POSITION

A Dispatcher II is a civilian employee of the Police Department who performs a variety of tasks in the Department’s Support Services Division. The Dispatcher II acts as the Department’s primary dispatcher, receiving and relaying incoming calls for emergency and non-emergency assistance; dispatching police units; operating a variety of telecommunications equipment including radio, telephone, and computer-aided dispatch systems; status monitoring, records and file maintenance in a computer-aided environment; and entry level dispatch training. A Dispatcher II may be assigned to work various hours, shifts, holidays, weekends and overtime.

Additional duties may include, but are not limited to, the following: prioritize requests for service based upon available resources, receive radio requests and handle accordingly, type, process and file a wide variety of reports and materials including memos, letters, complaints, declarations, warrants, citations, crime and traffic reports.  Assists Department personnel and the public in person and by phone performing record checks, collecting fees and mailing requested reports to outside agencies in accordance with established regulations. 

QUALIFICATIONS

Have a combination of education and work experience, including a minimum of one year of dispatch work; two years general office work involving typing of varied materials, public contact, general filing and basic record keeping; type at least 40 wpm (net).  Have knowledge of business English, spelling; modern office practices and procedures; record keeping. Ability to dispatch police units quickly and effectively; work under pressure; exercise independent judgment; work with minimal supervision; make sound decisions in emergency situations; learn assigned clerical tasks readily and to adhere to prescribed routine; write English legibly; establish and maintain effective working relationships with other employees and the general public; operate computer-aided dispatch system, 911 emergency telephone, and other multi-line telephone systems, various law enforcement telecommunications systems, radio console with headsets and handsets, computer keyboards, cameras, intercoms, security. Willingness to work varying shifts and radio dispatching skills. 

SPECIAL EMPLOYMENT INFORMATION

This is a one-year, limited-term assignment, with the possibility of extension based on budget, departmental needs and approval. The position will require a minimum of 24.5 hours and up to a maximum of 39.5 hours per week. The work schedule may include nights, weekends, and holidays. Shift schedules are reviewed every four months and are subject to change.

SELECTION PROCESS

A thorough background check, as well as a physical, drug screen, psychological evaluation, and polygraph exam will be conducted on the top candidates prior to appointment consideration.  Failure to achieve a qualifying score on any portion of the examination process will eliminate a candidate from further consideration.

Under general supervision of a Police Sergeant, the non-sworn Community Service Aide provides technical police services in crime prevention, crime investigation, and crime response which do not require full police powers and assists police officers in the maintenance of law and order.

CLASS CHACTERISTICS
The Community Service Aide is a journey-level classification, fully competent to independently perform a variety of patrol and special assignment support duties. A Community Service Aide may be assigned to an organizational unit including Community Oriented Policing and Problem Solving (COPPS) and Investigations. This classification has clear guidelines to help with independent decision-making, and supervision is available when unusual or complex situations arise.

EXAMPLES OF DUTIES (illustrative only):

• Receive and transmit calls for service over the police radio.
• Issue vehicle parking and registration citations.
• Mark, arrange tow, and maintain files for abandoned vehicles; cite vehicle/owner for violation after a given period of time of being marked.
• Direct traffic at major injury collisions, chemical spills, malfunctioning traffic signals, and special events.
• Drive a marked police vehicle; transport children to foster care facilities, citizens including stranded motorists, and city staff; deliver messages, property, and evidence as dispatched to court, citizens, or other agencies.
• Interview witnesses or others involved search for, collect, and identify evidence; and write reports for crimes with no suspect, lost and found cases, and non-injury collisions.
• Engage in general patrol observation; report any suspicious activity to dispatch and patrol officers.
• Patrol and enforce animal regulation laws and ordinances, which include receiving and investigating complaints and reports regarding stray, dangerous, unwanted or improperly controlled dogs, livestock and other animals; answering emergency calls and investigating persons bitten and quarantining the animal; and impounding, transporting and giving first aid to animals.
• Verify and certify mechanical violations receiving a citation have been corrected.
• Search files for information to aid in apprehending a criminal, returning lost property, determining the disposition of a vehicle and other problem resolution.
• Assist in the processing of evidence to include crime scene photography, sketching, video, evidence collection, and preservation as well as other duties associated with evidence processing. Assist in routine equipment/vehicle maintenance.
• Assist with clerical functions such as entering data and conducting file searches on the computer and typing filing, and form completion.
• Provide municipal code updates and additions for best practices and law changes.
• Coordinate training of both current employees (CPT) and new employees (FTO).
• Testify in court.
• Inspect and clean the holding facilities and radio-equipped vehicles in order to maintain health/safety standards.
• Search and/or obtain specimens from same-sex prisoners.
• Performs related work as required.

Community Oriented Policing and Problem Solving (COPPS):

• Perform community outreach.
• Assist, participate, and support community events (e.g., Shop with a Cop Coffee with Cops, National Night Out, Summer Sandlot etc.).
• Assist with the neighborhood watch program/meetings.
• Assist with COPPS unit projects.
• Liaison with Youth and Family Services (YFS).
• Performs related work in COPPS as required.

Investigations:

• Ensure registration of habitual sex and narcotic offenders are complete and organized.
• Attend a basic POST approved Crime Scene Investigation course and other applicable, advanced trainings.
• Assist with the collection and preservation of evidence to include taking crime scene photographs, searching and dusting for latent fingerprints, crime scene diagrams, laser scanning of crime scenes, and attending autopsies. Arrange for proper identification of evidence.
• Assist Detectives with basic investigative follow-up (e.g. no identified suspect fingerprint results, gather surveillance footage, etc.)
• Performs related work in Investigations as required.

The Department

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships; engaging with and building the capacity of the community to do its own problem-solving; and leveraging financial and volunteer resources.

The Position

The Clinical Supervisor will provide clinical and administrative leadership to the Aging and Family Services Division. The mission of the Aging and Family Services Division is to foster a high quality of life for older adults through its Senior Support Services. The Senior Support Services employs a team of caring professionals from diverse backgrounds which include social workers, a public health nurse, counselors, and peers who will work closely with other department staff to provide cohesive wrap-around services for older adults and their families.

Examples of Job Duties

• Develop and maintain systems necessary to support effective and efficient Senior Support Programs. This includes the responsibilities of: supervising a multi-disciplinary team; monitoring contractual and billing procedures; electronic charting requirements; working with other providers and referral organizations; utilization review and methods for integrating the work of the Aging and Family Services Division and Human Services Department.
• Facilitate and support the work of a multi-disciplinary team in providing services to seniors with complex care needs and their caregivers.
• Oversee contract development, billing processes and service deliverables necessary to support the programs. Complete reports required by funding agencies and build strong working relationships with funding parties.

Definition
Under general supervision, the Electro-Mechanic performs skilled electrical/electronic and mechanical work to diagnose, maintain, repair, rebuild, overhaul, service, inspect, and test light rail transit vehicles and equipment.

About the Light Rail Maintenance Department

Light Rail Vehicle (LRV) Maintenance is located at the Guadalupe Light Rail Division. LRV Maintenance is responsible for timely and reliable maintenance, preventive maintenance, inspections, repair and servicing of light rail vehicles and service equipment.

After a light rail vehicle returns from revenue service at the end of each day, Maintenance performs an interior inspection/walk-through of the vehicle, analyzes the Operator Defect Card, performs a visual inspection of the vehicle undercarriage, performs exterior and interior cleaning, cleans and repairs windows and seating, and removes and repairs graffiti and vandalism.

Minimum Qualifications

Employment Standards
Training and experience equivalent to a high school diploma and four years of experience in the maintenance and repair of electrically powered rail transit vehicles.

OR

Training and experience equivalent to completion of a two-year degree in electronic technology and two years of experience in the installation, maintenance or repair of electro-mechanical systems similar to those found in VTA light rail vehicles.

OR

Demonstrated experience and training equivalent to a high school diploma and four years of experience in a maintenance environment working on systems similar to those found in a light rail vehicle including air conditioning, DC motors, generators, circuit diagrams, lighting and electrical troubleshooting.

Possession of a valid California Class C driver's license and the ability to qualify for and maintain a Class B license with passenger (P) endorsement and a maintenance LRV operation certification.

Must be available to work weekends, holidays, and odd and unusual hours.

Definition
Under general supervision, the Light Rail Power Supervisor supervises and coordinates the overhead power and substation maintenance and repair of the light rail system.

Distinguishing Characteristics
This is the first full supervisory level in the maintenance and repair of electric power systems for light rail, including overhead and substations. The next higher class of Light Rail Way, Power and Signal Superintendent manages the overall activities of the program and supervises this class.

About Way, Power & Signal Maintenance
Way, Power & Signal Maintenance is responsible for timely and reliable maintenance, preventive maintenance, inspections, repair and servicing of the light rail right-of-way, rail system power, tracks, signals, station facilities and related equipment. Components of the Way, Power & Signal unit are:
 

• Station & Wayside Maintenance: Station & Wayside Maintenance maintains and repairs (including graffiti removal) light rail stations, terminal buildings, restrooms, park & ride lots, landscaping, fences, guardrails, and other trackside areas.

• Track Maintenance: Track Maintenance maintains (including right-of-way weed eradication, vegetation control, and graffiti removal), performs preventive maintenance, inspects, services and repairs rail, switches, ties, roadbed, and track systems.

• Power Maintenance: Power Maintenance maintains (including trackside right-of-way tree trimming), performs preventive maintenance, inspects, repairs, and services light rail electric power systems, including overhead, substations, lighting, and other electrical systems.

• Signal Maintenance: Signal Maintenance maintains, performs preventive maintenance, inspects, repairs, and services signal systems, crossing gates, fare machines, SCADA (Supervisory Control and Data Acquisition) controls, and station audio/video equipment.

• Passenger Facilities Maintenance: Passenger Facilities Maintenance maintains, performs preventive maintenance, inspects, repairs, and services all VTA-maintained passenger facilities, including bus stops. Services include: bench installation, painting and repair, core drilling for poles at new bus stops, garbage collection, trash receptacle installation and relocation, graffiti abatement, litter removal, pressure washing, red curb painting, signage inspection, route updates, and sweeping services. Janitorial services for transit centers are provided daily through a Facilities Maintenance service contract with a third-party vendor. Guadalupe

Minimum Qualifications

Employment Standards
Sufficient education, training and experience to demonstrate possession of the required knowledge, skills and abilities.

Development of the required knowledge, skills and abilities is typically obtained through the equivalent of six (6) years of experience in electrical/electronic maintenance, including one (1) year in an electrified rail or high voltage power supervisory position AND the equivalent of completion of a recognized apprenticeship program for electricians.

Possession of a valid California Class C driver's license and the ability to qualify for and maintain a Class B license.

The Department of Transportation is currently recruiting to fill a vacant Electrician Traffic Maintenance Supervisor and a Electrician Streetlight Supervisor position in the Infrastructure Maintenance Division. These positions are responsible for leading one of our three areas in the Electrical projects section. The City of San Jose has 969 signalized intersections and over 65,000 streetlights and the supporting infrastructure assets. 

 

The ideal candidate is a self-starter with demonstrated ability in assimilating and implementing organizational development initiatives. A major priority for this position will be to identify and implement continuous improvement processes and technological advances to meet a customer-focused, results-driven service delivery demand. In addition, the ideal candidate keeps current on new advances in signal technology and implements planned upgrades with a focus on standardization and cost effectiveness.  

 

The Electrician Traffic Signals Maintenance Supervisor is responsible for:

 

• The electrician supervisor for Traffic signals supervises electricians and other maintenance staff 

• Responsible for the in-house on call program 24/7/365 involving electricians, maintenance staff as well as contractors.

• Ensures the work being performed Meets all CSJ standards as well as safety standards for traffic signals.

• Responsible for working with our partners in DOT including Signal Operations, Signal Design and our ITS team to replace, upgrade and modify existing intersections and bring new intersections online.

• Coordinates with other departments for other related work, communication systems, fiber network, speed radar signs, wireless communication systems and other related work to do with the city communication systems.

• Tracks budget and works with analysts to ensure accurate spending records are maintained as well as accurate tracking of contractor costs.

• Maintains the correct inventory of all needed equipment and supplies on hand to ensure all repairs throughout the city can be made in an efficient manner

• Maintains the required response time by staff for trouble calls that come in for signals not operating properly and all other associated trouble calls.

• Incumbents regularly work on tasks that are varied and complex, requiring considerable discretion and independent judgment.

• The Position in this classification will rely on experience and judgment to ensure the efficient and effective functioning of the assigned electrical operation/program area.

• Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines, and methods to deliver services.

• Ensure all the performance measures and other reporting categories are maintained accurately and consistently.

 

The Electrician Streetlight Supervisor is responsible for:

 

• Supervises electricians and other maintenance staff in maintenance of over 65,000 streetlights and the supporting infrastructure assets.

• Ensures the work being produced meets CSJ mandated standards and specifications.

• Plans, schedules, and evaluates work performed by assigned staff.

• Tracks maintenance budgets and works with analysts to ensure accurate financial records are kept.

• Coordinates and implements work orders, as well as works with IT to implement updates to programs and applications.

• Incumbents regularly work on tasks that are varied and complex, requiring considerable discretion and independent judgment.

• Positions in this classification rely on experience and judgment to ensure the efficient and effective functioning of the assigned electrical operation/program area.

• Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines, and methods to deliver services.

• Responsible for ensuring all the performance measures and other reporting categories are maintained accurately and consistently.

• The incumbent must also be comfortable interacting with the general public to provide updates on service requests and update to senior staff.

• This position requires high constructive energy and excellent communication, to ensure that the requests are understood and there are solutions to solve the problem.

• Must be able to direct contractors for needed work for on call, stolen wire installing traffic signal poles as well as streetlighting poles involved in accidents.

• Maintains correct amount of inventory for all supplies related to streetlights.

Minimum Qualifications

 

Education: Completion of an approved apprenticeship program

 

Experience: 2 years of lead electrician experience as a journey level Electrician.

 

Acceptable Substitution: Documented proof of completion of 8,500 hours of both course work and experience in all of the areas covered in the State of California Electrician Apprenticeship Standards may be substituted for completion of a recognized Electrician Apprenticeship program. These areas include residential wiring, commercial and industrial wiring, intercom and signals, controls, underground work, trouble shooting, finishing and fixture hanging, solid state controls, and stock and inventory. Completion of the State of California Electrician Certification exam will be accepted as proof of completion of 8,500 hours of electrical work experience.

Certifications/Licenses: Possession of a valid State of California driver’s license.

About the Position: Midpeninsula Regional Open Space District (Midpen) is seeking a Geographic Information Systems (GIS) Intern in the Information Systems and Technology (IST) Department. The GIS Intern will perform GIS mapping and analysis tasks in support of land acquisition, open space planning, capital improvement, and resource management activities. Responsibilities include creating maps for District Board reports and presentations; compiling and synthesizing geographic data; developing attribute data for feature classes; performing basic geoprocessing; maintaining and updating GIS databases as new data are collected; preparing, modifying and updating District site maps and brochures; providing graphic support for other departments including the development of maps, charts, displays, presentations, graphics, brochures, and drawings; and collecting field data. Basic Requirements: Internships are open to applications from current students or recent graduates (within the last 12 months). Current enrollment in an associate’s, bachelor’s, or master’s degree program, or trade school in a relevant field. Successful candidates will have a background in geography, planning, environmental studies, landscape architecture, or another related field; demonstrated experience with ArcGIS software; and demonstrated expertise/enthusiasm in cartography and map production. This position requires great attention to detail, excellent communication and critical thinking skills, the ability to work well both in a team setting and independently, the desire to learn, and the willingness to occasionally work in rugged, remote settings. Knowledge of web GIS and experience with field data collection are a plus. Working Conditions/Schedule: This position is based primarily in-office at our Administrative Office in Los Altos, CA, as part of the IST department. While the majority of work will be performed in an office setting, there may be occasional instances of field data collection. These field activities are infrequent but may involve travel in a district vehicle and, at times, working independently in varied outdoor conditions, including remote and rugged terrain with numerous biotic and abiotic hazards during inclement weather. This is a temporary position working 24 – 32 hours per week (within regular business days/hours). Regular business is conducted Monday through Friday between the hours of 8:00 am to 5:00 pm.  Interns may work up to a total of 950 hours over a 7-to-9-month period.  Minimum Qualifications:Employment Standards
Possession of a valid California Class C driver's license and the ability to qualify for and maintain a Class A license.

Training and experience equivalent to a high school diploma and five (5) years of experience in electrical inspections, maintenance, and repair, preferably on high voltage substations. The completion of a recognized apprenticeship program for electricians or equivalent can be included as part of the required years of experience.

Must be available to work weekends, holidays, odd and unusual hours.

• In accordance with Department of Transportation (DOT) requirements, all job applicants selected for appointment to this safety-sensitive position are subject to pre-employment drug testing. • Monitors, maintains, modifies, installs, troubleshoots, repairs, and supports the light rail SCADA system hardware, software and LAN network devices; creates displays and alarms; uses diagnostic tools to identify and resolve network problems;

Minimum Qualifications

Employment Standards
Development of the required knowledge, skills and abilities is typically obtained through completion of a two year program at a recognized academic, trade or vocational school or completion of an apprenticeship in the trade; and three years of journey-level experience in the inspection, testing, maintenance and repair of electrical, electronic and communications systems.
