POSITION

To plan, organize and manage all activities and programs for a specified division of library operations or services, to include the supervision, coordination, promotion and evaluation of division program.  The purpose of this recruitment is to fill a current vacancy in our Teen Programs within the Woodland Public Library, as well as establish an eligibility list for future vacancies.

Library Program Manager II: This is the journey level class in the professional library series. Positions in this class are flexibly staffed and are normally filled by advancement from the lower class of Librarian Program Manager I, or when filled from the outside, require prior professional library work experience.  Appointment to the higher class requires that the employee be performing substantially the full range of duties for the class and meet the qualification standards for the class. Work in this class is distinguished from that of a Library Program Manager I by greater complexity of the assignments received and by greater independence with which an incumbent is expected to operate.

ESSENTIAL JOB FUNCTIONS

• Develops and interprets division policies.
• Coordinates program planning and service delivery for the division.

MINIMUM QUALIFICATIONS

Education
Library Program Manager I and II
Possession of a Master of Library Sciences Degree from an accredited college or university.

Experience

One (1) year experience supervising staff and/or developing/managing programs.

Library Program Manager II

A minimum of four (4) years' responsible experience in a professional librarian capacity, including one (1) year in a supervisory capacity and one (1) year of managing programs.

Under the direction of the Recreation Supervisor and Senior Lifeguard/Swim Instructor, Lifeguard/Swim Instructor performs a variety of duties to ensure the City of Dixon swimming pool is a safe and enjoyable aquatic facility. THE POSITION
To collect and examine water, wastewater, stormwater and related materials.  Performs a variety of standardized and complex tests and analysis of such samples. Maintains and calibrates laboratory equipment, prepares glassware, mixes reagents and media. Laboratory Technician I:
This is the entry-level classification in the flexibly staffed Laboratory (Lab) Technician series.  Positions at this level are distinguished from the Lab Technician II level by providing a narrower range of duties, usually of a less complex nature in the treatment plant laboratory.  Incumbents learn and perform a variety of clearly defined duties involved with cleaning and maintaining laboratory material and equipment and performing routine testing and analysis in the laboratory. Laboratory Technician II provides lead supervision and training as needed to the Laboratory Technician I.

Laboratory Technician II:
This is the journey level classification of Lab Technician series.  Positions at this level are distinguished from the entry level by performing complex testing and analysis in the treatment plant laboratory.  Incumbents are thoroughly familiar of defined duties involved with calibrating and maintaining sophisticated laboratory equipment.  Provides lead direction to Lab Technician I in addition to performing NPDES required analyses in the laboratory and the more complex laboratory analysis. The Laboratory and Environmental Compliance Manager provides direct supervision. 

ESSENTIAL JOB FUNCTIONS

Laboratory Technician I - Collects and prepares water, wastewater, receiving waters and related samples for analysis.  Conducts standard physical, chemical and biological analysis of such samples.  Makes mathematical calculations and statistical analysis for test results.  Prepares and maintains a variety of logs, records and reports related to the work performed.  Performs complex sampling techniques.  Prepares lab supply and equipment order lists.  Regular and consistent attendance.

Laboratory Technician II – All of the essential functions listed above and:  Prepares standardized reagents and media used in laboratory analysis.  Samples, schedules and ships samples to outside laboratories.  Performs analysis on quality assurance samples for compliance with State Health Department to maintain laboratory certification.  Participates in the laboratory quality assurance program by reviewing and verifying records and reports for the NPDES permit requirements.  Schedules laboratory and maintenance work, ordering of materials, and maintains records as directed by the Laboratory and Environmental Compliance Manager.  Ensure proper maintenance and repair work on all laboratory equipment.

OTHER JOB FUNCTIONS
Cleans and prepares laboratory equipment and glassware.  Maintains laboratory in a clean and orderly condition.  Observes safe work methods, practices and precautions; uses appropriate safety devices and equipment in accordance with laboratory standard operating procedures.  Perform related duties as assigned.

QUALIFICATIONS

Laboratory Technician I:
Education:  High School Diploma or equivalent supplemented by related college level coursework. 

Experience:  One (1) year experience in a laboratory or related position is desirable.

License and Certificate:  Required upon hire, possession of a current California Driver’s License.  Possession of a current California Water Environment Association Grade I Laboratory Analyst Certificate within eighteen (18) months of appointment.  Grade I Wastewater Treatment Plant Operator certificate is desirable.

Laboratory Technician II:
Education:  High School Diploma or equivalent is required.  Completion of one (1) year of related college level coursework is preferred.

Experience:  Two (2) years of general laboratory experience is preferred. 

License and Certificate:  Required upon hire, possession of all certifications required for the Laboratory Technician I and possession of a current California Water Environment Association Grade II Laboratory Analyst certificate within eighteen (18) months.  Grade II Wastewater Treatment Plant Operator certificate is desirable.

We are now accepting applications for up to 20 seasonal, part-time Recreation Aide I positions for our Kids Kamp Program. We are looking for candidates with qualities such as reliability, creativity, dependability and enthusiasm.

DISTINGUISHING CHARACTERISTICS:
The Recreation Aide I is the entry level class and is responsible for performing less-complex assignments within an established procedural framework where there are minimal consequences of error. This classification is distinguished from the next higher classification of Recreation Aide II by the performance of more routine, repetitive and less complex assignments.

SUPERVISION RECEIVED/EXERCISED:
Receives supervision from administrative and/or management staff. Incumbents of this class do not routinely exercise supervision but those at the higher levels may be asked to supervise from time to time but not on a consistent basis.

• Develop and implement activities and programs for youth.
• Directly supervise children, monitor and redirect behavior, both on site and during trips.

The incumbent needs to have the ability to hear and speak for purposes of communication. The position also requires both near and far vision when administering programs and operating equipment. The need to lift, carry and push equipment and supplies weighing 25 pounds or more is also required. The incumbent in this outdoor position works in all weather conditions, including wet, hot, and cold.

Knowledge of: 

Principles, practices and methods used in various recreational activities and programs. Basic principles of reading and mathematics, applicable federal, state and local laws, codes and regulations, including recreational manuals and specifications; standard office procedures, practices and equipment; modern office equipment including a computer and applicable software; methods and techniques for record keeping and report preparation and writing; proper English, spelling and grammar; and occupational hazards and standard safety procedures.

Skill to: 

Be able to receive direction and follow oral and written instructions; have qualities such as reliability, dependability, creativity and enthusiasm; ability to develop effective working relationships with fellow city employees, children, and parents. Ability to work with children, a strong knowledge of sports programs and the rules or running recreational programs. Operate an office computer and variety of word processing and software applications.

Ability to: 

Lift up to 50 lbs.; deal successfully with the public, in person and over the telephone; courteously respond to community issues, concerns and needs; interpret, explain and apply applicable laws, codes, rules and regulations; make suggestions to adjust standard operating procedures as is appropriate; read, interpret and record data accurately; organize, prioritize and follow-up on work assignments; work independently and as part of a team; make sound decisions within established guidelines; follow written and oral directions; observe safety principles and work in a safe manner; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships.

The Community Outreach Specialist performs a wide range of duties to advance awareness of Pioneer in existing and expansion territories, promoting customer care services and programs, and supporting the overall awareness of the agency through a variety of strategic communication tactics. Duties include:

• Supporting activities related to expansion and growth opportunities for Pioneer.
• Researching opportunities to cultivate relationships with stakeholders in expansion communities, including potential member staff, elected officials, business and fraternal organizations, senior and income assistance groups, and influential customers that may take advantage of Pioneer’s many benefits, including competitive and stable rates, and programs.
• Supporting the preparation of Pioneer’s participation in public events through baseline research and materials development.
• Supporting elements of the service launch process by identifying key opportunities, coordinating media briefings, and developing regionally-focused materials for the media and general public.
• Supporting the Director of Communications, responding to inquiries, preparing, proofreading and delivering presentations to various community groups, participating in on-site visits, emailing, cold-calling, and providing information about Pioneer’s programs and services, including cost comparisons.
• Working with Pioneer’s Communications, Customer Care and Programs teams to support, organize and implement community outreach efforts to market Pioneer’s programs and services to the general public and other stakeholders.
• Participating in and supporting meetings with Pioneer staff and vendors to ensure all outreach activities align with strategic objectives.

Qualified candidates will have an ability use a variety of software packages including Microsoft Suite, Google Suite, including Sheets, Docs, and Calendar, engage and coordinate with diverse stakeholders in person, on the phone, and through email to promote and explain Pioneer’s services and programs, multitask on several projects while delivering a consistent, high-quality and timely work product, and fully interpret and explain energy data and statistics to stakeholders in a simple and understandable manner. 

Bachelor’s degree from an accredited college or university with major course work in Communications, Public Administration, or a related field.

OR

Experience: 
Four years of experience in community energy outreach, or equivalent experience. Experience working in a public utility and/or Community Choice Aggregate program is desirable.
