About the Position:

The County of Yuba is currently accepting applications for Building Inspector I/II/III in the Building Department of the Community Development & Services Agency. This is a multi-level class series in which incumbents may be assigned to any one of the three levels depending on organizational needs, professional experience, individual expertise and skill, proficiency gained and complexity of assignments. The Building Inspector series is flexibly staffed through level III.

Building Inspector I – Initially under close supervision, incumbents learn structural, framing, plumbing, electrical, energy consumption, disability access, zoning, and related codes and inspection techniques. As experience is gained, inspections become more complex and are performed under more general supervision. This is the entry level in the building inspection series.   

Building Inspector II – Under limited supervision, this is the journey level in this class series, fully qualified to independently perform diverse inspections. This is the journey level in the building inspection series.  

Building Inspector III – is the advanced journey/lead level in this class series. Incumbents at this level receive general supervision as new or unusual situations arise. As employees progress through these levels, they will be assigned more complex, difficult and/or contentious inspections.

Building Inspector I:

• Perform basic principles and practices of the Building Department for inspections, investigations, code interpretation, permit application intake, review and permit issuance, including record keeping and case management.  Also learns zoning, land use, fire-safe and water quality related regulations.
• Inspect new and existing residential properties, and other building and construction elements for conformance to codes, regulations, plans, specifications and standards related to foundations, framing, electrical, plumbing and other structural and functional elements.
• Maintain professional development and continuing education activities, study for and pass certification exams to maintain certification requirements.

Building Inspector II:

• Learn inspection practices and procedures for non-residential commercial and industrial projects, new and existing.
• Perform inspections of new and existing buildings, building and construction elements and structures with limited supervision.
• Investigate complaints regarding existing buildings or new construction to determine if code violations or problem conditions exist; resolve problems or refer them to the supervisor for resolution.

Building Inspector III:

• Provide lead direction, training and work review to professional and technical staff; organize and assign work, set priorities and follow-up to ensure coordination and completion of assigned work; provide input into performance evaluations.
• Perform plan reviews and field inspections of a complex and difficult nature; respond to highly sensitive, complex, or technical complaints; make on-site visits to validate the nature of the complaint and recommend solutions.
• Independently perform full range of Building Inspection duties including conducting and documenting multiple inspections; maintain accurate and separate records for each inspection.

The Behavioral Health Clinician I/II performs a variety of professional duties in the provision of outpatient and crisis behavioral health services to individuals and groups. This person will work with complex casework which may include clinics, criminal justice, adult services, youth and family services, and other mental health settings where they may be asked to  respond to crisis situations, work with case managers and psychiatrists in treatment teams and be familiar with various treatment modalities to ensure clients are in appropriate treatment services. The position is scheduled for forty (40) hours per week.

JOB DUTIES

• Provides individual, group, and family counseling on a variety of mental health problems and substance use disorders; develops treatment plans; provides follow-up counseling and assists patients with the resolution of problems.
• Observes patients on-site at schools, etc., as necessary; conducts home visits as necessary. Participates in outreach activities, providing information to the community regarding prevention, intervention, and education.
• Provides psychotherapy to children and adult clients or their relatives through individual or group therapy methods.
• Receives referrals from the courts or other individuals or organizations regarding individuals requiring treatment services; develops and implements treatment programs.

The City of Marysville has an full-time opportunity in the City of Marysville Finance Department. 

This position will work Monday through Friday, 8:00am to 4:30pm

The City of Marysville is seeking qualified candidates for the position of a Public Works Director; this recruitment will fill 1 vacancy and create an eligible list.  

Reporting directly to the City Manager, this position is responsible for executive direction, strategic leadership, and management of the Public Works Department, including City maintenance workers and capital improvement projects. 

As the principal administrator of the Public Works Department, the Director; plans, organizes, directs, reviews and manages all department activities and functions including Engineering, Parks and Recreation, Streets, Public Facilities, Wastewater Treatment/Sewage, and Storm Water Management.

The Director also coordinates departmental activities with other City departments, outside agencies, community groups and individuals; and provides highly complex professional advice and support to the City Manager and City Council; assures department compliance with and enforcement of applicable federal, state, and local laws, ordinances, and codes; manages and supervises staff; serves as a member of the City’s Executive Team.

REQUIREMENTS

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Education and Certification

Education: Graduation from an accredited four-year college or university with a degree in Engineering, Construction Management or similar major.

Licenses: Possess valid California Class C Driver’s License.

Experience

Incumbents must have a minimum of three (3) years of managerial experience directly involving municipal services such as public works, public utilities, capital improvement project management, parks maintenance and management, and/or street and facilities maintenance.

This position performs a variety of work in the monitoring of county, state and federal detainees and maintains the security and safety of inmates and staff.

EXAMPLES OF DUTIES

• Performs booking procedures, including receiving, booking and assigning prisoners to cells; performing body searches; fingerprinting, and photographing prisoners, etc.
• Maintains custody of prisoners’ private property.
• Maintains the safe and orderly operation of the County jail facility; monitors security cameras and door warning lights; screens and monitors visitors. Inspects all of inmates’ incoming and outgoing mail and telegrams.
• Inspects facilities regularly.
• Monitors the condition and activities of prisoners.
• Prepares prisoners for court appearances; provides transportation as necessary.
• Administers First Aid in emergency situations.
• Performs general office work, including but not limited to entering computer data, copying and filing documents, etc.
• Prepares and submits required records and reports.
• Performs related duties as assigned.

This position will perform a variety of responsible law enforcement and crime prevention work, including patrolling assigned areas, answering calls and complaints, investigating crimes, serving civil papers, and providing court room security; enforce all federal and state laws and local ordinances related to public safety and welfare.

WHAT YOU’LL DO

• Performs routine patrol duties, including but not limited to patrolling assigned areas of the County; responding to emergency calls and/or public calls for assistance; investigating disturbances, prowlers, burglaries, thefts, vehicle accidents and other crimes; checking buildings for physical security, etc.

• Administers first aid in emergency situations.

• Issues traffic citations.

• Serves warrants, subpoenas and civil documents.

• Apprehends and arrests suspects and violent persons; transports prisoners; seizes property and/or criminal evidence; interrogates suspects, witnesses and complainants; gathers and preserves evidence.

• Assists with County search and rescue operations.

• Prepares various reports on investigations, including arrest and unusual incidents observed.

• Assists with criminal investigations as required.

• Prepares case files; testifies and presents evidence in court.

• Works with other law enforcement agencies in matters related to the investigation of crimes and apprehension of offenders.

• May serve as special duty officer as assigned, including responsibilities such as serving on the narcotics task force, serving as Deputy Coroner, providing court security, serving as school resource officer, serving as K-9 handler, serving on gang task force, etc.

• Participates in other special projects and programs as assigned.

• Performs duties related to crime prevention and community relations.

• Performs general administrative work, including but not limited to attending meetings, preparing correspondence and reports, entering computer data, maintaining files, answering the phone, etc..

• Performs related duties as assigned.

DEFINITION:

Under general administrative direction of the City Manager, plans, directs, manages, and  oversees the activities and operations of the Public Works Department including streets, utilities, water treatment and wastewater treatment, ensures all resources within each division are  properly allocated and managed; provides long range planning for department programs, projects, and needs; coordinates assigned activities with other departments and outside  agencies; and provides highly responsible and complex administrative support to the City  Manager.

CLASS CHARACTERISTICS:

The Director of Public Works is considered a Department Director with responsibility for directing the activities of a Department within the City. Positions at this level serve as a member of the City's senior management team and provide advice and counsel to the City Manager regarding strategic policy and problem-solving issues relating to the assigned Department and the City overall. The incumbent is responsible for accomplishing the City's goals and objectives related to assigned program areas.

EXAMPLES OF DUTIES:

• Assumes full management responsibility for all Public Works Department services and activities including streets, utilities, water treatment, and wastewater treatment.
• Manages the development and implementation of departmental goals, objectives, and priorities for each assigned service area; recommends and administers policies and procedures.
• Establishes, within City policy, appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; allocates resources accordingly.
• Assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs and implements changes.
• Plans, directs, and coordinates, through subordinate level staff, the Public Works Department’s work plan; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures; meets with key staff to identify and resolve problems.
• Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates 

• staff training; works with employees to correct deficiencies; implements discipline and termination procedures.

• Oversees and participates in the development and administration of the Public Works Department budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.
• Directs the activities and operations of the City's utilities, streets, and equipment maintenance programs; ensures maintenance activities are completed on time and within budget.
• Provides staff assistance to the City Manager; prepares and presents staff reports and other necessary correspondence.
• Represents the Public Works Department to other departments, elected officials, and outside agencies including community organizations; develops community resources; coordinates assigned activities with those of other departments and outside agencies and organizations.
• Explains, justifies, and defends department programs, policies, and activities; negotiates and resolves sensitive and controversial issues.
• Responds to and resolves difficult and sensitive citizen and business owner inquiries and complaints.
• Performs related duties as required.

This position is located in the Public Health Division of the Health and Human Services Agency. The Program Manager position has managerial and supervisory responsibility for County programs in the Women, Infants, and Children (WIC) Division. Program Managers are held accountable for the success of the programs and may act on behalf of the Public Health Division. This position exercises direct and in-direct supervision over professional, technical, and clerical staff. This position is full-time, and is scheduled for forty (40) hours per week.

• Evaluate operations and activities of department and/or program and recommend improvements and modifications.
• Assess service delivery to communicate findings to upper management, implement changes to improve efficiency and service quality, maximize effectiveness of program operations, and ensure alignment with the agency's mission.
• Conduct informal counseling on work issues, prepare documentation and improvement plans for deficiencies, and recommend disciplinary action.
• Interpret laws and regulations, including new laws and proposed legislation, to determine relevancy to department operations and services, and assess program compliance with laws and regulations.

About The Position:

The County of Yuba is actively recruiting to fill current vacancies and establish an eligibility list for the position of Deputy Sheriff. Deputy Sheriff’s perform a wide variety of patrol officer and related duties required to effectively respond to and resolve the normal scope of peace situations, including the protection of life and property, enforcement of laws and ordinances, criminal investigation, report writing, crime prevention and suppression, case preparation and testimony, and providing information and assistance to the public and perform related duties as assigned. Incumbents may be assigned to a specific geographic area for patrol, investigations, crime prevention or other peace officer-related functions. 

The County of Yuba is currently establishing an eligibility list for the position of Victim Witness Advocate in the Probation Department. Under general supervision, assist victims and witnesses of crime by providing information, support, referral and advocacy services; monitor cases through the judicial system; conduct educational presentations regarding victim services; assist in completing victim compensation claims; and perform related work as assigned. This is the journey level in the victim witness advocate class series and is expected to exercise considerable initiative and independent judgment. Incumbents work initially under close supervision as they learn procedures and complex regulations and acquire the ability to apply the regulations. As experience is gained, an incumbent will work with more independence and carry an increasingly larger and/or more difficult caseload. 

Examples of Duties:

• Perform the delivery of supportive services to victims and witnesses, including crisis intervention, referrals to community service agencies, and follow-up services.
• Provide information regarding the criminal justice system, case status, restitution process and related information to victims and witnesses.  
• Interview victims of crime and/or their families to determine eligibility for Victims Program services; assist victims and their families with documentation necessary to file for compensation and restitution. 
• Make appropriate referrals to community agencies; refer clients to criminal justice agencies, public or private agencies to obtain supportive services; refer clients to professional counseling as needed; maintain contacts with other agencies regarding the status of individuals.
• Provide crisis intervention services such as immediate-needs referral for food, shelter, health care, clothing or protection.
• Arrange meetings with peace officers and attorneys; assist the Deputy District Attorney’s with interviews of victims and/or witnesses of a crime and provide an assessment of the victims’ reaction to crime, emotional state and ability and family dynamics.
• Maintain contact with victims and/or witnesses to coordinate court appearances; escort victims and/or witnesses to court; orient victims and/or witnesses for their participation in the criminal justice system; provide support during testimony at all phases of the trial process; obtain transportation services when needed; assist victims and their family during the court proceeding; keep victims and/or witnesses apprised of the status and disposition of cases; assist in the return of property to victims and/or witnesses.
