                          MINIMUM QUALIFICATIONS:

Education/Training:

• Equivalent to the completion of the twelfth grade supplemented by specialized training in civil engineering, business administration, horticulture, arboriculture, mechanical engineering, or a related field.

Experience:

• Four years of responsible facilities, streets, landscape or fleet maintenance experience including one year of administrative and/or lead supervisory experience.

License or Certificate:

• Possession of, or ability to obtain, an appropriate, valid driver’s license.
• When assigned to vehicle and equipment maintenance:
  • Possession of, or ability to obtain, an appropriate, Class A Commercial Driver's License with P (Passenger) endorsement within probationary period.

Building Maintenance & Facility Oversight

• Proven experience managing building systems, including electrical, HVAC, plumbing, carpentry, painting, locksmithing, roofing, and door repair

THE POSITION: As potential Police Sergeants, candidates in these roles will shoulder significant responsibility overseeing law enforcement and patrol duties during designated shifts. Responsibilities extend beyond field supervision, including the enforcement of departmental rules, fostering discipline, resolving subordinate issues, and conducting team performance evaluations. This role requires collaboration with armed personnel, possibly in uniform or plain clothes, requiring a balance of field and office tasks. The Library Assistant works under general supervision performing a wide variety of library support services related to patron assistance, circulation, automation, acquisitions, and processing; demonstrates a full understanding of all applicable policies, procedures and work methods associated with assigned duties; performs customer service duties as assigned; and any related duties as required.

DISTINGUISHING CHARACTERISTICS

The Library Assistant is a position in which incumbents are expected to independently perform the full scope of assigned library support duties.  This class is distinguished from the class of Library Coordinator in that the latter has supervisory and management responsibilities. This class is distinguished from the class of Librarian I/II in that the latter is a professional position that provides more specialized library services. 

 

SUPERVISION RECEIVED/EXERCISED

Receives general supervision from the Library Coordinator or Director of Library Services/Library Manager. Incumbents of this class do not routinely exercise supervision.

 

ESSENTIAL FUNCTIONS

Include but are not limited to the following

• Staffs the circulation, reference, and children’s reference desks and provides superior customer service at these desks. 
• Educates patrons about the Library Code of Conduct, to ensure a positive experience for all patrons. 
• Assists patrons with the online catalog, computers, self-checkout machines, and other library equipment and electronic resources. Demonstrates and educates patrons in the proper use of the equipment and assists when standard issues arise.
• Performs circulation activities, including checking library materials in and out, registering library patrons and issuing library cards, placing holds, and explaining and implementing library policies and procedures. 
• Assists patrons with information inquiries, whether in person, by phone, e-mail, or official social media channels. These inquiries may include directional, informational, reader’s advisory, and basic reference questions. 
• Assists patrons with locating materials within the library and informs patrons of library services and resources. Suggests alternative or additional resources where appropriate. 
• Maintains the library in a neat and orderly condition, including by shelving library materials. 
• Supports the maintenance of the library collection, including by weeding outdated or damaged material; removing damaged items from circulation at service points; and repairing library materials. 
• Processes, catalogs, and prepares new materials for circulation following established procedures. 
• Suggests new materials to benefit the library collection. 
• Receives payments in cash, checks, and credit/debit cards, records payments in the Library computer system, provides receipts reflecting transactions, and addresses routine overdue and library customer circulation record issues and escalates more complex concerns.
• Balances the cash drawer on a daily basis. 
• Communicates with patrons about missing and damaged items and related fees. 
• Plans and implements library programs and events as directed
• Prepares marketing materials, public information, and event calendars for supervisor review and distribution.

• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff, and the public.

WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily office activities.  The position also requires grasping, repetitive hand movement and fine coordination in preparing documents and data using a computer keyboard.  Additionally, the position requires near and far vision in reading correspondence, statistical data and using the computer, and acute hearing is required when providing phone and personal service.  The need to lift, drag and push files, paper and documents weighing up to 25 pounds also is required.

After passing required tests, the employee must commit to attending a 20-week program with the Santa Rosa Junior College Public Safety Training Center. The police academy will be held Monday – Friday and include some nights and weekends. The next academy is January 5 - May 22, 2026. 

Upon graduation, the successful trainee will be transitioned to a Field Training Officer program with the Mill Valley Police Department and promoted to Step 1 Police Officer (probationary) with full benefits. If the employee does not complete and graduate the police academy with a POST academy certificate, they will be released from employment. ABOUT THE POSITION

The Police Officer Trainee position enables an incumbent to attend a local law enforcement academy and earn their POST (California Commission on Peace Officer Standards and Training) certificate of academy completion while enjoying the support and mentorship of our agency, and receiving compensation. The City of Foster City is actively seeking a dedicated and responsible individual to join our team as a Building Services Assistant. In this role, you will provide physical set-up arrangements for classes, meetings, activities for public and private functions in the community buildings; assure security of buildings; and providing public information about recreation activities. This is a part-time, non-benefited position.

Education and Training Guidelines
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way would be: 

• Education: Completion of the tenth grade or equivalent.
• Experience: Providing public services, information or directions; or performing group function arrangements or coordination is desirable.

Special Requirements
Ability to lift and move chairs, tables and equipment up to 40 lbs.; work under minimal direct supervision; work flexible hours; remain calm and use good judgement in difficult and emergency situations; provide courteous public service; drive a car/van to other city facilities.

Selection Process

Under general supervision of a Police Sergeant, the non-sworn Community Service Aide provides technical police services in crime prevention, crime investigation, and crime response which do not require full police powers and assists police officers in the maintenance of law and order.

CLASS CHACTERISTICS
The Community Service Aide is a journey-level classification, fully competent to independently perform a variety of patrol and special assignment support duties. A Community Service Aide may be assigned to an organizational unit including Community Oriented Policing and Problem Solving (COPPS) and Investigations. This classification has clear guidelines to help with independent decision-making, and supervision is available when unusual or complex situations arise.

EXAMPLES OF DUTIES (illustrative only):

• Receive and transmit calls for service over the police radio.
• Issue vehicle parking and registration citations.
• Mark, arrange tow, and maintain files for abandoned vehicles; cite vehicle/owner for violation after a given period of time of being marked.
• Direct traffic at major injury collisions, chemical spills, malfunctioning traffic signals, and special events.
• Drive a marked police vehicle; transport children to foster care facilities, citizens including stranded motorists, and city staff; deliver messages, property, and evidence as dispatched to court, citizens, or other agencies.
• Interview witnesses or others involved search for, collect, and identify evidence; and write reports for crimes with no suspect, lost and found cases, and non-injury collisions.
• Engage in general patrol observation; report any suspicious activity to dispatch and patrol officers.
• Patrol and enforce animal regulation laws and ordinances, which include receiving and investigating complaints and reports regarding stray, dangerous, unwanted or improperly controlled dogs, livestock and other animals; answering emergency calls and investigating persons bitten and quarantining the animal; and impounding, transporting and giving first aid to animals.
• Verify and certify mechanical violations receiving a citation have been corrected.
• Search files for information to aid in apprehending a criminal, returning lost property, determining the disposition of a vehicle and other problem resolution.
• Assist in the processing of evidence to include crime scene photography, sketching, video, evidence collection, and preservation as well as other duties associated with evidence processing. Assist in routine equipment/vehicle maintenance.
• Assist with clerical functions such as entering data and conducting file searches on the computer and typing filing, and form completion.
• Provide municipal code updates and additions for best practices and law changes.
• Coordinate training of both current employees (CPT) and new employees (FTO).
• Testify in court.
• Inspect and clean the holding facilities and radio-equipped vehicles in order to maintain health/safety standards.
• Search and/or obtain specimens from same-sex prisoners.
• Performs related work as required.

Community Oriented Policing and Problem Solving (COPPS):

• Perform community outreach.
• Assist, participate, and support community events (e.g., Shop with a Cop Coffee with Cops, National Night Out, Summer Sandlot etc.).
• Assist with the neighborhood watch program/meetings.
• Assist with COPPS unit projects.
• Liaison with Youth and Family Services (YFS).
• Performs related work in COPPS as required.

Investigations:

• Ensure registration of habitual sex and narcotic offenders are complete and organized.
• Attend a basic POST approved Crime Scene Investigation course and other applicable, advanced trainings.
• Assist with the collection and preservation of evidence to include taking crime scene photographs, searching and dusting for latent fingerprints, crime scene diagrams, laser scanning of crime scenes, and attending autopsies. Arrange for proper identification of evidence.
• Assist Detectives with basic investigative follow-up (e.g. no identified suspect fingerprint results, gather surveillance footage, etc.)
• Performs related work in Investigations as required.

• A minimum of one-year satisfactory past police patrol experience within the past three years.
• Must have no record of felony criminal convictions or misdemeanor convictions that could affect credibility as a witness in a court of law.
• Vision and hearing capabilities consistent with guidelines by POST and/or the City.
• Must be of good moral character to be determined by a thorough background investigation, which will be conducted under POST guidelines.
