The Position

The City of San Mateo is seeking a qualified and experienced Deputy City Librarian to serve in a key leadership role within the Library Department. Reporting to the City Librarian, the Deputy City Librarian acts as the Library’s chief operating officer and directly supervises division managers overseeing Children’s/Literacy Services, Information Services, and Circulation/Technical Services. The Deputy City Librarian also plays a lead role in cross-divisional project management, operational oversight, strategic plan implementation, and in representing the Library at meetings and public events.

• Prioritizes work of staff; develops and trains staff; conducts performance evaluations; approves actions regarding hiring, promoting, and disciplining; and approves recommendations on all employee actions.
• Reviews changes in laws, regulations, and guidelines for their effect upon Library activities; evaluates the effect of such changes, and recommends and implements changes to policies and procedures as required for compliance.
• Assumes management responsibility for all daily operations, departments, programs, and services of the Library.
• Manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned services including human resources administration, library development, library service plan, outreach and marketing and is involved in the planning, implementing, and managing of new technologies.
• Monitors and evaluates the efficiency, effectiveness and quality of service delivery methods and procedures for the department.
• Reviews the work plan for the Supervising Librarians and Supervising Library Assistant; meets with each to identify and resolve problems.
• Negotiates and resolves significant and controversial issues.
• Conducts meetings and makes presentations; functions as the Library’s project manager for special projects as assigned;
• Assists in the coordination of library activities with other City departments and outside agencies.
• May participate in the delivery of library services.
• Be a community liaison and lead in fundraising relating to service outreach and marketing.
• Assists in the preparation of the annual budget for the library; estimates staffing, equipment, and supply needs based upon recent trends and planned activities; monitors monthly expenditures after budget adoption; oversees disposition of surplus materials; and approves purchase requisitions.
• Prepares a variety of reports and correspondence; reviews internal policies and procedures; develops content for press releases and other material for dissemination to the public.
• Represents the City and Library in the community, within the Peninsula Library System, and at professional meetings and committees, as necessary.
• Responds to citizen inquiries; investigates and resolves patron complaints and concerns; applies the principles of good customers service and instills it in staff members.

Applications are being accepted for the position of Park Maintenance Worker part-time/hourly) with the City of South San Francisco. This is a non-benefited, part-time/hourly position.

The Department

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The Parks and Recreation Department is composed of a Director and 22 full-time management positions. The department is comprised of the Recreation, Community Services, Parks, Facilities and Common Greens divisions.

The Parks Division is in charge of planning and maintaining the city’s parks, playgrounds, sports fields, and other landscaping. There are approximately 25 parks and play lots, including Sign Hill Park, which has 60 acres of open space, and Centennial Way Linear Park, a 3-mile pedestrian and bicycle trail. Amenities include Centennial Dog Park, bocce ball courts, an above-ground skate park, a variety of ball fields, tennis and basketball courts, picnic shelters and group picnic areas.
 

IDEAL CANDIDATE SECTION:

The ideal part-time Park Maintenance Worker will be able to prioritize work and coordinate multiple tasks while working cooperatively with a variety of people, consistently ensuring excellent customer service. Capable of organizing duties, meeting critical deadlines, and following up on assignments with minimal supervision to maintain parks and public facilities according to established standards. Additionally, the ideal candidate will have knowledge of basic techniques, tools, equipment, and materials used in park and landscape maintenance, as well as an understanding of occupational hazards and related safety practices.

Typical Duties and Responsibilities:

• Maintains all types of landscaped areas through mowing, watering, planting, trimming, weeding, and fertilizing.
• Applies insecticides, herbicides, and fertilizers.
• Operates trucks, tractors, mowers, chippers, and related grounds and tree maintenance equipment.
• Cleans and perform minor repairs to park and recreation equipment, buildings, and related facilities; maintains and prepares athletic fields.
• Assists in the maintenance of sprinkler systems; assists in the maintenance and minor repair of power-driven equipment.
• As assigned, works extended or irregular hours.
• Assists in the general cleaning and maintenance of the Corporation Yard.
• Performs other related duties as required.

QUALIFICATIONS: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: One year of experience in parks and landscape maintenance work is preferred. 

Training: Equivalent to graduation from high school.

Licenses/Certificates: All licenses and certificates must be maintained as a condition of employment.

San Mateo County Health is seeking a highly qualified candidate for the position of Edison Clinic Therapist (Psychiatric Social Worker I/II).

Under general supervision, the Clinic Therapist will work approximately 40 hours per week, providing a wide variety of therapeutic services and, if time permits, up to 10 hours of social work case management services. Responsibilities include screening, assessment, evaluation, and psychotherapy, with a focus when appropriate on harm reduction therapeutic interventions and support services for clients in need of, or currently receiving, substance abuse therapy and treatment.

Additional duties include developing and implementing activities related to substance abuse prevention, intervention, and rehabilitation, as well as performing other related work. The position also involves providing social work services to non-therapy clients in support of other on-staff social work case managers.

The Position
The position will be embedded at the Public Health, Policy and Planning Edison Clinic at the San Mateo Medical Center, and possibly one morning per week at the Fair Oaks Health Center, with clinic hours Monday through Friday. 

This position will engage individuals with a range of mental health and substance use disorders to provide a range of services and supports, including but not limited to, diagnosis of issues to be focus of clinical attention, including substance use and other behavioral health needs; screening/assessing clients' needs using assessment criteria to determine medical necessity and identification of key clinical interventions; determination of stage of change; and engaging clients by using Motivational Interviewing and Harm Reduction practices.

The provider will provide therapy for primary case load, and as a backup also provide case management services, including transportation, client advocacy, client-driven treatment planning, and care coordination with other care providers; navigation of medical and mental health services, including medication assisted treatments; assisting clients with enrolling into benefits, including health coverage for which they are eligible; participate in a multidisciplinary team; use clinical consultation care coordination meetings; and partner with key referral sources and other service providers including but not limited to, San Mateo Medical Center (SMMC) Emergency Department (ED), Psychiatric Emergency Services (PES), and Primary Care and Specialty Clinics, BHRS clinics and programs, Substance Use Disorder treatment providers, including Palm Avenue Detox, shelters, Probation, and Correctional Health.

The Ideal Candidate
The ideal candidate will have significant knowledge, skills, experience, and training in providing therapy as well as case management; assessing and evaluating adult clients with mental health and substance use issues; determining appropriate referrals and recommending treatment plans; documenting in electronic medical records; establishing appropriate clinical relationships; and demonstrating strong understanding of confidentiality and ethics.

Three years of experience in clinical social work, psychotherapy, or a related field, particularly with diverse populations affected by mental health and substance use issues is highly desirable.

• Experience working with adults with co-occurring behavioral health and medical conditions, in emergency services, the criminal justice system, or with adult populations relevant to the position is beneficial.

Licensure/Certification:

• Psychiatric Social Worker I: Registration with the Board of Behavioral Examiners as an intern.   An individual hired in this classification must become licensed within six years from the date of employment as a Clinical Social Worker issued by the State of California.
• Psychiatric Social Worker II:  Current California license as a Clinical Social Worker.

Special Requirements:  

• Individuals in this classification assigned to an on-site school program are required to meet any specialized requirements (i.e., Pupil Personnel Services credential) as stipulated by federal and state laws and regulations.
• Individuals assigned to Canyon Oaks Youth Center, must have the ability to complete 40 hours of mandated training annually.

General

The Deputy Director, Traction Power and OCS, reports to the Director, Engineering, and is responsible for the development and management of Engineering systems and lead projects and programs related to 25kV AC Traction Power, Overhead Contact System, Grounding and Bonding and EMC for the Peninsula Corridor Joint Powers Board (Caltrain).

Essential Functions & Duties

• Serve as an agency subject matter expert for all 2X25kV AC railway Traction power and OCS related issues to provide expert recommendations and assistance to executive leadership on Traction Power, OCS, grounding and Bonding, EMC and safety standards for Caltrain railroad network.

• Responsible for establishing and implementing the engineering processes for all traction power-related systems, including developing and maintaining 2x25kV AC Electrification Standards.

• Provide management and oversight of Traction Power related activities related to Engineering.

• Lead the development of performance indicators for Caltrain and the actions needed to improve or correct performance and the capture and analysis of Traction Power and OCS data, to include Electrical Traction power concerns, accident/incident data, and trends.

• Drive innovations and improvements to increase the reliability, availability, effectiveness and efficiency of the Traction Power/OCS assets and maintenance programs. 

• Assure compliance with the Agency’s Transit Asset Management Program for traction power and OCS systems.

• Provide technical guidance for the work performed by the railroad contract operator to maintain traction power and OCS systems.

• Provide engineering leadership to the Contract Operator’s Maintenance Department to resolve and repair failed traction power equipment.

• Responsible for the development of maintenance requirements for traction power and OCS assets.

• Lead all initiatives related to process improvements and change management. Ensures Standard Operating Procedures (SOP) are communicated and followed.

• Serve as a liaison and a lead contact person with utilities and regulatory agencies to ensure regulatory compliance for all Traction Power related positions.

• Liaison with internal and external stakeholders on Caltrain commuter rail operations and maintenance, planning, and safety departments for any traction power related issues.

• Provide technical input to the Planning department to develop project scopes.

• Make recommendations to contractors, project managers and lead engineers in the areas of Traction Power performance in accordance with the contract.

• Develop, implement, and maintain budgeting of the projects and programs related to traction power Engineering and monitor their financial health.

• Develop and maintain budgetary requirements for engineering projects. 

• Supervise staff. Hire, mentor, and take appropriate corrective and/or disciplinary action. Ensure EEO policies and procedures are followed. Participate in selection of staff. • Plan and develop the implementation of operating rules and policies for the Traction Power and OCS System.  

• Lead and assess all reports related to Traction Power equipment failures, underperformance, and safety violations.  

• Promote safety awareness and follow safety procedures to reduce or eliminate accidents.  

• Lead the audit process, certification inspections, and regulatory requirements following alterations or improvements to the Traction Power and OCS system.  

• Establish predictive Traction Power and OCS maintenance programs for critical infrastructure assets to increase availability, resiliency, reduce repairs and service interruptions, and improve maintenance efficiency.  

• Identify Traction Power infrastructure quality concerns and propose solutions.  

• Develop cost estimates for Traction Power and OCS projects. 

• Responsible for training on Standard Operating Procedures (SOPs) and communicating policy changes and updates.

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Bachelor’s degree in electrical engineering or a related field.

• Six (6) years of experience in Traction Power and OCS in 25kV AC electrified railroad.

• Three (3) years management level experience.

Preferred Qualifications:

• California PE License (or the ability to obtain within 6 months)

• Possess a valid California drivers’ license with a safe driving record.

• Possess effective written and oral communication skills.

• Strong prior experience with Microsoft Office suite, scheduling software (MS Project or Primavera)

The Senior Engineer, Railroad Structures reports to the Manager, Engineering Structures and Facilities, and is responsible for Caltrain corridor engineering, construction support of capital improvement projects, engineering design and maintenance support of facilities, including maintenance facilities and historical stations, project planning support, and design studies support for railroad structures including railroad stations, and railroad facilities for the Peninsula Corridor Joint Powers Board (Caltrain).

Essential Functions & Duties

Examples of Essential Functions:

• · Provide engineering architectural and design support related to design review, renovations, structural improvements and repairs for Rail Operations, Capital Projects, Construction Management, and other Caltrain departments.

• · Works closely with key stakeholders internally and externally to maintain railroad facilities, structures, tracks, tunnels and bridges (civil/structural).

• · Review and perform capacity calculations on railway structures, design reviews and capital improvement projects to protect the integrity of the railroad structures, including historical preservation and to ensure technical requirements are met.

• · Oversee projects to be performed by outside agencies (3rd party projects) working on Caltrain property.

• · Participate in capital project development studies including consultant negotiations, estimating, and scheduling.

• · Identify root causes of engineering structural issues and present appropriate solutions.

Examples of Essential Duties:

• · Review engineering design project documents including plans, specifications, calculations, cost estimates, project schedules, and constructability review reports.

• · Review project design documents, interface with Caltrain Operations, monitor construction progress, and inspect construction fieldwork.

• · Monitor third party vendors on capital projects to protect the Agency’s infrastructure and operational interests.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT:

Work is performed in an office environment in close proximity to other workers.  Incumbent shall be exposed to those conditions normally encountered in a business office environment.  Physical demands require frequent standing, reaching, leaning, twisting, grasping, lifting and sitting for prolonged periods of time.  Must carry moderately heavy boxes up to 50 pounds and/or utilize a dolly.  Incumbent must be able to drive safely to various City sites.  Incumbent must be able to see and hear in the normal range, with or without correction.  Incumbent must have the stamina to work long hours and overtime, if assigned, and be willing to work an irregular schedule, which might include evenings, weekends, holidays, and varying hours.
