Supervising Communications Dispatchers, under the direction of the Operations Manager, are responsible for full operational responsibility of the tri-community (Fire, Medical, Police) Public Safety Communications Center on an assigned shift. Supervising Dispatchers provide administrative, technical, and policy guidance as well as direct supervision of subordinate Communications Dispatchers.

The successful incumbent MUST be willing to work day, swing, graveyard, rotating, holiday, weekend, overtime, and mandatory shifts.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Plan, direct, assign, supervise, monitor, train, and evaluate the activities of a shift in the Communications Center or other assigned specific function.
• Provide leadership and direct supervision to assigned Communications Dispatchers or other assigned personnel.
• Attend and/or facilitate meetings directly related to Communications Center operations or other assigned functions.
• Conduct investigations into internal and external inquiries.
• Prepare detailed written reports, policies, procedures, and bulletins.
• Consult with other supervisory staff on relevant issues; develop alternate strategies for dealing with community needs and assist in the implementation of solutions as necessary.
• Assess shift operations and fluctuating workloads and take appropriate action to meet workload demands.
• Coordinate large-scale incidents by identifying and prioritizing tasks and ensuring all functions have a course of action.
• Update shift schedule based upon staffing changes/needs.
• Complete and/or facilitate administrative tasks associated with shift operations.
• Receive, review, and process incident reports.
• Receive and process business or emergency calls for law enforcement, fire, medical, and other public safety agencies, as needed.
• Screen and prioritize telephone workload.
• Monitor shift workloads and specific system status.
• Provide leadership, support, and assistance in a team environment during day-to-day operations, as well as critical or large-scale incidents.
• Take a leadership role in coordinating the dispatching of mutual aid incidents.
• Develop and foster a positive working rapport with customers, the public, other county departments, and co-workers.
• Testify in court regarding legal proceedings related to Communication Center operations, as needed.
• Develop and maintain working knowledge of highways, streets, buildings, and major points of interest in the County and adjacent areas.
• Perform related duties as assigned.

THE POSITION

Tri-City is looking for an individual to serve as a Clinical Therapist I/II for the Adult Full-Service Partnership (FSP). About the Position:  The Facilities Maintenance Specialist is responsible for performing all aspects of facilities maintenance for Midpen’s Administrative Office, including building operations, vehicle fleet inspections, landscaped grounds, parking areas, and various physical systems such as HVAC, plumbing, painting, assembly, construction, electrical, data cabling, and security systems.  This unique position has a foundation in older residential property improvements in a rural setting, including spring systems, old style construction including log framing, historic farm building construction, multiple materials and additions to the buildings are all aspects and considerations for repairs and tenant improvements. Work Environment:  This position is part of the  Facilities & Fleet Department and will be required to work onsite Monday through Friday on a 9/80 schedule.  Work will be performed at Midpen’s administrative office in Los Altos, field facilities, and also at residential properties located primarily in the field. Selection Process

SUMMARY DESCRIPTION

Under immediate supervision (Wastewater Operator I) or general supervision (Wastewater Operator II), performs a variety of skilled and semi-skilled tasks in the maintenance and operation of the City's sanitary sewer system and wastewater treatment plant.

DISTINGUISHING CHARACTERISTICS

Wastewater Operator I - This is the entry level class in the Wastewater Operator series. This class is distinguished from the Wastewater Operator II by the performance of the more routine tasks and duties assigned to positions within this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters related to established procedures and guidelines as are positions allocated to the II level. Since this class is typically used as a training class, employees may have only limited or no directly related work experience. Employees work under immediate supervision while learning job tasks.

Wastewater Operator II - This is the full journey level class within the Wastewater Operator series. This class is distinguished from the Wastewater Operator I by the assignment of the full range of duties assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and they are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1. Operate and adjust controls on treatment plant equipment and machinery, such as valves, pumps and motors.

2. Grease and clean plant equipment; read and interpret meters and gauges; regulate plant effluent.

3. Monitor, repair, and maintain wastewater system lift stations; remove debris; disassemble and clean pumps; perform minor repairs when necessary.

4. Respond to emergency calls as needed; locate problems and operate sewer cleaning equipment to clear stoppages. 

5. Collect samples and perform various lab tests.

6. Inspect and make repairs to plant equipment.

7. Perform general plant maintenance work such as sweeping, cleaning, sanding and painting of equipment and facilities.

8. Assist in operating video inspection system.

9. Perform general grounds maintenance work.

10. Rod sanitary sewers; install and repair sanitary sewer laterals and trunk lines.

11. Enter and work in permitted confined spaces and underground trenches.

12. Locate, mark and notify sewer lines per USA (underground service alert) requirements.

13. Observe and enforce safety precautions. 

14. May temporarily be assigned to work with other City departments as needed.

15. Operate trucks, tractors and other motorized equipment of comparable size and complexity.

16. Perform related duties as required. 

General

The ADA Analyst is responsible for ensuring accessibility compliance across our bus stops, transit centers, vehicles, and facilities for San Mateo County Transit District (SamTrans) and Peninsula Corridor Joint Powers Authority (Caltrain).  Under the direction of the ADA Administrator, the successful candidate must be able to work independently, communicate effectively, and maintain strong working relationships with staff, consultants, and the public. A solid background in ADA (Americans with Disabilities Act) compliance, accessibility standards, and/or building codes is essential.

Essential Functions & Duties

Examples of Essential Functions:

• Support the ADA Administrator in the development, coordination, and implementation of the ADA Transition Plan and Self-Evaluation.
• Ensure accessibility considerations are integrated into agency planning, operations, and capital projects.
• Serve as a technical resource to staff, consultants, and project teams on ADA and CBC accessibility requirements.
• Monitor and track compliance with applicable accessibility codes, regulations, and standards.
• Contribute to creating a culture of accessibility, inclusivity, and continuous improvement within the agency.

• Conduct field evaluations of bus stops, shelters, transit facilities, and rights-of-way for ADA and CBC compliance.
• Review project plans, construction documents, and specifications to verify accessibility compliance.
• Provide technical guidance to planners, engineers, and project managers during design and construction.
• Respond to accessibility inquiries and assist in the resolution of ADA-related complaints.
• Prepare clear written reports summarizing field findings, deficiencies, and recommended corrective actions.
• Maintain accurate record-keeping systems and compliance documentation.
• Collaborate with internal departments and external stakeholders to address accessibility issues and support project delivery.
• Perform all job duties and responsibilities in a safe manner to protect self, fellow employees, and the public from injury or harm.  Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.
• Perform other duties as assigned.

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to: 

• A Bachelor’s degree in construction, civil engineering, architecture, or related field.
• Three (3) years of experience in accessibility compliance, ADA analysis, building inspection, or directly related field.
• Professional working knowledge of the Americans with Disabilities Act (ADA) and accessibility standards.
• Able to conduct field inspections in San Mateo and neighboring counties.

• Able to possess a valid CA driver’s license with a good driving record.
• Strong communication and report-writing skills.
• Ability to work independently and collaboratively with staff, consultants, and the public.
• Experience reviewing project plans or documents for ADA compliance.
• Professional experience in compliance measures or enforcement of ADA requirements. 
• Experience developing site-specific construction designs or plans. 
• Experience with field construction and trade work.
• Experience collaborating with internal and external customers and diverse stakeholders including disabled individuals, regulatory agencies, and public advocacy groups. 
• Experience using accessibility evaluation tools, hardware, and software to assess compliance and identify accessibility issues proactively.

Incorporated in 1874, the City of Wheatland is located at the gateway of California’s ‘Mother Lode’ gold rush country, approximately 34 miles north of Sacramento and 107 miles north of San Francisco. Wheatland is one of two incorporated cities in Yuba County. With a population of approximately 4,000, the city’s small-town charm makes it a special place to live and work, with easy access to a variety of recreational, shopping and dining opportunities.

THE ORGANIZATION
The City of Wheatland operates under the Council/Manager form of government. The city is governed by five Councilmembers elected at-large, each serving four-year terms. The City Council appoints the City Manager and City Attorney. The City of Wheatland currently operates with a staff of 28 positions and provides a full array of municipal services including public safety, streets maintenance, parks, water and wastewater utilities, and administration. The city’s total budget for the current year is $11.1 million. 

ABOUT THE POSITION
 Under policy direction from the City Council, the City Manager serves as the chief executive officer for the City; The City Manager plans, manages, organizes and directs the overall administrative activities and operations of the City, develops and implements budget and financial strategies for the City and provides complex administrative support to the City Council. The City Manager develops and recommends policies, procedures, rules, and regulations governing City operations for presentation and approval from the City Council and ensures proper communication and implementation of policy decisions. This position directs the preparation of staff reports and agenda items and ensures that all City Council actions are properly recorded and implemented.
