The Senior Engineer, under the general direction of the Division Manager, leads and manages the New Development Review Team, overseeing the review and delivery of complex private development projects. This role ensures that development projects align with the City of San José’s and department’s transportation priorities, multimodal policies, and regulatory requirements.

The position provides technical leadership across the development review process and serves as a key liaison with internal partners, external stakeholders, and the public. As a unit lead, the Senior Engineer supervises staff, manages workload, and supports the consistent, high-quality implementation of City transportation policies and standards.

 

 

Position Duties

The Department of Transportation is currently seeking to fill 1 vacancy for the Senior Engineer position. • Lead and manage the New Development Review Team, including supervising, mentoring, and providing technical guidance to engineering and technical staff.

• Conduct and oversee technical review of roadway design, traffic signal modifications, streetscape improvements, and bicycle and pedestrian facilities.
• Review technical reports, traffic studies, and memorandums to ensure compliance with local, state, and federal laws, regulations, and policies.
• Manage and advance complex and high-profile development projects like Pleasant Hills Golf Course and LS Power, ensuring adherence to aggressive schedules and key milestones.
• Coordinate closely with internal partners, including Public Works (DPW) and Planning, Building, and Code Enforcement (PBCE), on development intake, design, and approval processes.
• Serve as a liaison across DOT sections and with external stakeholders, including developers, Council offices, community groups, and public agencies.
• Represent the Department at community meetings, Director’s Hearings, and Planning Commission meetings; present recommendations and address transportation-related concerns.
• Synthesize and coordinate input across departments to support timely decision-making and high-quality project outcomes.
• Ensure compliance with the City’s General Plan, multimodal policies, Complete Streets standards, and transportation design guidelines.
• Develop and review roadway design parameters and planlines for development projects; assign and monitor deadlines for in-house conceptual design tasks.
• Plan, implement, and monitor program activities, including workload distribution, performance metrics, and continuous process improvements.
• Contribute to the development and refinement of Citywide transportation design guidelines and standards.

SENIOR BUILDING INSPECTOR

Salary: $58.52 - $74.69 Hourly

An Associate's degree or 60 semester units or 90 quarter units in engineering technology, architecture, construction management or related field; AND
Four years of professional, full-time experience as a building inspector with a public agency,

OR

Graduation from high school or tested equivalent; AND
Four years of professional, full-time experience as a building inspector with a public agency and two years as a licensed general contractor.

Licenses/Certificates:
Possession at time of hire and continued maintenance of a valid Class C California driver's license and a safe driving record.
Possession and continued maintenance of ICC Certifications:  Building Inspector (B1 and B2), Electrical Inspector (E1 and E2), Plumbing Inspector (P1 and P2), and Mechanical Inspector (M1 and M2).

Main Duties

The main duties will include, but are not limited to:

• Accounts payable, including verifying availability of funds and proper classification of expenditures.
• Review monthly credit cards  transactions for proper coding, approval, and timely processing; follow up with staff as needed due to high transaction volume and coordinate resolution of coding or approval issues.   
• Report generation, including the preparation of the Claims Report for each Board meeting. The Claims Report includes the Accounts Payable and credit cards transactions for a specific period. The Claims Report is a public document and must be reported at every regular Board meeting.
• Perform routine reconciliation of expenditure and revenue accounts, including bank statements.
• Produce journal entries to post to the general ledger.
• Verify, post, and record financial transactions; maintain accounting records, ledgers, registers, journals, and supporting databases in accordance with established accounting policies and procedures.
• Providing technical assistance  for  year-end audit preparation,  including  supplying information to the auditors  and responding to requests and questions.

Additional Responsibilities

The additional responsibilities may include:

• Accounts receivable duties as needed.
• Reconcile specialized accounts including land acquisition worksheets, capital assets, and long-term debt funds to ensure accuracy of financial records.
• Assist in processing debt service obligations, including preparing payment schedules, processing annual payments, posting interest on bonds and notes, updating liability balances, and preparing related journal entries.
• Review, post, balance, reconcile, and maintain accurate and confidential accounting and payroll records. Accurately prepare employee and vendor payments for retirement and other benefits; submit reportable compensation to CalPERS and process payments; prepare Federal and State tax reports.
• Assist in gathering data and preparing monthly financial and statistical reports.

The Position:

The Senior Planner is the advanced journey level classification in the professional Planner series. An incumbent in this classification is responsible for performing complex planning duties in the administration of land use regulations, the City's General Plan, Housing Element, environmental review, and design review.  The Senior Planner is distinguished from the Associate Planner classification as they perform lead, supervisory responsibilities.

This Senior Planner position will be primarily assigned to advanced or long-range planning implementing the City’s Housing Element, including preparing Annual Progress Reports, monitoring Regional Housing Needs Allocations, developing, implementing, and monitoring policies, data analysis & reporting, and community engagement activities.

The ideal candidate is expected to be familiar with state planning and housing laws, including state density bonus requirements, and Housing Element requirements. They should be able to demonstrate a comprehensive understanding of the laws and the local implementing ordinances to ensure the City is in compliance. This position will also play a key role in advancing housing-related initiatives, many of which are part of the Housing Element programs.

The ideal candidate will be a motivated self-starter able to work independently, and with a team. They will be able to communicate effectively with supervisors, colleagues, consultants, decision-makers, and the public. Four (4) years of professional municipal or regional planning experience.

Acceptable Substitution:

• Two (2) years professional planning experience as an Associate Planner with the City of Santa Clara may be substituted for the required experience.

• A Master's Degree from an accredited college or university in City Planning or closely related field may be substituted for one year of the required experience.

Desirable Qualifications:

• Computer proficiency in Microsoft Word, Excel, Geographic Information Systems (GIS), permit tracking software, such as Accela.

• Depending on position assignment, experience in a particular specialty such as current planning, advanced or long-range planning, California Environmental Quality Act (CEQA), and/or Geographic Information Systems (GIS) mapping, or database development.

• Experience developing and delivering public presentations.

• Planning experience in a lead or supervisory capacity.

• Possession of a certification from the American Institute of Certified Planners (AICP).

Other Requirements: 

• Will be expected to work evenings and weekends as required.

• Must be able to perform all of the essential functions of the job assignment.

Best qualified candidates, depending on level (Assistant, Staff, Senior), will have a Bachelors Degree and between at least one (1) to three (3) years of previous experience developing affordable housing using Federal and State funding sources, pro formas and financial model analysis, and reviewing and negotiating real estate development transactional documents. Strong problem-solving and effective communication skills to work with all cross-functional partners through the project.
