The Department:

The Finance Department administers the financial affairs of the City of Santa Clara, including City-owned public utilities. The department is comprised of five divisions, Administrative Services, Budget and Treasury, Accounting, Municipal Services, and Purchasing. Together these divisions carry out the mission of the Finance Department to ensure that the financial/fiscal activities of the City are performed, recorded, and presented in compliance with professional and ethical standards.

The Position: 

The Finance Department is seeking to recruit a Senior Management Analyst in the Accounting Division to support personnel management, general accounting, and accounts payable. The Senior Management Analyst will also be involved in the financial analysis of special grants and fund accounting and prepare periodic and annual reports for the City, its Agencies and Corporations, and the annual State Controller Reports. The incumbent would be a contributor of the Annual Comprehensive Financial Report which includes Management’s Discussion and Analysis (MD&A), basic financial statements including notes, and supplementary information.

The ideal candidate for this position will have a strong accounting background and possess a bachelor's degree in a related field. This position will be required to perform high-level technical support and complex financial analysis related to accounting. It would be especially valuable if the candidate is familiar with governmental accounting and related Governmental Accounting Standards Boards (GASB) pronouncements. Candidates should have strong attention to detail, solid written and verbal communications, and must be deadline-oriented. Responsibilities

• Manage professional, technical, clerical, and other lower level staff to include, prioritizing and assigning work; conduct performance evaluations; provide training; and making hiring, termination, and disciplinary recommendations. Evaluates training needs and workload balance for staff and prepares plan for implementation.
• Prepare and monitor the department or division budget; prepare revenue estimates and forecast; prepare and monitor operating and capital budgets, grants, contracts and other financial transactions;
• Analyze organization structures, functions, procedures, and practices; provide analyses and recommendations of various kinds and levels of services provided by City government and other budgeted resources; recommend process improvements.
• Review and analyze policies and procedures to determine efficiency and effectiveness, both financially and operationally;
• Conduct statistical analyses and apply information technology applications, spreadsheets and databases, to analyze and evaluate data;
• Propose reasonable conclusions, effective solutions and potential options;
• Write complete, concise reports designed to effect improvements and/or implement solutions;
• Present report contents and provides constructive feedback to departments, organizations, functions impacted by the report;
• Assist in the development and implementation of new and/or revised programs, systems, policies, and procedures
• Create and manage project timelines; work with staff, other departments, and/or vendors/outside consultants to meet deadlines and achieve project goals; Manage department or City-wide programs and projects with general direction;
• Investigate, research and respond to assigned complaints, issues or concerns raised by the public or employees, and propose responses and/or resolutions for review and acceptance by City Manager or senior management;
• Perform monitoring, review and analysis of procedures, plans, contracts, processes, guidelines, and instructions to ensure compliance with departmental policies and Federal, State, and City regulations;
• Analyze and report on the effects of recent legislation and case law on assigned areas of responsibility;
• Effectively explain and clarify departmental and City policies, procedures, and programs to City staff, elected officials, other agencies, businesses, and the general public as required; Serve as staff liaison, as assigned, to City Commissions and/or committees;
• Represent the City and the department in interdepartmental, interagency, community, and/or professional organization projects, meetings, and events;
• Maintain, as directed, relations with governmental jurisdictions, organizations, associations and other external groups, making personal appearances as necessary;

As a member of the City's Unclassified Service, this is an "at-will" position and the incumbent serves at the discretion of the City Manager.

Minimum Qualifications:

Education and Experience

• Graduation from an accredited college or university with a bachelor's degree in Public Administration, Business Administration or closely related field; and
• Three years of responsible professional journey-level experience in public administration which may include systems and procedures, budget, fiscal program and project coordination, or human resources programs.

Desirable Qualifications

A Master's degree in Public or Business Administration or closely related field is desirable.

Certifications/Licenses 
 Possession of an appropriate, valid California Class C driver's license is required at time of appointment and for duration of employment.

Foster City is seeking a well-qualified individual with strong leadership skills to fill the position of Financial Services Manager. They are responsible for planning, organizing, coordinating, and managing the day-to-day operations of accounts receivable, business license, cash receipts, and utilities. The Financial Services Manager compiles annual City budget and all non-departmental budgets, manages the effective use of division resources to improve organizational productivity and customer service, provides complex and responsible support to the Finance Director in areas of expertise, and performs related work as required.

The position will be an overfill position due to the current incumbent's retirement, pending City Council approval. This position will be filled for training purposes to ensure a smooth transition and continuity of operations allowing the new hire to gain hands-on experience and knowledge before the incumbent's departure. The anticipated start date will be October 2025. 

Education and Experience
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: Equivalent to a bachelor’s degree from an accredited college or university with major coursework in accounting, finance, business or public administration, or a related.

Experience: Three (3) years of increasingly responsible government finance experience including one (1) year of supervisory experience.

Selection Process
Applications will be reviewed for relevant education, experience, training, and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner.

The Department: 

The Purchasing Division resides in the City's Finance Department and maintains a "centralized purchasing system" that is responsible for all purchasing and contracting activity for supplies, materials, and equipment as well as general and professional services.  The Division also operates a Central Warehouse, with over 3,000 inventory items primarily to support the City's utility departments (Silicon Valley Power and the Water and Sewer Departments). The Division is also responsible for the disposition of surplus property and the City mailroom.

The Division will soon expand its warehouse operations with the opening of a second warehouse to support Silicon Valley Power’s infrastructure projects. This recruitment is to fill the Chief Storekeeper position that will manage operations at the current central warehouse, as the incumbent Chief Storekeeper will be transitioning over to the new warehouse.

The Position: 

The Chief Storekeeper is a classified position responsible for overseeing day-to-day warehouse operations, including:

• Oversee a wide variety of materials, supplies, and related equipment 
• Receiving, storing, and issuing supplies, tools, and equipment 
• Ensuring accurate inventory tracking and efficient material handling
• Providing direction to departments for orders of materials
• Supervising a team consisting of two Material Handlers and one Senior Materials Handler in the efficient requisition and issue of materials and supplies
• Obtaining quotes, preparing requisitions, and entering purchase orders in PeopleSoft in accordance with the City’s purchasing policies and guidelines.

The ideal candidate will have strong supervisory, communication, and organizational skills to ensure efficient, consistent, and service-oriented warehouse operations.

The City of Dixon is looking to fill one full-time, regular position of Accountant in the Finance Department. How to qualify

The Judicial Council of California is accepting applications for the position of Fiscal Supervisor for Budget Services.   

The Fiscal Supervisor over the Court Budget Unit (CBU) in the Budget Services office plans, organizes, supervises, reviews, and evaluates the work of assigned staff responsible to support all aspects of budget development and implementation for the 58 trial courts. The Supervisor oversees the development of allocations and distribution of $3 billion annually to the trial courts and manages other budgetary processes and programs that support court operations. AC Transit is seeking a Finance Systems Project Manager. Under general direction serves as the project manager leading a variety of complex, finance systems-related projects. This position works with department end-users, Innovation and Technology (IT) staff, consultants and, vendors to translate business and operational requirements into workable finance system solutions. Incumbents in this position provide training and technical assistance in the use of the system software.

This classification is distinguished from other finance classifications by the assigned project management responsibilities leading District-wide, finance systems-related projects and studies of considerable size and complexity. REPRESENTATIVE FUNCTIONS:

Analyzes current and future enterprise finance system needs; prioritizes, manages, and oversees system updates and enhancements; develops requests for proposals, selects vendors, and administers contracts; acts as final approver in the change control process. Evaluates system issues and conditions for risk; develops contingency plans to cover various finance systems failure scenarios and application software systems recovery and restoration procedures.

Analyzes testing criteria and results to support development, evaluation, and configuration of existing and new systems.

Works with IT staff on the development and implementation of finance systems security protocols, including policies and procedures on security, disaster recovery, standards, and best practices.
Oversees the finance software and hardware acquisition and procurement process; develops cost estimates for hardware and software components, connectivity solutions, system integrations, and ongoing support, maintenance, and training for assigned systems and databases.

Serves as staff on a variety of committees; consults with District staff and consultants concerning information technology, finance system issues, work progress, and priorities; coordinates and runs periodic meetings; ensures adherence to standards and procedures; presents recommendations for strategic initiatives, long range planning, and process improvements.

Performs project management functions and activities and is responsible for the full lifecycle of the assigned projects overseeing scope, timeline, budget, and quality standards from the project’s inception to completion; manages the activities of outside vendors and contractors.

Provides consultation and professional, technical advice to executive staff, management teams, and other District departments; represents the Department on various external committees and projects.
Prepares and presents a variety of reports on finance operations, activities, and special projects; presents findings to the Board of Directors, executive management, other District staff, and various public and private entities.

Evaluates and recommends professional consulting services for assigned projects; develops and disseminates Requests for Proposals (RFPs), Request for Qualifications (RFQs), and Invitation For Bids (IFBs) and develops proposal evaluation criteria; assists in the negotiation, preparation, and administration of professional services and contracts; recommends and prepares amendments to professional services contracts.

Prepares, reviews, and maintains a variety of project-related information and documentation, including project schedules, Statements of Work (SOWs), status reports, detailing issues, risks, and deliverables; monitors agreements and projects for compliance with relevant codes, ordinances, rules, and regulations.
Attends and participates in professional group meetings and committees; stays abreast of new trends and innovations in the field of project management and market research. Provides technical and functional direction to professional, technical, and contract staff and participates in the formation, planning, review, and management of assigned projects.

Performs related duties as required.

MINIMUM QUALIFICATIONS:
Education: Equivalent to a bachelor’s degree from an accredited four-year college or university in a field directly related to the area to which assigned.
For the Finance Systems Project Manager position the following are applicable fields of study: business administration, public administration, accounting, finance, management information systems, or a related field.

Experience: Eight (8) years of experience in the professional field required by the assigned special projects. The Finance Systems Project Manager position requires accounting support experience utilizing and supporting financial systems and/or two (2) years that involved responsibilities at a level equivalent to the District's classification of Project Manager II. Years of experience may be substituted for the educational requirement on a two for one basis (two years experience may be submitted for one year of education).

ADDITIONAL INFORMATION:
Physical Requirements: Must maintain the physical condition necessary to perform tasks in an office setting operating a computer, keyboard, and other peripheral equipment; safely drive a District automobile; and walk, stand, and climb short distances in construction settings in order to inspect the progress of assigned projects.

The Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is seeking well-qualified candidates for the position of Principal Appraiser.  Principal Appraisers must have thorough knowledge of Property Tax and the Revenue and Taxation Code as it relates to Real Property Valuation, Change in Ownership reassessment or exclusion requirements, New Construction valuation, Decline in Value valuation, Property Classification, etc.
 
The department currently has two vacancies in the areas of Residential and Commercial real property appraisal and assessment.
 
The Principal Appraisers share a critical role in assisting the Chief Appraiser and Deputy Assessor in the completion of the Office's mission to determine the assessed value of all taxable property located in San Mateo County, the creation of the official record of taxable property (approximately 240,000 assessments each year in the local assessment roll), and the sharing of this information with the County Controller and Tax Collector and making it publicly available.
 
This is an exciting time for seasoned Principal Appraisers to join our dynamic team of Appraisal professionals. The Assessor's Office is currently involved in several major projects, including the development of a new Assessor's Property Assessment System (APAS), and the appraisal and assessment of several large-scale new generation commercial, manufacturing, research and development, and mixed-use developments being built throughout San Mateo County.  Principal Appraisers may be called upon to provide subject matter expertise in the development of the Assessor's Property Assessment System.

 

Examples Of Duties

The technically-savvy and experienced individuals hired for these positions will have the responsibility to supervise appraisal and exemption staff in the timely collection, processing, and analysis of valuation data for real, personal, tangible, and intangible property for tax assessment purposes, and to manage the impact of the new regulations.
 

Additional responsibilities and duties of these Principal Appraisers will include (but are not limited to):

• Planning, organizing, training, supervising, reviewing, and evaluating the work of appraisal staff
• Providing advanced support in the most difficult, specialized, or high-value or high-risk appraisals

THE DEPARTMENT AND DIVISION
The mission of the Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is to ensure equitable treatment of County property owners by accurate and fair valuation of land, improvements, and businesses; to create an accurate public record of recorded transactions relating to people and property within San Mateo County; and to register County citizens to vote and efficiently conduct honest elections.
 
The Department is responsible for:

• The maintenance of 240,000 assessments and a local property tax roll of over $238 billion.
• The maintenance of County birth, death, and marriage records.
• The maintenance of over 3,000,000 recorded land records.
• The facilitation of local elections.
• The maintenance of the voter registration rolls representing over 330,000 County voters.

 
The Department is also responsible for a budget of $20 million, election billing to all jurisdictions, and 15 governmental trust funds.
 
 

Qualifications

Licensure/Certification: Acquisition within one year of appointment of a permanent Property Tax Appraiser Certificate issued by the California State Board of Equalization.  
 
Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.
 
The preferred qualifications include:

• A Bachelor's degree, and
• Six years of experience performing a full range of appraisals of tangible and taxable property, of which three years are for tax assessment purposes preferably with an Assessor's Office in California, and
• Experience appraising and assessing at least 3,000 or more residential properties, and
• Three years of experience with Assessment Appeals

Additional preferred qualifications include:
 

• Previous completion of advanced level courses offered by the California Board of Equalization and/or the Appraisal Institute
• Advanced Appraiser Certification issued by the State Board of Equalization.

Three years of experience as a Sr. Appraiser with San Mateo County Assessor's Office is considered qualifying experience.
 
The preferred and most highly qualified candidates will have experience in both the commercial and residential areas.
 
Specialized knowledge of Property Tax Rules and Regulations and Revenue and Taxation Code as they relate to Change in Ownership, Transfers, Assessments, etc., is a plus.
