The Department of Public Works is seeking well-qualified candidates for the position of Wastewater Collection Supervisor.
 
The Wastewater Collection Supervisor serves as first-line working supervisor, having responsibility for overseeing a crew of Wastewater Collection Workers in the operation and maintenance of sanitary sewer facilities of the ten County-owned sewer maintenance and sanitation districts. The Supervisor will coordinate, direct, and participate in the activities of the crew and administrative staff; utilize the computerized maintenance management system (CMMS) for scheduling work and indicating work that has been completed; operate a variety of light construction equipment and wastewater collection system maintenance equipment; and perform related duties as assigned.
 
The ideal candidate for this position will have at least two years of experience leading or supervising a crew of workers and laborers performing sanitary sewer maintenance work.
   
 The ideal candidate will also have the following:

• Knowledge of and demonstrated experience with practices, procedures, materials, tools, and equipment used in the operation, maintenance, and repair of sanitary sewer facilities 
• Experience in conducting sanitary sewer system inspections (sewer laterals and mainlines) and preparing related reports
• Ability to organize office work, manage day-to-day tasks, and interpret and implement instructions, policies, and procedures
• Knowledge and experience with computerized maintenance management systems
• Familiarity with GIS
• Knowledge of safety protocols and procedures and the ability to champion and inspire employee safety
• Strong computer skills and aptitude for learning new technologies
• Strong problem-solving and decision-making skills.  
• Ability to recognize and evaluate operational issues and problems and recommend and implement efficiency and productivity improvements
• Ability to understand, evaluate, and track system issues or problems that can be corrected by specific actions (additional maintenance, repairs, customer education, etc.)
• Demonstrated experience providing excellent customer service in a professional and courteous manner 
• Ability to perform well under pressure and in stressful situations 
• Demonstrated ability to read and interpret drawings, engineering plans, and regional maps 
• Experience working independently in the field and office and managing workload in an organized manner 
• Skill in communicating effectively orally and in writing and working professionally with the public and co-workers 
• Certification by the National Association of Sewer Service Companies (NASSCO)
• Proficient in using computers, electronic devices, and standard business software applications, including CMMS and asset management systems.

 

Examples Of Duties

 

Duties may include, but are not limited to, the following:

• Plan, organize, coordinate, direct and participate in the operation and maintenance of sanitary sewer systems.
• Supervise, train, evaluate and instruct subordinate personnel.
• Investigate, respond to, and resolve customer complaints and prepare reports of findings and actions taken.
• Perform field inspections associated with sewer district projects or sewer inspection permits.
• Read and interpret engineering and construction plans and specifications.
• Review crew’s completed work assignments, such as sanitary sewer overflow (SSO) reports, work order and service request documents, CCTV inspection reports, etc., to ensure information required is complete and accurate. May enter details into California Integrated Water Quality System (CIWQS).
• Administer County and Department safety programs and policies by ensuring employees' compliance with safety practices and procedures.
• Prepare performance evaluations and address performance issues with crew members.
• Participate in an "on-call" rotation and be available to assist for work in emergencies outside of normal working hours.
• Perform related duties as assigned. 

 

Qualifications

QUALIFICATIONS
Licensure/Certification:

• Possession of a Class B California driver license with both air brake and tank endorsement; AND
• Possession of a Grade III Collection System Maintenance Certification through the California Water Environment Association’s (CWEA) Technical Certification Program.

 
Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.  A typical way to qualify is:

• Four years of experience in road maintenance and construction work, including two years of experience with sanitary sewer collection and water distribution systems.

Knowledge of:

• Supervisory principles and practices, including work planning, scheduling, employee training and evaluation
• Practices, procedures, materials, tools, and equipment used in the operation and maintenance of sanitary sewer and storm drain systems
• Safety practices relating to public works projects
• Basic arithmetic
• Volume, weights, and measures
• The proper use of hand tools including shovels, rakes, hoes, etc.
• The proper use of power tools and light equipment including power saws, drills, air powered tools, portable and stationary pumps, generators, compressors, vibratory rollers, motorized tampers, etc.
• County and CAL OSHA safety rules, procedures, and equipment

• Bend, stand, and walk for extended periods of time
• Lift and carry heavy equipment and supplies used in the course of the work, such as jackhammers, pumps, piping, and paving materials

Position Summary

Under general supervision, the Ferry Mechanic performs preventative, scheduled and unscheduled maintenance, trouble-shooting, repair, and modifications on structural, mechanical, electrical, hydraulic, piping and control systems found on ferry vessels and passenger terminals; performs related work as assigned. Essential Responsibilities

• Working with computers on a daily basis for work scheduling, work order entry and work order reporting on the Districts electronic maintenance system in addition to notifications and communications.

Position Duties

The Department of Public Works is currently seeking to fill one (1) full-time, Communication Installer vacancy.

Salary range for this classification is: $86,508.24- $105,115.92

This range includes an approximate five percent (5%) ongoing non-pensionable pay. Actual salary shall be determined by the final candidates’ qualifications and experience.

Under general supervision of the Buildup Equipment Maintenance Supervisor, the Communications Installer performs duties related to the installation, fabrication, and servicing of automotive electrical systems and devices. This role places special emphasis on emergency lighting and communication systems across a wide range of vehicles, including police vehicles and motorcycles, fire apparatus, and other municipal fleet vehicles.

Installations must meet or exceed OEM manufacturer quality standards and follow industry best practices. This includes proper wire sizing based and circuit protection on electrical loads, strategic equipment placement with an emphasis on serviceability, correct wire routing, effective power distribution, appropriate antenna placement, and proper grounding and power return.

The Communications Installer is also responsible for installing intercom systems, emergency and warning lighting, vehicle electronics, computer equipment and terminals, antennas, and custom non-standard equipment. They must be able to integrate after market components into OEM systems. These systems are commonly utilized in emergency response vehicles and other specialized municipal equipment.

This position requires the following knowledge and abilities in order to be successful in the position: 

• Knowledge and ability to install and diagnose the systems and equipment utilized by the City’s Fleet including sirens, light bars, accessory lighting, FLIR devices, Tracking systems, timers, and the knowledge to interface with those systems when necessary.
• Disassembly and reassembly of vehicles interior panels with emphasis on not damaging the components.  
• Ability to follow verbal/written direction, read/ interpret schematics, schematic symbols, and wire diagrams.
• Ability to accurately document all non-standard installations, complete necessary paperwork, installation forms, and data entry in a timely manner.
• Ability to work effectively and communicate with internal and external stake holders on interconnection and installation. May be required to diagnose issues when necessary.

Position Summary

This position demands a wide range of technical skills. Under the direction of the Communications Electronics Supervisor, this position provides technical support for the communications, access control, video and electronics control system in place throughout the District. THE POSITION: The San Mateo Public Library is seeking an energetic individual to provide a wide variety of library support work. Duties include but are not limited to the following: respond to patron in-person and telephone requests for library materials, services and information; check out library materials to patrons; check in and prepare materials for return to the circulating collection; register new patrons; collect overdue fines; assist in order and receiving books, records, periodicals, and other library materials; maintain statistics of library use; handle patron complaints; assist adults and children in locating materials in the library and placing requests for materials not available. Under general supervision, performs a variety of complex technical accounting support duties in the preparation, maintenance, and processing of accounting and financial transactions, including payroll, general accounting, and financial reporting; and performs related duties as assigned.

 

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Assistant Finance Director.  Exercises no direct supervision over staff.

 

Class Characteristics

This is the advanced-level classification in the Accounting Technician series responsible for performing the most complex work assigned to the series.  Incumbents regularly work on tasks which are varied and complex, requiring considerable discretion and independent judgment.  Positions in the classification rely on experience and judgment to perform assigned duties in accordance with federal, state, and local laws, rules, and regulations.  Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines and methods to complete assignments.  Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements.  This class is distinguished from the Assistant Finance Director in that the latter has full management and supervisory authority in planning, organizing, and directing the full scope of accounting and finance operations within the department.

The Ethics Commission is responsible for the independent and impartial administration and enforcement of laws related to campaign finance, public financing of candidates, governmental ethics, conflicts of interest, and registration and reporting by lobbyists, campaign consultants, permit consultants, and major developers.

ABOUT THE ROLE

Reporting to the Executive Director, the Deputy Director will oversee department-wide administrative operations and strategic initiatives including organizational planning, program performance, budget development, financial accounting, procurement, contracting, human resources, recruitment, and other administrative functions. This role will supervise three staff members in the Operations Division and closely collaborate with other staff to achieve the Commission’s strategic goals.

The Deputy Director must be willing to forego involvement in all local political activity while a member of the Commission staff and publicly file an annual Statement of Economic Interests (Form 700).

ESSENTIAL DUTIES

Essential duties of the position include, but are not limited to the following:

• Establish and implement departmental goals, policies, and strategic plans as directed by the Executive Director.
• Develop and maintain a broad understanding of the Commission’s laws, policies, programs, procedures, and operations.
• Oversee daily administrative operations of the department including financial management, procurement, accounting, payroll, and related office operations.
• Effectively plan, coordinate, supervise, and evaluate the work of direct reports.
• Manage the department’s hiring initiatives including tracking vacancies, producing hiring-related documents, coordinating recruitment functions with staff and DHR, and supporting onboarding activities.
• Manage the department’s HR and personnel functions and lead initiatives to promote staff engagement and professional development.
• Direct the department’s annual budget development process by working with Commission staff and City stakeholders to get necessary funding approved through the City’s budgeting process.
• Track ongoing spending using the City’s financial systems and monitor adherence to the approved budget.
• Manage the department’s contracting needs and establish internal procedures and documentation for related business processes.
• Design and implement standardized workflows, procedures, documents, and tools for the Commission’s departmental business processes. Identify ways to improve business processes using automation.
• Establish effective metrics that inform the department’s operations and programmatic work in a data-driven manner. Develop processes to generate and track performance measures broadly across functions for leadership and staff, using automated tools in collaboration with the technology division.
• Manage services from other departments to support the Commission’s operations and serve as a liaison for departments and other stakeholders.
• Prepare management reports, annual reports, agency publications, and financial reports to provide regular progress updates regarding departmental goals and operations. Provide presentations at Commission meetings as needed.
• Maintain information on the Commission’s website, including budget, operational reports, and Commission information, in compliance with the City’s language access and digital inclusion standards.

• Support Commission-related operations including assisting with public meetings and onboarding new Commissioners.
• Act on behalf of the Executive Director when requested to provide business continuity for other programmatic and business functions.
• Maintain absolute confidentiality of sensitive information obtained through the course of completing assignments while working comfortably in an open government environment.
• Maintain and retrieve documents, records, and correspondence in accordance with established procedures for data retention and records requests.
• Establish and maintain effective professional relationships that foster an inclusive work environment and constructive problem-solving.

How to qualify

Minimum Qualifications

• Bachelor's degree from an accredited college or university, AND
• Two (2) years of managerial experience in governmental ethics, campaign financing, and/or lobbying laws and regulations, all of which must include supervisory experience.

Substitution: Additional experience as described above may substitute for the required degree on a year for year basis up to a maximum of two (2) years.

Desired Qualifications

• A Master's degree in public administration, business administration, public policy, or a closely related field of study, or a juris doctor degree.

• Two or more years of demonstrated experience with public sector management, budgeting, financial accounting, procurement, contracting, and/or recruitment functions.
• Experience in the fields of campaign finance and governmental ethics.
• Experience working objectively, efficiently, and effectively under strict deadlines and highly visible, sensitive, or politicized settings.
• Extensive knowledge and expertise in organizational policies, systems, and issues in a government setting.
• Proficiency with computers and software applications, including with Microsoft Office tools, electronic filings systems, collaboration and project management tools (SharePoint, MS Teams, Jira or similar), financial & accounting systems, digital signature tools (DocuSign or similar), and content management systems (WordPress or similar).
• Familiarity with data analysis skills including advanced Excel, PowerBI, Tableau, or other statistical/analytics tools. Comfortable working with complex datasets and databases.

This internship is offered as part of a Regional Internship Partnership designed to introduce current students and recent college graduates to local municipal government. The City of Saratoga participates in this program with the goal of connecting a diverse student population to public sector work, providing meaningful hands-on experience that supports both personal and professional growth.

Position Description

The City Manager Department has one part-time, paid summer internship opportunity (up to 20 hours per week). This is a single position that provides exposure across multiple functions within the department, giving the selected intern broad exposure to municipal operations rather than a narrow focus on one specialty. The internship runs for up to 12 weeks, and the start and end dates can be arranged around the selected candidate’s college summer break schedule.

The workload will balance supporting daily municipal operations with contributing to special projects. The intern will receive assignments and work direction from staff within the department.  

Administrative Analyst. The intern will support the planning and delivery of community programs such as the Youth in Government program and City-led events. Duties include scheduling, vendor coordination, on-site event assistance, research on municipal best practices, and data tracking.

City Clerk. The intern will assist with the preparation and coordination of City Council and commission meetings, including agenda compilation, minutes, and document management. Responsibilities also include supporting public records requests and ensuring compliance with open meeting laws and transparency requirements.

Public Affairs and Community Engagement Officer. The intern will help draft newsletters, website content, and social media posts, and will support event promotion, marketing materials, and community outreach campaigns. Additional work may include contributing to the annual State of the City report and video content produced with City Council.
