.   This position takes direction from the Camp Director and Camp Coordinator (Recreation Program Specialist) and reports to the City's full-time Recreation Coordinator.

INTERVIEWS:  In-person group interviews will occur on Monday, April 13 from 4:30 - 6:30 pm OR Wednesday, April 15 from 4:30 - 6:30 pm.  Please be prepared to attend one of these pre-set interview times.

MANDATORY TRAINING:  Must be available for paid training on Saturday, May 30, 2026

SUMMER CAMP SEASON:  Must be available for summer camp season June 1 - August 7, 2026

WORK HOURS:  Work hours vary depending on the number of staff and youth participants.  Approximate work hours are Monday through Friday 8:45 am to 4:00 pm and Extended Care from 4:00 pm to 5:30 pm.

Incumbents of the position will provide their own transportation to program site(s). 

Essential Duties:

Camp Counselors (Recreation Leaders) are assigned to the summer day camp programs working with children ages 3 1/2 to 12 years old.  They assist, plan, organize and lead the physical, recreational and social activities of assigned recreation programs under direction of the Camp Director (Recreation Program Specialist) and the Recreation Coordinator.  

• Bring energy and enthusiasm to the camp environment every day.
• Safely and appropriately supervise campers at all times.
• Plan and lead arts, crafts, games and sports according to the theme of the week.
• Serve as a mentor and role model to campers by modeling positive behavior at all times.
• Use positive discipline with campers and communicate effectively with parents and guardians.
• Effectively collaborate with fellow camp staffers and Parks and Recreation Department staff.

Minimum Qualifications:

All City of Orinda employees are expected to uphold and exhibit the City’s core values including serving the public, being respectful and accountable, maintaining professionalism, and demonstrating responsibility.

Education: Must have completed at least ninth (9) grade by the start of camp.  Coursework in recreation, sports, administration, human development, education or related field is preferred.  

Experience: Recreation, athletics and/or education experience is desirable.  Experience teaching and/or working with children and youth age twelve (12) and under is preferred.

Licenses/Certifications: CPR, First Aid, and AED training and/or certification are required prior to the first day of camp.  There will be a CPR, First Aid and AED training on the May 30, 2026 Training Day.

Special Requirements:    Appointments to this position are contingent upon:

• A valid work permit issued from school (if under age 18 and have not graduated from high school or received a State Certificate of Proficiency).

DEFINITION:

The Music Instructor is responsible for providing quality music instruction to participants of varying skill levels in a positive and engaging environment. This position requires strong knowledge of music techniques and the ability to plan and deliver lessons that meet individual participants’ needs. The instructor will plan, prepare, and implement music lessons tailored to each participant’s abilities and goals, teaching music theory, aural skills, and practical techniques to individuals and groups. They will also prepare participants for performances or showcases as part of the program, select and acquire appropriate teaching materials and resources, and motivate participants to achieve continuous progress. In addition, the Music Instructor will communicate effectively with recreation staff and parents/caregivers regarding schedules, progress, and participant needs, assess participants’ abilities, provide constructive feedback, and maintain progress records. DESCRIPTION

The City of Thousand Oaks has an excellent opportunity for a Landscape Maintenance Worker I/II in the Public Works department.

Primary Responsibilities:

• Perform skilled work in the pruning, care, and maintenance of trees and grounds maintenance, including chemical application duties

DEFINITION

Under the direction of the Transit Manager, the Transit Analyst II is responsible for carrying out a variety of analytical and technical assignments; and working on administrative and operational activities, analysis and special projects in support of Union City’s transit programs and services.

CLASS CHARACTERISTICS

This is the experienced-level class in the Transit Division. Work given to an incumbent in this class involves various tasks including, but not limited to, scenario planning, performance-based planning, financial forecasting, regional policy research and analysis, transportation demand management, general analysis and development of transit programs and services, research of new trends in public transit and comparing how Union City provides service delivery, and participation in coordination events or meetings on behalf of Union City. Incumbents in this class perform advanced analytical work while following City and departmental policies while exercising the performance of more complex duties. The Transit Analyst II has general knowledge of the operating procedures and policies of transit and/or transportation planning. The Transit Analyst II is distinguished from the Transit Analyst I in that it is the full journey-level, professional class in the division and works more independently.

• Evaluates general planning, operations, and activities of the City’s public transit programs (fixed route, paratransit, and micro transit).
• Prepare and present comprehensive and, at times confidential, technical, administrative, statistical and financial analytical reports that present and interpret data, identify alternatives, present and justify conclusions, make forecasts, and offer recommendations based on data summaries and other findings.
• Provides recommendation to division leadership based on data and information from various sources in order to effectuate program and service delivery improvements and services for analysis and decision-making purposes.

• Lead budget development and administration, and grant reporting for complex projects; analyzing proposed capital, operating, and maintenance of expenditures based on services to be rendered.
• Coordinates the preparation of the scope of work (RFP’s, IFB’s, etc.) and other contract management related tasks such as monitoring and closeout of service and maintenance contracts, professional services, vehicle procurements, etc.
• Work with other City departments, other transit agencies and other public agencies to provide adequate transit amenities, service levels, service coordination and transit or transportation mitigation measures.
• Use, review, and recommend web-based programs designed to provide information to the Computer Assisted Dispatch and Automatic Vehicle Location (CAD/AVL) systems used to track vehicles and provide information to the region’s 511 system, provide service planning, and can generate the required versions of the general transit feed services by the region and state.
• Researching and responding to public complaints and inquiries; participating in the design and implementation of administrative procedures.
• Provide general assistance with the Public Works Department.
• Perform related duties, responsibilities and assist in special projects as needed.

DESCRIPTION 

The City of Thousand Oaks is seeking a highly skilled and experienced Senior Human Resources Analyst to serve as the program manager for employee and labor relations. 

Working under the general direction of the Deputy Director and Director of Human Resources, the Senior Human Resources Analyst oversees complex employee relations matters; conducts and coordinates workplace investigations; manages employee discipline processes; and supports labor negotiations with the City’s three recognized employee associations. 

This role works closely with the City Attorney’s Office, outside labor counsel, and external investigative firms to ensure employee and labor relations matters are handled consistently, lawfully, and in accordance with City policies and labor agreements. The position also partners with department management and supervisory staff to address employee concerns, promote consistent practices, and support effective performance management. 

In this role, you will serve as a trusted advisor to City departments and executive leadership, ensuring employment decisions align with applicable laws, labor agreements, and best practices. You will play a key role in maintaining productive labor-management relationships and supporting a fair, consistent approach to employee conduct and performance. 

While the primary focus of this position is employee and labor relations, the position may also be assigned responsibilities within the City’s safety and risk program. Specific duties will depend on the qualifications and skills of the selected candidate. 

PRIMARY RESPONSIBILITIES 

• Coordinate and manage employee relations matters across City departments, including guidance on performance management, disciplinary actions, conflict resolution, and policy interpretation, under the direction of HR leadership. 

• Conduct and coordinate workplace investigations involving allegations of misconduct, discrimination, harassment, and other policy violations, in collaboration with HR leadership, the City Attorney’s Office, and external investigators, as appropriate. 

• Support disciplinary processes by ensuring consistency, legal compliance, and adherence to due process requirements. 

• Support labor negotiations with the City’s three recognized employee bargaining units, including data analysis, proposal development, contract drafting support, and preparation of negotiation materials and communications. 

• Interpret and administer Memoranda of Understanding (MOUs) and assist departments in understanding and applying negotiated agreements and relevant labor laws. 

• Serve as a key liaison among Human Resources, City departments, labor organizations, legal counsel, and external partners to support constructive labor-management relationships. 

• Provide advanced analysis and recommendations to HR leadership on employee and labor relations matters, employment law considerations, and policy development. 

• Develop and deliver training for supervisors and managers on employee relations topics, disciplinary processes, investigations, and contract compliance. 

• Monitor changes and trends in labor and employment law and assist HR leadership in evaluating impacts on City policies, procedures, and practices. 

• Serve as a technical resource on risk and workplace safety regulations and policies, as assigned, and support compliance and advisory efforts.
