Position Summary

Under the general direction of the Fleet and Facilities Manager, this position is responsible for planning, assigning, supervising, training, and assisting mechanics in the routine preventive maintenance, inspection, diagnosis, and repair of structural, mechanical, and electrical systems at Bus Transit facilities. This includes overseeing shop equipment, automated fueling systems, revenue fare collection equipment, passenger amenities, and signage.

The Chief Mechanic - Building Maintenance is a working position that combines the duties of the Mechanic - Building Maintenance classification with skilled supervisory responsibilities. These include supervising work crews, scheduling tasks, managing projects, and providing training and mentorship to subordinate employees. Additionally, the position is accountable for generating detailed written and electronic reports on facility and equipment conditions, documenting maintenance and repairs performed, and outlining ongoing maintenance needs.

Essential Responsibilities

• Plans, supervises and participates in work assignments for all employees supervised
• Evaluates job performance and knowledge, skills and abilities (KSA) of all employees being supervised.
• Provides training, mentoring and feedback to personnel
• Issues 2nd level of progressive discipline, counseling, and written letters of reprimand to employees supervised. This position will not be responsible for administering discipline at subsequent levels.
• Interprets and enforces District rules, regulations, and policies
• Assures proper completion of job assignments with minimum expense and maximum productivity 
• Certifies records of work in progress and completed, including timecards, material requisitions, maintenance records and equipment counts when required.
• Collaborates closely with supervisors of oncoming and off going shifts to assure maximum daily productivity and continuity of work
• Monitors employee attendance and adherence to arrival, break and departure times
• Assures security and safety of premises and work.  

• Assists in developing and performs ongoing monitoring of key performance measures to ensure departmental goals are consistently achieved
• Performs quality control inspections to ensure all repairs meet or exceed regulatory requirements and internal safety and reliability standards
• Schedules facilities and equipment routine maintenance and ensures all inspections and preventive maintenance activities are performed on time and in a timely and satisfactory manner
• Monitors condition of facilities, passenger terminals and equipment. Directs preventive and corrective maintenance activities to maximize asset life and minimize maintenance expenditures   
• Coordinates and directs special projects and campaigns as required
• Coordinates with stores personnel to ensure adequate materials and supplies are available to complete ongoing and scheduled work
• Responsible for cleaning and safe housekeeping in work areas
• Ensures that occupational health and safety practices and procedures are strictly followed
• Refers any problems to Fleet and Facilities Manager, recommending action required
• Opens and closes work orders in Maximo and enters all pertinent information
• Performs other computerized recordkeeping as required
• Inspects, maintains and repairs all facilities mechanical systems including, but not limited to, bus washers, HVAC systems, electrical systems, lighting, plumbing, automatic and roll-up doors, waste oil and wastewater systems 
• Inspects, maintains and repairs shop equipment such as air compressors, generators, welders, fuel and lube oil delivery systems, hydraulic jacks and lifts, steam cleaners, pressure washers and pneumatic tools and other miscellaneous equipment. 
• Performs additional related duties as assigned
• Regular and reliable attendance and performance are required

The Equity and Belonging Manager will work with the Chief Equity Officer in the development and management of innovative and effective strategies to advance the ORSJ’s vision and day-to-day operations. The work requires considerable initiative and judgment and the ability to make sound recommendations to the Chief Equity Officer and departmental leadership.
 
The Equity and Belonging Manager may provide direct and indirect supervision over lower level supervisory, professional, technical, and clerical employees and contractors.
 
The Equity and Belonging Manager will optimize and support the functions of the ORSJ, which include but are not limited to the following:

• Collaborate with the County’s Chief Equity Officer and other equity-focused staff to normalize and institutionalize the implementation of an equity lens to improve relationships, decision-making, structures, and systems of County operation and delivery of services.
• Consult with and advise management, multi-disciplinary staff, community organizations, providers, external agencies, and other stakeholders on complex matters concerning efforts to advance just and fair governance and improving life outcomes for all populations.
• Sustain and improve the operations of an interdepartmental Core Equity Team and its committees to advance their annual action plans.
• Facilitate community and agency partnerships and learning opportunities across government and community leaders.
• Design, implement, promote, deliver, and evaluate programs and tools designed to advance equity, including staff development, community engagement and partnership, organizational assessments, policy and systems changes, public information, and individual and group trainings.
• Manage the County’s Targeted Strategies: Improving Outcomes for All action plans.
• Shepherd the implementation of the County’s Anchor Institution framework to ensure the success of inclusive procurement, investment, and staffing efforts.  
• Conduct public solicitation processes and develop and monitor contracts.
• Participate in the development and implementation of County goals, objectives, policies, procedures, and priorities.
• Prepare and manage a variety of reports, correspondence, and other written materials, and present reports and studies as necessary. 
• Provide guidance and training to support internal and external partners in the development and delivery of equity programs, policies, and tools, and develop related work plans and training materials as needed.
• Participate in designing and implementing performance measurement plans that help determine the effectiveness of the goals and strategies. 
• Monitor changes in laws, regulations, and technology that may affect County or departmental operations; implement policy and procedural changes as required.
• Select, supervise, train, and evaluate professional, technical, and clerical employees and contractors.
• Perform related duties as required.

QUALIFICATIONS

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

• Education: Bachelor’s degree from an accredited college or university with major coursework in public policy, sociology, education, ethnic studies, public relations, social work, public health, public administration, or a related field, includes trainings and education specific to issues related to racial and social equity. 
• Experience: Five years of experience in the administration of community, public policy, educational, or social and racial justice programs, including at least three years in a supervisory level AND life experience related to interacting with inequitable systems that can provide an integral perspective to the position.

Demonstrated track record of success engaging with underserved and marginalized communities, and experience in making transformational changes to advance equity is required.

 
Knowledge of:

• Theories, principles, and practices of effective management and strategic planning processes and techniques.
• Social, political, economic, and environmental issues influencing issues related to equity.
• Strategies to advance equity in a governmental setting.
• Frameworks promoted by the Government Alliance on Race and Equity
• History of racial inequities and current institutional and systemic factors that maintain, reinforce and/or create inequities.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process.

The process will consist of an Oral Panel Interview (weighted 80%) and a written exercise (weighted 20%). An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner.

PROJECT DESCRIPTION

The Woodland Joint Unified School District (WJUSD) Service Center is seeking a motivated Civic Fellow to support inventory organization and management of parts and materials essential to district operations. This role provides hands-on experience in warehouse operations, inventory systems, and process improvement within a public education environment.

The Fellow will assess current storage and inventory practices and help implement a more efficient, organized system. Responsibilities may include developing labeling structures, organizing storage areas, establishing inventory tracking procedures, and improving material accessibility for staff. In collaboration with Service Center personnel, the Fellow will identify opportunities to enhance efficiency, organization, and accountability.

This fellowship offers practical experience in warehouse logistics, operational system design, and cross-functional collaboration, while building skills in organization, problem-solving, and process improvement within a public sector setting.

SUPERVISION RECEIVED AND EXERCISED

Receives general directions from the designated WCC host-site employee.

IDEAL CANDIDATE

The ideal candidate is a detail-oriented, organized, and motivated individual interested in operations, logistics, engineering, business, or public service. The Civic Fellow should be comfortable working independently and as part of a team, and willing to take initiative to improve organization and efficiency.
The successful candidate will demonstrate strong problem-solving skills, a willingness to learn new systems, and the ability to think critically about processes. Interest in organization, data tracking, or hands-on operational work such as inventory or warehouse systems is desirable. Experience with spreadsheets or data entry is helpful but not required.
Additionally, the ideal candidate will have strong communication skills, a positive attitude, and reliability. This position is well suited for someone who enjoys solving practical challenges and contributing to systems that help organizations run effectively.

THE POSITION OBJECTIVES/GOALS

The goals of the position are to:

1. Accurately assess and document current inventory of parts and materials within the WJUSD Service Center, including storage locations, item categories, and current organizational practices.

2. Review existing storage systems to identify inefficiencies, inconsistencies, or gaps, and coordinate with Service Center, Maintenance, and Transportation staff to improve organization.

3. Develop and implement a standardized organizational structure for parts and materials, including clear storage locations, labeling practices, and logical grouping of inventory.

4. Improve inventory accessibility and efficiency by helping establish procedures that allow staff to quickly locate, store, and track commonly used materials.

5. Create simple documentation and reference materials to support consistent inventory organization practices, including basic procedures for storing and locating materials.

6. Develop a working understanding of school district operational support systems, including how the Service Center supports Maintenance, Facilities, and Transportation functions.

7. Contribute to continuous process improvement by identifying opportunities to improve inventory organization, storage workflows, and material tracking practices.

QUALIFICATIONS

THE POSITION OBJECTIVES/GOALS

The goal of the position is:

1. Learn about and reinvigorate the City's "The Food Front" food and agricultural economic development campaign. Help with scheduling key stakeholder meetings, running campaigns online, refreshing and improving webpages, and planning engagement events.

2. Lead community and civic engagement efforts, from supporting City Council Members with outreach to preparing materials for anything from possible Prop. 218 fee proposals to education around public programs. 

3. Become familiar with the City's multimedia platforms and help create content, including vertical videos, podcasts, employee highlights, promotions for Community Services programs, events, and initiatives, traditional door to door outreach materials, and more.

4. Research and observe the rollout of SB707 and assist staff with implementing its provisions related to participation and outreach.

5. Analyze performance data and existing marketing strategies used by the City, focusing on campaign objectives, target audiences, and content types.

6. Define and support community engagement efforts and highlight their importance within local government services.

7. Propose innovative and inclusive campaign ideas tailored to local demographics and community needs.

8. Support ADA compliance efforts by reviewing and improving accessibility of social media and website content.

PROJECT DESCRIPTION

The Woodland Joint Unified School District (WJUSD) Maintenance, Operations, and Facilities Department is seeking a motivated Civic Fellow to support the district’s sustainability and environmental stewardship efforts. This role offers a hands-on opportunity to gain experience in sustainability practices, facilities operations, and process improvement within a public education setting.

The Civic Fellow will assist in assessing current district practices related to recycling, waste reduction, and resource conservation. This may include reviewing recycling programs, observing waste management practices at school sites, and identifying opportunities to improve sustainability efforts. Working closely with Maintenance, Operations, and Facilities staff, the Fellow will help research best practices and develop practical recommendations to improve environmental outcomes and operational efficiency.

IDEAL CANDIDATE

The ideal candidate is a motivated and detail-oriented individual with an interest in sustainability, environmental science, public administration, and/or facilities operations. The Civic Fellow should be comfortable conducting research, making observations, and working collaboratively with staff across multiple departments.

The successful candidate will demonstrate strong organizational and problem-solving skills, curiosity, and a willingness to learn about sustainability practices. Interest in environmental responsibility, waste reduction, or operational efficiency is desirable. Experience with research, data collection, or spreadsheets is helpful but not required.

The Water Conservation Analyst will support key sustainability efforts by conducting a comprehensive analysis of municipal water usage and the City's response to leaks/over usage across public facilities. The Fellow will analyze five years of historical water consumption data to identify trends, anomalies, inefficiencies, and high-risk locations for water loss. A key focus of the project will be evaluating how the City currently tracks leaks and over-usage, how alerts are generated and routed, and how staff respond to those alerts. The Fellow will propose recommendations to improve leak detection, streamline response protocols, strengthen reporting systems, and reduce water waste supporting long-term water conservation goals.

In this role, the Fellow will serve as a key point of contact for residents, property owners, and community stakeholders seeking information on general planning inquiries, zoning standards, and land use regulations. The position provides practical exposure to municipal planning processes, including development review, interpretation of zoning codes, and customer service within a public-sector framework.

A central component of the fellowship will be leading a comprehensive revamp of the City’s historic preservation education and outreach efforts.
