Human Resources Director (Full Time)

Under the general direction of the City Manager, the Human Resource Director will conduct, lead and direct the routine functions of the Human Resources (HR) department including employee relations, recruitment and selection of staff, administering pay, compensation and classifications, benefits, and leave, and enforcing City policies, procedures, and practices. This position can be assigned special projects by the City Manager.

Provides continuous leadership in carrying out the program mission, as amended from time to time, including:

· Partners with the leadership team to understand and execute the City’s human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning.

· Provides support and guidance to HR Technician, management, and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodation, investigating allegations of wrongdoing, discipline, and terminations.

· Develops and administers City personnel rules, regulations, policies, and Memoranda of Understanding and consults with department heads and the City Manager relative to employee relations, policy development and personnel issues.

· Directs and coordinates the City’s Workers Compensation, Risk Management and Safety programs, including coordination and liaison with the City’s insurance carrier on insurance claims.

· Manages the talent acquisition process, which may include recruitment, interviewing, and hiring of qualified job applicants, particularly for managerial, exempt, and professional roles; collaborates with departmental managers to understand skills and competencies required for openings.

· Analyzes trends in compensation and benefits; researches and proposes competitive base and incentive pay programs to ensure the organization attracts and retains top talent.

· Creates learning and development programs and initiatives that provide internal development opportunities for employees.

· Oversees employee disciplinary meetings, terminations, and investigations.

· Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.

· Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.

· Maintains records and prepares daily reports related to work performed.

· Perform related job duties and responsibilities as required.

· Performs other duties as assigned.

Position Duties  

The Department of Public Works is recruiting to fill various Building Inspector Combination/Certified I/II/III/Senior positions within the Engineering Services Division, Code Inspection Section.  

The Building Inspector Combination/Certified I/II/III/Senior positions will be located subject to business need. These positions will provide inspection support at a variety of City of San José facilities, including the Airport, Regional Wastewater Facility and Central Service Yard. 

Key responsibilities and duties may include, but are not limited to the following: 

• Conduct inspections of industrial, commercial, manufacturing, and facilities to ensure compliance with codes, regulations, ordinances, standards, and contract agreements which includes setting up inspection schedules; gathering information and evidence; and, ensuring conformance to plans, specifications, and safety regulations.  

• Investigate building, construction, and land use changes in the field by gathering factual data to ascertain present use of land and location of structures; conducting background investigations and research; and preparing reports to use as evidence.  

• Provide technical assistance for development of codes and policies.  

• Generate written reports and enforcement orders which includes noting deficiencies in standards and submitting final documentation.  

• Review plans and specifications for compliance with codes which includes assisting in projects in complying with regulations, prioritizing deficiencies, and preparing timetables.  

• Provide technical support for agencies and the public which includes inputting data into system for general public access.  

• Meet with architects, engineers, City officials, and building contractors to discuss construction projects.

  JOB DESCRIPTION:

This is a non-sworn, civilian training classification to be used while incumbent is attending a certified P.O.S.T. Basic Police Academy.  Incumbent in this classification receives the same employee benefits as Police Officers, with the exception of being placed in the “Miscellaneous” retirement category until successful completion of a designated police academy, and as a civilian employee, will not be covered by government code sections 4850 and 3300 through 3311.  Upon successful completion of an academy, incumbent shall be sworn as a Police Officer, placed in the safety retirement category and begin an 18-month probationary period as a Police Officer on the date of swearing in. 

Job Related and Essential Qualifications:

Education: 

• High school graduate or its equivalent. 
• Completion of 30 semester (or equivalent quarter) units from an accredited college or university preferred. 

Physical Capabilities/Vision:

• Must be capable of performing the full range of work assigned to a Police Officer free from physical, mental or emotional restrictions, which would adversely impact job performance.

THE POSITION: 

The City of San Rafael is recruiting for a Police Officer. This position performs a wide variety of peace officer duties involving the protection of life and property, enforcement of laws and ordinances, criminal investigation, crime prevention and suppression.  Police officers prepare cases and provide courtroom testimony, provide information and assistance to the public and perform special assignments in areas such as patrol, traffic, investigations and gang enforcement.  General supervision is provided by the Police Sergeant.  Responsibilities may include the direct supervision of officers in training and/or the indirect supervision of other officers and/or support staff.

The Ross Valley Sanitary District is seeking a motivated Collection System Worker willing to learn new skills and work with cutting edge technology to join our team!

Collection System Workers operate and maintain sanitary sewer infrastructure while providing excellent customer service to the Ross Valley community.

ABOUT THE POSITION

CSWs perform a variety of skilled - journey level work and manual labor in the operations, maintenance, and repair of sewer lines and related mechanical, hydraulic and hand-operated equipment. Collection System Workers are on a 9/80 schedule - Monday through Thursday from 6:00 am to 3:30 pm, with Fridays alternating between 6:00 am -2:30 pm and off work. All Collection System Workers also work on a rotating “on call” basis.

SAMPLE DUTIES OF THE CSW CLASSIFICATION INCLUDE:

• Participate in inspecting, cleaning, maintaining, constructing, and repairing of wastewater collection systems utilizing a variety of mechanical and specialized equipment including, but not limited to, rodders, CCTVs, high velocity cleaners, vacuum trucks, construction equipment, and related equipment.
• Perform a variety of manual tasks such as lifting and carrying heavy loads including material, equipment, and debris with assistance and utilizing equipment when appropriate.
• Inspect, troubleshoot, and maintain proper collection system operation using techniques and instruments including, but not limited to, closed‐circuit TV, smoke testing, dye testing, and related procedures.
• Participate in the removal and restoration of concrete and paved surfaces using a wide variety of construction equipment, hand and power tools.
• Removal and restoration of concrete and paved surfaces.
• Conduct daily inspections of vehicles, hand tools, and equipment, perform lubrication and minor operating adjustments to ensure proper operation of vehicles, hand tools, and equipment.
• Perform basic building and grounds maintenance at collection system facilities. 
• Plan routine traffic control measures at work sites and perform non-routine traffic control under general supervision.
• Observe all safety precautions as required by regulatory agencies and the District; including using personal protective equipment and following hazardous communication policies and procedures.
• Participate in confined space entries including, but not limited to, atmospheric monitoring, hazard mitigation, and appropriate safety procedures.
• Respond to and investigate service calls or complaints concerning such matters as sewer odors, sewer trouble, and sewer back-ups, and make the necessary corrections.
• Participate in and, upon passing District criteria, direct the spill stoppage, containment, and cleanup of emergency situations and wastewater spills, including occasional 24/7 on-call duty as Primary or Secondary Stand-by.
• Perform a range of activities related to locating and marking sanitary sewer infrastructure and underground utility lines using a variety of equipment.
• Communicate and interact with the public, local government, and other utility personnel in a courteous, professional manner.
• Other duties as assigned.

Minimum Qualifications

• Completion of the twelfth grade, or its equivalent.
• Two years general maintenance and construction experience
• Valid California Class "C" Driver's License
• Must have a satisfactory driving record and continue to meet District vehicle liability insurance company driving standards.

To be considered for the CSW II classification, two years of collection system maintenance and operations is required.

Licensing, Certification, and Registration:

training occurs on District time. Candidates must complete and possess required certifications to pass probation. By the end of probation, possession of the following licensures, certifications, and/or registrations

Collection System Worker II

All of the above AND a Collection System Maintenance Grade II Certificate from CWEA.

The Public Works Program Manager leads and supports a team of engineering and technical staff while overseeing the Engineering Division within the Public Works Agency. This role is responsible for directing complex engineering programs; reviewing and evaluating technical work products, methods, and procedures; and ensuring all activities comply with applicable federal, state, and local regulations. Under the direction of the Public Works Director, this position provides direct supervision, establishes project schedules and work plans, prepares and administers budgets, and ensures engineering services are delivered accurately, efficiently, and in alignment with agency goals.

• Strong knowledge of applicable federal, state, and local laws, codes, and regulations relevant to engineering and public works programs

ABOUT THE OPPORTUNITY

The City of Mill Valley is excited to offer four (4) Seasonal Operations Aide positions, providing one role with multiple pathways to explore public service careers. These positions provide hands on experience supporting essential infrastructure and community services across both the Public Works Department and the Sewerage Agency of Southern Marin, also known as SASM.

Seasonal Operations Aides may be assigned to one of the following teams:

• Public Works – Parks Maintenance Division (2 positions)
• Public Works – Streets & Sewers Division (1 position)
• Sewerage Agency of Southern Marin (SASM) – Maintenance Division (1 position)

This is more than a seasonal job. It is an opportunity to gain real world experience, build practical skills, and explore long term career pathways in public works and utilities. Many of our full time team members began their careers in part time or seasonal roles like this one.

DIVISION ASSIGNMENTS AND TYPICAL DUTIES

Parks Maintenance Division with Public Works: Responsibilities may include trash collection, graffiti removal, weed abatement, irrigation repairs, and supervised operation of equipment such as blowers, weed/hedge trimmers, and mowers. Work supports the maintenance of City parks, landscaped areas, trees, and vegetation. 

 

Streets and Sewers Division with Public Works: Responsibilities may include trash collection, graffiti removal, clearing and repairing drainage facilities, street sign repair and replacement, road and curb painting, pothole and asphalt repairs, and related maintenance tasks.

 

Maintenance Division with SASM: Responsibilities may include assisting with maintenance of wastewater treatment equipment and facilities, supporting mechanical repairs, cleaning and preparing work areas, and helping ensure systems operate safely and efficiently. This assignment provides exposure to specialized tools, equipment, and processes used in wastewater treatment operations.

ABOUT THE POSITION

Under close supervision, the Seasonal Operations Aide provides entry-level support to an assigned department or division. This temporary role (up to 180 days) offers hands-on experience in operations, assisting staff with tasks such as maintenance, repair, cleaning, construction, and light equipment use. Duties may vary by program area and can include manual labor and tool handling.

Examples of Essential Job Functions (may include but are not limited to):

• Under direction, assist in the maintenance and upkeep of City facilities including but not limited to: parks, fields, SLP’s, streets, buildings, sewers, pools, playgrounds, and others.
• Under direction, assist in the construction or installation of City infrastructure such as curbs, sidewalks, paths, railings, stairs, signs, etc.
• Under direction, prepare and maintain work sites with safety in mind, including proper cordoning, clearance, traffic safety, and the like.
• Prepare and maintain equipment for use; clean and store equipment; shuttle and deliver equipment as directed.
• Perform research and data collection.
• Perform related duties as required.
