The Department: 
Silicon Valley Power (SVP) is the City of Santa Clara’s municipal public power utility. Located in Northern California’s Santa Clara County, SVP is primarily a distribution utility contained within a roughly twenty square mile footprint and embedded within the much larger PG&E utility system. SVP operates under the jurisdiction of the California Independent System Operator (CAISO) and the Western Electricity Coordinating Council (WECC). SVP operates voltages of 230kV and 115kV (transmission), 60kv (sub-transmission), and 12kV (distribution). Its peak load in 2024 was 718MW and has the ability to generate up to 200MW internally. SVP has roughly 60,000 meters with 90% of the load industrial-commercial and 10% residential. SVP is a NERC registered utility and conforms to NERC 693 and CIP reliability standards. The Position:  
Electric and Water System Operators (EWSO) ensure that all Electric, Water and Storm sewer systems are operated reliably, efficiently and effectively in a safe manner and restoring service in a timely way to all customers.  The EWSO has responsibility for monitoring and operation of the City's municipal electric power, water, transmission and distribution systems and for coordinating planned and unplanned power outages. As a Transmission Operator, operating personnel in this position have the responsibility to comply with NERC reliability standards and the authority to implement real-time actions to ensure the stable and reliable operation of the Bulk Electric System. These efforts are coordinated with the appropriate Reliability Coordinator (RC), affected Transmission Operator(s) (TO) and affected Balancing Authorities (BA). This position is staffed 24/7 365 utilizing a rotation of 12 hour shifts with Operators alternating between days and nights.

EDUCATION AND EXPERIENCE

Minimum Requirements:

• Graduation from high school or possession of a GED

• 1) Two (2) years of experience in an electric utility performing complex load dispatching and switching

• 2) Four (4) years of experience in an electric utility as a generating plant or substation operator with sub-dispatching responsibility

• 3) Four (4) years of experience with the City of Santa Clara Electric Department, including at least one (1) year as an journey-level or higher, electrician or lineman/linewoman 

• 4) Completion of a recognized State of California Electric System Operator apprentice program

Desirable Qualification:  A valid Transmission Operator Certificate issued by the North American Electric Reliability Corporation (NERC)

LICENSE: Possession of a valid California Class C driver's license is required at time of appointment and for the duration of employment.

CERTIFICATES: Possession of the following certificate is required within one year of hire date and for the duration of appointment:

• A valid Water Distribution System Operator Certificate (Grade D-1 or above) issued by the California Department of Health Services (DHS).

• A valid Transmission Operator Certificate issued by the North American Electric Reliability Corporation (NERC).

SENIOR APPLICATIONS ANALYST

The Position: 

This is a professional position in the classified service assigned to the City of Santa Clara’s Electric Utility Department, Silicon Valley Power (SVP). This position works directly for SVP’s Systems Support Group (SSG) which is the technology backbone of SVP.  SSG is a growing division, we directly support a large range of technology projects and modernization efforts within SVP, including activities in support of the unprecedented load growth of the Utility. 

We are seeking a highly skilled and experienced Network Administrator to design, implement, and support both enterprise and utility-specific network infrastructure, with a strong emphasis on Cisco technologies. The incumbent plays a critical role in ensuring the availability, performance, and security of the organization’s overall network environment, including SVP’s utility communication and control systems.

In this role, the Network Administrator is responsible for administering and monitoring network services, managing a variety of advanced network and security products—including Cisco firewalls and intrusion prevention systems- and maintaining compliance with Federal Energy Regulatory Commission (FERC) requirements as well as applicable state and local mandates. This position involves supporting and maintaining complex infrastructure components such as enterprise-grade Cisco firewalls, routers, switches, wireless controllers, such as HP Aruba switches, and RSA Authentication Manager, while also managing secure VPN access and routing protocols and future state zero trust network access initiatives.

The incumbent will oversee DNS infrastructure, support VoIP systems to ensure call quality and reliability, and proactively monitor network performance to detect and resolve issues related to

connectivity, latency, or system failures. The role also requires accurate documentation of network configurations and changes, collaboration with internal teams on infrastructure projects and upgrades, and participation in organizational capacity planning.

In addition, this position supports business continuity by ensuring high availability and disaster recovery capabilities across all network components, investigates and reports on security incidents in accordance with departmental policy or direction from senior management, and provides technical leadership and mentorship to others.

The City of San José , Public Works Department is seeking to fill five ( 5 ) full- time Electrician vacancies . Electrician I is the entry-level class in the Electrician series. Incumbents are provided with training and experience to develop the knowledge, skills, and abilities necessary to perform the full range of installation, maintenance, and repair of electrical systems and equipment.

Electrician II is the journey level class in the installation, maintenance and repair of electrical systems and equipment, working independently under general supervision.

Electricians are responsible for installing, maintaining , testing, troubleshooting, repairing, and operating high and low voltage/amperage electrical components, systems and equipment including locating problems; determining appropriate courses of action; and coordinating repairs with affected parties. They design, fabricate, and install electrical systems and components and install wiring and electrical equipment, ensuring code compliance. Electricians review work orders, maintain activity logs, prepare requisitions and obtain approval for various projects. Duties may also include purchasing electrical supplies, including filling out paperwork; coordinating purchases; and, choosing vendors. They are responsible for responding to occasional emergencies, evaluating and taking required actions and determining if support is needed. Public Works electrician duties also include:

The Engineering Group Manager – Facilities will oversee a diverse and talented team responsible for managing the planning, design, and construction of capital projects at the Santa Clara Valley Transportation Authority (VTA). This individual will lead the delivery of high-impact projects ranging from transit infrastructure upgrades to the improvement and rehabilitation of maintenance yards and other critical facilities. The role includes overseeing staff, consultants, and stakeholders in the successful execution of these projects, while also ensuring compliance with VTA’s overall objectives and community needs.

The Positions
The Building Maintenance Division of the Maintenance Operations Department is seeking experienced Building Maintenance Workers to provide HVAC maintenance support for all public facilities, such as City Hall, Historic Buildings, Fire Stations, Police Department, Recreation facilities, and Rental Housing. Building Maintenance Workers (HVAC) design, fabricate, inspect, install, troubleshoot and evaluate problems with HVAC equipment.  They also repair heating, ventilation and air conditioning systems and related apparatus. Additionally, they install, repair and/or replace controls for energy management system as well as perform preventive maintenance and sheet metal work, including design and fabrication.

Overview:

The Senior Environmental Planner serves as an environmental compliance lead for critical infrastructure projects that provide safe, clean water to Santa Clara County. This role carries out environmental review and permitting for complex operations and maintenance activities for the Water Utility Enterprise, which includes the pipeline maintenance program. Examples of projects are stream gage improvements, pipeline turnout repairs, pump replacements, and culvert repairs. The planner will also provide expert oversight for other projects as needed.

This is a leadership position that will play a role in developing and executing integrated environmental strategies that protect and restore watersheds, ensure regulatory compliance, and enhance the long-term sustainability of Valley Water’s operations and maintenance activities.

Valley Water is a public agency with an operating and capital budget of $964 million, and over 900 employees. With headquarters in San José, Valley Water provides water supply, enhances streams and watersheds through creek restoration and habitat protection, provides flood protection for homes, schools, businesses and roadways, and partners with other agencies to provide trails and open space for the community.

Key Responsibilities include, but are not limited to:

• CEQA Analysis– Managing the preparation and review of California Environmental Quality Act (CEQA) analyses to ensure compliance with environmental standards.
• Permitting Development of permit strategy for local, State, and Federal regulatory agencies. This includes the development of permit submittals for the California Department of Fish and Wildlife, Regional Water Quality Control Board, Army Corp of Engineers, US Fish and Wildlife Service, National Marine Fisheries Service, and Valley Habitat Agency.
• Mitigation Monitoring & Reporting – Overseeing the preparation and submission of mitigation reports and compliance documentation related to various efforts, as well as other environmental permits. This includes compliance with the Santa Clara Valley Habitat Plan.
• Regulatory Compliance & Oversight – Serve as a subject matter expert in environmental planning, ensuring that operations and maintenance activities meet all relevant federal, state, and local environmental regulations.
• Interdepartmental Coordination – Strive for consistency with other Valley Water projects and programs by collaborating with other environmental planners and maintaining alignment with Quality and Environmental Management System (QEMS) protocols and other internal procedures.

Ideal Experience:

• Seven (7) years of professional-level environmental planning or related experience evaluating the impact of proposed public works, capital projects, or facilities in the community and the environment.
• Experience managing CEQA analysis and compliance
• Experience working with State and Federal agencies negotiating permits and ensuring permit compliance.
• Experience in preparing compliance reports.
• Experience in project management.

• Improve and streamline environmental review and permitting processes.
• Represent Valley Water and engage with the public, other governmental agencies, and environmental regulators.

Ideal Knowledge:

• California Environmental Quality Act (CEQA) / National Environmental Policy Act (NEPA) expertise.
• State and Federal regulatory laws, regulations, and permitting.
• Field principles and practices of natural sciences, especially related to air quality, biological resources, geology, and soil, hydrology/water quality, and cultural resources.
• Knowledge and familiarity with construction and maintenance practices.

Ideal Training and Education:

Bachelor’s degree from an accredited college or university with major course work in environmental studies, environmental planning, city and regional planning, environmental science, natural resources management, geography, or a closely related field.

 

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.
