The Legislative and Regulatory Manager is responsible for organizing, assigning, reviewing and participating in the performance of a wide range of professional duties related to Pioneer Community Energy regulatory and legislative matters, with particular emphasis on representation of Pioneer’s interests at the California Public Utilities; develops Pioneer’s positions on complex issues; and develops analyses, written reports, and presentation materials to support Pioneer’s position. • Tracking, reviewing, analyzing and summarizing filings prepared by utilities and other entities that could impact Pioneer and its customers.
• Coordinating and working closely with technical experts and external regulatory counsel to develop effective and persuasive communications before the CPUC, CA Energy Commission, CA Legislature and any other legal or regulatory body as may be needed.

DEFINITION:

Under general supervision of the Supervising Construction Inspector, the Lead Construction Inspector performs complex and specialized inspection work related to public works construction projects. Responsibilities include inspecting work quality and materials to ensure conformance with approved plans, specifications, codes, and regulations; coordinating field activities; providing technical guidance to inspection staff; and maintaining records and preparing reports related to assigned projects.

The City of Foster City is looking for a Building/Fleet Maintenance Superintendent who will oversee the Building and Fleet Maintenance Division of the Public Works Department. This position is responsible for planning, organizing, supervising, reviewing, and evaluating diverse and specialized building and fleet maintenance and repair functions.

This position manages and develops outside contracts, vendors, and project budgets; assures regulatory compliance and economy in all programs; coordinates assigned activities with other City departments and outside agencies; provides responsible and technical staff assistance; and performs duties as assigned. Education and Experience
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Experience: Five (5) years of experience as a journey-level mechanic performing vehicle and equipment repairs or general repair and maintenance in one or more of the building trades, of which two (2) years should be in a supervisory or lead capacity.

Licenses and Certifications

• Possession of, or the ability to obtain, a valid Class C California driver’s license upon appointment.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process.

The process will consist of an Oral Panel Interview (weighted 80%) and a written exercise (weighted 20%). An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. Under general supervision, the Public Works Inspector performs skilled and technical inspection work on a variety of public and private construction projects, including streets, utilities, and other public infrastructure. This role ensures conformance with approved plans, specifications, permits, industry standards, accepted construction practices, and all applicable local and state codes and contractual requirements.

The inspector reviews construction documents, oversees all phases of infrastructure installation and contract maintenance work—such as pavement overlays, stormwater systems, and utility installations—and ensures compliance with the Manual on Uniform Traffic Control Devices (MUTCD) for traffic control. Responsibilities include conducting field measurements, performing material testing, maintaining detailed daily field records, and using applicable software to compile construction reports. The inspector coordinates with contractors, developers, and agency representatives to resolve construction-related issues and may provide functional supervision of field staff on assigned projects. All work is performed in accordance with City safety policies and procedures.

This class performs a variety of technical inspections related to the construction of public streets, parks, site development improvements, paving, grading, drainage, erosion, and storm water quality controls. EXPERIENCE AND TRAINING

Education:

The Position:

The Senior Planner is the advanced journey level classification in the professional Planner series. An incumbent in this classification is responsible for performing complex planning duties in the administration of land use regulations, the City's General Plan, Housing Element, environmental review, and design review.  The Senior Planner is distinguished from the Associate Planner classification as they perform lead, supervisory responsibilities.

This Senior Planner position will be primarily assigned to advanced or long-range planning implementing the City’s Housing Element, including preparing Annual Progress Reports, monitoring Regional Housing Needs Allocations, developing, implementing, and monitoring policies, data analysis & reporting, and community engagement activities.

The ideal candidate is expected to be familiar with state planning and housing laws, including state density bonus requirements, and Housing Element requirements. This position will also play a key role in advancing housing-related initiatives, many of which are part of the Housing Element programs.

Under general supervision, the Permit Technician performs a variety of technical duties in support of the Community Development Department; serves as staff for the permit and public counter and assists the public with technical information related to the issuance of permit applications, including the process and any related fees; uses specialized database/permit tracking management programs; and performs related work as required.

THE DEPARTMENT

The Community Development Department is responsible for ensuring a sustainable and vibrant community that supports a high quality of life for residents, businesses and visitors. It is comprised of 35 FTE who operate as an effective and cohesive team across multiple functional areas and lead a number of City initiatives to support the City Council goals. The Department includes the Building, Planning and Housing Divisions, and core services include building permits, plan check, inspections, affordable housing administration and housing initiatives, as well as long-range planning and development review.

The Building Division, which is the division this position will be responsible for overseeing, includes managing building permit, plan check and inspection processes for compliance with all applicable State laws, local municipal codes and related policies involving building construction. These functions require a high level of customer service with the public and coordination within and across various departments and agencies. About Maple Street Correctional Center
Designed to create a better environment for incarcerated individuals and staff and to help reduce recidivism, the facility was the first correctional center built as part of California Department of Corrections and Rehabilitation’s initiative to shift nonviolent, nonsexual offenders from overcrowded state prisons to county-run facilities. The center accommodates female and lower-risk male incarcerated individuals and is composed of two separate but interconnected buildings with a central administration area.

The facility’s architecture emphasizes safety, rehabilitation, and natural light. Instead of placing cells along the exterior walls as in most jails, the design features a curved glass façade with dayrooms located along windowed areas that open to individual living units. This layout improves supervision while allowing daylight to enter the building, helping the white-painted cells feel more open and spacious.

Each floor has a central core station supporting four housing units. These areas include classrooms, a computer lab, and multipurpose rooms to support educational and rehabilitative programming. Additional design elements include natural ventilation, a large rooftop recreation yard, artwork depicting scenes from nature, and a calming natural color palette.

An attached 88-bed transitional housing facility supports alternative sentencing programs such as day reporting, weekend programs, and other supervised custody arrangements, helping prepare individuals for reentry into the community.

The required tests for Sheriff’s Correctional Officer applicants must be completed before submitting an on-line application. The following describes the required application materials:

Step 1:  Application Submission: All applicants are required to submit an online application to be considered. Responses to the supplemental questions and copies of required test scores must be submitted in addition to the regular employment application form. Applications submitted without the required attachments will be rejected.

Step 2:  Written Examination: Applicants for the Sheriff’s Correctional Officer have three options for meeting the written examination requirement:

1. POST Entry-Level Law Enforcement Test Battery (PELLETB): This exam must be completed in less than 2.5 hours, be passed with a minimum T-Score of 46 and be dated within twelve (12) months of the date of application. The areas covered by the test include spelling, vocabulary, clarity, reading and CLOZE (using contextual clues to complete a passage that contains missing words). OR

2. Possession of a California Department of Corrections and Rehabilitation (CDCR) Certificate or possession of an Adult Corrections Officer Core completion certificate from a certified Standards and Training for Corrections (STC) academy from the Board of State and Community Corrections (BSCC).

OR

3. Possession of an associate's degree or higher from an accredited U.S. college or university.

AND

Step 3:  Physical Agility Examination – Work Sample Test Battery (WSTB): This exam must be passed with a minimum score of 320 and be dated within twelve (12) months of the date of application. This test mirrors the California Peace Officer Standards and Training (POST) test and is advertised as such on The Academy's website. Applicants can submit scores from either the WSTB or the Correctional Officer test through The Academy. The events for the Correctional Officer test include:

• 99-yard obstacle course in under 23 seconds
• 165-pound body drag for 32-feet in under 7 seconds
• 165-pound body lift for 60 seconds
• 500-yard run in under 2 minutes
• 1.5-mile run in 15 minutes or less

IMPORTANT: When you report for the test, inform The Academy that you are applying to be a Correctional Officer with San Mateo County. San Mateo County Correctional Officer applicants will not be required to participate in climbing the 6-foot chain link fence or 6-foot solid wall portion of the WSTB test.

NOTE: PELLETB test and WSTB results from other training organizations or law enforcement agencies will be accepted so long as they meet California Peace Officer Standards and Training (POST) requirements.

 

 

Examples Of Duties

Sheriff's Correctional Officer duties may include, but are not limited to, the following:

• Receive, search, book, fingerprint, and guard inmates in the correctional facilities.  
• Take custody of inmates’ property.  
• Maintain records of bookings, releases, transfers, money and other functions of the correctional facilities.
• Prepare inmates for court and for release.
• Perform related duties as assigned.

If designated as Correctional Deputy, also perform the following:

• Transport and provide security for inmates at the hospital.
• Transport inmates between custodial facilities.
• Provide security for inmates at court.

Qualifications

Education and Experience: 
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

Education: 

• A high school graduate or passing the General Education Development (GED) test or other high school equivalency test approved by CDE, or completion of at least 30 college units from an accredited or approved institution to apply.

Skill/Ability to:

• Exercise sound judgment and discretion in stressful and highly emotional situations.
• Work collaboratively with others to solve problems. 
• Read and comprehend legal documents, law enforcement manuals, and court decisions.
• Follow instructions.

Step 3:  Application Appraisal (weighted: 100%): Applicants who meet the qualifications for the position will be placed on the eligible list for a period of six months.

Oral Interview: After placement on the eligible list, qualified candidates will be invited to participate in a panel interview with the Sheriff’s Office Professional Standards Bureau.
