Position Summary

Under general direction of the Secretary of the District, performs complex and highly analytical work for the Secretary of the District, members of the Board of Directors and associated committees.   Departmental lead on government tort claims, legal documents and communications and participating in complex, sensitive, and detailed analytical work in the areas of budgets, historical preservation and economic, regulatory and administrative policy. Provides internal customer service by assisting managers and executive level staff in complex analysis.  This position requires a high degree of accuracy, discretion, confidentiality, excellent communication skills, and robust customer service skills. 
 

Essential Responsibilities

• Serves as the primary analytical support to the District Secretary;
• Interprets meeting proceedings and prepares draft meeting minutes, with minimal oversight and as assigned, may attend meetings in the absence of the District Secretary;
• Performs legal functions of the office and guidance to office staff in the absence of the District Secretary;
• Performs a wide variety of complex legal analysis, research and briefings about claims for the District, Bridge, Bus and Ferry Divisions, and works with legal counsel in the areas such as government tort claims, subpoenas, Brady requests, small claims and lawsuits;
• Provides a wide variety of complex, confidential analytical duties in support of the District Secretary, Board of Directors, and standing Board committees;
• Independently composes, researches, compiles, summarizes, and prepares a variety of complex correspondence, reports and documents; reviews finished materials for completeness and accuracy; ensures documents comply with District standards, policies and procedures;
• Perform special studies for the District, and coordinates assigned activities with other District departments, and divisions, and outside entities;
• Independently responds to and resolves difficult and sensitive citizen inquiries and complaints;
• Coordinates and assists in the development of the annual budgets of the Board and District Secretary’s Office and monitors, reviews and approves department expenditures, and performs financial analysis for budgetary purposes;
• Assists the District Secretary with providing direct support in varied, analytical administrative projects related to the Board and its committees;
• Independently prepares and presents a variety of oral and written reports, correspondence, and statistical analyses with extreme attention to detail and accuracy;
• Works with Procurement to select vendors and purchase department services as needed for projects, and participates on panels for various District procurements especially those related to the District’s third party administrators for public liability and workers compensation, insurance advisors and e-document conversion;
• Has an in-depth understanding of the department’s functions and especially its role with the Board of Directors such as the steps involved in planning and executing Board events and maintaining key Board documents such as Rules of the Board, Master Ordinance and record of the Board’s proceedings;
• Autonomously draft client correspondence and legal documents, using proper format and appropriate language and content;
• Oversees newspaper advertisements for public hearings/meetings;
• Monitors activities and ensures maintenance of files related to insurance and accident claim matters to fulfill department records retention schedule;
• Engages with a wide variety of District representatives including the Board of Directors, Executive Team, mid-managers and staff in a wide variety of roles including those engaged in specialized trades;
• Performs additional related duties as assigned; and
• Regular and reliable performance and attendance is required.

What You’ll Do

The Senior Instrument Control Technician installs, maintains, calibrates, tests and repairs a variety of data acquisition, radio communications, and instrumentation and control equipment for wastewater collection and treatment plant systems; principal oversight of Supervisory Control and Data Acquisition (SCADA) computer systems and Programmable Logic Controllers (PLC); assists in the oversight of the Computerized Maintenance Management Systems (CMMS); performs highly skilled electrical, electronic and mechanical work related to in-plant metering equipment and remote controlled devices; operates, monitors, and controls an advanced wastewater treatment (tertiary) system; and performs other related work as required.

Depending upon assignment, duties may include, but are not limited to the following:

• Assist in the installation, calibration, maintenance and troubleshooting of electronic and electromechanical equipment to ensure proper operation; assist in the troubleshooting and repairing of control system and electrical power failures in the WWTP, pump and lift station.
• Install, calibrate, maintain, troubleshoot and repair electronic and electromechanical equipment to ensure proper operation; maintain and troubleshoot computerized process control equipment such as PLCs, RTUs, and SCADA system devices; troubleshoot control system and electrical power system failures in plants, lifts and pump stations; and maintain awareness of new related technology.
• Develops and implements improvement projects for the instrumentation and controls systems and equipment by contractors or in-house staff. Clean, oil and paint equipment.
• Maintain documentation and records for the department’s SCADA system and instrumentation/control systems at the wastewater treatment plant (schematics, licenses, etc.).  Perform regular technical programming of the SCADA system to provide programming and troubleshooting assistance as needed during special testing and operations. Confer with operators, mechanics, project engineers and supervisors regarding SCADA issues.
• Respond to and resolve internal customer complaints and issues; provide documentation as required. Communicate in advance with affected staff on programming and related SCADA work.
• Provide oversight, technical support, inspection and coordination over control system modification made by contractors. Maintain documentation and plans of modifications.
• Prepare reports on technical issues as required.
• Develop, implement, and maintain procedures for documenting activities in instrumentation and control areas related to programming of RTUs and HMI software, field implementation of programming change, and process control improvements.
• Provides safety and skills training to apprentice instrumentation technicians, electrician and other plant staff.
• Write basic PLC programming for the implementation of system modifications and process enhancements. Interpret, prepare, and verify control schematics, diagrams and prints.  Provide technical assistance and guidance to staff. Program control systems, instruments and computer operated devices.
• Read, understand and perform minor modifications to existing PLC code. Download PLC programs to PLCs and RTUs.
• Perform as lead person on Instrumentation/Controls projects; effectively provide training and direction to the Instrument Control Technician, calibration Technician and other plant staff.
• Install, troubleshoot, modify, and implement computer hardware and software applications and components. Analyze and correct data communication and acquisition system problems.
• Design, install, test, repair, calibrate and maintain complex electrical, electronic and mechanical equipment such as meters, telemeters, integrators, tone control equipment, temperature control devices, fire alarm equipment, water quality analyzers, life safety equipment, and remote controlling devices, including relays, rectifiers, and manometers.
• Perform related duties as assigned.

The Senior Instrument Control Technician receives supervision from the Wastewater Treatment Plant Maintenance Superintendent.  This position performs lead duties over the Instrumentation Control Technician and Calibration Technician and may provide technical or functional supervision related to the impacted systems to Plant operations or maintenance personnel, contractors or other designed personnel as required.

Position Summary

Under the general direction of the Senior Information Systems Manager, this position provides system support during implementation and ongoing support after implementation including report writing, configuration, routine inquiries and user support for the District’s various enterprise technology systems including UKG Pro Workforce Management Time & Attendance and Central Square Technologies Finance Enterprise.   The Business Information Systems Engineer works with end-users, vendors, and members of the Information Systems Department to identify, analyze, and resolve systems issues and provide maximum capability and satisfaction to users.

Essential Responsibilities

• Serves as a technical lead of the enterprise application
• Focused on delivering excellent customer service
• Adhere to incident, problem, change management, and other Information Systems best practices
• Plan, organize, direct and coordinate the ongoing automation and usage of the district-wide application systems

The Human Resources Administrator (Classification & Compensation) reports to the Director, Human Resources and is responsible for administering the District’s classification and compensation categorization system including performing highly confidential and professional level analytical work and advanced data analysis. This position makes recommendations based on studies and market data for professional-level administrative positions within the San Mateo County Transit District (SamTrans), Peninsula Joint Powers Board (Caltrain), and the San Mateo County Transportation Authority (TA) agencies.

Minimum Qualifications:

Development of the required knowledge and abilities is typically obtained through but not limited to:

• Associate Degree in Business Administration, Economics, Statistics, Human Resources, Labor Relations, or directly related field. 

• Five (5) years full-time, progressively responsible experience in classification, data and/or information analysis in a professional business setting.

Preferred Qualifications:

• Ability to use initiative and independent judgment, work with interruptions and changing priorities, organize work and follow-up assignments with minimal supervision.  

• Public sector experience preferred.

The Role:

The City of Redwood City is seeking Firefighter/Engineers who are licensed paramedics. Under direction of the Fire Captain, the Firefighter/Engineer will perform firefighting and fire prevention duties aimed at protecting life and property, operate and maintain firefighting equipment, and provide basic medical assistance.  Firefighter/Engineers also provide Advanced Life Support first responder pre-hospital emergency medical care and emergency medical assistance, perform minor station maintenance, and participate in training to maintain skills.  Please see the Firefighter/Engineer job description for more details.

Required Qualifications:

Experience and Training Guidelines:
A typical way to demonstrate the applicant possesses the required knowledge and ability may be obtained through the following ways:

1. Two years (2) of full-time firefighting service.
2. Possession of a California State Fire Training Firefighter I certificate is required.
3. Possession of, or ability to obtain, a valid California driver’s license.
4. Must have a valid Paramedic License from the National Registry of Emergency Medical Technicians and will need to obtain San Mateo County Paramedic accreditation prior to completing probationary period.

Required Certification and License:

What You’ll Do

• Install, maintain, repair and research a variety of supervisory controls and replacement electrical components that are part of advanced wastewater treatment processes such as aeration, filtration, disinfection and dichlorination, sludge dewatering, odor control, and an environmental laboratory.
• Perform wiring required for the installation of electronic equipment; electrical conductors in conduits; splice high and low voltage cables utilizing hand taping and pre- molded splice kits.
• Design, install, maintain, repair, test and construct electrical assemblies.
• Troubleshoot plant electrical systems, controls and related process equipment. Provide technical support for other work groups within Public Works.
• Specify, install, program, and repair various types of variable frequency motor drive systems.
• Fabricate, maintain, install, service, and calculate power load distributions to various motors and related equipment.
• Install and repair programmable logic controllers and install related hardware and software for control systems in conjunction with controls technician.
• Maintain and repair automatic control valves and associated control functions.
• Implement preventive maintenance and repair on motors from fractional to over 400 horsepower. Record and calculate current requirements for new electrical installations.
• Troubleshoot, perform inspections, preventive maintenance and repairs on industrial switchgear and high voltage equipment such as transformers, breakers, circuits, switches, relays, regulators and distribution panels.
• Specify, install, and inspect various types of conduit; isolate breakers and switches for major repairs; coordinate repairs and scheduled outages with operations staff.
• Conduct surveys to gather field data.
• Use aerial lifts, scaffolding and ladders.
• Prepare requisitions and associated documents for purchase of repair parts and supplies.
• Maintain accurate records of work performed, materials used, and associated costs.
• Perform other duties as assigned.

The WWTP Electrical Technician receives general supervision from the WWTP Maintenance Superintendent or higher level personnel and exercises technical and functional supervision over assigned technical and maintenance personnel.
